CHAPTER 1
PILOTAGE SERVICE STRUCTURE
SECTION I
INTRODUCTION
0101 - PURPOSE
To establish standards for the Pilotage Service in Brazilian Jurisdictional Waters
(AJB).
0102 - APPLICATION
These Standards apply to all Pilotage Services and, especially, to Pilots, Pilot
Trainees and the users of Pilotage Services.
0103 - COMPETENCE
It is for the Directorate of Ports and Coasts, as the Maritime Authority
Representative for the Waterways Traffic Safety, to regulate the Pilotage Service, establish
the Pilotage Areas (ZP) where the Service is compulsory or optional, and specify the
vessels released from using the Pilotage Service.
0104 - ABBREVIATIONS
The following abbreviations are used in these Standards:
1) AG - Harbormaster's Agent Office or Agent.
2) CP - Harbormaster's Office or Harbormaster.
3) DL - Harbormaster's Delegate Office or Delegate.
4) DPC - Directorate of Ports and Coasts or Director of Ports and Coasts.
5) NPCP - Standards and Procedures for Harbormaster Offices.
6) NPCF - Standards and Procedures for River master Offices.
SECTION II
DEFINITIONS
0105 - PILOT STATION
Means the operational and administrative structure organized for providing,
coordinating, controlling and supporting the Pilot's assistance to a vessel in a Pilotage Area
(ZP). It is commonly known in Brazil as "Atalaia".
0106 - PILOT TRAINEE LICENSE CERTIFICATE
Means the document verifying the bearer's licensing as Pilot Trainee of a certain
ZP.
0107 - PILOT LICENSE CERTIFICATE
Means the document verifying the bearer's licensing as Pilot of a certain ZP.
0108 - PILOTAGE NATIONAL COUNCIL - CONAPRA
Means a not-for-profit professional association gathering the Brazilian Pilots, with
the purpose of representing them before governmental authorities and

SECTION I
ACCESS TO THE PILOT TRAINEE CATEGORY
0201 - SELECTIVE PROCESS FOR THE PILOT TRAINEE CATEGORY
a) The fulfillment of a Pilot vacancy in a Pilotage Area (ZP) will happen exclusively
through a Selective Process for the Pilot Trainee Category, henceforth referred to as
Selective Process. The latter will be governed by the present standards and detailed in a
specific Notice to be published in the Union Official Diary (DOU) and the DPC website.
b) It is for the DPC, as the Maritime Authority Representative for the Waterways
Traffic Safety and exercising its duty of regulating the Pilotage Service, to determine the
period, number of vacancies to be fulfilled per ZP, to prepare and publish the Notice and
conduct the Selective Process.
c) The Pilot Trainee and the Pilot are not military or public servants/employees, and
do not exercise a public function. Therefore, the Selective Process is not intended for
providing a public position or employment, and is not a public tender as defined in Art. 37-II
of the Federal Constitution. Moreover, the Selective Process is reserved only for fulfilling
the number of vacancies provided in its Notice, which may include the eventual vacancies
mentioned in item 203, subparagraph b).
0202 - SELECTIVE PROCESS PARTICIPATION REQUIREMENTS
a) To be a Brazilian Citizen (both genders), with 18 (eighteen) years of age
completed by the date established in the Notice;
b) To hold a College degree officially recognized by the
Ministry of Education and concluded by the date established in the Notice;
c) To be a seafarer of deck or engine section, level 4 (four) or higher, Pilot or Pilot
Trainee by the date established in the Notice, or belong to the Amateur Group category
Amateur Skipper or higher, by the enrollment deadline. The latter condition includes the
correspondence with professional categories as established in NORMAM-03/DPC
(Maritime Authority Standards for Amateurs, Sports and/or Recreational Vessels and for
the Registration and Operation of Marinas, Clubs and Nautical Sports Entities;
d) Not be a military person retired by permanent incapacity, or a civilian retired by
invalidity;
e) To be cleared about military duties, for male candidates
(Art. 2 of Law No. 4,375/64 - Military Service Law);
f) To be cleared about voting duties (subparagraphs I and II, 1, Art. 14 of the
Federal Constitution);
g) To be registered in the Natural Person Registry (CPF);
h) To hold a valid official identification document with picture;
i) To pay the enrollment fee; and
j) To meet the standards and instructions established for the Selective Process.

0203 - VACANCIES
a) The Notice will establish the number of vacancies per ZP.
b) At discretion of the DPC, other vacancies may be offered during the Selective
Process, if candidates who are Pilots or Pilot Trainees have been selected.
0204 - SELECTION OF PILOTAGE AREAS
If vacancies in more than one ZP are offered in the same Selective Process, a
candidate may be given the option of applying for more than one ZP. If that happens, the
rules for presentation of options and the criteria for distribution of classified candidates
among the Z P's will be disclosed in the Notice.
0205 - ENROLLMENT
a) Enrollment is compulsory to all candidates.
b) The enrollment period will be disclosed in the Notice.
c) All expenses related to participation in the Selective Process will be at the
candidate's account, as well as those related to moving to the ZP of assignment and living
expenses until the licensing as a Pilot.
0206 - STAGES OF THE SELECTIVE PROCESS
a) The Selective Process will consist in four (4) stages:
1) 1st stage - Written Test (eliminatory and qualifying);
2) 2nd stage - Presentation of Documents, Psychophysical Selection and
Fitness Test (eliminatory);
3) 3rd stage - Title Exam (qualifying); and
4) 4th stage - Practical-Oral Test (eliminatory and qualifying).
b) The number of points or weight assigned to each of the written, title and
practical-oral tests will be defined in the Notice.
c) The DPC will publish in the DOU, and its website, the results of the 4 (four)
stages and the Selective Process Final Result Homologation.
d) The following will not be a part of the Selective Process: the Pilot Trainee
Qualification and the
Pilot Licensing Exam, dealt with in items 0223 and 0224 respectively.
0207 - WRITTEN TEST (1ST STAGE - ELIMINATORY AND QUALIFYING)
a) The written test will address the syllabus' subjects listed in Annex 2-A, which
may, however, be supplemented, amended and/or updated in the Notice.
b) Annex 2-B contains the suggested bibliography, not limiting or exhausting the
subjects contained in the syllabus but just as guidance for the candidates, subject to be
altered in the Notice.
c) Nevertheless this bibliography constitutes a simple suggestion, for the purpose
of the written and practical-oral tests, the editions mentioned in the Notice after each listed
item will be considered.
d) The written test may contain texts and/or questions composed in Portuguese
and/or English, considering that the knowledge of English language is indispensable for the
provision of Pilotage Services.
e) The written test will be conducted in place(s) indicated by the DPC.
f) A candidate will fail the Selective Process in the written test if obtaining:
1) A grade below half of the value assigned to the test; or
2) A grade equal or above half of the value assigned to the test, but not
qualifying among the number of candidates to be summoned for the Selective Process' 2nd
stage.

