African Americans across the country.

Elected in November 2008, Kevin Johnson is the 55th mayor of

Sacramento and the first African American to serve in this office. He was
reelected in 2012 to a second term. Johnson also serves as 2nd Vice
President of the U.S. Conference of Mayors and is slated to become
President in June 2014. Mayor Johnson succeeds The Honorable Robert
L. Bowser, the 12th Mayor of East Orange, New Jersey as President of
the NCBM.

About NCBM:

The National Conference of Black Mayors (NCBM) represents more than

650 African American Mayors across the United States; collectively its
membership represents over 48 million citizens. NCBM is a leader in the
redevelopment of our most vulnerable communities and works towards
the empowerment of leadership on the local level. Founded in 1974 with
the mission to enhance the executive management capacity of its
member mayors, NCBM articulates public policy positions and serves as a
clearinghouse of information pertinent to municipal development and
financing. NCBM provides technical and management assistance through
cutting-edge research, best practices and partnerships that enable its
mayors to challenge and overcome grappling issues that erode the
vitality and sustainability of our nation?s cities. More information is

Court Ruling a Total Victory for National Conference

of Black Mayors Leadership
Mayor Kevin Johnson and Leadership Had Sued to Restore
Accountability and Fiscal Integrity

ATLANTA ? The Superior Court of Fulton County today ruled that

president, Kevin Johnson, and therefore, the officers of the National
Conference of Black Mayors (NCBM) were duly elected on May 30, 2013,
and had the by-law authority to form a special task force and authorize
an audit to determine the legal, operational and financial status of the
organization. The ruling completely rejected the arguments of terminated
executive director Vanessa Williams and past NCBM member Robert
Bowser who had challenged the election of Mayor Kevin Johnson as
President of the NCBM. The ruling also invalidated all actions taken by
Williams and Bowser since Mayor Johnson?s election.

?We are gratified that the court has validated the election of our
leadership and vindicated our efforts to take the necessary steps to
restore accountability and fiscal integrity to this venerable and critical
organization,? said Kevin Johnson, president of the National Conference
of Black Mayors. ?Now we can move forward by taking the actions that
will address any outstanding problems we have in order to ensure that
the NCBM will benefit current and future mayors and their constituents.?

The new leadership had created a special task force and ordered an audit
when it was discovered that the 40-year-old organization had lost its
501(c)(3) tax status and run up more than $1,000,000 in debts to the
IRS and others. Williams was terminated by the board on September 6,
2013 ?due to your failure over a sustained period of several years to
fulfill core duties and responsibilities of the Executive Director of NCBM
and your recent admissions regarding your use of the bank accounts of
NCBM and the NCBM Title Company for personal expenditures totaling at
least $623,000 without board approval.?

###

The National Conference of Black Mayors was founded in 1974 as a private, nonpolitical, non-partisan, non-profit organization that represents African American
mayors nationwide. Representing 650 mayors today, NCBM advocates for and
impacts more than 48 million people. The organization?s mission is to enhance the
executive management capacity of its members for the purpose of governing viable
municipalities. As such, NCBM provides technical and management assistance to its
members as well as serves as a clearing house for information pertinent for
municipal development.

?
dear members of the ncbm board,
?
thank you to all who were able to join our board call today. i appreciate your responsiveness and making
time to engage in this important effort.
?

the board passed a motion today to terminate vanessa williams as executive director of ncbm. a formal

?
you can expect to receive three things from me next week:
?
1. board meeting minutes
2. a press release about today's vote
3. an agenda for our board meeting on the 13th in birmingham?
?
during our board meeting on september 13th (4-5:30 pm cst / 5-6:30 pm est), we will discuss the future of
ncbm and what the next steps are to restore the organization. please rsvp for that meeting with aisha lowe
(draishalowe@gmail.com; 916.862.1149) and let us know if you can attend in-person in birmingham or

dear ncbm board members (including executive

committee, special task force, and full board):
it has come to my attention that some members of
the ncbm board have circulated an email calling for
a board meeting to take place tomorrow, july 12.
as president of the ncbm and a member of the
board, i wanted to inform you that a special board
meeting has not been called. pursuant to section
3.7 of the bylaws, a special meeting may only be
called by the president or the treasurer and upon
request in writing of five or more directors. neither
i nor the treasurer have called for this meeting.
as i reported yesterday, we expect a ruling from
the judge very soon on our requested access to
organizational and other financial documents that
will allow us to conduct our audit as planned. from
the start, this has simply been about fulfilling our
fiduciary duties as board members. we feel that
holding a meeting of the board prior to the judge's
ruling is premature and ill-advised. we will call a
properly noticed meeting of the ncbm board soon,

after the judge has ruled in this matter so that we

can discuss next steps.
i continue to be grateful for your support of ncbm
and its very important mission for our members
and the communities we serve. please feel free to
reach out to me directly with any questions or
concerns.

