LIGHTING AND SMALL POWER


1.

GENERAL

A lighting and small power system shall be designed and installed within each new building and shall include the
supply of all materials and equipment. The system shall include the lighting fixtures, lamps, switches, socket
outlets, pushbuttons, MCCBs/MCB's, contactors, wires, cables, conduit/trunking, poles, associated distribution
boards and all other equipment necessary to complete the installation as required by this Specification.
2.

LIGHTING AND SMALL POWER

2.1.

General Standards and Maintenance

Interior, exterior, emergency lighting and small power installations are required as appropriate. The completed
installations shall comply in all relevant respects with the latest edition of the IEE Wiring Regulations for Electrical
Installations of Buildings ('IEE Wiring Regulations'), with the Codes of Practice issued by the Chartered Institution
of Building Services, or with such other regulation that may be in this country.
The completed installations shall comply in all relevant respects with Dubai Electricity & Water Authority Wiring
Regulations for Electrical Installation and approved Code of Practice in Dubai and also with the Codes of Practice
issued by the Chartered Institution of Building Services, with BS7671 (Formerly IEE Wiring Regulations), or with
such other local regulation that may be in force at the site.
The Contractor shall be responsible for the efficient, good working and maintenance of the installations comprising
this section of the Specification for the Defect Liability period as set out in the Specification.
2.2.

Approvals

The Contractor shall submit to the Engineer for approval copies of all his computerized calculations forming the
basis for the designs of the lighting and small power installation, which shall be shown on the working drawings
also to be submitted for approval. One set of original software and manual shall be submitted along with the
calculations, which shall be given in both computer (disk) and paper format, to enable DEWA to review the design.
The software and manual shall be deemed to be part of the Contractor's supply.
2.3.

Requirements

The lighting installations shall be designed to give the standard service illuminations set out herein. Offices,
Stores and Kitchens shall all have the service illumination measured at 850mm above finished floor level. All
other areas shall have the service illumination measured at floor level. Infrared movement sensors to be provided
in all areas to control automatic switching on and off of at least 50% lights in a room.
The installations shall also meet the limiting glare index requirements as set out in the specified Codes of Practice.
Proposals for the types of lighting fittings to be used in the area, type of control to be employed, number of socket
outlets and the types of mounting expected to be suitable for the respective areas are outlined later in this document.
Where discharge and fluorescent light sources are to be used in areas containing rotating or reciprocating
machinery, the fittings shall be allocated between the 3 phase and neutral in such a manner as to avoid stroboscopic
effects. When 3 phase lighting installations are to be used, or single-phase lighting installations are to be used for
rooms with more than four light fittings, contactor switching controlled by pushbuttons located in the area to be
illuminated are preferred.
In all rooms and corridors having two entrances the lighting installation shall have two ways switching, the switches
being located in appropriate positions adjacent to the entrances.
Where required, emergency lighting shall be arranged to illuminate all stairways, exits and entrances and provide
sufficient illumination in operational areas to permit essential operations to be performed and the safe movement of
personnel.
In all rooms, emergency luminaries shall be selected luminaries in the normal lighting system, which shall be
supplied from the relevant station battery in the event of failure of the AC supply. In the GIS halls, a row of

Emergency luminaries shall be installed in front of the local control cubicles (at least 1 for every 2 feeder panels).
The illumination level with emergency lights (except on demand spot lights) shall be 10 Lux (minimum average)
and 30 lux in the escape route.

Coding Systems

The Contractor shall, when preparing drawings showing the respective designs, use a code to identify each lighting
fitting and socket outlet.
The code shall comprise letters and figures so compiled that the following information can be readily identified: (a)

The lighting distribution board to which the fitting or socket outlet is connected.

(b)

If connected to the normal supplies or to the emergency D.C. supplies.

(c)

The circuit number and phase of the distribution board to which the fitting is connected.

(d)

The sequence of the fitting in a particular circuit.

The cables feeding the distribution boards shall be connected directly to the incoming MCCB or neutral bar as
appropriate unless otherwise indicated by the Specification.
Distribution boards for use on the direct current system shall be double pole types equipped with adequately rated
MCCB's/MCB's.
Mixed capacity boards shall be employed and all contactors and time switches associated with the respective
outgoing circuits shall be accommodated within the distribution board.
2.5.

