NCBMAnnual Convention Journal Article


It would be helpful if you could send over prior versions of the journal along with any
articles you may have from the other Committee Chairs for this years journal.
- Answer: The articles in the journal are not necessarily written by the Committee Chairs. In times past, we
have had articles written by federal departments. As well, as many articles are written in house. I have
attached sample articles from past journals for your reference.

Can you provide any background documentation you have on theM.O.R.E. Initiative, as well
as the partnership with Comcast? Im afraid we dont have enough context to be able to
write about the benefits of the Comcast partnership as you requested.

- Answer: I have attached the M.O.R.E. packet for your reference to the program. The article is not centered
around the Comcast partnership in and of itself but its focusing on the importance of education in
minority communities. The Comcast rolecomes into play regarding how it can assistminorities

- Answer: The Education Session focuses on the Comcast Partnership and is composed soley of
Comcast Representatives. Mayor Johnson will be moderating the session; therefore, he will
need to talk about:
1. T he state of our education systems within our communities and theimportance of
education;
2. T he Education Committees focus;
3. T alk about the M.O.R.E. program;
4. The importance of parntering with organizations that share in our focus, i.e. Comcast
"Internet Essentials," from there the Comcast panel will begin.
Can you share the current lineup of speakers?
- Answer: The session is sponsored by Comcast and is composed of Comcast representatives.
We are currently awaiting the final list of speakers and upon receipt we will forward their
names and titles.

Mariah,
Thanks. My recommendation would be to prepare an article that discusses the importance of
public/private partnerships in working to eliminate the achievement gap and improve the
quality of public education in our country. The Mayor can speak from experience with
respect to his work with Charter Schools, but also can discuss why ecucation touches every
area of society, including the private sector, as we need to educate and train the leaders of
tomorrow and a workforce able to compete in this global economy. Would be great to work
in all ed reform angles where possible.

- The way Im reading this, M.O.R.E. is a literacy initiative that launched on March 2 (to coincide
with Read Across America Day), and the current plan is to offer three types of programs mentoring
(connecting Mayors to schools to motivate kids to read), library assistance, and partnerships. Other
than the Comcast partnership, is there anything being done right now in the mentoring or library
assistance space that you can share with me? Or are those being developed?

Can you share who the other contributors to the journal will be?

The National Office would like to request that if you have not arranged your hotel accommodations with the

talked this morning, and we agree on using the time on the Secretary?s schedule for Thursday, April

As a follow-up to our conversation the other day, I wanted to give you a brief update on the
National Conference of Black Mayors. Our office was able to get in touch with Vanessa Williams at
NCBM, and she says she would be very excited to have Secretary Duncan attend the conference and
that she will modify the conference agenda in order to accommodate the Secretary?s schedule. The
conference will take place May 29 ? June 3 in Atlanta. Vanessa notes that Friday, May 31 will likely
be the day with the most attendees, if that works with Secretary Duncan?s schedule.

In terms of the Mayor?s assuming the NCBM Presidency, Vanessa has confirmed her support for
him and verified that the election will moreover serve as a formality. Mayor Johnson will be sworn
in as President of NCBM at the conference. As an FYI, the Mayor will be speaking with Vanessa by
phone this morning at 9:30am PST/ 12:30pm EST.

Stephanie Mash, Director of Governmental Affairs for African Americans, who I mentioned in our
call on Wednesday & is cc?ed here, will be your primary point of contact for NCBM-related matters,

Let me begin with congratulating you on your Presidency of both organizations. I am a
stakeholder and advocate for the betterment of the NCBM organization and would have been a
candidate for the Executive Director Position, that was filled by Vanessa. I was "informed" that
it would not be in my best interest by the then Sargent at Arms, Milton Tutwiler (deceased),
Mayor of Winstonville, MS.
I have attached a letter from Michelle Korouma, the ED that was fired so that Vanessa could be
hired, that shows the focused direction the NCBM was heading in. At that time, the Honorable
Mayor, Wellington Webb, Mayor of Denver, whose wife is from my home town of West Point,
MS., was President.Mayor Harvey Johnson, City of Jackson, was a supporter of Michelle and
facilitated a consulting agreement for her once the sentiment was for Vanessa. This sentiment
was led by Mayor Tutwiler and Mayor Grace of St. Gabriel, LA.
I was appointed to be Director for the City of Jackson's office of Economic Development in
Mayor Johnson's administration and volountarily left to go into the private sector, where we
brought Majic Johnson to Jackson at our facility, Mikhail's. Mayor Johnson introduced me at the
NCBM Winter Retreat for my presentation of the Economic Summit (a strategic implementation
plan). The concept was later adopted by the Board but never moved on due to the changing of
the Executive Director position leadership.
We are contacting you today to schedule a date and time for a short conference call for about 15
minutes at your convenience. The Mississippi Conference of Black Mayors, as you maybe already
aware, will be hosting its winter meeting conference next week in conjunction with the
Mississippi Municipal League.