Hey Neerav,
I hope you're well. We have a few options we are working with in
terms of upcoming events that we are slated to have an education
program. I must say your name comes up on a short list of speakers
whose presentation I enjoyed hearing and wanted to put in front of
other audiences.
In July (7/18-7/20), we will have the US Conference of Mayors
leadership meeting in Philadelphia, and in July/August we might
have a National Conference of Black Mayors Meeting in Atlanta,
and in October we are planning an education policy conference for
civil rights leaders in Chicago. The only one with a firm date is the
first at this time. Let me know if you think your schedule would not
allow for an event in any of these time frames.

Thanks for reaching out Kevin. I appreciate your desire to make the NCBM organization
and Business Council a success.

Here are just a few things I would like for NCBM to consider.

1) More opportunities for Business Council members to interact with US Mayors.

2) When hosting panel sessions, would like to see greater attendance and sessions that
start on time.
3) A way to share best practices between Public/Private partnerships.
4) Clear and Concise mission and goals of NCBM and Business council.
5) A strategic plan for NCBM. (Not clear where we are going with current strategy.) Is
the NCBM looking to become more International?
6) Would like to see the organization create an outreach to US Black Mayors. Actual
attendance for US Mayors seemed low.

I hope this doesn?t come across as negative but these are just a few of the items I
think would help to move the organization forward.
And as my college professor use to tell me, ?Don?t bring me a problem without
offering a solution?. I would like to offer myself to assist in any manner you think I can
be beneficial to the organization.

Thanks for reaching out and I wish you well in your endeavor,

Mayor Johnson,

Sorry for the delay in my response.

To summarize, United Water ? and as far as I know being chair ? other council
members have had a positive relationship with NCBM. By and large, we have had
access to mayors and have grown or sustained our businesses. The challenges have
come from the negative press created by the leadership of the organization. As chair
of the council, I have had to defend the organization to council members time and
again. To her credit, Vanessa Williams has been on numerous conference calls that I
initiated, in order to provide information about matters that ended up in the public
eye. Even if a council member needed additional information, Ms. Williams availed
herself to that member.

As chair, I received many compliments on behalf of the council from mayors who were
grateful for our support. In my opinion, the council is a relatively close-knit,
professional, and productive subset of the NCBM. The core companies that make up
the council have helped sustain the NCBM, and have done so gladly.

We stand ready to provide advice and counsel to the leadership. We trust that the
leadership will continue to work towards resolving their internal difficulties.

Regards,
ED

Subject: RE: Sacramento Mayor - NCBM Business Council
Mayor Johnson:
At John Deere we believe a true commitment to community development extends
beyond the bottom line, through good times and bad. Our focus on community is a
natural extension of respectful decisions that span the 176 year history of our
company. We have elected to sponsor select not-for-profit national organizations that
promote education, agriculture, and other human and community development
programs. The National Conference of Black Mayors meets these criteria and we have
been proud to be associated with this organization for the past 9 years. Your call to
action for the Mayors to make a difference in their communities was inspiring at the
2013 conference! In order for the Mayors to lead, they need to be supported by a
strong association and their business partners.

We at John Deere, as well as the other NCBM corporate sponsors, have no shortage of
opportunities to engage in philanthropic activities. We look at 3 key criteria when
making the decision to engage or not with an organization:

1. Does this organization share the same values as John Deere? Our core beliefs
are to run a business based on integrity, quality, commitment and innovation.
2. Is this an organization that is investing in their communities and making the
world a better place?
3. A rhetorical question? Is this an organization that I would be proud to showcase
to my CEO?

Throughout our association with NCBM there have been many times when we could
stand alongside of the Mayors and the NCBM leadership with great pride. There have
also been opportunities when we would rather have been in a different place. So as

not to make this email too long we would like to offer some suggestions for
improvement to the Business Council:

1. The activities of the NCBM organization should not potentially have an impact
the sponsor?s brands.
2. Mayors should engage with Business Council members on a community needs
basis?not just during social functions (i.e. attending the Business Council
Breakfast).
3. Business Council Partners should have access to a distribution list of NCBM
members to include mailing and email addresses.
4. The Business Council should assist NCBM in organizing the annual convention.
This needs to be run more like a business function. Coordinated agenda,
materials sent in advance of the event, relevant topics and most importantly?
sessions need to happen on time!

