The city is preparing to create a new taxincrement financing district adjacent to


Business Park North so a business located
there can expand.
North American Fur Auctions Inc. has
asked the city for TIF assistance in the
form of a 9-acre parcel of city-owned land
in order to build a 110,000-square-foot
steel grading facility, as well as some
infrastructure. The new $5 million building would complement the companys
91,000-square-foot wildlife fur and processing facility in the business park.
The Common Council unanimously
approved a resolution at its June 23 meeting directing city staff to prepare a TIF
agreement between the city and NAFA
Inc. An agreement and spending plan is
expected by late September.
Finance director Laurie Sullivan told
the Courier Hub the city would first have
to create a new TIF district on 37 acres of
the former Moe property, just north of the
business park, which the city bought a few
years ago. TIF is a method of encouraging
economic growth that subsidizes development, infrastructure or other communityimprovement projects by capturing property tax revenue from all taxing jurisdictions
(the city, the county, MATC and the school
district) of the newly developed property.
Any increase in property value, whats
known as the increment, is held in a separate account to pay for the cost of spending
as laid out in the TIF project plan.
Business Park North is in TID 3; the new
district would be TID 6.
The city has to create the district and
put in a road, because theres no road leading to the property, Sullivan explained.

District director of business services Erica Pickett
said decreasing state aid is
an ongoing trend for the
district that school officials have to deal with.
Given our declining
enrollment and the fact
that the estimate is using
the 14-15 aid allocation
for the state (no increase),
the decrease for SASD
doesn't surprise us, she
wrote in an email to the
Courier Hub on Monday.
Pickett said the district
will continue to look for
ways to reduce costs every
year, and that, in conjunction with the recent referendum support, will allow
administrators to balance
the budget for the 2015-16
school year. She said additional state funding could
help avoid another district
referendum.

defer the need for future
referendum funding.

More than half of Wisconsin public school districts will receive less
general aid for the upcoming school year than they
did for the past school
year, according to DPI
estimates. Although the
201517 state budget has
not been finalized, the
most recent version of the
biennial budget maintains
the same level of general
school aid ($4.476 billion)
as was appropriated in the
201415 fiscal year.
Of the states 424 school
districts, 55 percent (234)
are estimated to receive
less general aid in 201516, while 44 percent of
districts (188) are expected to receive more aid.
The DPIs July 1 aid
estimate does not include
per pupil categorical aid,
which will be determined
this fall, based on student
membership from the last
three school years . The
current budget appropriates
$127 million for that aid,
which is $150 per pupil,
the same amount as it was
in the 201415 fiscal year.

Letters to the editor

City should continue talks


about redeveloping riverfront
Stoughton has stated they do not
want a Wal-Mart store here, and
they do not want to see expansion
on the west side of the city.
It would be nice to see an
honest, objective, constructive
approach to how best to plan for
the future of this lovely city. It
will always take time to develop
good ideas. The restoration of
the Opera House, establishing a
Youth Center, building a new fire
station all attest to that.
Developing the north side of
the Yahara River near the Mandt
Park area into a Yahara River
Place site would not only provide
for increased growth, but would
reflect well on those from Stoughton regarding their vision, their
attention to detail and their concern for the place where they live.
I would like to thank the author
of that article.

There are bigger concerns than pigs


I took my family which consisted of my wife and three little
kids ages 5 and below to the first
pig wresting event at the fair years
ago, and I probably will never go
again.
Not because I thought that the
pigs where being treated cruel,
but because I did not like it. The
pigs that are used for this event
are well fed and well taken care
of. They are scared, but that is a
normal thing in this event. They

are not being physically harmed in


any way.
But I think if all of us were
more concerned about the welfare
of our fellow man and how they
are being treated, rather than worrying about a bunch of pigs, I truly think that this world would be a
better place to live.

