Theodore Roosevelt brandished the powers of his office with unparalleled energy. He
smashed the trusts of the railroad barons, revolutionized America's conservation
movement, and spearheaded the construction of the Panama Canal. With rare archival

Many historians have speculated that had it not been for his early adult years in
the West working as a cattle rancher, Theodore Roosevelt would never have been
President. Why and how do you think this experience changed Roosevelt?
Explain you answer.

According to Theodore Roosevelt, "The President could and should do anything


and everything the majority requires as long as he is not barred by law or by the
U. S. Constitution from doing so." This quote represents the "stewardship theory"
of Presidential power. Do you think the President should be allowed to do
anything necessary for America even if it oversteps his authority? Give an
example of this type of Presidential decision and explain your answer.

"Speak softly and carry a big stick and you will go far." This West African
proverb was a favorite quote of President Roosevelt. Many use this idea to
describe America's early foreign policy under Roosevelt. What do you think it
means in relation to foreign policy at the turn of the 20 th century? Explain your
ideas.

Theodore Roosevelt's "Square Deal," (domestic policy programs) were based on


the idea that the federal government should serve all people equally, regardless of
wealth and background. In keeping with this idea, Roosevelt later said, "It is
better for the government to help the poor man support his family than to help the
businessman make a profit for his company." Do you agree with this idea?

Concerning the conservation of America's wildlife and natural resources,


Roosevelt said, "I recognize the right of Americans to utilize the natural resources
of their land --- but I do not recognize the right to waste the land at the expense of
future generations." This encapsulates Roosevelt's ideas about the importance of
conservation. Do you think the impact of Roosevelt's policies are still felt today?
If so, how are they felt? In not, why?

After the completion of the Panama Canal in 1914, Theodore Roosevelt said, "the
construction of the Panama Canal was the greatest achievement of my
Presidency." Explain why Roosevelt and many historians believe this is true.
What impact did the canal have on an international scale? Explain.