(a) The Health Board(s) will only accept toxicological exam reports from
laboratories that conduct exams of a wide detection window, minimum 90 (ninety) days,
and with biologic material collected within the deadline established in the Notice.
(b) The toxicological exam report shall contain, compulsorily, information on
the chain of custody, with the following fields: donor's complete identification and signature
(including fingerprint), identification and signatures of at least two witnesses of the sample
collection, and identification and signature of the technically responsible person for issuing
the report.
(c) The report shall contain results, negative or positive, for each drug group,
the quantities detected and the statistical evaluation of the consumption pattern.
h) The Notice will establish validity deadlines accepted by the DPC for the
complementary health exams, and how the exams shall be forwarded to the Health Board.
i) The minimum indices required will be as follows:
1) Minimum visual acuity of 20/200 without correction in each eye, correctable
for, at least, 20/20 in one eye and 20/30 in the other; and
2) Hearing losses no higher than 40 dB in the frequencies of 500 through 3,000
Hz will be accepted even if bilateral. Losses above this limit, in these frequencies, will be
accepted if fitting one of the conditions below and if the Speech Recognition Index is equal
or above 80% in any of the conditions:
(a) Not exceeding 55 dB; or
(b) The three-tone average in the frequencies of 500Hz, 1000 Hz and
2000Hz not exceeding 55 dB.
3) Hearing losses in the frequencies above 3000Hz will be accepted, if not
impairing the distinction of indicative sounds from a whistle, bell, gong or horn used by
another vessel to indicate its approximation.
j) The following will be conditions of inaptness:
1) Acute infections compromising the ability to work. Infection-contagious
illnesses.
2) Endocrine, metabolic, nutritional and immune-related illnesses in which the
risk of a sudden unbalance may compromise the ability to work. Morbid obesity. Diabetes,
when out of balance or requiring control by insulin or oral hypoglycemic agents.
Hepatopathies with clinical repercussion and/or requiring treatment.
3) History of psychiatric disease or evidence of the same, even if under control,
confirmed on occasion of the psychiatric assessment that may be required by the Health
Board(s) during the health inspection(s). Use of illegal drugs. Dependence or abusive use
of alcohol and other psychoactive substances. Personality disorders.
4) Hematologic diseases with clinical repercussion.
5) Malignant neoplasms. A history of malignant neoplasm already treated, even
with no evidence of activity, will only be admitted if showing, at the health inspection,
criteria of cure.
6) Neurological diseases or balance compromising diseases, epilepsy or
convulsive syndrome, independently of control; labyrinthopathy. History of Cerebral
Vascular Accident.
7) Circulatory system diseases: history of myocardial infarction, or Stress Test
with functional class II to IV (New York Heart Association - NYHA); arrhythmias, presence
of pacemaker, arterial hypertension without adequate control, hypertensive cardiopathy,
valve diseases (prolapse of mitral valve without regurgitation is admitted).
History of
syncope, varices of lower limbs with edema, chronic venous insufficiency, ulcers or residual
scars, history of thromboembolism.

SECTION II
CERTIFICATION, QUALIFICATION OF THE PILOT TRAINEE AND
PILOT-LICENSING EXAM
0222 - CERTIFICATION
a) A Pilot or Pilot Trainee may only be certified, in the respective categories, in
a single ZP.
b) The Pilot Trainee License Certificate will be valid for 18 (eighteen) months from
the date of issue, which will be established in the Selective Process Final Result
Homologation Notice, for presentation of selected candidate(s) for the first group at the
CP/DL/AG office of jurisdiction over the ZP of distribution.
c) The "valid until" date will be the same for candidates selected for other groups,
and the Pilot Trainee License Certificate date of issue will be established in the future
summons to be published in the DOU and DPC website, as provided for in subparagraph d)
of item 0220.
d) For a Pilot or a Pilot Trainee selected, the Pilot Trainee License Certificate's
"valid until" date will be the same, but the issue date will be that of presentation at the
CP/DL/AG office of jurisdiction over the ZP of distribution, considered the provisions of
subparagraphs e) and f) below.
e) A selected Pilot shall, within 20 (twenty) days from the publishing in DOU of the
Selective Process Final Result Homologation Notice, or the summoning provided in
subparagraph d) of item 0220, request:
1) To the DPC, via CP/DL/AG office of jurisdiction over his ZP, his definitive
dismissal as Pilot, attaching his original Pilot License Certificate to the application; or
2) To the CP/DL/AG office of jurisdiction over his ZP, his temporary dismissal as
Pilot; or
3) To the DPC, via CP/DL/AG office of jurisdiction over his ZP, authorization for
undergoing the Pilot Trainee Qualifying Program cumulatively with the exercise of his Pilot
activities.
f) A selected Pilot Trainee shall, within the same deadline laid down in
subparagraph e), request to the CP/DL/AG office of jurisdiction over his ZP, his definitive
dismissal, attaching his original Pilot Trainee License Certificate to the application.
g) Upon resolution of the application of subparagraph e) or f), the DPC or
CP/DL/AG office will immediately inform by message to the CP/DL/AG office of distribution
of the Pilot or Pilot Trainee, with copy for the original CP/DL/AG office or the DPC,
respectively.
h) The Pilot or Pilot Trainee selected will have up to 40 (forty) days from the
publishing in DOU of the Selective Process Final Result Homologation Notice, to report to
the CP/DL/AG office of distribution, on condition that the provisions of subparagraph e) or f)
have been met within the established deadline.
i) For a Pilot or Pilot Trainee selected, the CP office will only issue the Pilot Trainee
License Certificate after receiving the message mentioned in subparagraph g).
j) A Pilot Trainee selected, while not summoned, may continue his qualification in
the present ZP, as well as take the Pilot Qualification Exam. Upon summoning, if already
licensed as Pilot, he must meet subparagraph e), or subparagraph f) if still licensed as Pilot
Trainee.