Contactors

Contactors shall comply with BS 5424 or equivalent and shall be of the electrically held-in types contained in heavy
gauge sheet steel cases suitable for panel mounting. Each contactor shall be continuously rated and suitable for
thirty inductive switching operations per hour.
2.6.

Switches and Pushbuttons

Switches shall be rated for minimum 6 amps and the rating shall be increased suitably to meet the load
requirements. They shall be single pole types and be provided with an earth terminal.
Switches for use in areas designated for surface installation shall be quick-make quick-break fixed grid industrial
types mounted in galvanized malleable iron boxes with protected dolly and arranged where necessary for multi
gang switching.

Switches for use in areas designated for flush installation shall be micro-break types fixed to white plastic cover
plates and mounted in galvanized steel flush type boxes.
Two way and multi gang variations shall be provided as appropriate.
Pushbutton switches shall either be flush or surface types contained in galvanized steel boxes and be single pole
rated for 5 Amps. Pushbuttons shall be made of non-hygroscopic material, be non-swelling and so fitted as to avoid
any possibility of sticking.
The terminals for all switches shall be adequate to accommodate 2 conductors each 2.5mm2 in cross sectional area.
2.7.

Lighting Fittings

Illustrations and/or samples of all lighting fittings, which the Contractor proposes to purchase, shall be submitted to
the Engineer for approval before issuing any sub-orders.
Lighting fittings for interior and exterior use shall be manufactured and tested in accordance with the appropriate
sections of BS 4533 (BS EN 60598) or equivalent and together with all components shall be suitable for service and
operation in the climatic conditions specified.
Each fitting is to be complete with all lamp holders, control gear, internal wiring, fused terminal block, earth
terminal and reflectors or diffusers as specified. The design of each fitting is to be such as to minimize the effect of
glare and such that the ingress of dust, flies and insects is prevented. Where open type fittings are used it is to be
impossible for insects to become lodged therein.
Fluorescent light fitting shall be with high efficiency electronic ballast.
The control gear for use with fluorescent lamps is to incorporate power factor and interference suppression
capacitors and is to be quick or resonant start type without starters. Chokes are to have copper coils, be impregnated
and solidly filled with polyester resin or other approved high melting compound and are to be manufactured to
restrict the third harmonic content to less than 17% of the uncorrected current value and are to be silent in operation.
Control gear for discharge lamps shall incorporate power factor correction and interference suppression capacitors.
Internal connections are to comprise stranded conductors not less than 0.75mm2 covered with heat resistant
insulation to the requirements of BS 6500 or equivalent. All internal wiring is to be adequately cleated to the fitting
casing with an approved form of cleat. The finish of fittings for interior use is to be impervious to deterioration by
atmospheric reaction. Fittings for exterior use shall have a vitreous enamel, natural aluminium or galvanized finish
according to the manufacturer's standard product.
Fittings for housing tungsten lamps exceeding 150 watts rating are to be provided with an approved method of
dissipating heat from the lamp cap and terminal housing.
Lamp holders as applicable are to be suitable for the lamp specified.
Light fittings are to be of the type as generally set out in the schedule contained in Clause 2.25. The type references
are to be repeated in the schedules and on the drawings.
2.8.

Lamps

The Contract includes the supply and erection of all lamps and tubes necessary to complete the installation and
these shall be included in the prices quoted for the supply and erection of fittings.
Fluorescent lamps shall be manufactured and tested in accordance with BS EN 60081 or equivalent and shall be
bi-pin types. The colour of lamps shall be warm white or GE type polylux 840 or equivalent.
Tungsten lamps shall be manufactured and tested in accordance with BS 161 (BS EN 60064) or equivalent and shall
be bayonet cap for lamps up to and including 100 watts. Lamps rated for 150 watts and higher shall have Edison
screw caps. Low wattage lamps used in exit signs and emergency lighting units may be small or miniature Edison
screw.
Discharge lamps shall be manufactured and tested in accordance with BS 3677 or equivalent. Mercury vapour
lamps shall be fluorescent types having a 10% red ratio colour correction, whenever used.

