RE: GSAC, Outreach to Elected Officials
Friday, August 29, 2014 9:56:41 AM
image001.png
Im hoping by now youve made contact with the elected officials youve been assigned, and if
not please reach out ASAP.
Well be expecting an update on how the calls are going at the Sept. 11 th board meeting. In the
meantime please send me a brief summary of your calls/meetings in advance so we can include in
the board package.
Ro
Okay, its time for you to begin contacting the Tier 1 & Tier 2 folks (see suggested timeline
below). Ive assigned each of you 5-6 folks to contact by putting your initials next to their name
on the attached contact sheet. Also included are some talking points. Please be prepared to report
on the status of your meetings at GSACs upcoming September meeting.
Ill be sending a separate meeting invite for that meeting shortly ~ Friday, September 11 th , 1:003:30 p.m. @ Wilke Fleury offices.
Thanks,
Ro
As discussed in the Executive Committee meeting on July 24th , it's important that we reach
out to our regional elected officials soon to introduce GSAC and the opportunity it presents
for the Sacramento region. Were aware of the personal and geographic connections you
may have, so I need your feedback. Please review the Tier 1 (34) and Tier 2 (43) lists and
get back to me by the end of the week on which officials youd be willing to contact. I will
then confirm who will be contacting whom and send out an assigned calling list.
Two documents are attached to help execute on that process:
1. Tiered list of elected officials (and contact details): Four tabs in this excel document
list all regional elected officials and the sequence in which we should reach out to
them. A fifth tab provides contact details.
2. Meeting talking points: Scripted talking points for your meeting with these officials.
The talking points are bulleted so that you can narrate as best suits your style and
reflects the exciting opportunity GSAC brings.
Timeline, by:
August 8th reply to me on who youre willing to contact from Tier 1 & Tier 2
lists
August 22nd contact Tier 1 folks assigned
August 31st contact Tier 2 folks assigned

Hi Astrid,
Here is also our weekly meeting and program update. Nothing particularly binder-worthy this week, but
thought I would send it along for the record. The festival is the big story.
I somehow slipped off the OMKJ list again. Could you please add me back?
Thanks,
Sarah

Mayor Pro Tem, to join us for our formal press launch on February 4 at 10:30. Strategic partnerships
with and support from the public sector will also be crucial to GSAC's mission, so your attendance is
very important. Please let me know if you can make it.
So you know, The Niello Company has committed a large, multi-year investment to GSAC, as has 17
other companies and organizations to date. My family partners and I are fully committed to GSAC

Angelique,
I am writing to you about the Greater Sacramento Area Economic Council (GSAC). In this past month
GSAC has hired its first CEO, Barry Broome. Already, Barry has brought an energy and dynamism to our
region that I am thrilled to see. As you may know, he spoke at the Metro Chamber and Sac State's
Sacramento Business Review just this week about the fantastic opportunities he sees for us.
Central to Barry's message is the importance of a unified vision for and effort from each one of our
unique municipalities. To that end, on behalf of Barry and Rob Lynch, Chair of GSAC, I invite you, as
Mayor Pro Tem, to join us for our formal press launch on February 4 at 10:30. Strategic partnerships
with and support from the public sector will also be crucial to GSAC's mission, so your attendance is
very important. Please let me know if you can make it.
So you know, The Niello Company has committed a large, multi-year investment to GSAC, as has 17
other companies and organizations to date. My family partners and I are fully committed to GSAC
because it represents, for the first time in our region, the commitment of major funds and personal
participation by our region's key CEOs.
I will send more specifics about the event shortly. We will also be reaching out soon about other
opportunities to meet with GSAC leadership and about how to participate going forward. In the
meantime, feel free to contact me or Carolyn Becker of Mercury Public Affairs (CBecker@mercuryllc.com)
with any questions.
Looking forward to seeing you on February 4!
Sincerely,

today, and she mentioned that she would like to explore how we can provide the back-office
support for their portion of the summer program. That could be a good starting point to explore
additional collaboration options.