1) Pilotage Navigation;
2) Pilotage maneuvers and services relating to anchoring, lifting-up, mooring,
unmooring and change of anchorage;
3) Maneuvers with tugboats;
4) Mooring and unmooring service; and
5) Maneuvering orders and technical conversation in English.
e) The Exam will consist in assessment of one or more pilotage operations, to be
randomly chosen by the CP office and published in an Ordinance.
f) It is not necessary to realize the Exam in all ports, terminals and berths of a ZP.
g) The Examiners' Board of a Pilot Licensing Exam will be appointed and presided
by the Harbormaster, and composed by a Pilot from the ZP and a Merchant Navy's Oceangoing Captain (CLC). The CLC may be replaced by a MB officer of the Fleet Corps, either
in active service or retired. The Board shall have as substitute member, at least one Pilot
of the ZP. The Pilot who acted as monitor of the Pilot Trainee is not allowed to be part of
the Board.
h) If not possible to have an Ocean-going Captain (or MB officer) in the Examiner's
Board, another Pilot of the ZP shall be appointed.
i) The Examiner's Board can only function if completed.
j) The Exam's result, whatever it is, will be entered in the Minutes signed by all
Examiner's Board members, with a copy for each of them and for the Pilot Trainee.
Furthermore, it will be formally reported to the DPC through copies of the Minutes and the
relevant Service Order.
k) The Pilot Trainee who failed the Exam may, within 5 (five) days from the date of
acknowledgment of the result, request to the CP the conduct of a second and last Exam.
l) The new Exam shall be scheduled by the CP office to occur within 30 (thirty)
days from the date the request was protocoled. The same procedures described in
subparagraphs d) through j) should be followed.
m) If failing a second time, the Pilot Trainee will be dismissed definitively, and will
have his Pilot Trainee License Certificate cancelled.
n) The Pilot Trainee approved in the Pilot Licensing Exam will be licensed as Pilot,
in a formal act through an Ordinance and issuance of the corresponding Pilot License
Certificate (Annex 2-E) by the DPC.
o) If the Pilot Trainee is already a Pilot in another ZP, the license will only be made
official after a definitive dismissal is granted from the ZP of origin. The Pilot Trainee will
have up to 20 (twenty) days from the date of official acknowledgment of approval in the
Licensing Exam, to request a definitive dismissal to the DPC, via CP office of jurisdiction
over his present ZP, a sine qua non condition for being licensed as Pilot in the new ZP.
He will have 40 (forty) days from the same date of official acknowledgment of approval, to
report to the new ZP to be certified as Pilot.
p) If during the qualifying period, the impossibility of executing a typical pilotage
operation of the ZP is verified, such restriction shall be recorded on the back of the Pilot
License Certificate and shall be overcome as soon as the circumstances allow it, not
exceeding the deadline of 24 (twenty-four) months.

SECTION III
CONDUCT OF THE PILOTAGE SERVICE
0225 - ORGANIZATION
a) The Pilotage Services are organized by state, except for the ZP-01
FAZENDINHA (AP)-ITACOATIARA (AM), Amazon Eastern Basin, which encompasses
more than one state. In each state, there will be one or more ZP's, depending on its
peculiarities.
b) The Pilots may work in the following modes:
1) Individually
The Pilot adopting this mode shall meet all requirements provided for the
Pilotage Service.
2) Simple Economic Partnership or Corporation
In this mode, the Pilots will act in partnership, providing exclusively Pilotage
Services as a simple partnership with By-laws recorded at the Civil Registry of Legal
Persons. They may also act as a Corporation, constituted under one of the corporate types
regulated in the Civil Code with Articles of Incorporation recorded at the Commercial
Registry.
3) Hired by a Pilotage Company
The Pilot may be hired by a simple economic partnership or a corporation,
under the labor laws.
c) Pilot Boat
The Pilots may, independently of their working mode:
1) Use their own Pilot Boat, duly homologated; or
2) Hire the services of a homologated Pilot Boat from other Entities;
d) Pilot Station
The Pilot Station shall be structured to serve efficiently and uninterruptedly the
needs of a Pilotage Service. In cases of existing more than one Pilot Station, a coordination
will be established among the Pilotage Entities and ratified by the CP/DL/AG office so that
only one of the facilities is used as the ZP's Pilot Station responding to requests from
vessels.
0226 - PILOTS SINGLE ROTATIONAL DUTY ROSTER
a) Established specifically for each ZP, including all licensed Pilots in active service
in that ZP independently of their working mode, and dividing the Pilots, compulsorily, by the
following groups:
1) Pilots in Duty Roster Period;
2) Pilots in Rest Period; and
3) Pilots in Holiday Period.
b) This duty roster aims at ensuring uninterrupted availability of the Pilotage
Service and avoiding the Pilot's fatigue when performing pilotage operations. Additionally, it
contributes to the maintenance of Pilot licenses.
c) Duty Roster Period is the number of consecutive hours or days in which the Pilot
will stay available for being requested to perform pilotage operations. This period is
subdivided in Service Period and Standby Period.
1) Service Period is the time within the Duty Roster Period in which the Pilot is
effectively in pilotage operation. The pilotage operation time is counted from the starting of
a vessel's displacement with the Pilot on board. A waiting time period of the Pilot on board
for any reason, duly lodged, will be counted as standby (Pilot at Shipowner's disposal, on
board).

2) Standby Period is the time within the Duty Roster Period, in which the Pilot is
not effectively acting in pilotage operations, but is available for being requested. In a long
lasting pilotage operation, the Pilot's rest period due to rotation is also considered as
Standby Period.
d) Rest Period is the uninterrupted period of time, immediately before or after a
Duty Roster Period, in which the Pilot is not available for being requested to perform a
pilotage operation, unless in case of emergency or in a situation involving risk to human
life.
e) Holiday Period is a period, never shorter than thirty days per year, of which at
least fifteen consecutive days, during which the Pilot is not available for being requested to
perform a pilotage operation in any circumstance.
0227 - PREPARATION OF THE PILOTS' SINGLE ROTATIONAL DUTY ROSTER
a) The Pilots distribution, consolidated uniquely in the Pilot's Single Rotational Duty
Roster, shall proportionate the rotation of Pilots over preset Service Periods, so as to
maintain a continuous attendance to vessels, i.e., each pilotage operation will be performed
by perfectly identified Pilot(s) in the Roster.
b) The Pilotage Service Sole Representative, under supervision by the CP/DL/AG
office, will consider all the local peculiarities of each ZP when preparing the Duty Roster.
c) The following rules shall be observed when preparing the
Rotational Duty Roster:
1) The Pilot can only stay in Service Period for a maximum of six consecutive
hours. If the pilotage operation lasts more than six hours, a Pilot rotation shall occur. The
Pilot replaced in this situation enters a Standby Period no shorter than two hours. For each
consecutive 24 hours, the Pilot can only stay in Service Period for a maximum of twelve
hours. Considering the local peculiarities, the CP/DL/AG may determine the minimum
number of Pilots on board or allow a tolerance for the maximum period of six consecutive
service hours.
2) In a ZP with pilotage navigation shorter than thirty miles, the Pilot may stay in
Duty Roster Period for a maximum of fourteen days. At the end of a Duty Roster Period,
the Pilot shall stay, at least, one day in Rest Period for each four days spent in Duty Roster
Period.
3) In a ZP with pilotage navigation of thirty miles or greater, the Pilot may stay in
Duty Roster Period for a maximum of 21 days. At the end of a Duty Roster Period, the Pilot
shall stay, at least, one day in Rest Period for each four days spent in Duty Roster Period.
4) The Service Period cannot exceed the limit of 120 hours for each fourteen
days, or 180 hours for each 21 days.
5) The Pilot shall volunteer monthly to at least one Duty Roster Period
, except when interfering with a Holiday Period.
6) The number of Pilots in Duty Roster Period should always be enough,
observing the rules above, to prevent failures or delays in the response to pilotage
operation requests, even in moments of higher intensity of vessel traffic.
d) In a ZP where two or more Pilotage Entities exist, the Pilot's Single Rotational
Duty Roster shall be prepared by the Pilotage Service Sole Representative, assigned as
provided for in item 0120. The mentioned Roster should be delivered with a minimum