Socket Outlets and Fused Spur Outlets

Each socket outlet shall comply with the requirements of the BS 1363 or equivalent and shall be the interlocked,
shuttered and switched types arranged for surface or flush mounting in single or mulligan units as appropriate.
Each fused spur outlet shall be equipped with double pole isolator, a fuse to BS 1362 or equivalent and where
required front entry for flexible connection.
Each socket outlet and fused spur outlet shall be equipped with a galvanized metal box with an earth terminal.
Each group of five socket outlets shall be provided with a matching fused plug top.
All socket outlets for exterior use shall be galvanized and weather proof and be equipped with a screwed dust
proofed cap attached to the socket by means of a chain.
A separate circuit is to be provided to each room in the building for socket outlets.
2.10.

Photoelectric Switches

Photoelectric switch units shall be installed for outdoor lighting circuits. The photoelectric cells shall be omnidirectional, fail safe type with on/off switching ratio of 1 to 2 and of IP rating IP55. The switching level shall be
adjustable from 20 to 60 lux. The switches shall be provided with manual override facility.
2.11.

Clocks

Synchronous type and Quartz crystal type clocks shall be supplied and erected in the positions indicated elsewhere
in this document. Clocks for use in the office shall be approximately 229mm in diameter and clocks for use in
control and relay room and communications room are to be approximately 600mm diameter.
2.12.

Cooker Control Unit

Cooker control units are to be 45 amp DP metal clad type to conform to the requirements of BS 4177 or equivalent
and be equipped with one 13 amp switched socket outlet. Each unit shall have an adequate earthing terminal and be
provided with a box suitable for surface mounting having adequate provision for conduit entries and connection to
the appliance.
2.13.

Conduit, Trunking and Accessories

Conduit, accessories and trunking installation shall comply with the latest issue of the Institution of Electrical
Engineers, `Regulations for the Electrical Equipment of Buildings', unless otherwise approved by DEWA.
Unless specifically approved by DEWA, all conduits shall be concealed and all accessories shall be flush mounted.
Where approved, all conduit and conduit fittings for surface mounting shall be of galvanized heavy gauge steel.
They shall be of the screwed, solid drawn or weld type complying with BS 4568, IEC 60423 and IEC 60614.
No conduit smaller than 19 mm outside diameter shall be employed.
Standard circular boxes or machined face heavy-duty steel adaptable boxes with heavy machined type lids shall be
used throughout. For outdoor mounting, all boxes shall be galvanized, weatherproof and fitted with external fitting
lugs.
Conduit terminations shall be fitted with brass bushes. The use of running threads, solid elbows and solid tees will
not be permitted.
Conduit ends shall be carefully reamed to remove burrs. Draw-in boxes shall be provided at intervals not exceeding
10 m in straight through runs.

Conduit runs shall be in either the vertical or horizontal direction, unless otherwise approved and shall be arranged
to minimize accumulation of moisture. Provision for drainage shall be made at the lowest point of each run.
Conduits shall be supported on heavy galvanized spacer saddles so as to stand off at least 6 mm from the fixing
surface.
Provision shall be made for the support of internal conductors in instances where the length of the vertical run
exceeds 5 m.
All conduits run in any circuit shall be completed before any cables are pulled in.
Flexible metallic conduit shall be used where relative movement is required between the conduit and connected
apparatus, and a separate copper connection shall be provided to maintain earth continuity.
The maximum number of cables in any conduit shall be in accordance with the latest issue of the IEE `Regulations
for the Electrical Equipment of Buildings'.
PVC conduit and trunking may be offered as an alternative to steel for concealed wiring only, subject to the general
requirements of this Specification and DEWA's approval, and the following: (a)

All PVC conduits shall comply with BS EN 50086-1 and be of heavy gauge polyvinyl chloride.

(b)

Conduit shall be jointed and terminated in an approved manner utilizing a hard setting vinyl cement to
produce a rigid watertight joint. In long conduit runs a non-hardening adhesive shall be used in
conjunction with expansion couplers. Screwed conduit shall not be used.

(c)

Conduit may only be bent using the correct bending springs as recommended by the manufacturers.

(d)

Adequate allowance shall be made for linear expansion and contraction of the conduit under the
temperature variations specified.
Expansion couplers shall be used on all surface straight runs exceeding 6m in length and the conduit
shall be free to slide within the saddles and sealed in accordance with (b) above.