I spoke to the previous Chief Service Officer in Chula Vista, who worked on their graduation
coaches campaign.
I will type up some other notes later, but I wanted to highlight 2 key things:
1. A video of their presentation & powerpoint they use to train coaches is below.
2. They ran their program for $2000! Yes, only 3 0's! Of course, they had a full time staff
person, so I don't think that takes into account her salary. But in general, they in-kinded a lot
of printing materials, and used the train-the-trainer method to not have to pay for additional
staff. I think this shows that we can do this project without going to the lengths Philadelphia
and Pittsburgh did.

Hi Mary Lynn - Nice to meet you, via email for now. I'd be happy to speak with
you about our experience with Graduation Coaches and our partnership with our
local United Way. Please feel free to suggest a few times that we may be able
to speak via phone, and we'll line it up!
Best,
Rebecca

I hope you're well. I wanted to connect a Cities of Service colleague from the City of
Sacramento to you. Mary Lynn is in the early stages of launching a Graduation Coaches
initiative and wants to work with the city's local United Way. Since you're already pursuing
this with United Way, Rebecca, I was hoping that you two could connect over Grad
Coaches over the coming days and weeks.
Thanks,
Na'eem

Thanks Kevin!
That sounds great. And Aaron I'll look forward to hearing from you! In the
meantime, I thought you all would be interested in this new study from Crowe
Horwath that looks at the gap between economic development resources needed
and the tools available: http://www.crowehorwath.com/news-room/governinginstitute-survey/
I thought of you all when I read this.

Mayor,
I reached out to Guillermo - in the meantime, would you like me to forward his offer
to Steve O? Ultimately, accepting his services is probably a decision best made by
the CEO we eventually hire.

Hi Micheal,

Hello Cassandra and Happy New Year! I would like to meet with you soon to discuss how we can
support one another as heads of our respective sorority/fraternal organizations. The Boule has a
new Business and Public Policy Committee and we are networking for economic opportunities. At
the same time our Social Action program is promoting activities impacting AA men and families in
our community. Hopefully we can reach common ground for support.
One important collaborative opportunity that presents itself is the upcoming visit by Karla Harris of
Morgan Stanley. I have alerted Symra and the Mayor of a time frame, and would like to have a joint
event between the Boule, LINKS, The 100 and possibly Deltas for a book signing by her at
Underground Books during her visit. In addition, I would like to begin notifying our members of the
LINKS Regional Conference we briefly discussed so we can provide as much support as possible.
These are exciting times and I am available Fridays this month for downtown as I leave those dates
open for field opportunities. Let me know whether any of those fit your schedule or alternate dates
you prefer.

Mariah,
Thanks for putting this all together. Based on the conversations you've had with the
other mayors offices, is there anything in particular about realignment that the
mayors want to discuss with the governor?
I ask because, to my knowledge (supplemented by some googling tonight),
realignment is focused on shifting responsibilities to counties, not cities. No worries if
you don't have further guidance, I can figure it out.I just want to make sure the
TPs are relevant.
Thanks Mariah,

Hi All,
Thanks again for your work in prepping MKJ's briefing materials for the
Big 10 Meeting with the Governor.
I've attached two things:
1. A revised briefing for the meeting which includes a bit of a
redirect on topics. No more HSR and Job Creation (though Ent
Zones are still on the table).
2. A briefing for the Press Avail which is a roundtable format, so
rather than TPs we'll be preparing a "cheat sheet" for MKJ to
reference
You'll note who is responsible for what topics in the highlighted portions

I'm trying to get that from SF Mayor's office because it's a good question. What was
discussed is that all the cities view realignment differently, and that the Governor
has tasked his team to look into it. I think it's a total detour in that each city would
potentially say something different. I've asked SF Mayor's office to weigh in on what
the potential sticking points could be so we can prepare TPs based on that.. will
keep you posted...

