Can you provide any background documentation you have on theM.O.R.E. Initiative, as well
as the partnership with Comcast? Im afraid we dont have enough context to be able to
write about the benefits of the Comcast partnership as you requested.
- Answer: I have attached the M.O.R.E. packet for your reference to the program. The article is not centered
around the Comcast partnership in and of itself but its focusing on the importance of education in
minority communities. The Comcast rolecomes into play regarding how it can assistminorities
communities in theareas of education. I have included to links to the Comcast "Internet Essential" as
well.

Can you share more information about the Education Working Session (objectives, format,
audience)?
- Answer: The Education Session focuses on the Comcast Partnership and is composed soley of
Comcast Representatives. Mayor Johnson will be moderating the session; therefore, he will
need to talk about:
1. T he state of our education systems within our communities and theimportance of
education;
2. T he Education Committees focus;
3. T alk about the M.O.R.E. program;
4. The importance of parntering with organizations that share in our focus, i.e. Comcast
"Internet Essentials," from there the Comcast panel will begin.
Can you share the current lineup of speakers?
- Answer: The session is sponsored by Comcast and is composed of Comcast representatives.
We are currently awaiting the final list of speakers and upon receipt we will forward their
names and titles.
Can you provide suggested talking points for Mayor Johnson to use while moderating the
session?
-Answer: The points above can be used as talking points.
If there is a designatedPOC withinNCBM for this session, can you identify who that person
is for our planning purposes?
- There is not designated point of contact. However, the names and cell numbers to the NCBM
staff present are below:
1. Shantel Gilbert - 678-764-8815
2. Heather Head - 404-859-6155

Thank you for your messages this afternoon regarding the NCBM Annual Convention and the

Mariah,
Thanks. My recommendation would be to prepare an article that discusses the importance of
public/private partnerships in working to eliminate the achievement gap and improve the
quality of public education in our country. The Mayor can speak from experience with
respect to his work with Charter Schools, but also can discuss why ecucation touches every
area of society, including the private sector, as we need to educate and train the leaders of
tomorrow and a workforce able to compete in this global economy. Would be great to work
in all ed reform angles where possible.
Hope that is helpful.

No problem. I think we could pull together an article if need be. I think Ill be the one drafting it, and
Ill send it around for review to you, Joaquin, and others. And Mayor Johnson is aware that he is
moderating an education session, so no need for an email informing him of that.
Can you tell me what your recommendation is re: the journal article given all of the below info? Ill
try to discuss with him before he leaves for his flight in the next hour.

- The way Im reading this, M.O.R.E. is a literacy initiative that launched on March 2 (to coincide
with Read Across America Day), and the current plan is to offer three types of programs mentoring
(connecting Mayors to schools to motivate kids to read), library assistance, and partnerships. Other
than the Comcast partnership, is there anything being done right now in the mentoring or library
assistance space that you can share with me? Or are those being developed?
Can you share who the other contributors to the journal will be?

I am Heather Head with the National Conference of Black Mayors. I am completing the journal for our upcoming annual
convention. At the conference,NCBM is partnering with Comcast around ourM.O.R.E. Initiative, which is centered around
education. Due to Mayor Johnson being the Chair of our Education Committee and our 1st Vice President, would it be possible
to have a1 1/2page article by him in the journal entitled "Special Session on Education with Mayor Kevin Johnson." The
article would highlight education in minority communities, theM.O.R.E. Initiativeand the benefits of the partnership with
Comcast. Is this article doable as well as can I have it by the close of business day Tuesday, May 22nd.
I have left a message for you at your office, please give me a call at 404-765-6444. Thank you for yourhelp!

Below is the email she wrote with everyone CCed. Ive copied the part that was insulting to me:
Also, as you are aware, Mrs. Williams is the Executive Director of the National Conference of Black Mayors - in reference to
the beginning of your email below. I understand that you have been trying to reach out to her but it is not uncommon for people
in leadership positions, like E.D. Williams and Mayor Johnson as you are probably aware, to delegate items for execution.
Therefore, please dont be surprised in this field to learn that your calls are not answered directly but are delegated out for
execution. Your calls and emails to E.D. Williams were received and in response I am now your contact. As reminder, please
extend to her the professional courtesy that would be extended to a person in such a leadership position in that it is not always
necessary for you to know her whereabouts just be advised that I will do what is needed to assist the Office of Mayor Johnson.

