CHAPTER (II)
Membership and Subscriptions
Only the students, Graduates, Registered Graduates, members of teaching staff of the
University of Rangoon, and past students who have belonged to the University before the
formation of the Union, shall be admitted to membership of the Union except as provided in
section is of this chapter.
Explanation: - Students are those pursuing a course of study in the University with a view to
qualifying themselves for a degree, certificate or diploma in the University of Rangoon.
Those members of Union who are not or cease to be student members shall not enjoy the
right (except as provided in chapter VIII)
(1) to hold any office, and
(2) to vote at Business Meetings and elections.
Persons who are eligible for membership in the Union may apply to become members by
filling and submitting the membership form (which can be had from the General Secretary or
Hall Secretaries an application) duty proposed and seconded by two members of Union: such
applications shall be accompanied by the entrance fee and subscription mentioned in Section 4.
(1) A member who is admitted to the Union shall pay an entrance fee of rupee one.
(2) Student-members shall pay a yearly subscription of rupees two. The subscription shall be
payable in a lump sum at the time of admission.
(3) If a student is admitted to the membership of Union during the period extending from
November to May ( both months inclusive ) we shall pay the full yearly subscription.
(4) Non-Student members shall pay a life membership fee of rupees twenty-four, but it may be
paid in two equal installments, the first at admission and the second within six months
thereafter.
Members are liable to be fined, suspended or expelled.
Any member may resign from the Union by notifying his intention to the General Secretary
provided that he pays all sums due from him to the Union and provided also that the Executive
Committee accepts the resignation of the member after satisfying itself that all conditions
governing the resignation of membership have been fulfilled.
A member who shall resign under Section 6 shall cease to be a member of the Union except as
provided in Section 14.
A member who has resigned may be re-admitted to the Union on payment of an entrance fee
and the full subscription of the current year.
A member shall be expelled from the membership of the Union if a motion for his expulsion be
carried at a Business Meeting.
No motion for the expulsion of a member shall be proposed except by a member of the
Executive Committee and no motion shall be proposed for the expulsion of more than one
member.
No motion for the expulsion of a member shall be carried unless at least one-third of the
student members so voting shall have voted upon it and at least two-thirds of the members so
voting shall have voted in favour of it.
A member who has been expelled can be re-admitted only after a motion for his re-admission
has been carried at a Business Meeting.
The conditions for and restrictions upon the proposal and carrying of motions for re-admission
of a person who has been expelled from membership shall be the same as those imposed in the

case for the expulsion of a member by Section 9, 10, and 11 of this Chapter.
Any member who has resigned or has been suspended shall be liable to expulsion as if he was
still a member of the Union in respect of acts done while he was a member.
Upon re-admission, a member who has been expelled must pay an Entrance fee and the full
subscription for the current year and all sums due from him to the Union at the time of his
expulsion, which remain unpaid.
Any member who has resigned or has been suspended or expelled shall be excluded on all
occasions from the premises of the Union until and unless his suspension is removed or he
has been re-admitted.
The Executive Committee shall have power, by a majority of two-thirds of those present, to
cancel the membership of any member whom they shall consider not to be eligible for
membership of the Union, and no such member shall be re-admitted without the consent of
the Union at a Business Meeting by a simple majority of those voting. Any member who is the
subject of the such a decision by the Executive Committee shall have returned to him only the
subscription for the current year.
Harm any membership of the Union may, by a resolution carried at a Business meeting by a
majority of three-fourths of those voting, be conferred on persons of distinction provided
that at no time shall the member of such member exceed twelve and that in any academic year,
not more than three such members shall be elected.
CHAPTER (III)
The Property and Premises
No property of any description, designed for use in the premises of the Union shall be
removed from the premises without the permission of the Executive Committee, and the
penalty for such removal shall be a fine of five rupees and if the property so removed is lost
or damaged a further, liability for the current price of such property shall arise.
Any member who shall damage the property of the Union shall pay the expense incurred
on his account by the Union for repair or replacement.
The premises of the Union shall not be used for any other than the ordinary purpose of the
Union expect as provided in Chapter XX.
No one shall be allowed to play any game on stakes on the premises of the Union.
No alcoholic drink shall be stored or drunk on the premise.
The Executive Committee shall have power to regulate the admission of members and nonmembers to the premise and functions of the Union and it may from time to time frame rules
and issue direction for purpose.
CHAPTER (IV)
Officers of the Union
The following shall be the officers of the Union (1) The President
(2) The Vice-President
(3) The Treasurer
(4) The General Secretary
(5) The Librarian
(6) The Editor.

(1) Only those members of the Union who have completed one year of membership of the
Union and who are whole time students shall be eligible for election to the offices of the
President, Vice-President, and General Secretary.
(2)(a) A member shall not be eligible for election to the office of the president, unless in
addition to the qualification laid down in Section 1 above, he has been a member of the
Executive Committee, either as an officer or as an ordinary member for at least one
academic year.
(2)(b) Members who have held office for at least one academic year in the Mandalay
Intermediate College Union shall be exempted from the qualification regarding one year's
membership of the Union laid down in sub-Section 1.
If any officer is absent from Rangoon for period exceeding one month continuously during
any term excluding the vacations or is unable to carry on his duties for one month continuously,
his office shall become vacant.
Any officer may resign his office by notifying his intention to the Executive Committee, but
he shall remain in office until a new officer has been elected in his place.
In case of any officer being absent from Rangoon for a period exceeding three days but not
exceeding thirty days (excluding the vacations) a new officer who shall affiliate in his place
during his absence shall be elected by the Executive Committee from among its members.
If any officer is censured by a Business Meeting, his office shall become vacant, and shall be
debarred from standing as a candidate for any election within one year thereafter.
If any officer shall become prematurely vacant by resignation or otherwise, the vacancy shall
be filled by-election within ten days of its becoming vacant, and the President shall conduct
such by election. Any member of the Union desirous of proposing a candidate for the vacant
office shall not less than two days before the day of election, submit to the president a
nomination paper showing the name of his candidate duty proposed and seconded and
signed by the candidate.
(1) Any officer if being elected to any office at any by-election, has to resign his former office.
(2) Any elected member of the Executive Committee if being elected to the office of President,
Vice-President or Treasurer at any by-election shall ipso facto resign his seat as an elected
member of the Executive Committee.
The term of office for any officer shall expire after General Election.
CHAPTER (V)
The President
The President shall be elected annually.
The President shall be Chief Executive Officer of the Union and shall have the general control
of its premise.
The President shall be the chairman of all meetings of the Union except sub-committees and
select committees.
The President shall be an ex-officio member of all committees and sub- committees.
The President after the expiry of his term of office, shall become an ex-officio member of the
Executive Committee for the ensuing year, but as an ex-officio member he shall not have the
power to vote.
The President shall after the expiry of his term of office never be eligible for re-election to that
office.