(e)

Conduits shall be supported at intervals of not less than 1m.

(f)

Conduit junction boxes shall be of the BS circular pattern with appropriate spout entries. Tangential
entry circular boxes shall be used where appropriate. Multiple conduits may utilize large PVC adaptor
boxes for junctions.

(g)

Conduit shall not be used to support light fittings.

(h)

Heavy duty PVC trunking with clip on lids may be used for multiple circuitries within the requirements
laid down in the IEE Wiring Regulations with regard to segregation of circuits. Trunking shall comply
with BS 4678, Part 4 and any non-standard trunking accessories shall be fabricated by the
manufacturers.

(i)

Expansion joints with gaps shall be incorporated in all runs of trunking. Where trunking is suspended,
stirrup type supports shall be used at a maximum of 0.75m spacing.

(j)

In order to facilitate interchangeability and to eliminate problems of different manufacturing tolerances it


is required that all conduit trunking and accessories shall be obtained from the same manufacturer.

(k)

Conduit runs in suspended ceilings shall be fixed to the building structure and not the ceiling. Where
ceilings are fixed and the ceiling void is inaccessible after completion, the outlet boxes of the ceiling
shall be supported from the structure. Where ceilings are of the demountable type and capable of
supporting module light fittings the outlet box for the light fittings shall be fixed to the structure with a
cable connection from the outlet box to the light fitting through a 3-pin plug-in ceiling rose. Where light
fitting is not of the module type the outlet box shall be brought to the ceiling surface in the same manner
as that for a fixed ceiling.

Steel trunking of standard dimensions (for example, 75mm x 75mm, 100mm x 75mm, 150mm x 50mm,
etc.) may be used for running a number of insulated cables or wires where agreed with DEWA. The
trunking steel gauge shall not be less than 1.2mm.
2.14.

Cable Trays
Cable trays where required as part of the Contract supply are to be the perforated galvanised sheet type.
Trays are to have upturned edges and be of a width suitable for the number of cables to be supported and
are to be supplied with purpose- made galvanised steel brackets suitable for mounting from the building
structure. External cable trays shall be provided with covers.

2.15.

Distribution Boards
The distribution boards and all component parts shall be manufactured and tested in accordance with the
latest Standard and designed to suit the fault level of the transformers supplied. The Contractor shall
demonstrate by calculation this has been complied with.

Distribution boards for exterior use shall be galvanised and weatherproof.
Neutral bars shall have an appropriate number of ways relative to the size of the board. They shall have
a rating not less than that of the associated phase bus bars.
The metal surface adjacent to any live part and all spaces between phases shall be protected by barriers of
fireproof insulation material.
The distribution boards shall be either single pole or triple pole and neutral types and shall be equipped
with means to provide over current protection to each circuit. This protection may comprise an HRC
fuse or a miniature circuit breaker, both of which shall be removable without exposing live connections.
Fuse bases and bridges where used shall be of an approved non- hydroscopic insulation suitable for the
receipt of HRC fuses.
Residual current circuit breakers shall be incorporated to protect all lighting circuits, socket outlets and
supplies to appliances, etc. These shall comply with the requirements of the main electrical part of this
Specification.
The current rating of the bus bars in each distribution board is not to be less than the sum of maximum
current rating of all outgoing circuits. The neutral connection for each circuit is to be direct to the neutral
bulbar.
Approved type title labels are to be fitted externally on the front cover of each distribution board giving
details of the points controlled by each circuit. The circuit list shall be typed or printed stating the
location of the equipment served, rating of the protective unit and the circuit loading. The lists shall be
mounted on the inside of the cover door and shall be protected by an acrylic sheet slid into a frame over
the circuit list, the list and cover to be easily removable to permit circuit modifications.
The cables feeding the distribution boards will be connected directly to the incoming isolator or neutral
bar as appropriate unless otherwise indicated by the Specification.
Switch fuse units or isolators connected on the incoming side of a distribution board shall be
mechanically attached to the board with solid copper electrical connections between the units. A

suitable insulated barrier is to be supplied to prevent copper or carbon dust released under fault
conditions passing from one unit to the other.
Distribution boards for use on direct current system shall be double pole types equipped with adequately
rated fuses.
Mixed capacity boards shall be employed and all contactors and time switches associated with the
respective outgoing circuits shall be accommodated within the distribution board.
2.16.

