spite of calls by media owners to
be given more time to acquire
the right equipment.
Information Cabinet Secretary
Fred Matiangi faulted the Nation Media Group, the Standard
Group Ltd and the Royal Media
Services for inciting the public
against the government over
digital migration.
Dr Matiangi said the Communications Authority of Kenya
(CA) acted within the law when it
switched o signals of the three
media houses on Saturday afternoon.
The authority, he said, had
served a notice to the media
houses asking them to switch
o their analogue transmitters
by midnight of February, 13 in
accordance with a Supreme
Court ruling.
Dr Matiang i said the affected media houses defied
CAs request, prompting it to
seek warrants from the court
to switch off their analogue
transmitters.
He said CA did not switch
o the digital transmitters of
the three media houses, neither
did it ask any of the broadcast

of Kenyans have not migrated

involved in land grabbing and loss
of documents in land registries.
This comes in the wake of concerns that despite Lands Cabinet
Secretary Charity Ngilu promising
far reaching reforms in the sector,
many Kenyans were still grappling
with cases of missing les and bottlenecks in land transactions.
The setback has slowed down
land acquisition and processing of
title deeds, making it dicult for
those who wish to use their land
to secure loans for development
purposes.

WHAT BECAME OF NESC? What became of the
National Economic and Social Council (Nesc), which
was one of the great innovations during the tenure
of retired President Mwai Kibaki? asks X N Iraki. The

policy. Since the change of guard in early 2013,

DECEMBER DEADLINE. There was a urry of activity last June 1, when a road gang from Nairobi City
County arrived, dug up Vanga Road, just after Valley
Arcade Shopping Centre in the plush Lavington suburb, and put up a notice, indicating December 2014, as
the date of the completion of the roads refurbishment,
to the excitement of the local residents, recalls BA.

RIPARIAN BUILDING. A huge building coming up

on December 15, last year, and led all the required

Pay school fees for poor
students joining Form 1
It has been four years since
the government ordered national
schools to reserve up to 70 per
cent of their slots to public primary
school graduates.
The armative action was meant
to create more chances for the poor
and to curb the previous meritocracy
that turned these elite schools into a
preserve of the rich.
The government was right, but
it failed to factor in one thing: the
nancial status of some students.
Some students in public primary
schools come from poor backgrounds, and this is not their fault.
Reserving places for them and not
meeting their nancial needs is useless as they will not report to school.

NHIF rates

to move to court to block the
implementation of new rates by
National Hospital Insurance Fund

said the workers would seek to
block NHIF from implementing
the new deductions, warning
that it undermines ongoing talks
on the matter.
The rates, set to take eect from
April 1, 2015, are expected to boost
revenue for NHIF, enabling it to
improve services and provide a
universal medical cover for all
Kenyans.

new regulations. The CEO had
promised to allow more time for
dialogue on these. It is dishonest
that the fund has deed all that,

Under the new regulations gazetted by the funds CEO last week,
workers earning up to Sh5,999 will
contribute Sh150 a month while
those earning Sh100,000 and
above will pay Sh1,700 monthly,
up from Sh320.
Those earning between Sh
12,000 and Sh14,999 will pay
Sh500 while those earning between Sh15,000 and Sh19,999
will contribute Sh600 while those
who earn between Sh 20,000 and
Sh24,999 will now have to part
with Sh750.
The Federation of Kenya Employers has also raised concern
over the new rates.
Lamu hostile
to doctors,
says union

wants Lamu County declared a
hostile employer for doctors
The union has made the petition to the International Labour
Organisation and the Central Organisation of Trade Unions.
It also seeks to have the county
governments employment permit
withdrawn.
Speaking to the Nation on
phone, union Secretary-General
Ouma Oluga said doctors who
were serving in Mpeketoni were
subjected to deplorable accommodation, poor payments, insecurity
and mistreatment, leading to their
resignation.
Lamu county has only one doctor and they should stop cheating
that they have two.
Governor Issa Timamy should
know that a hospital cannot run
without a doctor, he added.
Mr Timamy has said that he will
not negotiate with the ve doctors
who resigned, adding that their
absence will not disrupt health
services in the county.

cemeteries by residents is low
because most of them do not
believe in burying their loved
ones away from their homes.
However, she said, the residents might in future change
their attitudes and make use of
cemeteries as their plots continue to diminish.
We have not designated
any site for a public cemetery
because we have no public plot
near the county headquarters
that is suitable for the purpose.
In view of this, we did not allocate any funds in the current
budget for burial land, said Mr

could be used as a cemetery but
this has not been possible because landowners are not willing