The President shall in case of emergency advise any office, member or servant of the Union
as to Unions rules and practices and any advice so give shall be reported by him to the
Executive Committee so that they may determine whether it is desirable to make any new rule
or practice upon the matter in question.
The President shall in urgent case have power, by giving not less than twenty-four hours
notice call a Special Meeting of the Union or to change the time or the day appointed for any
meeting.
The President shall not address the House from the Chair, except in his official capacity.
CHAPTER (VI)
The Vice-President
The Vice-President shall be elected annually at the same time as the President.
In the absence of the President his duties shall devolve upon the Vice-President, except as
provided in Section 3, 4 and Chapter IV.
The Vice-President shall be in the charge of the Executive department.
The Vice-President shall examine and sign all bills before they are handed over to the treasurer.
The Vice-President shall seven days before the last Business Meeting of each year, place
upon the boards a report for the outgoing term, which shall be read to the Union at the said
meeting and the members present shall have the right to discuss upon the report.
The Vice-President, if he is again not elected to any office after his term of office has expired
shall become an ex-officio member of the Executive Committee for the ensuing year, but as an
ex-officio member, he shall not have the power to vote.
CHAPTER (VII)
The Treasurer
The Treasurer shall be elected annually at the same time as the President and Vice-president.
Only those members of the Union who are graduates of this University and two years standing
as members shall be eligible for election to this office.
The treasurer shall supervise the collection of subscriptions fees and fines and be responsible
for the due application of the Unions revenues in accordance with the Budget provisions.
The Treasurer shall at the beginning of each year prepare and submit to the Executive
Committee for consideration and sanction a budget containing a detailed estimate of the
income and expenditure for the year together with a statement of all capital and invented
funds under each head of account. The Treasurer may with the consent of the Executive
Committee make transfers of funds from head of account to another provided that the total
amount of expenditure allotted in the Budget shall not be exceeded. The Treasurer shall after
Budget has been passed by the Executive Committee, place it upon the boards.
The Treasurer, may in the case of the late sum for any head of expenditure in the Budget being
insufficient demand additional provision for the head of expenditure and such demand, if
sanctioned by the Executive Committee shall be placed upon the boards by the Treasurer.
The Treasurer shall place upon the boards of the Union not less than fourteen days before
the last Business Meeting of each year a statement of all sums received and paid of liabilities
incurred of the balance in credit existing up to the time of the report and his statement shall be
read and considered at the meeting.
The Treasurer must not keep more than fifty rupees in his hand at a time as soon as he has

more than rupees fifty in possession he must at once deposit all sums over and above fifty
rupees in the bank (mentioned in Chapter XI, section I) except as provided in section 9.
The Treasurer shall draw any sum in the name of the Union with the sanction of the Executive
Committee for the purpose of the expenditure provided of with Budget, but all withdrawal
forms or cheques must be counter-signed by the Vice- President.
The Treasurer shall issue reminders to the members of the Union who have not paid up their
subscriptions fees, fines and other liabilities to the Union within the prescribed period and
inform the General Secretary the names of members, who are liable to be suspended according
to rules.
The Treasurer shall account to his successor for all money received and paid by him up to the
time of his leaving office and shall supply his successor with an account of all Union Funds.
CHAPTER (IX)
Hall Secretaries
The Executive Committee shall annually appoint one or more secretaries from among the
members of the Union for each Hall and for the day students.
A Hall Secretary must be a resident of the Hall for which he is appointed and he shall ipso
facto vacate his office if he goes out of residence in that hall.
A day student secretary must be a day student of the college for which he is appointed and
he shall ipso facto vacate his office, if he closes be a day student or leaves the college.
The President may convene meetings of the Hall secretaries and the General Secretary and he
shall be the chairman of such meetings.
The Hall Secretaries shall make known to the residents of their Halls the nature and object of
the Union and collect Union subscriptions from them.
The Hall Secretaries shall do such other work as may be assigned to them by the President in
connection with the Union in their respective Halls.
CHAPTER (X)
The Executive Committee
The Executive Committee shall consist of
(1) The President,
(2) The Vice- President,
(3) The Treasurer,
(4) The Librarian,
(5) The Editor,
(6) Six members elected by the members of the Union including the General Secretary
(7) Ex- Officio members
(8) The Editor and librarian shall be appointed by the Executive Committee either from among
the six elected members of the committee or from among the student members of the Union.
The election of the members mentioned in Section I, Clause 6, shall ordinarily take place
annually after the election of officers.
Only members of the Union who have been members for at least one year and are still students
of the University, shall be eligible for election to the Executive Committee.
The President and the Vice-President of the previous year the Committee for the current year
as provided in Chapter 5 and 6.