Miniature Circuit Breakers


Miniature circuit breakers shall comply with the requirements of the main electrical part of this
Specification.

2.17.

Cabling

Cabling throughout the installation shall comply generally with the requirements of this specification and in
particular with BS 6004, BS 6346 and BS 4066 where appropriate.
Armoured cables shall be XLPE insulated, single wire armoured and polyvinyl chloride sheathed overall and be
manufactured and tested in accordance with the requirements of BS.5467, 600/1000V grade or equivalent. The
outer sheath shall be coloured black and incorporate flame retardant characteristics to meet the requirements of
BS.4066 and IEC.332. Jute fillings will not be permitted. Cables shall comply with the requirements of the cable
section of this Specification.
Each armoured cable shall be provided with separate Earth Continuity Conductor (ECC) of minimum half size of the
phase conductor, coloured yellow/green.
Flexible type cables for pendant cords and final connections to fixed apparatus are to be butyl or silicone rubber
insulated and sheathed manufactured and tested in accordance with the requirements of BS.6500, 300/500V or
300/300V grade as applicable.
The conductor is to comprise multi-strands of 0.25 mm wire. The number of strands is to be not less than 30 and in
all cases of a number suitable for the protection rating of the respective circuits.
All cables used for lighting and small power shall have copper conductors.
The Contractor is to select conductor sizes for the respective final circuits to meet the following conditions: (a)

That the minimum conductor size for lighting circuits is to be 2.5mm2 and for socket outlets 4 mm2.

(b)

That the size is to be adequate for the current to be carried as set out in the cable manufacturers
Specification.
That the size is sufficient to keep the voltage drop in the phase and neutral conductor to the farthest
lighting or power point, under normal full load conditions to within the final circuit limit
specified in BS7671. Diversity will not be allowed.

(c)

2.18.

Cable Terminations

Terminations for cables shall comprise compression type glands with armour and bonding clamps to meet the
requirements of Type E1 to BS.6121 or equivalent and are to be designed to secure the armour wires, to provide
electrical continuity between the armour and the threaded fixing component of the gland and to provide watertight
seals between the cable outer sheath and gland and between the inner sheath and threaded fixing component. The
glands are to project at least 10 mm above the gland plate to avoid moisture collecting in the cable crutch.
Earth bond terminal attachments are to be provided.
Terminations for rubber-insulated cables are to comprise compression type glands where the function of the gland is
to secure the outer sheath of the cable, in accordance with the requirements of Type A2 to BS.6121 or equivalent. A
watertight seal is to be provided between the outer sheath and the gland.
Only one cable is to be terminated in each gland.
2.19.

Interior Installations

Only multicore LV power cables specified in Chapter 10 of this section shall only be used.
Flush or surface mounted junction boxes may be installed near rooms which contain lighting/socket installations,
where these cables can be terminated and for further connection to equipment, wiring cables in accordance with the

requirements listed below may be used. Only the cables specified in this document shall be used in this installation.

Wiring for the lighting and socket outlet installations shall comprise PVC cables drawn into conduits preferably
embedded or attached to walls, structural or roof steelwork or ceilings as appropriate.
The size of conductor to be used in conduits shall be min 2.5 mm2 for lighting and 4.0 mm2 for sockets, for both
phase and neutral circuits. The Contractor shall confirm that selected sizes shall meet the following to the approval
of DEWA.
a)

The size shall be adequate for the current to be carried as set out in the cable manufacturers specification.

b)

The size shall be sufficient to keep the voltage drop in the phase and neutral conductor to the farthest
lighting or power point, under normal full load conditions to within the final circuit limit specified in IEE
wiring Regulations/Local Authority Requirements. Diversity will not be allowed.