advance of five days to the entry into force, for ratification by the CP/DL/AG office.
e) The exchanges of service between Pilots should be reported in advance, as
established by the CP/DL/AG office, for ratification. If a service exchange occurs by a force
majeure reason, without previous knowledge of the CP/DL/AG office, the latter shall be
informed as possible or upon conclusion of the Duty Roster Period, with due justification.
f) Under special circumstances in which the need for modifying the preparation
systematic of the Pilot's Single Rotational Duty Roster is identified, the CP shall submit the
intended modifications to the appreciation of the DPC, together with the respective
reasons.
SECTION IV
DUTIES
0228 - PILOTS DUTIES
It is for the Pilot when exercising its functions:
a) To assist the vessel's Master in the conduct of the pilotage operation, meeting
promptly and efficiently the Pilotage Service requirements;
b) To maintain the aptitude for providing Pilotage Service in all types of vessels and
throughout the whole extension of the ZP, observing the restriction mentioned in
subparagraph p) of item 0224;
c) To establish the necessary communications with other vessels in transit over the
ZP, so as to ensure the waterways traffic safety;
d) To inform the CP/DL/AG office about changes in depth and currents of rivers,
channels, bar channels and ports, mainly after strong winds, great tides and prolonged rain,
as well as any other information relating to waterways traffic safety;
e) To inform the CP/DL/AG office about any observed change or irregularity in the
nautical signaling;
f) To inform as soon as possible, to the vessel's Master and the CP/DL/AG office,
on the existence of unfavorable or unsatisfactory conditions for conducting a pilotage
operation which imply risk to the navigation safety;
g) To stay updated on particularities of steering, propulsion and general conditions
of vessels, in order to provide a safe and efficient Pilotage Service;
h) To stay updated regarding alterations entered in the several nautical documents
and in characteristics of lighthouses, beacons and other navigation aids within the ZP;
i) To cooperate in activities of search and rescue (SAR) and hydrographic surveys
within the ZP, when requested by the CP/DL/AG office;
j) To advise the CP/DL/AG office in maritime assistance and rescue operations,
when requested;
k) To keep the personal data updated with the CP/DL/AG office of jurisdiction over
the ZP;
l) To participate in Examiner Boards relevant to the Pilot Trainee Category
Selective Process and Pilot Licensing Exam, when assigned by the DPC or CP;
m) To perform the Pilotage Service activities, even when in disagreement with the
shipping company or its legal representative. The questioning shall be discussed in the

Pilot Waiting Point, such a situation shall be brought to the Master's consideration. The
Pilot shall be ready to travel until next port, with documents, passport, clothes, etc., if that is
decided by the Master with previous authorization from the CP/DL/AG. office.
c) If the Pilot and the vessel's Master are caught by the need to move on due to the
impossibility of safely disembark the Pilot, it will be for the Master to provide the necessary
means for the Pilot's permanence on board and his return to the port of his ZP. Such fact
shall be immediately reported to the CP/DL/AG office.
0235 - REFUSAL
a) It is the situation in which the Pilot, in Duty Roster Period, fails to attend in time
the vessel he was assigned to.
b) The CP/DL/AG office shall establish an Administrative Inquiry, following the
provisions of LESTA (Waterways Traffic Safety Law), to ascertain responsibilities and base
the applicable penalties, if it is the case.
SECTION V
LAYOFF OF A PILOT AND PILOT TRAINEE
0236 - PILOT
a) The definitive layoff (dismissal) and consequent cancellation of the Certificate of
a Pilot's License occur for the following reasons:
1) Death;
2) Definitive psychophysical incapacity, certified through a report issued by
a Brazilian Navy Health Board;
3) A penalty applied as a result of fault verified in an Administrative Inquiry;
4) Non-appealable decision by the Maritime Tribunal;
5) Failure from practicing the profession for over 24 months; or
6) Pilot's own decision through an application to the DPC, via the CP office of
jurisdiction over the ZP.
b) The temporary layoff, characterized as such when of 24 months or less, and
consequent suspension from the activity's exercise, occur for the following reasons:
1) Temporary loss of psychophysical capacity, certified through a report issued
by a Brazilian Navy Health Board;
2) Failure to present the Pilot's Medical and Psychophysical Assessment Report
within the established deadline;
3) Penalty applied as result of fault verified in an Administrative Inquiry;
4) Application of an administrative measure of seizure of the License Certificate;
5) Non-appealable decision by the Maritime Tribunal;
6) Failure to meet the License Maintenance Plan;
7) Failure to take the Pilots' Updating Course within the established periodicity;
or
8) Pilot's own decision through an application to the CP office, specifying the
reason and layoff period.

b) The CP Office will report this situation to the Pilotage Service of that ZP, for
starting the follow-up of pilotage operations performed by the vessel's Master and
supporting his training.
c) The proof of monthly frequency of the vessel's Master will be made through
remittance to the CP office by the Shipowner, of the Proof of Pilotage Operations
Performed by a Master, a model of which is shown in Annex2-H, duly completed and
signed by the Pilot(s) assigned to assist the Master.
d) The CP office shall forward to the DPC the documents received, for analysis.
e) After verifying compliance with the minimum attendance requirement, the DPC
will establish an Examiners' Board to check the Master's theoretical knowledge about
particularities of the ZP, part of it or a specific tract, and practical knowledge, through the
performance of a pilotage operation of high demand.
f) In case of approval, the DPC will authorize the Pilot exemption to the vessel,
exclusively while she remains under command by that specific Master. The CP office will
disclose the fact to the local Pilotage Entities.
g) The minimum number of pilotage operations a Master licensed for Pilot
exemption must realize to keep licensed is equal to that required for a Pilot's license
maintenance in that ZP, or part thereof, according to the case.
h) This authorization will be valid for one year, with a possibility of renewal on
request by the Shipowner, if the Master verifies compliance with the minimum number of
pilotage operations for license maintenance.
SECTION VIII
NUMBER OF PILOTS PER PILOTAGE AREA
0245 - NUMBER OF PILOTS PER ZP
a) The DPC will establish the Pilots' complement per ZP, considering among
other aspects, the vessels traffic volume, time consumed and degree of difficulty for
realizing the pilotage operations, the need of license maintenance and the maximum
workload per Pilot in light of the labor laws' provisions.
b) Whenever it deems as necessary, the DPC will elaborate studies to correct
eventual distortions in complements, aiming at adjusting them to the needs of Pilotage
Service.
0246 - COMPLEMENT AND ACTUAL CREW
a) Complement is the number of Pilots necessary in a ZP. Actual crew is the
real number of Pilots, with less than seventy years of age, in active service in the ZP.
b) The actual Pilots' crew in a ZP should not be less than three, considering that
the Rotation Duty Roster shall observe a minimum of one Pilot on duty, one Pilot on
standby and one Pilot on resting.
c) Annex 2-I contains the Pilot Complement per Pilotage Area, elaborated to
ensure the navigation safety, permanent availability of the Service, and license
maintenance.
0247 - VACANCY OPENING IN A PILOTAGE AREA
The vacancy opening in a ZP will happen when the actual crew becomes smaller
than the complement, for:
1) A Pilot's definitive layoff for a reason described in item 0236;
2) Increase of complement;