Summer cycling in Wisconsin


Wisconsin celebrated Bike
Week last month, an annual recognition of the positive impact
that cycling has on our health,
our economy and our environment.
I wanted
to take the
opportunity
to remind you
of the many
benefits of
bicycling here
in Wisconsin.
Bicycling

activity that
you can enjoy
at almost any age. Weather permitting, I try to get out on my
bike (an old Schwinn Traveler)
every day. I enjoy bicycling with
my wife and family - whether
its on bike trails around the 46th
Assembly District or traveling
to trails in many of Wisconsins
beautiful state parks.
Biking is a fun and easy way
to get (or stay) fit and healthy.
Especially considering the extensive bicycle trail infrastructure
throughout Dane County, you
can always find a change of
scenery while getting worthwhile
exercise.
If you have the opportunity,
hopping on your bike and leaving
the car in the garage offers many
benefits - not just for your health,

but for your pocketbook and for


the wellbeing of your community
and environment.
Commuting with a bicycle a
couple days a week will mean
youll have to refill your gas tank
less often. Many Wisconsinites
are opting to take their bikes
rather than their cars - more than
20,000 workers regularly commute to work on their bicycles.
And the more bike commuters,
the less congestion there is on the
roads. That means safer streets
and less wear and tear on the
pavement.
And, of course, bicycling is a
greener option than gas guzzling
cars. You can help reduce pollution. You might think that your
own carbon footprint might be
negligible - but think about it:
with more than 20,000 bike commuters in Wisconsin, cycling can
have a significant impact on our
environment.
Bicycling has become an economic driver in Wisconsin. Bike
recreation and tourism contribute
$924 million annually to our
state economy. Its estimated that
annual health benefits from bicycling total $409 million.
Considering the many positive benefits of bicycling, I was
surprised when members of the
majority party proposed that we
increase taxes on bicycles and do
away with the Complete Streets

program, a successful initiative


that ensures new road construction considers bicycle safety and
accessibility.
An increased bike tax - which
would be used to pay for general
highway projects - is counterintuitive. Considering that bicyclists help reduce traffic and road
degradation, bicyclists should be
rewarded, not punished. Fortunately, it appears that the bike tax
proposal has fallen flat.
I remain concerned about the
future of the Complete Streets
program. I believe it is shortsighted and impractical to eliminate this program, and I will continue to advocate for its renewal.

time to hop on your bike and go
for a ride.

Not long there was a delightful article in the paper regarding


developing business in the area of
the Yahara River.
It stated considerable research
had been done on what had turned
out to be a Masters thesis.Many
cities, including nearby Fort
Atkinson, have developed businesses in park-like settings along
river fronts that have not only added beauty to the town, but created
a sense of pride for the residents
and acted as a draw from outside
the area in the way it supports area
businesses.
My understanding of the position of council members and city
government is that it exists to do
what is best for the city and its
residents. It is to reflect the wishes
of its citizens.It is not to promote
personal preferences. It is not a
competition within the confines of
its members, or to support bragging rights or legacy goals.
Apart from the tax and financial
manipulations presented by WalMart, much of the population of

is the largest fur dealer in the
country. It is not a fur farm but
instead collects ranch and wild
fur from producers and trappers,

The business first came to
Stoughton in 2002 and needs
to expand, according to a letter NAFA wrote to city officials.
It has 35 full-time and 235 parttime employees, and estimated
it would increase the number of
full-time workers by 20 percent
when the new facility is built.
The company says it would like
to begin construction this fall and

Sullivan told the Hub if everything goes according to plan, the
city could have the new TIF district created in 70 to 90 days. My
goal would be to have the TIF
district created by the last week in
September, she said.
Sullivan said plans for the TIF
district would first go to the Planning Commission in August,
then to a meeting with the Joint
Review Board, followed by a
public hearing and then to the
Common Council. The final step
in creating the district would be a
vote of the JRB, which comprises
representatives from all taxing
jurisdictions that would contribute to the TIF district, including
the school district and county.

Hoping for greener pastures, the second annual
Corn-O-Kubbia tournament
in Stoughton is moving to
Virgin Lake Park.
The inaugural tournament
was held last year at Mandt
Park, but heavy foot traffic
from the Stoughton Junior
Fair made for poor playing
conditions, Stoughton Chamber of Commerce visitor services director Laura Trotter
told the Hub.
This year, Virgin Lake Park
on Roby Road will be the site
of the lawn game competitions on Saturday, July 18.
Teams can register for Kubb,
a Scandinavian game played
with wooden blocks and dowels. There will also be a cornhole tournament.
Registration for Kubb goes
from 7:30-8:30 a.m. The
50-minute games will begin
at 9 a.m. with a Swiss style
tournament format. Teams
will play at least four games
against teams of similar
skill levels. Top teams will
advance to a championship
bracket and others will compete in a players bracket.