Enterprise Zone background. Have copies of Sac Enterprise Zone web pages, PPIC study and propose

Julia
Enterprise Zones
City and County of Sacramento operate Enterprise Zone
The Enterprise Zone uses incentives to businesses located in boundaries
Hiring Credits
Sales/Use Tax Credits
Business Expense Deductions for Depreciable Equipment
15-Year Net Operating Loss Carryovers
Net Interest Deduction for Lenders
State Contract Bid Preferences
Governor Brown proposed eliminating the Enterprise Zone Program in 2011
Evidence from a 2009 PPIC study showed program not creating new jobs.
The Legislature rejected the cancellation of the Program
Proposed Amendments to the Enterprise Zone Program Regulations were published in
January 2013. No action yet.
City of Sacramento Formal Position (adopted as part of 2013 Legislative Platform):
The City opposes legislation or regulation to eliminate the Enterprise Zone program.
The City would support responsible reforms to improve the program.
Proposals to eliminate Enterprise Zones create a serious concern in light of the
dissolution of redevelopment agencies. Californias Enterprise Zone program offers
one of the states most significant economic development tax incentives, broadly
applying to businesses of all sizes across virtually all industry lines.

Mayor,
Garcetti invites you to sign a support letter (attached) for film tax credit legislation, AB
1839. They ask that we confirm by this Friday if we want to sign. The draft contains a
few typos, Ill let them know if we choose to sign on.
The bill would expand eligibility for CA film tax credits to new kinds of film-related
expenditures. AB 1839 is being carried by 2 fairly influential legislators from the LA area
Gatto & Bocanegra. It has not been referred to a committee yet. Id be happy to
provide a more in-depth summary.
Please advise.

Thank you so much for your help in organizing your Mayor's participation in the recent
Big 10 Mayors call. It was great to share priorities around our State and we look forward
to collaboration. I'm attaching a summary of our discussion including action items for the
group.
Mayor Quan's staff has distributed her letter on the kill-safe legislation, and attached is
our letter on film industry tax credits. Please let me know by this Friday if your mayor
would like to sign on. We'll need your city's seal and your mayor's electronic signature.
Finally, please welcome again our newest addition to the Big 10, Katherine Johnston from
the Office of Mayor-elect Kevin Faulconer. We're very excited to have you on board!
Thanks!

The talking points are bulleted so that you can narrate as best suits your style and

expected growth by 2017, Next Economy targeted key areas where the region
already has a leg up and has the best opportunity advanced manufacturing, clean
energy technology, education, information technology, life sciences and health
services, and food and agriculture.
West Sacramento shows the success that can happen when government, business
and others band together in common purpose. The city has emerged as a food
industry hub, with four international companies opening operations since last year
with the potential of nearly 1,300 jobs.
While the labor market report for May represents a positive milestone with
Sacramentos unemployment rate dipping to 6.7 percent, a closer look also reveals
some of the challenges ahead. The job growth has largely been in leisure and
hospitality, where pay is generally lower, and in the traditional sectors of state
government and construction.
For the Sacramento region to thrive, we need higher paying jobs across a broader
range of industries. If more engaged local CEOs can help propel that cause, more
power to them.

Greater Sacramento Area Economic Council
Friday, January 23, 2015 1:01:57 PM
Angelique,
I am writing to you about the Greater Sacramento Area Economic Council (GSAC).
Sincerely,
Roger Niello

Board and staff met again for four hours Sat morning to discuss transition details.

Julia Burrows Status

- No announcement of particular company(ies); still under NDA for start up - firm not
ready to make details public so no announcement will be made re: where I am

Greenwise Office and Funding
- Johann Otto delivered notice to vacate in Jan; lease will expire Feb 28; no rent

- Funds in bank and forthcoming fund Liz and Erika through Feb
- I have a list of 40 or so key partners that I will start calling this week to let them

- Board of Directors will take responsibility for completing grant contracts (SETA
RICO II) and farm to fork to fuel fund commitments
- Sarah here until June
- Erika/team looking to fundraise to keep her until June
- Preserve nonprofit status for possible use
- Board believes in Greenwise mission; if funding is secure would like to retain
Interim Executive Director for very focused work
- If funding not secured, Greenwise will be tapered and budget will fund costs
estimated at $2500 for final tax returns, etc
- Erika Dimmler on health insurance through Greenwise which was just secured in