3) Anticipation, at discretion of the DPC, before a Pilot reaches the age of seventy
years;
4) Selection of a Pilot or Pilot Trainee for other ZP, through a Selective Process,
at discretion of the DPC; or
5) At discretion of the DPC, due to other factors.
SECTION IX
MEDICAL AND PSYCHOPHYSICAL EXAMS FOR PILOTS
0248 - MEDICAL AND PSYCHOPHYSICAL EXAMS
a) Periodic Control:
1) The exercise of a Pilot's activities demands from the seafarer physical and
mental conditions within a minimum health and physical fitness standard that enables
maximum attention in pilotage operations for long hours, irregular working schedules,
boarding vessels and disembarking at sea under adverse weather conditions, and other
difficulties inherent to Pilotage Services.
2) For the Pilot to work safely in his activities, he must be in acceptable physical
and mental fitness conditions for the service, certified by a physician specializing in Labor
Medicine or Traffic Medicine, accredited with the CP/DL/AG office of jurisdiction over the
ZP.
3) In the absence of a physician with those specialties in the region, the
certificate may be issued by a physician of other specialty, if accredited with the CP/DL/AG
office of jurisdiction over the ZP.
4) The Pilot's aptness shall be certified through emission of a Pilot's Medical and
Psychophysical Assessment Report (Annex 2-J). The accredited physician shall observe
rigorously the parameters established in this Section, always considering the requirements
of Pilotage Service activities described in the mentioned Annex, relevant only for the
emission of aptness reports.
5) If a medical condition is identified which does not meet the established
parameters and/or implies incapacity for the Pilot Service activity, the accredited physician
shall suggest to the CP/DL/AG office of the ZP directing the Pilot to a Brazilian Navy Health
Board, describing the reasons of aptness impairment.
6) It will be for each Pilot to present the respective Medical and Psychophysical
Assessment Report to the CP/DL/AG office of jurisdiction over the ZP, as set forth in item
0228, in the periodicity shown in the table below. The Pilot will not participate in the Pilot's
Single Rotational Duty Roster when failing to present the respective Medical and
Psychophysical Assessment Report. In this case, he shall communicate the fact
immediately to the CP/DL/AG office and the Head of the respective Pilotage Entity.

2) Vision
The visual acuity without correction in both eyes must be a minimum of
20/200, if both correct to, at least, 20/30. The use of correction lenses is permitted.
However, the pilot shall bring to the medical assessment act a spare pair of lenses/glasses
to be tested by the assessing physician. The impossibility to discriminate colors green and
red is impeditive to the Pilotage Service, and should be assessed initially through the
Ishihara Test. If an alteration is found in this test, the Lantern Test (Farnsworth Lantern) or
equivalent shall be applied. The use of colored lenses to correct for daltonism is forbidden.
If the Pilot holds a glaucoma or other chronic pathologies that degenerate the retina, a
visual campimetry shall be requested. The visual field cannot be smaller than
100 in each eye.
3) Osteomioarticular System
The mobility of all joints, mainly in the appendicular skeleton and vertebral
column, shall be preserved. Degenerative diseases of the vertebral column which do not
bring restriction to movements and mobility are not incapacitating. Any disease or clinical
condition impairing the ability to run, walk or stay balanced and in a prolonged orthostatism,
hold or climb steep ladders is incapacitating.
4) Cardiovascular System
The Pilot must have good cardiorespiratory aptness. Systemic arterial
hypertension under control is not incapacitating, if the cardiovascular function exams (ECG,
echo cardiogram and ergometric test) do not show lesions in target organs that generate
incapacity or evidence a potential sudden decompression. For such, these exams must
come with the Pilot to the medical assessment act, as well as the medical prescription of
his cardiologist with the medications he uses. Systemic arterial hypertension poorly
controlled or in early treatment shall be considered as temporarily incapacitating. The Pilot
will only be considered apt after normalization of tension levels and adaptation to the
medications. Cardiopathies implying low cardiorespiratory aptness verified through
functional exams or the risk of sudden decompression, recurrent embolic phenomena,
chronic venous insufficiency not controllable through surgical or clinical treatment, are
incapacitating. The Pilots who present acute cardiovascular events will be considered
temporarily incapable for the activity. They may be later considered apt, depending on the
functional condition reached with the treatment taken.
5) Hearing System
(a) The audiometry should be conducted with a minimum hearing rest of
fourteen hours. Hearing losses no higher than 40 dB in the frequencies of 500 through
3,000 Hz will be accepted, even if bilateral. Higher losses, in these frequencies, will be
accepted if fitting one of the conditions below and if the Speech Recognition Index (IRF) is
equal or above 80% in any of the conditions:
(1) Not exceeding 55dB; or
(2) The three tone average in the frequencies of 500Hz, 1000 Hz and
2000Hz not exceeding 55 dB.
(b) Hearing losses in the frequencies above 3000Hz will be accepted, if
allowing the distinction of indicative sounds from whistles, bells, gongs or horns used by
other vessels to indicate their approximation. A hearing prosthesis is allowed if the
threshold is elevated in at least 20dB in each ear and the Speech Recognition Index (IRF)
is at least 90%. Labyrinthopathies are incapacitating if recently diagnosed, non-controllable
or recurrent.