Learn to Play a Musical Instrument


On the weekend after Thanksgiving
last year I attended a brunch activity at
the home of one of my friends where
his adult daughter had organized an
impromptu jam session. She played the
piano while her husband played the tuba
and two others played the trumpet while
several people sang. She did this for her
father, who was dying at the time and
has since passed away. She knew how
much her father loved music, and how
much it would please him to hear folks
playing and singing. When he was asked
if he wanted to hear anything in particular he requested Amazing Grace,
and it was one of the most beautiful and
poignant things Ive ever witnessed. The
event made me wish I had continued to
play the instrument I grew up playing
(the trumpet) and made me realize how
much pleasure music gives to people.
I thank God that my parents encouraged me and my siblings to all play, and
Im thinking of starting to play again.
Consider learning to play an instrument,
or learning to dance (which is another
good way to enjoy music), or just committing to singing a bit more. Youll be
happy you did!

Merchants take over first place

Stoughton Home Talent overtook


Albion for first place in the Southeast Section with a pair of victories
over Evansville last weekend.
The Merchants jumped out to a
quick four-run advantage Saturday
over the first two innings but saw
their bats go cold through the middle
innings en route to a 9-1 victory.
The first two innings we were
seeing a lot of fastballs. From the
third on he threw a lot of off-speed
pitches and it took us awhile to
adjust, manager Dale Seffens said.
Normally, were shorthanded over
the Fourth weekend but with nearly
everyone here today, I thought we
played pretty well.
Stoughton sent seven hitters to
the plate in the first inning, scoring
twice on two hits, two walks and
two errors.
Rory Menzer and Simon Maurice
led off the top of the first with backto-back singles. Winder Fuentes
then walked to load the bases before
Stoughton scored a pair of runs on
errors with two outs.

then reached base on an error by the
Jays third baseman before Fuentes
scored on a passed ball.
Justin Moore crushed a first pitch
nearly all the way to Lake Leota
with one out in the top of the second,
but only ended up at second with
a ground-rule double as the park
doesnt have an outfield fence.
Moore later came home on Maurices RBI single. Fuentes singled in
another run but Maurice was thrown
out at home on a delayed steal
before Max Fuller lined out to end
the threat.
These festival games have
plenty of distractions, but ideally it
shouldnt affect you, Fuller said.
One phase of the game where
rock bands in left field seemed to
stall the Merchants, however, was
on the basepaths.
T.J. DiPrizio was caught in a
rundown to end the third and Brad
Knickmeier was thrown out on
missed hit-and-run sign in the fourth.
Stoughton was able to distance
itself from Evansville a bit more
with five runs over the final three
innings, including three runs in the
ninth.
Menzer walked and pitch hitter

Jake Wenzel added back-to back
RBI singles before Ryan Nyhagen
capped the victory with an RBI

Alex Zacharias threw seven solid
innings in his Sunday debut, striking
out nine. Despite only allowing four
hits, he did walk six and allowed one
earned runs.

out two in an inning of relief.
With Jeremy, Erick and Alex we
have three legitimate Sunday starters and offensively as of late weve

12 hits. Jo Klug threw two innings
of relief, surrendering one earned
run.
Menzer (2-for-4), Dave Hanson
(3-for-5), Wenzel (2-for-2), Maurice
(2-for-4) and Klitzke (2-for-4) all
collected multiple hits in the rout.
Hanson, Klitzke and Fuentes all
had doubles. Hanson also had a

A goose that had been like a pet to folks living along the Yahara River across from Division Street
Park died last week after what Melissa Bleiler and Gregory Lee, believe was an intentional poisoning.

Judith A. Judy Anderson, age 61, passed away


peacefully surrounded by
her family on Wednesday,
July 1, 2015, at Azura in
Stoughton. She was born
in Stoughton on Sept. 14,
1953, the daughter of Sheldon and Mildred Stiff.
Judy graduated from
Stoughton High School.She
married the love of her life,

not the first time that geese
or ducks living in their
neighborhood have been
poisoned. Lee recalled a
similar incident happening
about five years ago.
He said several years
ago, people complained
about the late David Kneebone, a former city alder,
feeding geese and ducks
and other birds in his yard.
The city then passed an
ordinance prohibiting people from feeding them.
But the city couldnt
enforce the ordinance on
private property, Lee said.
They could only make
it illegal in the parks, he
said. But this has happened before. Weve had
people out there who think
its fun to let their dogs
loose to harass the geese,
and dont understand thats
a violation of the Federal
Migratory Waterfowl Act.