For pendant cords and final connections to fixed apparatus, 300/500V or 300/300V grade (as applicable) butyl or
silicon rubber insulated and sheathed cables in accordance with requirements of BS 6500. The conductor shall
comprise multistrands of 0.25mm. The number of strands shall not be less than 30 and in all cases of a number
suitable for the protection rating of the respective circuits.
Surface and flush type installations are required according to the particular area as indicated in the schedule
included in Clause 2.25.
In areas where flush type installations are indicated, the wiring shall be drawn into conduits buried under wall
finishes or concealed above ceilings as appropriate.
All fixings shall be of a type approved by DEWA and all metalwork used shall be galvanized. Fixings to structural
steelwork shall be with purpose made brackets or clamps; the drilling of structural steelwork will not be permitted.
Cleats with two screw fixings shall be used for supporting steel conduits at not greater than 2m intervals.
All switchboxes, socket outlet boxes and items of a similar type shall be fixed with two screws or bolts.
Switches and pushbuttons for lighting circuits shall be mounted at 1300mm above finished floor level. Socket
outlets shall be mounted 500m above finished floor level but those for use with kitchen/store room tables shall be
mounted 150mm clear of the table-working surface.
Lighting fittings shall be attached to ceilings, walls, and trunking or roof steelwork or suspended there from as
appropriate.
Where fittings are to be suspended, rod type suspension units shall be employed.
Final connections to all suspended lighting fittings shall be with heat resistant flexible cable terminated in porcelain
clad connectors in the ceiling or junction box which shall also terminate the main circuit cable. The cable length
shall be such that the suspension unit supports the full weight of the lighting fittings.
Where recessed type lighting fittings are to be installed, suspension units shall be used to prevent the weight of the
fittings being applied to the suspended ceiling. It shall be possible to carry out maintenance from the underside of
the fitting without disturbing the false ceiling. To facilitate this need, the final connection to each fitting shall be
with heat resistant flexible cable from a plug-in type ceiling rose mounted above the false ceiling.
All cables not contained within conduit shall be terminated with a cable gland. Terminations for cables shall
comprise compression type glands with Armour and bonding clamps to meet the requirements of type E1 to BS
6121 or equivalent and shall be designed to secure the Armour wires, to provide electrical continuity between the
Armour and the threaded fixed component of the gland, to provide a watertight seal between the cable outer sheath
and gland and between the inner sheath and threaded fixing component. The glands shall project at least 10mm
above the gland plate to avoid moisture collecting in the cable crutch.
Where lighting fittings are mounted direct on walls or ceilings the main circuit cables may be connected into the
fitting terminal block. Where terminal blocks do not exist within the lighting fitting, flexible heat resistant cable

shall be used connected to a separate junction box.

Earth continuity shall be maintained throughout the entire wiring installation with separate insulated earth
continuity conductors of adequate cross-section, ultimately connected to a common earth terminal at the respective
distribution board.
Within the interior installation, adequate provision shall be made for connection to small ventilating fans, which are
not energized from the central air conditioning control and starter panel.
Each and every trunking route shall be bonded across all joints with external copper bonding links supplied for the
purpose.
2.20.

Exterior Installations

Exterior building lighting shall be arranged to provide the required illumination level, and located to avoid
interfering with normal building operation and maintenance procedures. The exterior lighting fittings may be
attached to building walls at high level, boundary wall or pole mounted as appropriate.
Cables to exterior lighting shall be laid direct in ground, laid in concrete trenches or cleated to buildings structures
as appropriate to the route requirement. The cables shall be terminated at a cut out located at the base of each
support. Wiring between the cutout and the control gear or lantern shall be with multicore cable run within poles or
with cable drawn into galvanized steel conduit attached to the supporting structure. A pleasing aesthetic appearance
shall however be maintained for all cabling installations.
Where laid direct in ground, cables shall be buried to a depth of 800mm, and the Contract price is deemed to
include all necessary excavation, backfilling, consolidation and the provision of cable protection tiles.
2.21.

Time switches.

Time switches for use with lighting systems shall be the synchronous motor wound types protected by a suitably
rated fuse for 220 volts operation with a nine hour reserve spring and are to be fitted with a twenty-four hour hand
set dial two "off" and two "on" levers and manual operation pushbutton. The main contacts shall be rated for 20
Amps on a 220 Volt 50 Hz A.C. supply.
Time switches shall be suitable for mounting in the distribution boards supplying the circuits to be controlled.
2.22.