6) Respiratory System
Chronic conditions of the respiratory system implying the impossibility of
performing pilotage activities are incapacitating. Acute conditions will imply temporary
incapacity, and should be assessed later.
7) Nervous System
Any disease implying alteration of speech, balance or mobility is
incapacitating temporarily or permanently, depending on the evolution and etiology.
Convulsive syndromes of any etiology are causes of definitive incapacity.
8) Skin and Subcutaneous Cellular Tissue
There are no absolute exclusions for skin diseases, except if, in the
assessment physician's opinion, the condition shown interferes with the performance of
pilotage activities.
9) Pregnancy
Pregnancy by itself is not a cause of incapacity, if, in the assessment
physician's understanding based on a report from the Pilot's obstetrician, she can perform
pilotage activities safely, without risk to mother and fetus, or to the safety of vessel, crew
and cargo. Special attention should be given to a pregnant woman in the last pregnancy
quarter, when the assessment physician, considering the requirements of pilotage
activities, may determine her temporary incapacity.
10) Gastrointestinal System
There are no absolute exclusions for gastrointestinal tract diseases, except
in the case of inflammatory diseases not responsive to treatment or in an exacerbation
period, or if the condition shown interferes with the performance of pilotage activities.
Conditions requiring surgical treatment shall be assessed after total recovery of the
physical condition.
11) Genitourinary System
There are no absolute exclusions for genitourinary system diseases, except
in cases of renal insufficiency with risk of sudden imbalance or if, in the assessment
physician's opinion, the condition shown interferes with the performance of pilotage
activities. Conditions requiring surgical treatment shall be assessed after total recovery of
the physical condition.
12) Endocrine and Metabolic Diseases
(a) Diabetes mellitus controlled only with hygiene-dietetic measures is not a
cause of incapacity. During the use of oral hypoglycemiant, the Pilot shall be considered
as temporarily incapable until obtaining glycemic control, verified through dosage of
glycaemia and glucosilate hemoglobin and provided that the medications and doses used
do not imply risk of sudden unbalance during pilotage activities. Diabetes when poorly
controlled and/or requiring insulin therapy imply definitive incapacity for the activity.
(b) Any other endocrine-metabolic pathologies that, in the assessment
physician's understanding, interfere with the capacity to perform pilotage activities, shall be
considered as temporarily or definitively incapacitating, depending on the relevant
functional tests.
13) Tumors and Neoplasms
Malignant neoplasms shall be assessed according to the level of limitation
imposed by the disease and its treatment to the performance of pilotage activities.
Metastatic malignant neoplasms, even with the site determined and treated, are definitively
incapacitating.

d) Competence:
1) The Harbormasters and the DPC are competent to determine Health
Inspections (IS) of Verification of Functional Deficiency (VDF), and the Brazilian Navy
Regular Health Boards (JRS) are competent to perform them.
2) The DPC is competent to determine an IS at the level of appeal, as requested
by the Pilot through a formal application with explanatory statement, within the deadline of
120 days from the date of communication of the expert medical report appealed from.
Once granted, the appeal request will be forwarded to the Superior District Joint (JSD) of
the ZP jurisdiction, which will be the only level of appeal. The Pilot's Medical and
Psychophysical Assessment Report (Annex 2-J), issued by the JRS, shall appear as annex
to the presentation document.
3) The authorities with competence to determine an IS at review level by a
Board of Superior Level are the DPC, the Navigation General Director and the Navy
Commandant.
e) Procedures:
1) The Pilot for inspection will be presented to the JRS of the ZP of jurisdiction
through a confidential official letter, containing as annex a notarized copy of the last Pilot's
Medical and Psychophysical Assessment Report (Annex 2-J).
2) On occasion of the IS for VDF, the JRS shall complete a new Annex 2-J and
forward it to the requesting Authority, through a confidential official letter, filing a copy at the
JRS for subsidizing a further reassessment.
3) The Pilot for inspection, after duly presented to the JRS, shall report to the
JRS within five working days for scheduling the IS, bearing an official ID document, under
the penalty of filing of the IS for failure to attend with no justification.
4) The expert physicians shall assess the degree of interference of previous and
recently diagnosed pathologies with Pilotage Service activities, considering the clinic and
complementary exams and anamnesis data contained in the Annex-2J form received. The
Pilot being inspected should be physically and mentally able to perform his activities. The
loss of agility, ability to move quickly, ability to perform physical activities, even if
occasional, compromising the good performance of his function, or even the use of
medications, shall be assessed aiming primarily to the navigation safety. Pathologies that
can be assessed through complementary functional criteria (functional tests) will be
assessed this way.
5) The reports to be used with the purpose of VDF will be those contained in the
field WAYS OF CONCLUSION, intended for the JS, with the members' respective
identification and signatures.
6) Two degrees of incapacity may be attributed to the provision of
Pilotage Service: temporary incapacity and definitive incapacity.
7) The Pilots inspected are considered temporarily incapacitated for Pilotage
Service if showing signs, symptoms and/or confirmed diagnostics of pathologies that are
reversible, clinically or surgically controllable and that, within less than 24 months, may be
cured to the point of allowing the exercise of Pilotage Service activities completely and
safely.
8) The JS may issue temporary incapacity reports for a period of minimum thirty
and maximum 180 days per IS, within the maximum interval of 24 months of layoff from the
pilotage activity for health reason, counting from the initial temporary incapacity period,
even if the Pilot has not been reassessed during this interval. The open periods between an
IS that generated temporary incapacity and the next reassessment shall be computed as
uninterrupted periods of temporary incapacity for the purpose of computing the total time. It
is not necessary to issue a report for regularizing the open interval.

d) Upon conclusion of a five-year period, a Pilot who did not take the ATPR
becomes impeded from participation in the Pilot's Single Rotational Duty Roster, being
temporarily laid off from the activity, until obtaining approval in the course.

CHAPTER 3
PILOT BOAT, SUPPORT BOAT AND PILOT STATION
SECTION I
PILOT BOAT
0301 - CHARACTERISTICS
a) The Pilot Boat should have characteristics of maneuverability, stability and
engine power allowing it to safely carry the pilot and approach a vessel for transshipment
(boat-vessel-boat).
b) The cruising speed should not be lower than 15 knots.
c) Pilot Boats should also have the following characteristics:
1) Length overall - greater than 9 m.

0308 - UTILIZATION
a) The Pilotage Entities are authorized to use Pilotage Support Boats that enable
the transportation of Pilots to ships moored to berth, anchored or moored to buoy in
sheltered waters.
b) A Pilotage Support Boat will not replace, in any other condition, the Pilot Boat.
However, it may be used in other activities at discretion of the Pilotage Entity and when
required by the Maritime Authority, such as help and rescue operations or waterways traffic
monitoring.
0309 - VISUAL IDENTIFICATION

b) It is mandatory to adopt an echo sounder, fixed VHF equipment and spotlight
with 300 to 500 yards reach, operated from inside the cabin, rotating 360 horizontally and
up to 90 vertically.
0311 - CREW QUALIFICATION AND LICENSING
The qualification of crews and their licensing should meet the provisions of item
0306.
0312 - PILOTAGE SUPPORT BOAT HOMOLOGATION
a) The CP office will homologate, within its jurisdiction, the service of the Pilotage
Support Boat
b) The CONAPRA, with competence delegated by the DPC, will conduct the
necessary inspections and issue the expert survey reports pertinent to the registration of a
Pilotage Support Boat.
SECTION III
PILOT STATION
0313 - OPERATIONAL STRUCTURE
a) The Pilot Station shall be structured to serve efficiently and uninterruptedly the
needs of a Pilotage Service.
b) An area for berthing the boats should be a part of its facilities. In places where,
due to regional characteristics, it is not possible to group together all the parts of its
operational structure, these parts shall be located the nearest possible to one another, and

with reliable and sufficient communications means to ensure their operation as if they were
together.
c) The operational structure will also have appropriate facilities to lodge Pilots on
duty, as well as the crews of boats on standby.
a) The Pilot Station shall perform the control of ships that will use its services. Pilot
Services must be, compulsory, requested to the Pilot Station homologated in the respective
ZP, by the vessel Masters or their agents.
e) In cases of existing more than one Pilot Station, a coordination will be
established among the Pilotage Entities and ratified by the CP/DL/AG office so that only
one of the facilities is used as the ZP's Pilot Station responding to requests from vessels.
0314 - MINIMUM ALLOCATION OF MATERIALS AND EQUIPMENT OF A PILOT
STATION
a) Communications
1) Telephone lines in sufficient number for the Service, one of them connected to
a fax machine;
2) Two marine VHF units, with digital selective call;