Wynona,
Thanks for taking my call earlier this morning. Its good to know that Vanessa is still in Africa,
because Ive been trying to reach her via email and cell and now I know why she wasnt responding!
It looks like you are still drafting the agenda for the September Board Retreat. As I mentioned in my
call, we would very much appreciate if the September 21 portion of the agenda began a little bit
later in the afternoon, around 4 or 5pm, because we are thinking about doing an education summit
for faith leaders (it would conclude by 3 or 4pm) and may want to invite some of the Board
Members to the event if possible.
Please let me know if this is possible, because we will confirm our summit in that case. I appreciate
your attention to this matter.

I appreciate the follow-up, Stephanie, and apologize for the delay in my response. Stacey and I
talked this morning, and we agree on using the time on the Secretary?s schedule for Thursday, April
4, from 3:30 to 4:30 PM to talk with the Education Task Force, as well as invited members of the
Black Mayors? Coalition of Education Reform. The focus of the call would be our second term
priorities (early learning, K-12 investments, CTE, and college cost and completion).
We might also explore the possibility of having a few members of Black Mayors? Coalition join early
or stay later to briefly discuss the Secretary?s remarks at NCBM, if we are able to confirm his
participation (which is still being considered by Scheduling).
Meanwhile, I am still trying to connect with Kim. She has been very busy! Yesterday, the White
House Champions of Change series (http://www.whitehouse.gov/champions) honored 10
Americans for their work in promoting educational excellence for African-Americans in their
communities, as well as announced David Johns as the first Executive Director of the White House
Initiative on Educational Excellence for African-Americans (http://www.youtube.com/watch?
v=weWASsIlF_I).
Here are some possible dates/times for a phone call. Let me know if any of them work on your end.
Then, I?ll confirm with Kim.
Thanks again,
Adam
Hi Adam,
I just wanted to check in on our last exchange.Have you had the opportunity to touch base with
your Stacey on how best to use the time reserved on Secretary Duncan?s calendar on April 4th
between 3:30- 4:30 PM EST? Shannon and I spoke with Mayor Johnson, and he suggested using the
time for the Education Task Force but to also invite the black mayors that will likely be participating
in the Black Mayors? Coalition on Education Reform. He is also open to your suggestion. We are
happy to set up a call to discuss next steps.
Also, we would still love to connect with Kim Watkins-Foote in the upcoming weeks. As always,
please let us know if we can be helpful to you in anyway.
Many Thanks,
Stephanie
Hey Adam,
Thank you for clarifying. We?ll touch base with the Mayor & see what he prefers. Please do go
ahead and discuss with Stacey, then we can connect and confirm which group we?ll be prioritizing
for that call.
Glad that you got the invitation from NCBM. Thank you for letting us know. In regards to topics for
the Secretary?s keynote at NCBM, Mayor Johnson is open to any topics or themes that Secretary
Duncan wants to highlight.
Thanks for your follow-up, Shannon. My original thought was that the time we are holding was for a
call with the Black Mayors Coalition. However, that was before we had settled on an invite to
NCBM. I?ll discuss this further with Stacey, as we also want to maintain contact with the Education
Task Force. Please let us know, as well, if you have a preference.
Hi Adam,
I'm glad we are all getting acquainted; thank you again for your responsiveness. I just wanted to touch
base quickly about the time you are holding on Secretary Duncan's schedule on April 4th from 3:304:30pm EST. Is this time slot being held for an Education Task Force call or for a Black Mayors
Coalition call? My understanding when we spoke was that you were going to get back to me about
dates for the Education Task Force call, but I know we also mentioned the idea of having a black
mayors call.
We have not fully discussed with Mayor Johnson whether he would like to have a Black Mayors Coalition
call prior to the convening at NCBM. We can certainly discuss that with him, especially if your office
thinks it would be advantageous to host a preliminary call in order to better orient all participating
mayors for the convening at NCBM. Our office did have staffer-level calls with the vast majority of
those who planned to attend the meeting with Secretary Duncan at USCM this past January. Moreover,
I wanted to clarify with you what you have in mind.
Thank you again! Talk to you soon,
Shannon

