Paying Membership and Election Process for PTI Canada

1. Introduction:
Pakistan Tahreek e Insaf, being a political party believes in democratic process, be it in Pakistan
or abroad. Weve been trying to form international chapters in countries through proper election
process. Wherever there were reasonable numbers of yearly paying members election must be
held. We were successfully able to deliver such setup in many part of the world including middleeastern countries.
Since PTIs popularity is not limited to Europe, North-America, Far-East and Middle-East, it has
been tremendously increased in Canadian region and we recognize the need of a properly
organized structure to handle such an expansion, and what better way to organize such huge
chapters but to conduct an election in these regions either by International SMS mechanism or
alternatively OIC may also announce a winner based on highest number of Paying Membership
belonging to a panel.
Before we move forward, we request everyone to read and understand the General Guidelines
and Code of Conduct for Canada.
Now that we all acknowledge the need of an election to be held in the region, it is important for
us to understand the pre-requisites before indulging into such huge exercise. OIC will ensure that
following independent bodies exists before elections are conducted.
Independent Finance Committee to be announced.
Independent Conflict Resolution Committee to be announced.
Independent Election Commission to be announced.
We already have standard guidelines for Election Commission, CRC and Finance Committee but
we can considermaking minor changes to these guidelines forCanadian region if required.
2. Paying membership
2.1 You must be over the age of 18 to become a paying member of PTI.
2.2 Membership fee is fixed toCAD 60/Year which should be payable in full.
2.3 It
is
required
that
membership
data
is
filled
online
by
using

2.4 It is preferred that online payment mechanism is used by each paying member.
2.5 For those who cannot pay online may opt to pay membership fee to Officially
Recognized/appointed Membership Coordinators.
2.6 Apart from appointed officials anyone interested to work as Membership coordinator may
submit his/her request along with personal profile and three verifiable references to Mr.
Shahid Hussain on oia@insaf.pk
2.7 Membership Coordinator list will be published online on insaf.pk for each country.
2.8 All Membership Coordinators will be reporting to Financial Committee.
2.9 Membership Coordinators will be submitting members data online and will submit the
membership fee to Finance Board UK.
2.10
Every Membership Coordinator will be sending details of membership fee collected to
Central Finance Office UK and OIC/OIA representatives will be in loop.
2.11
Financial Board UK will send an acknowledgment email to members directly.
2.12

3. Schedule and Procedures:


3.1 Final Schedule for election to be announced on country to country basis, once elections are
announced, all official structure for the targeted country will be dissolved.
3.2 Membership cut-off date will be announced for each country in the region depending upon
readiness and available paying membership base, but it should not be later than Sep-2015
for all countries in the region.
3.3 Elections will be held on panel basis, Candidate Nominations will be accepted within 6-7 days
of cut-off date.
3.4 Everyone is PTI representative;none should represent themselves as permanent group within
Party. Panels are very specifically introduced for election purposes. After elections are over
we expect everyone to be supportive of each other.
3.5 Panel contesting an election should submit their manifesto for their upcoming tenure along
with nomination request
3.6 Panel contesting elections will be interviewed by OIA and/or relevant official of the party.
3.7 Based on the outcome of panel interview OIC/OIA may suggest changes in manifesto if
required to align with partys priorities.
3.8 A self-declaration form to be submitted by all the potential candidates, with a view to
disclosing any areas which could potentially bring PTI into disrepute. This will include, but is
not limited to areas such as: conflicts of interest, criminal background or financial concerns.
Any subsequent investigations, should these be required will be borne by the candidate.
3.9 Voting would be polled through text message (SMS). Election Commission/international
Finance board will also make the recorded phone facility available this time for those who are
not able to get SMS delivery confirmation.
3.10
Should any conflict arise the Conflict Resolution Committee (CRC) will deal with this.
Should there be no resolution at this level, it would then be referred to the Office of
International Chapter (OIC) and finally to the Secretary General Office in Pakistan. Any such
complaint/appeal should be dealt within 4 weeks time.
3.11
The tenure of the elected bodies will be 1 year.
3.12
OIC can dissolve a chapter or other designated organization in preparation for an election
or where in the opinion of the OIC re-organization has to take place
4. Code of Conduct for PTI Canada Elections 2015
The code of conduct for the PTI Canada elections is hereby being communicated for all PTI
members in Canada. All concerned are asked to read it thoroughly and strictly abide by it. Any
individuals or collective act against the code of conduct below will result in immediate
disqualification from the election process. The Office of International Affairs will implement this
code of conduct strictly to its letter and spirit.
4.1 There should be NO self-announced bodies or committees, it should be clear that all
communication will be from OIC and Insaf PK.
4.2 All election candidates and members should not indulge in corrupt practices, vote buying,
threats of violence will not be tolerated.
4.3 None of PTI leadership should be invited to the country where elections are conducted during
the election period, the organizers will be responsible if any central, regional or provincial
leadership is invited by any group.
4.4 No financial inducement or inducement in kind may be offered to secure support.
4.5 No action should bring disrepute to the party. Personal attacks, maligning tactics and abuse
will be strictly dealt with.

5. Complaints Process
An Election Commission Committee will be announced and it will deal with complaints.
5.1 If any member wishes to register a complaint against any candidate it must be done in
writing via email to any of the election commissioners.
5.2 All complaints must come with credible proof; no allegations will be considered without
physical proof. Anyone making baseless allegations will be potentially risking disciplinary
action.
5.3 All complaints will be handled by the Election Commission, and as per the party rules his
decision will be final.
5.4 All valid complaints will be acknowledged and given a response within 3 days.
6. High Level Procedure for SMS Voting
Please see below the procedure for 2015 Inter Party Election for PTI Canada.
6.1 Information will be sent to each eligible voter, alternatively the detail will published
on insaf.pk
6.2 Voting will be held through International SMS
6.3 A confirmation text will be sent once vote is cast by member.
6.4 Our system will notify all those numbers that for network reasons did not get a text, we will
resend the text and if required will contact those members and give instructions on how to
cast vote.
6.5 On Election Day a helpline will be available for members to ring for any issues, the number
will be intimated by election commission.
6.6 For those members who are travelling abroad they need to let the Election Commission know
of alternative contact method, we will be unable to make changes to the database of held
members on the day, so please any issues inform before election date.
6.7 Once vote is casted, it cannot be revert back.
6.8 If any questions please send email to Election Commission PTI Canada, Election Commission
will announce its official email address before election.
6.9 PTI Canada Election Commission to coordinate with International Finance Board for technical
support which includes paying members list, voting list, funds generated, any other inquiry.