Poles

Lighting poles shall be tapered of hot dipped galvanised steel with bituminous preservative inside and outside at the
base and shall be approved by the Engineer.
Each pole shall be equipped with a base section compartment of 470 mm by 150 mm to house an inspection trap,
lockable door, fused cut-out, cable entry and terminations for both the incoming and outgoing power cables and
secondary cables feeding the light sources.
Poles for substation lighting shall support the floodlights at minimum 4.5m above ground level, and poles for access
roadway lights shall support the lanterns at 10 m above ground level.
The Contractor shall ensure each pole is provided with foundations suitable for the ground conditions occurring at
each Site.
2.23.

Emergency Lighting

Where required, Emergency lighting shall comprise lighting fittings of the types as indicated in other parts of this
document. This may be energized as required from the 110 volt D.C. supply specified elsewhere in this
Specification. 50% of emergency light fittings shall be self contained and self sustained.
The system shall be so arranged that on failure of the normal a.c. supplies to the lighting installation, the emergency
lighting system will automatically be switched on. Each emergency lighting unit shall have a minimum 6-hour
rating.
Sufficient fittings of Type E3, E4, E5 and E6 shall be provided in each room to enable the rooms and building to be
evacuated safely.

A timing device shall be included in the main 110V D.C. supply to the emergency lighting system to disconnect the
supply after 6 hours continuous operation. Ten minutes before the end of the 6 hours an audible alarm shall be
sounded for one minute. The location of this alarm will be subject to approval of DEWA.
Self contained luminaries shall incorporate sealed nickel cadmium batteries with internal chargers. Charging shall
take place during periods of normal power supply, with a recharge period of not more than 24 hours. They shall be
suitable for providing adequate illumination for a period of not less than three hours after failure of normal supplies
for fittings types E1 and E2.
2.24

Portable Emergency Lighting

Emergency portable rechargeable hand lamps shall be of the wall mounting charger/lamp type. The lamp battery
shall have a 4AH capacity with a discharge period in excess of 3 hours. The lamp shall be provided with main and
auxiliary bulbs, which can be switched by an ON/OFF switch. A charge function monitoring LED is to be included.
The hand lamps shall be installed in all areas of the substation.
(a)

The battery in the portable emergency wall mounted light should be housed in a vertical position and should
not be in horizontal position.

(b)

In addition to the lamp control switch, there shall be an isolation switch, which when kept in off position
shall prevent its working (discharging of battery) even in case of AC supply failure.

(c)

Portable emergency lighting shall be provided in the following areas but not limited to: (i)

Shall indicate a dust-tight weatherproof and vapour resistant fitting, preferably IP65, having a
grey polyester fibre glass reinforced chassis containing the control gear and having lamp holders
for one or two 1500mm 58 watt fluorescent lamp. The fitting shall be complete with a vacuum
formed acrylic diffuser, which is secured to the body with injection-moulded toggles and sealed
with a neoprene gasket.
Shall indicate a recessed modular fitting suitable for flush mounting in the metal panelled
suspended ceiling installed and equipped with a clear specular controller. The metalwork and trim
are to comprise a rigid welded unit so arranged as to be invisible when erected complete with
controller. The fitting is to be equipped with a pre-wired removable gear tray and adjusting
facilities to enable leveling relative to the ceiling to be carried out after erection. The assembly is
to be complete with control gear and lamp holders for 36 or 58-watt fluorescent lamps as
appropriate.
Shall indicate a fitting, which shall comply generally with the description for type F6 but be
equipped for use with more than two 36 or 58-watt lamps.
Shall indicate a ceiling lamp fitting with metal base, white acrylic opal cover bowl, dust tight
including lamp holder and 60 watt lamp.

