TOR Keywords Feasibility Study and Detail Design of Roads

Objective and Purpose of the Assignment

The main objective of the consulting services (the Services) is review the governments Priority
Investment Plan (2007-2016) for the development and management of strategic road network, discuss
and identify with the Department of Roads (DOR) about 400 km of high priority road sections, and
carryout feasibility study. Receive feasibility study report 400 km road sections carried out
already by the PPC1 consultant. Out of these 800 km road sections carry out detail engineering
design of 400 km high priority road section, including minor structures and bridges, which consist
of: (i) appropriate condition surveys, (ii) engineering design, specification, bill of quantities,
cost estimates (iii) economic analysis, (iv) social and environmental assessment in accordance with
ADB's Safeguard Policy Statement 2009 (SPS), ADBs Environmental Assessment Guidelines (2003) as
well as government regulations and policies, (v) bidding documents for the improvement works, (vi)
procurement assistance, and (vii) other assistance as may be required by ADB Mission for loan/
grant processing.
International Consulting firms currently working under the Department of Roads, Project Directorate
(ADB) shall not be shortlisted.
