Section 15: The state shall protect and promote the right to health of the people and
in still health consciousness among them.

balanced and healthful ecology in accord with the rhythm and harmony of nature.
Republic Act 4850: An Act Creating the Laguna Lake Development Authority,
Prescribing Its Power, Functions and Duties, Providing Funds therefor, and for other
Purposes. 1966
Republic Act 4850 Section 39-A. Penal and Civil Liability Clause
Any person, natural or juridical, who shall violate any of the provisions of this Act or any rules or
regulation promulgated by the Authority pursuant thereto shall be liable to imprisonment of not
exceeding three years or to a fine not exceeding Five Thousand Pesos or both at the discretion
of the Court.
If the violator be a corporation, partnership or association, the officer or officers of the
organization concerned shall be liable therefor.
The authority is hereby authorized to pursue separate civil actions for damages resulting from
infractions of the provisions of this Act, rules or regulations issued pursuant thereto and/or
conditions embodied in the clearances or permits issued by the Authority.

Presidential Decree No. 813: Amending certain Section of Republic Act No. 4850
Presidential Decree No. 813 Section 4 (d) paragraph 2:
"The Authority and national and local government offices, agencies and public corporations shall
coordinate their plans, programs, projects and licensing procedures with respect to the Laguna
Lake region for the purpose of drawing up a Laguna Lake development plan which shall be
binding upon all parties concerned upon approval of the NEDA board.

Executive Order No. 927: Further Defining certain functions and powers of the
Laguna Lake Development Authority and named towns, cities and provinces
encompassed by the term "Laguna de Bay Region".
Republic Act 7160: An Act Providing for a Local Government Code of 1991
Republic Act 7160 Section 149: Fishery Rentals, Fees and Charges
(a) Municipalities shall have the exclusive authority to grant fishery privileges in
the municipal waters and impose rentals, fees or charges therefor in
accordance with the provisions of this section.

Facts:
The Laguna Lake Development Authority (LLDA) was created through RA No.
4850 in order to execute the policy towards environmental protection and
sustainable development so as to accelerate the development and balanced
growth of the Laguna Lake area and the surrounding provinces and towns.
