LEO REGION SECRETARIAT BYLAWS
ARTICLE I
Introduction
The Leo Region comprises all Leo clubs in Jamaica and the Cayman Islands that is to say Regions 1 & 4.
The Leo Region Secretariat is headed by the Leo Region Secretary/Treasurer. This Region Secretary/Treasurer
serves four (4) main functions:
A. Management of the Leo Regional Fund.
B. To keep the District Officers and Leo Clubs in Jamaica and the Cayman Islands informed.
C. Arranges for a Leo Presidents Council meeting to be convened one month before the second and third
scheduled Quarterly meetings.
D. Should see that all decisions are finalized by two-thirds (2/3) of all Leo Presidents/Representatives present.
ARTICLE II
Leo Regional Fund
A. Purpose of the Leo Regional Fund:
1. To foster and promote Leoism through integration, education and exposure of Leos.
2. To provide an advance as a loan to respective clubs hosting the Annual Leo Convention, with a view to
offset the cost of Convention fees; provided a budget is approved by the Delegates of the Region.
3. To sponsor the Leo Region Secretary/Treasurer and or the Leo Region Vice Secretary/Treasurer as one of
the Secretariats representatives at the Multiple District Convention.
4. To assist, in as far as possible, in sending Leo(s) to the Annual Leo Convention, provided that such funds
are approved by a budget submitted to a Council of Delegates meeting.
B. Funding of the Regional Fund:
1. All funds raised from Tail Twisting at Quarterly meetings.
2. All Alpha Leos contribute $25.00 per quarter payable at each Quarterly meeting by the Treasurer of each
club.
3. All Omega Leos contribute $75.00 per quarter payable at each Quarterly meeting by the Treasurer of each
club.
4. Twenty-five percent (25%) of any surplus made from Convention.

C. Signatories to the Fund: The Leo Region Secretary/Treasurer and/or the Leo Region Vice Secretary/Treasurer
along with any of the other persons can sign cheques or any monetary instrument on behalf of the Region Fund.
1. Leo Region Secretary/Treasurer
2. Leo Region Vice Secretary/Treasurer
3. District Leo & Youth Chairman/Associate (or the equivalent post),
4. Immediate Past Leo Region Secretary/Treasurer
D. Criteria for selecting a Leo(s) to attend Multiple District Conventions:
1. The club will be named from which the Leo will be selected.
2. The club must have a minimum of 40% of its membership attending Quarterly meetings, with the exception
of the Cayman Islands Leo Clubs which must have at least one (1) representative.
3. District Competition:
a. Performance of the Club in the District competition.
b. Reports reaching the District Leo & Youth Chairman/Associate on time.
c. The Club must be in good financial standing with the Region Fund.
4. A Council of all Leo Presidents will objectively select this Club. No one club will be selected for two (2) years
consecutively. More than one club may be selected in the same year.
ARTICLE III
Leo Region Secretary/Treasurer & Leo Region Vice Secretary/Treasurer
A. Qualifications: Candidates for the post of Leo Region Secretary/Treasurer and Leo Region Vice
Secretary/Treasurer should:
1. Have served his/her club in the capacity of President, Secretary or Treasurer.
2. Be an active member and in good standing in his/her club.
3. Be nominated by his/her club.
4. Have attended and participated in Leo Quarterly meetings.
B. Nominations: Nominations will be taken at the Second Quarterly meeting. Rsums should be circulated to all
clubs, Lion Region Chairmen, Zone Chairmen, District Leo & Youth Chairman/Associate (or the equivalent post),
and the Leo Region Secretary/Treasurer. Candidates must be nominated by their club and the nomination must
be seconded by another club in good standing from Region1 or 4.

