large or small, has a right to vote in
the General Assembly.

The state-centric nature of the UN system: national


interests vs. collective interests; human rights vs.
sovereign rights of member states. While the UN
Charter insists on concern for human rights, it also
enshrines the principle of the sovereign equality of
states, Article 7 (2) exclaims:

Nothing contained in the present Charter shall authorize


the United Nations to intervene in matters which are
essentially within the domestic jurisdiction of any
state or shall require the Members to submit such
matters to settlement under the present Charter.
As a result, there are tensions between the concept of
sovereignty and the need for humanitarian
intervention. In short, the UN does not have sufficient
authority.

Unfair allocation of power
The Security Council consists of 5 permanent members
or big brothers China, Russia, the U.S., U.K and
France. Any one of the great powers can use its right
of VETO to block the call for action by the UN. The real
power of decision-making falls upon its permanent five
members.