Thank you Kasia for sending this along. If I understand this correctly, there are a little over 2
million individuals ages 18-35 who are within 139-400% of the federal poverty level (aka
our target demographic). Is that accurate?
Eventually, we will also touch base with a membership list of NCBM cities and townships
and we would love to get a similar cut of the data for those cities and townships. This would
ideally go into the toolkits for the mayors so that the mayors who sign up to support
enrollment could get city-level data.

HHS Awards $67 Million to Help Consumers Navigate the Health


Insurance Marketplace
Today, Health and Human Services (HHS) Secretary Kathleen Sebelius announced $67
million in grant awards to 105 Navigators in Federally-facilitated and State Partnership
Marketplaces.
These Navigators will serve as an in-person resource for Americans who want additional
assistance in shopping for and enrolling in plans in the Health Insurance Marketplace this
fall. HHS also recognized more than 100 national organizations and businesses who have
volunteered to help Americans learn about and enroll in health care coverage.
This announcement builds upon the significant progress in outreach and education made
this summer. Consumers can learn about and enroll in coverage later this fall through
HealthCare.gov.
More than 1,200 community health centers across the country are available to help enroll
uninsured Americans in coverage, and a partnership with the Institute of Museum and
Library Services will help trusted local libraries be a resource for consumers who want to

understand their options. In addition, HHS has begun training other in person assistance
personnel, such as agents and brokers and certified application counselors.

New Outreach Toolkit for Local Officials on the Affordable Care Act
This week, HHS also released a toolkit for local
elected officials on how to help communities take
advantage of the new options in the Health
Insurance Marketplaces that open on October 1,
2013.

The toolkit includes an overview of the


Affordable Care Act, a sample outreach and
enrollment plan that you can tailor for your
community, frequently asked questions and
answers, resources and information on training
sessions, contacts for HHS regional offices and
sample materials that can be used for
newsletters, social media and public events.

The Economic Benefits of Providing a Path to Earned Citizenship


On Tuesday, the White House released a report detailing the economic benefits of
providing a path to earned citizenship for the 11 million undocumented immigrants currently
living and working in the U.S. shadow economy.
According to outside estimates, providing earned citizenship for these workers would
increase their wages and, over 10 years, boost U.S. GDP by $1.4 trillion, increase total
income for all Americans by $791 billion, generate $184 billion in additional state and
federal tax revenue from currently undocumented immigrants, and add about 2 million jobs
to the U.S. economy.

Protecting the Electric Grid from Increasingly Severe Weather


A new report from the White House Council of Economic Advisers and the Energy
Department evaluates the economic cost of power outages and calls for increased crosssector investment to make the electric grid more resilient in the face of increasingly severe
weather events due to climate change.
The costs of outages take various forms including lost output and wages, spoiled inventory,
delayed production, inconvenience and damage to the electric grid. Continued investment in
grid modernization and resilience will mitigate these costs over time saving the economy
billions of dollars and reducing the hardship experienced by millions of Americans when
extreme weather strikes.

The report identifies strategies for modernizing the grid to better prevent power outages,
including working with utilities to harden their infrastructure against wind and flood damage,
increasing overall robustness of the grid, and supporting implementation of 21st century
technologies that can quickly alert utilities when consumers experience a power outage.
These investments have begun to increase the resilience and reliability of the grid, but
more investment is needed to ensure the grid can continue to power the economy in the

Listening to President Obama's State of the Union address to our country, I was very impressed with the
fact that he was very direct in his focus on where we are in this country in reference to our economy,
educational system, and our commitment and responsibility as elected officials, business people and
citizens. I was most impressed that he has given us a vision for the future. He directed our focus on
investments that would keep us competitive, in particular having an educated populace beyond high
school.We have to be willing to support this vision with resources, be willing to become more innovative,
and embrace where the new technologies lie as it relates to the environment and energy sources, which is
where the jobs are. I also appreciated the fact that he highlighted several small businesses that are
successful in spite of this economy because they are innovative and have ingenuity. Overall, I thought the
