Sustainability of Constructions Integrated Approach to

Life-time Structural Engineering
FINAL EVALUATION REPORT
This Report stems from the relevant Domain Committee.
It contains four parts:
I. Management Report prepared by the COST Office/Grant Holder
II. Scientific Report prepared by the Chair of the Management Committee of the
Action.
III. Evaluation Report prepared by the ad hoc Evaluation Panel, established by the
Domain Committee, and edited by the COST Office.
IV. DC General Assessment prepared by the Domain Committee

Executive summary of the Scientific Report (max.250 words):
The Action has achieved such a great number of members that it is one of the largest in TUD Domain. It proves that
the scientists have needs and interests for European level co-operation in life-time engineering and other
sustainability issues. The new Member States are well present, and that was also one of the original targets of the
proposal. The Action has brought together European experts in material and structural engineering as was the plan
of the proposers. Also, architecture is well represented adding valuable insight to design processes and applications
of LCA methods.
The Action has fostered the fruitful interaction between performance-based design, life-cycle assessment processes
and structural engineering within the framework of sustainability. Life-time engineering itself adopts and develops
new approaches of interdisciplinary methods. Sustainable construction aims at balanced results of construction
projects in which life-cycle assessments are the way to value and steer decisions. During the Action, combination of
these approaches has been the basic line that was also expressed as a main objective in the MoU. The fundamental
meaning of durability and structural service life design for the reliability of LCA results has been shown and methods
have been developed. Members are now able to apply LCA methods to structural design. LCA methods are mainly
with architectural background and they are quite far from the classic background of structural engineer. Thanks to
the interdisciplinary networking, structural engineers are now involved in case studies devoted to integrate the
environmental performances of structures with the structural design requirements.

Innovative knowledge resulting from COST networking through the Action. (Specific examples
of Results vs. Objectives)
Combination of expertises and research fields has resulted to new research and educational
strategies (new mixed research methods to understand interaction of users, society and
technologies):
- Integration of LCA in sustainability rating methodologies
- Recognition of LCA as an integral part of structural engineering
- Integration of degradation models in methods of lifetime engineering
- Finding weighting methods for global assessment
- Development of recycled construction materials

Significant scientific breakthroughs as part of the COST Action. (Specific examples)
- For the first time there is a methodology to assess sustainability of bridges
- Guidelines how to perform life-cycle analysis in construction projects (both bridges and
buildings)
- Science based approaches (modelling and simulation) to lifetime engineering including
maintenance scenarios
Tangible medium term socio-economic impacts achieved or expected. (Specific examples)
Many members are now regarded as frontrunners in this particular field of expertise

Positive impacts to the harmonization process and knowledge transfer:

organised by the Faculty of Civil Engineering of University of Belgrade and the Faculty of
Technical Sciences of University of Novi Sad.
- New Member States + Candidate states several new members in the European networks

C25 Members have expertises to cover C25 needs and the collaboration / communication
with C23, C24, C26 and TU0701. The interaction with C26 has recognised by C26 as
beneficial to them. New Actions will also benefit from the knowledge gathered by C25 and
vice-versa.

The inter-disciplinarity is sufficient to potentially provide socio-economic impacts, but there

is always the need to develop further the collaboration in order to fully achieve effective
socio-economic impacts.

II.C. New networking

Additional new members joining the Action during its life.
There are 28 countries and 1 EU Joint Research Centre involved; 20 countries joined in 2006.
During 2007 more 6 countries joined (Croatia, Former Yugoslav Republic of Macedonia,
Luxembourg, Malta, Serbia, and Turkey). In 2009 there were 2 new requests (Switzerland and
Bulgaria); Switzerland became member in 2009 and Bulgaria in 2010.

Since the beginning of the Action, 134 persons participated in at least one meeting, being:
108 persons are members that participate regularly
32 females, corresponding to 29% of the members

Involvement of Early Stage Researchers in the Action, in particular with respect to STSMs,
networking activities, and Training Schools. In addition, justification should be provided if less
than 4 STSMs were carried out during the year.
Active participation in meetings, work packages, collaborative works and production of the
deliverables.
Ten successful STMS took place:
- get N. Ccen from University of Izmir (Turkey) in Aristotle University of Thessaloniki (Greece).
From this STSM resulted that nowadays Oget Cocen is Doctoral Student in Aristotle University
of Thessaloniki.
- Helena Gervsio from University of Coimbra (Portugal) at VTT Technical Research Centre of
Finland.
- Lucrezia Cascini from University of Naples (Italy) at VTT Technical Research Centre of Finland.
- Ruben Paul Borg from University of Malta in University of Ljubljana (Slovenia) and in University
of Zagreb (Croatia).
- Ornella Iuorio from University of Naples (Italy) in Polytechnic University of Timisoara (Romania).
- Iordanis Zygomalas from Aristotle University of Thessaloniki (Greece) in Technical University of
Eindhoven (Netherlands).
- Christina Giarma from Aristotle University of Thessaloniki (Greece) in University of Ljubljana
(Slovenia).
- Joo Ricardo Pinheiro from University of Coimbra (Portugal) in University of Lule (Sweden).

- Ricardo Mateus from University of Minho (Portugal) in VTT Technical Research Centre of
Finland.
- Evangelos Efthymiou from Aristotle University of Thessaloniki (Greece) in University of Naples
(Italy).

Three very successful Training Schools were organised by C25:

- The first Training School was about Life-Cycle Analysis and it was organised for 16 participants
in Eindhoven, Netherlands, on 13-15 February 2008. The participants were mainly Early Stage
Researchers.
- The second Training School Sustainability in structures and structural interventions: Improving
the contemporary and historical urban habitat constructions within a sustainability and risk
assessment framework was held in Thessaloniki, Greece, on 17-24 May 2009. It was jointly
organised by C25 and C26 and the number of ESRs was 40 from these two Actions.
- The third Training School had the aim to address Sustainability in Engineering and the Life
Cycle Approach in Structural Engineering. The Training School itself together with a Research
Symposium were intended for Early Stage Researchers and PhD students. These two events
were hosted by the Department of Building & Civil Engineering of the University of Malta, from
the 23rd of July till the 1st of August 2010 and offered various opportunities for collaboration
among the researchers taking part. It was also serve an important forum for the development of
new ideas in the emerging field of Life Cycle Analysis in construction.

The C25 Student Competition: About 40 students expressed their interest in participating in.
At the end 23 students belonging to 8 teams submitted their projects. The 3 first prizes
offered by the Association of Architects of Naples were awarded to 4 teams (2 teams in the
3rd place ex aequo) during the C25 Naples Symposium (11-12 May 2009).

Advancement and promotion of scientific knowledge through publications and other outreach

Activities and projects with COST network colleagues.
Many members are contributing to European Technology Platforms; especially to ECTP
(Aristotle Univ. Thessaloniki, Czech Tech. Univ., Norwegian Univ. of Tech., Tech. Univ. of
Denmark, Vilnius Tech. Univ., VTT, Univ. of Minho) and ESTEP (Univ. Coimbra, Univ. Lule,
VTT).
Some other members are Eureka National Representatives: Lus Bragana (Portugal), Roko
Zarnik (Slovenia) and some others are collaborating in FP7 activities (see above).
Most of the members of the Technical Committee 14 of the European Convention for
Constructional Steelwork ECCS became involved in C25.
Co-operation with the International Initiative for the Sustainable Built Environment - iiSBE in
the preparation of the Thessaloniki Training Course.
The capacity of the Action members to raise research funds.
Almost all the members have their own projects that support the research activity that is
needed to carry to contribute to C25.