Giga-Bit Ribbon Cutting
Wednesday, November 20, 2013 3:11:17 PM
Hello All,
So we have some good news and some uber good news!
Good news is, that we secured lightening fast connectivity for Hacker Lab via TSE.
The uber good news is that Steve Hansen and the Downtown Partnership has
secured additional funding to get us upgraded giga-bit connectivity for a YEAR. This
is super news for our city! We are hoping to do all kinds of cool innovative things
here including hosting 1 to 2 companies and allowing them to use the space and
service to build their products. We will then share our metrics after our year is up to
help the city have a proven local model using this technology.
So we would like to have a ribbon cutting party to give thanks to TSE, Steve, and
DP. Can you help?? We want to invite all the regions important folks and educate
them on this important issue.
Let's celebrate. Let me know and thanks!
Sincerely,

Getting Together Soon
Thursday, January 15, 2015 2:07:52 PM
Let me know whether any of those fit your schedule or alternate dates
you prefer.
Best,

Gartner update
Tuesday, July 30, 2013 8:10:33 AM
Hello,
Just a quick update on Gartner's interaction with the city. My coworker had a second
meeting with the CIO and told her the cost would be 200-250k. He knew going in
that the number might blow her off her feet and sure enough she was rather
surprised. She said she'd have to talk to the city manager and get back to us.
Gartner is slightly more expensive- because we have more research and experience,
but we'll see if that is worth it to them.
Please let me know if you hear anything else you can share and I'll let you know if I
hear anything.
Thank you,
Trevor

Fwd: Graduation Coaches Follow-Up
Tuesday, August 06, 2013 5:01:38 PM
Hi all,
I spoke to the previous Chief Service Officer in Chula Vista, who worked on their
graduation coaches campaign.
I will type up some other notes later, but I wanted to highlight 2 key things:
1. A video of their presentation & powerpoint they use to train coaches is below.
2. They ran their program for $2000! Yes, only 3 0's! Of course, they had a full time
staff person, so I don't think that takes into account her salary. But in general, they
in-kinded a lot of printing materials, and used the train-the-trainer method to not
have to pay for additional staff. I think this shows that we can do this project
without going to the lengths Philadelphia and Pittsburgh did.