0401 - PILOTAGE AREA
Means the geographic area delimited by force of local peculiarities impairing the
free and safe movement of a vessel, requiring the constitution and uninterrupted
functioning of a Pilotage Service in the area. It is for the DPC to establish the Z P's.
0402 - LIST OF PILOTAGE AREAS
The ZP's and their geographic limits are listed in Annex 4-A.
0403 - PILOT WAITING POINT
The geographic coordinates of Pilot Waiting Points are listed in Annex 4-B.
0404 - COMPULSORY OR OPTIONAL PILOTAGE
a) The waterway tracts, ports and terminals where the Pilotage Service is
compulsory are listed in Annex 4-C.
b) The waterway tracts per ZP where the Pilotage Service is optional, observing the
exceptions for vessels of certain characteristics, are listed in Annex 4-D.
c) The following vessels are released from using Pilotage Service:
1) Those classified exclusively to operate in inland navigation and flying the
Brazilian flag;
2) Those of Brazilian flag and GT up to 2,000, of any type;
3) Those of foreign flag and GT up to 2,000, if meeting the following
requirements:
(a) Hired by a Brazilian company with headquarters and management in the
country; and
(b) Commanded by a Brazilian seafarer.
4) Those operating in maritime support, as defined in article
3 paragraph I, subparagraph c) of RLESTA, with GT up to 3,000, if meeting the following
requirements:
(a) Flying the Brazilian flag. If of a foreign flag, those hired by a Brazilian
company with headquarters and management in the country; and commanded by Brazilian
seafarers;
(b) Having auxiliary maneuvering equipment, such as: bow thruster, stern
thruster, azimuth propulsion or similar;
(c) Carrying a DGPS; and
(d) Carrying and active AIS.
5) Those operating in maritime support, as defined in article
3 paragraph I, subparagraph c of RLESTA, with GT above 3,000 and up to 5,000, if
meeting the requirements listed in paragraph 4 above and indicated by name in Ordinance
from the Director of Ports and Coasts specifying the ports and private terminals (TUP) valid
for this grant.
6) Vessels with GT over 2,000, engaged in dredging operation, if meeting the
following requirements:
(a) Flying the Brazilian flag. If of a foreign flag, those hired by a Brazilian
company with headquarters and management in the country, and commanded by

Brazilian seafarers;
(b) The course is set between the dredging area and the dumping area;
(c) After training with a Pilot, for at least five pilotage navigation round
trips between the dredging area and the dumping area; and
(d) After a compulsory consultation with the Pilot Station regarding the
sequence of maneuvers to follow for entering and exiting the port and within the ZP.
7) Those classified as Oil Tanker, with GT up to 3,000, if meeting the following
requirements:
(a) Flying the Brazilian flag. If of a foreign flag, those hired by a Brazilian
company with headquarters and management in the country; and commanded by Brazilian
seafarers;
(b) Having auxiliary maneuvering equipment, such as: bow thruster, stern
thruster, azimuth propulsion or similar;
(c) Carrying a DGPS; and
(d) Carrying and active AIS.
d) Vessels of gross tonnage (GT) over 500, with optional pilotage, must
compulsorily report their movements within the ZP to the Pilot Station, aiming at the
waterways traffic control and safety.
e) The table of Annex 4-E shows the circumstances where hiring the Pilotage
Service is compulsory or optional.
0405 - EXTINCTION OF A ZP
In the eventuality of extinction of a ZP, the Pilots may be assigned to another ZP, at
the sole discretion of the DPC. They will be subject to follow the Pilot Trainee Qualifying
Program and later to take the Pilot Licensing Exam, as provided for in Chapter 2 of these
Standards.
0406 - PILOTAGE SERVICE IN VESSELS OF PERUVIAN AND COLOMBIAN FLAGS IN
BRAZILIAN JURISDICTIONAL WATERS
a) All vessels navigating in Brazilian jurisdictional waters are subject to the
Brazilian laws.
b) The Pilotage Service in Brazilian jurisdictional waters is performed exclusively by
Pilots of Brazilian nationality.
c) Vessels of Peruvian or Colombian flag with GT over 2000 will use, compulsorily,
the Brazilian Pilotage Service.
d) The use of Pilotage Service will be optional for vessels of Peruvian or Colombian
flag with GT 2000 or lower and maximum draught compatible with values established by
the Brazilian Maritime Authority as a function of the navigability of rivers in the region, in
tracts under national jurisdiction.
e) The value vessels of Peruvian or Colombian flag will be charged for using the
Pilotage Service is limited to the greatest value charged to Brazilian vessels for the same
services.

CHAPTER 5
PILOTAGE SERVICE FEES
0501 - VALUE SETTING
a) To ensure the permanent availability of Pilotage Service, an essential activity,
the DPC may determine the fees for services if there was no agreement between customer
and provider.
b) For value setting, the DPC will form a Commission to elaborate a study for each
specific case.
c) In the course of its work, the Commission will always pursue an agreement
between the parties. If failing, it will then proceed with an internal administrative noncontentious process, issuing upon completion a detailed report containing suggestions of
fee values to be determined by a DPC final decision.
d) The fee values set by the DPC will be of a temporary nature, and not applicable
to agreements in force or made in the future. It is not intended to replace the parties in the
setting of price setup, but only to ensure the uninterrupted provision of the Pilotage Service.
The parties should always pursue an agreement regarding values considered fair by both.
e) The DPC may further establish a Commission for discussing matters related to
Pilotage Service fees, seeking to improve the systematic used to set these fees, always
aiming at ensuring the navigation safety. At the discretion of the DPC, representatives of
sectors involved may be invited to join this Commission.
0502 - FOREIGN WARSHIPS AND STATE SHIPS VISITING BRAZILIAN PORTS IN
PEACE TIME
a) In principle, the Brazilian Navy adopts the reciprocity criterion to offer privileges
to foreign warships and State ships visiting Brazilian ports in peacetime, when not engaged
in commercial visits.
b) When a Pilotage Entity is assigned to assist a foreign warship or State ship, it
shall previously and formally consult the CP/DL/AG office about providing privileges and
exemptions to the ship.