Article 118(1) (b) of the Constitution provides that Parliament shall facilitate
public participation and involvement in the legislative and other business
of Parliament and its Committees. Standing Order 127(3) states that the
Departmental Committee to which a Bill is committed shall facilitate public
participation and shall take into account views and recommendations of the
public when the Committee makes its report to the House.
The Public Audit Bill, 2014 and the Public Procurement and Asset Disposal
Bill, 2014 have undergone First Reading pursuant to Standing Order 127 and
are now committed to the Departmental Committee on Finance, Planning &
Trade for consideration and thereafter make a report to the House.
Pursuant to Article 118(1) (b) and Standing Order 127(3), the Committee
invites interested members of the Public to submit any representations they
may have on the two Bills. The representations may be forwarded to the Clerk

The United Nations is seeking Expressions of Interest (EOI) from experienced rms to undertake the architectural
design of an Integrated United Nations Headquarters in Mogadishu, Somalia. The UNHQ will be designed in
accordance with common standards and design practices to accommodate approximately 300 personnel,
with an estimated interior oor area of 9,000 square meters. The headquarters complex will consists of a series
of buildings including an ofce building, a conference building, a staff cafeteria, recepetion , access control
facilities and related support structures and facilities. The entire facility shall be designed at a generic location
within the vicinity of Mogadishu International Airport.
The envisaged services shall include, but shall not be limited to the following:
a.
Schematic design based on a conceptual design, user requirements, and a functional analysis;
b.
Design development including Architectural, Structural, Electrical, Hydraulic, Fire Safety,
Communications and IT; Occupational Health, HVAC Design;
c.
Construction documents including Specications, Project Schedule, Cost Estimate, Bill of Quanities,
Drawings;
d.
Architectutral support during construction phase including design revisions, detailed design, and
review of contractor submissions.
Detailed scope of requirements will be provided within the UNs Request for Proposals (RFP) which will be sent
out to all qualifying vendors responding to this expression of interest (EOI). No further details can be made
available prior to the issuance of the RFP.
Any company awarded a contract to render these services will not be included in the solicitation for the
construction services.

UN peacekeeping force in Darfur
(UNAMID) visited Tabit village at the
time and issued a statement stating
there was no evidence of mass rape
cases in the village.

visited the village, who refuted the
allegations.
The spokesperson accused rebels of
making these allegations to suggest
that the situation in Darfur is still
unstable and that time has not yet
come to repatriate IDPs to their

years experience of seeds systems particularly in developing countries. They should have
deep knowledge and experience of seed value chains, seed sector development, seed
quality, and design and management of field trials. They should also be experienced in
facilitating and building effective partnerships across the various parts of the seed supply
chain. Knowledge of agricultural development in Africa, and an ability to think strategically
in developing and managing effective business plans is also required.
The post will necessitate travel away from home base and office. Salary will be
commensurate with skills and experience, with appointment for 2 years initially and the
possibility of renewal.

Kenyas Under-19 cricket team yesterday proved
no match for their Ugandan opponents who beat
them by 27 runs in the ICC Africa Word Cup
qualier match at the Dar es Salaam Gymkhana,
Tanzania.
Batting rst after winning the toss, Uganda were
95 all out in 29.4 overs. In reply, Kenya were routed
for a paltry 68 in 30 overs.
Six teams - Kenya, Uganda, Tanzania, Nigeria,
Botswana and Namibia - are ghting for a single slot
reserved for the ICC associates in the continent in
next years World Cup set for Bangladesh.
Kenya started her campaign for a place in the
World Cup on a high note when they beat Nigeria

t is a September morning in
2004. It is hardly a week since
I arrived in Toulouse, France,
for further studies. I go to report
that my room has no lights. The white
woman at the reception of the hostel
looks at me once, conscates my keys
and blurts out in rapid French: Vous
parakash, perr barash haragash ici!
That is all I manage to get, and it
means: Ah, yo--u are the one! We
have caught you now! The shrill
edge in her voice alarms me as all
the French I had mastered at the
Alliance Franaise in Nairobi quickly
evaporates.
Apparently, someone has been
sneaking into the hostels to steal
stu and she believes I am the one!
Luckily, one of the workers recognises
me and tells the receptionist that I am
a new student. She gives me back my
keys and we all burst into animated
laughter. I decide to remain calm.
That incident marked the
beginning of my four-year stay in
the country of fraternit, galit and
libert (brotherhood, equality and
freedom). It was an eye-opener
to life in a country culturally and
religiously divided between the
majority white French citizens and
the restless minorities, largely Arabs
and Blacks, mainly from the former
French colonies in North Africa.
In most of Europe, no one will throw
stones at you just because you are
Black. However in countries like
Germany, Spain, Italy or the Nordic
countries, xenophobia is on the rise.
In Germany, drunk youths will shout
Nigger! at black people and cases
of neo-Nazi attacks are rising.