schools.
WHEN IT COMES TOher restaurant, Waters has always resisted making it
bigger or opening outpostsexpansions that might dilute the Chez Panisse
brand. Her Edible Schoolyard Project, on the other hand, is intentionally
scalable. In less than 20 years, its massive growth has already established
a lasting humanitarian legacy.
It all started with a comment Waters made to a local newspaper in 1995:
The school she passed every day on her way to Chez Panisse, Martin
Luther King Jr. Middle School, looked neglected. Neil Smith, then the
schools principal, read the remark and reached out to Waters, who had
long been an important progressive voice in their community, hoping she
could help improve things. Upon visiting Smith, Waters came up with the
concept for the Edible Schoolyard Project off the top of her head.
It was nothing Id been thinking about, says Waters, but then I saw
this huge expanse of land and this unused mess of a cafeteria with these
amazing high ceilings, and I told Neil, We have to grow food here, serve
the food in free, healthy school lunches, which is a basic human right, and
refurbish this cafeteria, and then the kids can be involved in the cooking. I
remember saying to Neil, There is no compromise. This is all or
nothing. Smith agreed to Waterss terms, and the next year an
asphalt wasteland was converted into the first Edible Schoolyard. Today,
over 2,000 schools, spanning all 50 states and 29 countries, are following
Waterss original model.
From the Edible Schoolyard in Berkeley, the view extends out toward the
majestic Marin Headlands and the Golden Gate Bridge, but the grounds
themselves are even more magnificent. Well go right to the mulberry
tree and see whether its ripe, says Waters (a photograph of Waters
standing beneath this tree hangs in the National Portrait Gallery). She
passes a patch of ground cherries, a plot for corn and sunflowers, and rare
varieties of apples hanging from a trellis. A dozen or more chickens strut
freely in Waterss wake. They are incredibly good pets, she says.
And they lay every color egg imaginable.
A group of middle-school children who have all spent time tending to the
crops gather around Waters and express their gratitude. Regardless of
whether theyve met her before, they love her for what shes delivered to
their school and to their lives. Waters is treated with the same reverence in
the Chez Panisse kitchen. She oversees the menu more than she cooks it,
and she divides her time equally between the restaurant, the global
expansion of the Edible Schoolyard and what a colleague of hers describes
as being Alice Watersmentoring, influencing and traveling to advocate
for her cause. Alice is an always-relevant badass, says David Chang,
the Momofuku founder who, subscribing to a position Waters inventedthat
of the activist chefsits on the advisory board of the Edible Schoolyard
NYC in Brooklyn. To her, he says, there is no difference between
declaring her point of view on food issues and cooking in the kitchen.
Everything is connected. This is someone who has been fighting for an
edible education for our youth for years now and isnt showing signs of
stopping.
The Schoolyard represents everything Alice Waters stands for and acts as a
communal cornerstone, fostering both educational and personal growth. The
food here is grown slowly, naturally, intentionally and by hand. It sparks
ideas about social responsibility, ecology and autonomynot to mention
science, math, language and history, since the garden is about curriculum
and not just an extracurricular activity. Overall, the program represents a
shift away from industrial dependency and toward people dealing with
themselves and each other on a human scale. Its founder remains
unrelenting about spreading her message.
Alices signal qualities as a person are her radiant humanity, optimism
and formidable energy, but with a light touch, says Meryl Streep, who met
Waters in 2004 at a Natural Resources Defense Council gala. I think
these account for much of her success in dealing with conventional bottomline thinking about food production and the long-term ill effects of it on our
health and well-being in this country. Streep continues, Alices genius
was to understand that change would need to come from the youngest
people, the next generation, and to place her hope in the spring garden, not
the one hardened by frost and time. The movement is currently
disseminated from teacher to studentand, in a reverse process, from child
to parents.
AS THE EDIBLE SCHOOLYARDmoves toward its third decade, Waters
aims to expand its curriculum into high school programs, like at Edible Sac
High, a Sacramento charter high schoolhoused within the second-oldest
high school west of the Mississippiwhere Waterss ideals have been
incorporated. Its an effort Mayor Kevin Johnson says will radically
transform how children view their relationship to food and, by extension, the
world around them. Waters also plans on extending her reach in South
America. The first lady of Chile just came for a visit, she says, and
governments from that continent seem so willing and so open toward Edible
education in a way they arent in other places in the world. Im trying to
go through the doors that are open. I have never wanted to push.
Her other priority is to figure how to fully fund the Edible Schoolyard mother
ship in Berkeley in a way that doesnt solely depend on fund-raising.
Characteristically, Waters wants to do this by creating something slowly, by
handsomething that people can delight in but that also communicates her
values. Maybe its a , making organic tortillas, she says. Then Waters
begins to riff, making it clearlike in the moment she conceived the Edible
Schoolyardthat shes hardly capable of thinking small.
Maybe we could do a tortillaria that would make tortillas for the schools.
And maybe this could happen around the country to fund Edible

Good article about a city with some fiber, but not doing a large rollout. Describes things well:

Hope all is well just met with the mayor.
He asked that you send the materials, which
demonstrates himself as a mental health
spokesperson for the White House. If you
could do so at your earliest, that would be great.
Talk to you soon. Stay Strong!

FW: GSUL An Evening with the Mayors Draft Invitation
Tuesday, October 01, 2013 5:05:27 PM
20131001163828374.pdf
Hi Adrianne,
I was talking to James Shelby and when he mentioned this event I asked him to send me what he has
thus far. He said he spoke with the Mayor on Sunday at APAPA and had planned to follow up with you.
I told him I would share this with you.
I wanted to make sure the Mayor has confirmed his participation before he starts sending out
invitations. I was still also unclear about MKJ's role especially now that it refers to the plural "An
Evening with the Mayors." At any rate you probably want to follow up with James directly. We can also
discuss tomorrow.
James would also like to speak with the Mayor directly. :)