PILOTAGE SERVICE - NORMAM-12/DPC
1. In case the physician needs further information, contact the Directorate of Ports and

2. Main purposes of the Report:
(1) Determine if the assessed professional Pilot meets the minimum requirements and is
physically capable to perform a Pilot's services.
(2) Ensure that the medical assessment is conducted by a physician accredited to
check the necessary information.
3. Routine to follow based on the information:
(1) This form becomes part of the assessment file as documentary evidence that the
regular medical and psychophysical requirements have been met and the professional
Pilot is physically capable of bearing the Competent Certificate.
(2) This information becomes a documentary part and is subject of being reviewed by
the competent federal bodies.
INSTRUCTIONS FOR THE ACCREDITED PHYSICIAN OR HEALTH BOARD
THE BRAZILIAN NAVY, following Law No. 9,537 of December 11, 1997, regulated by
Decree No. 2,596 of May 18, 1998 and by the Maritime Authority Standards for the
Pilotage Service NORMAM-12/DPC, is obliged to follow up regularly the medical
situation of a professional certified and licensed as Pilot.
In this assessment, the physician shall certify that the Pilot is physically and mentally
capable of meeting the demand of pilotage service, observing the following parameters:
CONDITIONS TO BE OBSERVED BY THE PHYSICIAN:
1. Be physically and mentally fit for executing the hard and often times dangerous
services, in an effective and safe manner;
2. Have enough agility, as well as resistance and good health, for the manning of ships at
sea coming from a small boat, in different weather conditions that may cause violent
motion of the vessel. Be capable of climbing vertical ladders, often times as high as six or
more decks until reaching the bridge. Be apt to enter compartments passing through
doors with sills 66 cm high on average and be able to stand for long periods;
3. Be alert for sudden and unexpected dangers to navigation and have adequate ability
to react and maneuver, overcoming those dangers;
4. Have adequate vision in both eyes, in accordance with parameters established in
NORMAM-12/DPC, to be completely aware all the time of possible dangers to navigation
that may arise from any direction;
5. Have adequate hearing capacity, especially for perceiving and distinguishing fog
indicating sounds, like the whistle, bell, gong or other instrument used

by ships, in order to execute a quick and correct maneuvering decision under poor
visibility;
6. Do not present any condition implying sudden incapacity or requiring medication that
impairs the reaction or judgment timing;
7. It is important to stress that the Pilot has to care not only for his/her own safety, but
also, while being on board, to assist the ship's Master regarding the safety and well-being
of crew and passengers, besides the cargoes and boats;
8. Each Pilot should be assessed individually. However, chronic health problems left
without treatment or ignored by the Pilot, that may bring risk to the ship and crew, shall
be considered by the examining physician when assessing the examined person's
physical and mental conditions;
9. During the Pilot's medical assessment, the standards and criteria defined in
NORMAM-12/DPC Section VIII will be observed;
10. If the assessed pilot does not meet the minimum requirements or presents a medical
condition impeding the exercise of pilotage, the accredited physician shall suggest the
Harbormaster of jurisdiction over the ZP to direct the Pilot to a Brazilian Navy Health
Board;
11. The request for supplementary exams will be at the accredited physician's discretion,
with freedom to request any exams deemed necessary in accordance with the
anamnesis and clinical exam, age bracket, demands from the pilotage service and
provisions of NORMAM-12/DPC. The medical assessment expenses incurred will be at
the Pilot's account, or at the pilotage company's account if being the case. The clinical
analysis exams will be valid for three (3) months. Other exams will be valid at the
accredited physician's discretion, if not having subsidized a previous assessment.

LIST OF PILOTAGE AREAS
1 - ZP-FAZENDINHA (AP) - ITACOATIARA (AM)
This Pilotage Area starts from parallel 00 03S (Fazendinha-AP) towards the interior
of the Amazon river, including the accesses through the South channel until the village of
Itacoatiara-AM, or the access through the straits region southwest of Maraj Island, going
from Mosqueiro Island-PA until the village of Itacoatiara-AM. The services in this tract of the
ZP are compulsory.
In the tract between the access through the north bar channel, starting from buoy
number 02 of channel Grande do Curu until parallel 00 03S, the pilotage services are
available to the navigator as an option.
The main pilotage waterways of this ZP are:
1. Between the ports of Belm-PA and Macap-AP, through the Islands region;
2. Between the port of Belm-PA and the village of Itacoatiara-AM, through the Islands
region; and
3. Between the port of Macap-AP and the village of Itacoatiara-AM.
The Amazon rivers North channel (from sea to inland), the South channel and accesses to
the regions of Islands and Straits, as well as rivers Jar, Tocantins, Xingu, Tapajs and
Trombetas are considered extension waterways of this ZP.
Ships approaching the port of Itacoatiara-AM or existing terminals in that village do not
need to change pilots, for both pilotages are licensed for the necessary maneuvers. Ships
sailing from the port of Itacoatiara-AM or terminals, heading for the Amazon river delta, only
need to request pilots of the Fazendinha-Itacoatiara ZP.
2 - ZP-ITACOATIARA (AM) - TABATINGA (AM)
This Pilotage Area goes from across the village of Itacoatiara upstream to inland,
encompassing all its waterways, ports and terminals, until the village of Tabatinga.
Only ships passing by Itacoatiara without calling that port or the Hermasa terminal shall
effect the pilot change.
The basic waterway of this Pilotage Area goes from across the village of Itacoatiara
until the port of Tabatinga.
Rivers Madeira, Negro, Branco, Purus, Acre, Japur, Juru and Ia are considered
extension waterways of this ZP.
Pilotage is compulsory in this ZP.
3 - ZP- BELM, VILA DO CONDE PORT COMPLEX AND ADJACENCIES (PA)
Comprises the access through Quiriri (or Maraj) channel, or through the Espadarte
channel, in the Par river, going from the pilot waiting points downstream of the Xingu
banks external end and Cabeo do Norte, and that located downstream of Espadarte
Shoal, until the port of Belm, Capim anchorage and port of Vila do Conde.
The Quiriri (or Maraj) channel is considered optional, in light of existing beaconing
(according to the Permanent Notice No. 065/02 from the DHN), to national and foreign
ships not carrying dangerous cargo.
All other tracts in this ZP are of compulsory pilotage.
4 - ZP-ITAQUI, ALUMAR AND PONTA DA MADEIRA (MA)
This ZP is divided in two tracts. The first tract goes from the swept channel access near
buoy No. 1, until the surroundings of buoy No.19. In this tract, the Pilotage Service is
available as optional to the navigator, and should be requested in advance.

NOTE: For ships with DWT above 100,000 or with draught 11 meters or greater,