lives across the street from
Bleiler and Lee.
Kneebones late husband, David, used to feed
all sorts of waterfowl and
had something of a menagerie in the yard of the family home on the river.
The white goose seemed
to hold a special status in
the neighborhood.
She was kind of a pet,
Georgine Kneebone said.
The day before she died,
she followed me across
the street to a neighbors
house and I had to take
her back home. They next
day she was sitting in our
yard pretty sick. She didnt
last long after that. We

increase electric rates. Stoughton Utilities rates were last increased January 2,
2011. The change is necessary to reflect
changes in operating costs, plant additions since the last case, and a need to
review and adjust the rate tariff structure.
The requested increase in revenues
(as amended) is an overall increase
above the electric utilitys present revenues of $208,800, or 1.36%. This request

Board of Review for the Town of Rutland, Dane County, Wisconsin, shall
hold its first meeting on Tuesday, July
28, 2015, starting at 6:00 p.m., at the
Rutland Town Hall, 785 Center Road,
Stoughton WI 53589.
Please be advised of the following
requirements to appear before the board
of review and procedural requirements if
appearing before the board:
1. No person will be allowed to
appear before the board of review, to
testify to the board by telephone, or to
contest the amount of any assessment
of real or personal property if the person has refused a reasonable written
request by certified mail of the assessor
to view the property.
2. After the first meeting of the
board of review and before the boards
final adjournment, no person who is
scheduled to appear before the board of
review may contact or provide information to a member of the board about the
persons objection, except at a session
of the board.
3. The board of review may not hear
an objection to the amount or valuation

of property unless, at least 48 hours


before the boards first scheduled meeting, the objector provides to the boards
clerk written or oral notice of an intent
to file an objection, except that upon a
showing of good cause and the submission of a written objection, the board
shall waive that requirement during the
first 2 hours of the boards first scheduled meeting, and the board may waive
that requirement up to the end of the 5th
day of the session or up to the end of
the final day of the session if the session is less than 5 days with proof of
extraordinary circumstances for failure
to meet the 48-hour notice requirement
and failure to appear before the board of
review during the first 2 hours of the first
scheduled meeting.
4. Objections to the amount or valuation of property shall first be made in
writing and filed with the clerk of the
board of review within the first 2 hours
of the boards first scheduled meeting,
except that, upon evidence of extraordinary circumstances, the board may
waive that requirement up to the end of
the 5th day of the session or up to the
end of the final day of the session if the
session is less than 5 days. The board
may require objections to the amount
or valuation of property to be submitted
on forms approved by the Department
of Revenue, and the board shall require
that any forms include stated valuations
of the property in question. Persons
who own land and improvements to that
land may object to the aggregate valuation of that land and improvements to
that land, but no person who owns land
and improvements to that land may object only to the valuation of that land or
only to the valuation of improvements to
that land. No person may be allowed in
any action or proceedings to question
the amount or valuation of property unless the written objection has been filed
and that person in good faith presented
evidence to the board in support of the
objections and made full disclosure before the board, under oath, of all of that
persons property liable to assessment
in the district and the value of that property. The requirement that objections be
in writing may be waived by express action of the board.
5. When appearing before the board
of review, the objecting person shall
specify in writing the persons estimate
of the value of the land and of the improvements that are the subject of the
persons objection and specify the information that the person used to arrive at
that estimate.

6. No person may appear before the


board of review, testify to the board by
telephone, or object to a valuation if that
valuation was made by the assessor or
the objector using the income method
of valuation, unless the person supplies
the assessor with all the information
about income and expenses, as specified in the assessors manual under s.
73.03 (2a), Wis. stats., that the assessor
requests. The Town of Rutland has an
ordinance for the confidentiality of information about income and expenses
that is provided to the assessor under
this paragraph that provides exceptions
for persons using information in the
discharge of duties imposed by law or
the duties of their officer or by order of
a court. The information that is provided
under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35 (1), Wis. stats.
7. The board shall hear upon oath,
by telephone, all ill or disabled persons
who present to the board a letter from
a physician, surgeon, or osteopath that
confirms their illness or disability. No
other persons may testify by telephone
unless the Board, in it?s discretion, has
determined to grant a property owner?s
or their representatives request to testify under oath by telephone or written
statement.
8. No person may appear before the
board of review, testify to the board by
telephone, or contest the amount of any
assessment unless, at least 48 hours
before the first meeting of the board, or
at least 48 hours before the objection is

s.70.47 (3) (a), Wis. stats., that person