Hi Adam,
Thank you for your quick response. I will make sure you receive the invitation from NCBM at the
email address below. I will also follow-up with NCBM regarding key topics for the remarks and get
back to you.
Regarding the call with the coalition of black mayors, I will confirm whether April 4th at 3:30 will
work for Mayor Johnson and the coalition. I will also be the point person for the coalition moving
forward.
Many Thanks,
Stephanie
Thank you for the updates, Shannon and Stephanie. We would welcome a formal invitation for the
Secretary to address the NCBM Annual Meeting send to Arne.Duncan@ed.gov, copying Stacey and
me. In general, the Secretary would prefer to travel on a weekday, so we welcome the
recommendation of participating on Friday, May 31. Also, the Secretary is interesting in having a
dialogue with black mayors, so we welcome the opportunity to provide brief remarks and
participate in extended Q&A. Are there any particular topics that NCBM would like him to address
in his remarks?
Shannon, I also wanted to get back to you regarding scheduling a call with Mayor Johnson?s
coalition of black mayors in advance of NCBM. We are currently holding some time on the
Secretary?s schedule for Thursday, April 4, from 3:30 to 4:30 PM. Please let me know if this
date/time would work for Mayor Johnson and at least some of your core members.
I still owe your team additional information from Kim Watkins-Foote, the Department?s Liaison to
the African-American community. We have not yet had a chance to talk. I will follow-up as soon as
possible.
Thanks again,
Adam
As Shannon noted below, I am Mayor Johnson?s point person for matters related to the National
Black Conference of Mayors. Please let me know if I can be of assistance to you in any way.
Do you have a sense of Secretary Duncan?s preferred format for his participation in the NCBM
annual meeting? Would he prefer to deliver a keynote address with time for questions, or some
other format? NCBM will be sending a formal invitation.
Also, the confirmed dates are now Wed., May 29 th ? Sun., Jun 2nd . The conference will not extend
through Jun 3rd as noted below. Again, Fri., May 31 st will likely have the most participants. Please
let us know when you are able to confirm which date and time works best for Secretary Duncan?s
schedule.

Stephanie

As a follow-up to our conversation the other day, I wanted to give you a brief update on the
National Conference of Black Mayors. Our office was able to get in touch with Vanessa Williams at
NCBM, and she says she would be very excited to have Secretary Duncan attend the conference and
that she will modify the conference agenda in order to accommodate the Secretary?s schedule. The
conference will take place May 29 ? June 3 in Atlanta. Vanessa notes that Friday, May 31 will likely
be the day with the most attendees, if that works with Secretary Duncan?s schedule.
In terms of the Mayor?s assuming the NCBM Presidency, Vanessa has confirmed her support for
him and verified that the election will moreover serve as a formality. Mayor Johnson will be sworn

We would definitely encourage individual mayors to look at the data and manipulate according to
their individualized plans for their city. CMS posted the census data at the website below. You can
see that its easy to export and use how they see fit.
https://data.cms.gov/dataset/The-Number-of-Estimated-Eligible-Uninsured-People-/pc88-ec56?
Thank you Kasia for sending this along. If I understand this correctly, there are a little over 2
million individuals ages 18-35 who are within 139-400% of the federal poverty level (aka
our target demographic). Is that accurate?
Eventually, we will also touch base with a membership list of NCBM cities and townships
and we would love to get a similar cut of the data for those cities and townships. This would
ideally go into the toolkits for the mayors so that the mayors who sign up to support
enrollment could get city-level data.
Thanks,
Mariah

Also, in thinking ahead for the conference call for the NCBM Full Meeting, is it possible to use your

Hi Vanessa,
I just wanted to touch base regarding the invitation to the Global Financial Dignity Summit. First of
all, thank you for the invitation and it sounds like a wonderful event with some terrific speakers.
Mayor Johnson will be unable to attend due to other travel commitments that day. If theres
anything you would like to share with us regarding outcomes from the Summit, please feel free to
do so.
Best,
Mariah

NCBM has developed a strategic partnership with the Advisory Councils Subcommittee for the
Underserved and Community Empowerment, now chaired by Mr. John Bryant of Operation Hope. The
new subcommittee offers our municipalities assistance in creating local Financial Literacy Council,
serving as a local one-stop-shop for financial dignity, financial capability and empowerment, for youth,
consumers and businesses. As a result of this partnership, NCBMs leadership and mayoral members
are forming local Financial Literacy Councils and will be participating in the Operation Hope, Global
Financial Dignity Summit schedled to be held on November 14th and 15th, 2012 at the Georgia
International Convention Center in Atlanta, GA. Please see attached for an invitation letter with details.
Yours in Service,