TYPE F9

Shall indicate a light fitting for toilets and kitchens, acrylic crystal cover bowl including lamp
holder and 28 or 38watt lamp.
TYPE E1 Shall indicate a self-contained, self-sustained (normally off) emergency lighting unit, complete with
integral batteries and control gear, with the words "EXIT" in white letters on red background in
English and Arabic. It shall be energized from the batteries under mains failure conditions. The
mains failure device shall be sensed by an unswitched phase connection from the local lighting
circuit.
TYPE E2 Shall indicate a self-contained, self-sustained (normally off) wall mounted emergency lighting unit
comprising a sophisticated hand lamp with output of 100 lumens complete with integral batteries
and control gear. The lamp shall be energized under mains failure conditions with manual "on
demand" switches for the spotlights. The mains failure device shall be sensed by an unswitched
phase connection from the local lighting circuit.
TYPE E3 Shall indicate a maintained wall or ceiling mounted 58 watt emergency lighting unit complete with
inbuilt inverter and control gear, integrated into fitting type F1/F2.
TYPE E4 Shall indicate a maintained wall or ceiling mounted 58 watt emergency lighting unit complete with
inbuilt inverter and control gear, integrated into fitting type F3/F4.
TYPE E5 Shall indicate a maintained dust proof, weather proof and vapour resistant wall or ceiling mounted 58watt emergency lighting unit complete with inbuilt inverter and control gear, integrated into
fitting type F5.
TYPE E6 Shall indicate a maintained recessed modular mounted 58-watt emergency lighting unit complete with
inbuilt inverter and control gear integrated into fitting type F6.
TYPE S1 Shall indicate a 13 Amp single or double gang flush mounted switched socket outlet.
TYPE S2 Shall indicate a 13 Amp single or double gang surface mounted switched socket outlet.
TYPE S3 To comprise an ironclad one-gang heavy-duty 3 poles interlocked switch socket outlet with scraping
earth connection suitable for use on a 415 Volt 3 phase 4-wire 50Hz system. Current rating to suit
the oil filter (at least one no. for every two transformer bays) included with the Contract Tools.
Each socket is to be supplied complete with screwed dustproof cap attached to the top of the
socket by means of a chain, and cable box with 2 glands, suitable for terminating XLPE/PVC
cable. Matching plugs to be provided in the ratio of one for every two sockets.
Enclosure mounted load-break isolators can be supplied instead of the sockets.
TYPE S4 Cooker Control Unit.
TYPE S5 Shall indicate a 16 amp 3 phase 4 wire switched socket outlet with plug surface mounted.
TYPE S6 Shall indicate a 32 amp 3 phases 4-wire socket outlet with plug surface mounted.
TYPE S7 Shall indicate a 63 amp 3 phases 4-wire socket outlet with plug surface mounted.
TYPE S8 Shall indicate a 13 amp single gang flush mounted shaver socket outlet.
TYPE S9 Shall indicate a socket outlet similar to S1 but have industrial pattern, explosion proof.
TYPE S10 Shall indicate a socket outlet similar to S5 but have industrial pattern, explosion proof.
TYPE T1
Shall indicate a high performance side entry lantern type fitting having a body cast from corrosion
resistance LM6 aluminium alloy with light control by means of a prismatic glass held firmly in
position in a hinged glazing ring, complete with lamp holder for 150 or 250 watt lamp, terminal
block suitable for looping conductors and provision for cable entries. Mounting lugs are to be
arranged such that fixing screws do not penetrate the fitting interior. The lantern shall have a
minimum rating of IP64.
TYPE T2
Shall indicate a dust tight, water jet proof bulk-head type fitting having a body cast from
corrosion resistance LM6 aluminium along with moulded glass front and integral control gear for
discharge lamps of 80W MBF rating, complete with wire guard. The fitting shall have a minimum
rating of IP 55.
TYPE T3
Shall indicate wall-mounted luminaries with cast aluminium body. The fitting shall be complete
with prismatic glass refractor and toughened glass lenses with a minimum rating of IP55.
TYPE M1
Shall indicate a high bay industrial type fitting having an extruded aluminium housing complete with
aluminium reflectors to give symmetrical light distribution, vertical lamp design, suitable for 250 W
MBF colour corrected mercury vapour lamp. The gear housing shall have a minimum rating of IP54.

It shall be noted that where several rooms have been listed in one table entry, the requirements called for are to be
installed within each room. Although certain common descriptions have been used for minimizing the number of
fitting types, where any equipment is mounted outdoors, it shall be fully weatherproof and dust tight.
2.26.

Telephone Connections

Outlets with conduit piping and associated fittings for local authority telephone connections shall be provided by
Contractor in switchgear and living rooms. The Contractor shall also provide a suitable conduit pipe with associated
fittings for the connection of a radiotelephone from switchgear/control room up to the rooftop.
A complete conduit/duct system shall be provided throughout the building including the telephone cables etc.of both
commercial and scada telephone to be run to the proposed extension points. A layout drawing showing the proposal
location shall be submitted for Engineers approval.