C. Election to Office: Nominees for both the Leo Region Secretary/Treasurer and the Leo Region Vice
Secretary/Treasurer are presented and elected annually at the Third Quarterly meeting and this should be by
secret ballot. The persons so selected shall take office on July 1, following his/her election.
D. Installation: The Leo Region Secretary/Treasurer and the Leo Region Vice Secretary/Treasurer shall be
installed at the Convention meeting of the Leo Convention following their election.
E. Period of Service: The Leo Region Secretary/Treasurer and the Vice Secretary/Treasurer shall serve for one
(1) year in office from July 1 to June 30. The Leo Region Secretary/Treasurer then takes the post of Immediate
Past Leo Region Secretary/Treasurer in the following year.
F. Removal from Office:
1. The Leo Region Secretary/Treasurer may be removed from office for good causes by two-thirds (2/3) vote
of all delegates in good standing at a duly constituted Quarterly meeting. Clubs must be informed of the
reason for the proposed removal in writing forty-five (45) days prior to the Quarterly meeting that the vote is
to be taken.
2. The Leo Region Secretary/Treasurer in demitting office prematurely should give three (3) months notice at
which the intention should be stated in writing at the previous Quarterly meeting. In case of
abandonment/death, the Leo Region Vice Secretary/Treasurer acts to finish the current Leo Region
Secretary/Treasurers tenure.
3. In the event that the Leo Region Vice Secretary/Treasurer does not wish to hold office, the matter will be
brought an emergency Presidents Council Meeting where the post is to be declared vacant and a new Leo
Region Secretary/Treasurer be elected.
G. Delegates: Voting delegates to Quarterly meeting and Convention or any other meeting should be the President
or Secretary or an alternate. In the case of an alternate, he/she must present the Chairman of the meeting with
written permission to vote from his/her club.
H. Voting:
1. Each club has one vote on any motion brought before any meeting including Conventions.
2. In the event that voting is necessary to elect a Leo Region Secretary/Treasurer and/ a Leo Region Vice
Secretary/Treasurer, only Leo Clubs in good standing with the Leo Region Fund, shall be eligible to vote.
This eligibility shall be no more than one quarters arrears to the Fund.
3. In the event that there is a tie in the elections for the post of Leo Region Secretary/Treasurer or Leo Region
Vice Secretary/Treasurer, the sitting Leo Region Secretary/Treasurer or Leo Region Vice
Secretary/Treasurer , that is to say the person chairing the meeting, should have the casting vote.

4. Each active member of the body referred to, as the Past Leo Region Secretary/Treasurers Council will be
given the right to have a single vote in the process of selecting a Leo Region Secretary/Treasurer, should
election for the position become necessary.
I. Budget: A fixed amount will be determined at Convention meeting to be used by the Leo Region Secretariat to
offset expenses in relation to correspondence and travelling.
J. Duties of the Leo Region Secretary/Treasurer:
1. Work closely with the District Leo & Youth Chairman/Associate (or the equivalent post), Region Chairmen
and Zone Chairmen for the enhancement of the Leo programmes in Regions 1 & 4.
2. Act as Secretary/Treasurer for the Presidents Council meeting held bi-annually (i.e. November and
February, respectively).
3. Co-ordinate and publish Regional Leo News Bulletin to inform clubs on activities happening with the
Regions, providing that Clubs report such activities on time.
4. Collect all monies from Clubs with regards to the Leo Regional Fund and deposit same in a bank
recommended by the delegates at Convention meeting.
5. Pay out unbudgeted money only on the authority of the majority vote of delegates at the duly constituted
Quarterly meeting.
6. Makes proper reports/financial statements to the Presidents Council, District Leo & Youth
Chairman/Associate and Quarterly meeting.
7. Keep files of each club with information such as the number of members and other relevant information,
which will establish whether or not a club is in good standing.
8. Supply each club with a proper bill in advance indicating all monies owing to the Region Fund and a
financial report.
9. Shall reserve the right to suggest, with good reason(s), an increase in payment of dues to the Fund by Leo
clubs, but shall not implement the said unless approved by two-thirds (2/3) majority of delegates after
reason and amount of increase has been circulated to all clubs forty-five (45) days before and put to the
delegates for the vote at Convention meeting.
10. Shall provide an Annual Audited Financial Statement to all clubs on the accumulation and disbursement
from the said Fund at the expiration of his/her time in office at Convention with copies to the respective
District Officers.
11. Act as Secretary for all Leo Quarterly meetings.

K. Duties of the Leo Region Vice Secretary/Treasurer: If the Leo Region Secretary\Treasurer is unable to
perform the duties of his/her office for any reason, the Leo Region Vice Secretary/Treasurer next in rank shall
occupy his/her position and perform his/her duties as stated above with the same authority as the Leo Region
Secretary/Treasurer
ARTICLE IV
Quarterly Meetings
A. Quarterly meetings should be hosted on a rotation basis, amongst those clubs that wish to host, throughout the
Regions. This to ensure that the same clubs do not host meetings in consecutive fiscal years unless there is
no other club that wishes to take up the challenge
B. Each Quarterly meeting must be chaired by the President of the club that is hosting the meeting.
ARTICLE V
Rules of Order and Procedure
Unless otherwise provided by this bylaw or the respective District or Club Constitution and Bylaws, all questions of
order and procedure with respect to any meeting or action of the Secretariat shall be determined on accordance
with the Roberts Rules of Order Newly Revised from time to time.
This bylaw can only be amended at the Convention meeting by voting delegates after proposed amendment has
been circulated to all Clubs forty-five (45) days before the Convention meeting.