Again, John Deere is pleased with the association we have had with NCBM over the
years and we would like to be a continued part of making this organization great. My
colleagues and I are available to conference with you and your staff if you would care
to expand the dialogue on any of the comments above.

Wishing you continued success with the City of Sacramento, NCBM and the National
Conference of Mayors.

on a separate note, we have some bold education reform policies that we're advocating
for this year as part of a national movement to mobilize the african american faith and
civil rights communities. we've secured the support of the california chamber of commerce
as well as the la urban league and others. mariah sheriff is my point person on this effort.
how might she follow up with your team to discuss the policies and ensure that we have
your support?

the 55th mayor of the City of

Sacramento in November 2008
and re-elected to a second term
in June 2012. He is the first
African American to be elected
to the office. His vision is for
Sacramento to become "a city
that works for everyone."
Since taking office, Mayor
Johnson has embarked on an
ambitious plan to reshape how
city government serves the
citizens of Sacramento. His top
priorities include improving
public safety, creating jobs and
economic development,
launching green and
sustainability initiatives,
reforming public education,
promoting good government and
enhancing the quality of life for
all Sacramentans. Beyond his
policy goals for Sacramento,
Mayor Johnson is committed to
elevating Sacramento's profile as
the capitol city of California - the
8th largest economy in the world.
To that end, the Mayor has taken
on a range of national leadership
positions, including his current

St. HOPE expanded to pursue a
broader program of urban
revitalization through public

Good morning,

I pray this message finds you well! We are excited to provide you with information about
the 3rd Annual Global Summit of Mayors meeting that will be hosted by The Republic of
Colombia, The National Conference of Black Mayors and partnering organization
AMUNAFRO. NCBM has had the pleasure of working with AMUNAFRO for a span of
over eight years. This partnership has rewarded each of us with the blessing of
friendship, goodwill and collaboration. In the spirit of this partnership we would like to
extend to you the opportunity to join us as a member of the US delegation. We welcome
you to participate in this historic event. To date we have confirmed over 400 participants
and are excited about the recent announcement of former President Mbeki of South
African and President Lula of Brazil participation along with a host of other wonderfully
gifted and talented men and women who have dedicated there life's work to improving
the quality of life of others. There will be no expense for those who will be participating
as a member of the official delegation from the United States due to the generosity of
the Republic of Colombia and their esteemed leader, President Juan Santos, who will
join us during the conference and Vice President Angelino Garzon who serves as our

host.

Again, we thank you for your unwavering support of the National Conference of Black
Mayors and look forward to your positive response. Space is limited, so please let us

Pleasure speaking with you.

I want to apologize for any miscommunication regarding your

scheduled remarks. As you may know, Mayor Johnson will be
taking over as President of this organization at this upcoming

Subject: Voices for Healthy Kids Meeting
On Tuesday, July 9th I attended the kick off campaign for the Voices for
Healthy Kids www.voicesforhealthykids.org
held here in Washington, DC. This is a collaborative effort between
American Heart Association and Robert Wood Johnson
Foundation partnering with

These organizations have partnered together with a bold goal of reducing
childhood obesity by 2015. The event was mostly attended by health
professions working in the area of childhood obesity. I am sure that

there were other elected officials besides the presenter (Mayor Chip
Johnson, Hernando, MS) in attendance or watching via the webinar, if not
there should have been since the information that was presented was
staggering.
It wasn?t the fact that 17% of our children are obese that struck me,
that?s something that you can look around and see every day, nor was it
the fact that the majority of children are fromminority (mostly Black and
Hispanic population) and from low income families. It was the fact that
this generation of children are the first to suffer from adult diseases Type
II Diabetes, Hypertension, High Cholesterol, Fatty Liver disease to name
a fewand thatthis is the first generation that isn?t expected to outlive
their parents.
Mayor Johnson spoke of what actions he has taken in his city to address
this problem and the issue of creating a healthy community as a whole
and the benefits it has had. He has been able to reduce the town?s
employees insurance cost by introducing a health/wellness and exercise
program, thereby as an unintended consequence, been able to give the
employees a raise with some of the money saved. The town also has
attracted new businesses for economic development, since companies are
looking for healthy towns and cities to relocate in. Dr. Jamie Jeffrey,
Charleston, WV spoke about the benefits that children have in their life
when healthy eating and exercise become a part of their daily routine.
Rev. Michal Minor of Hernando, MS, national director of H.O.P.E. HHS
Partnership, National Baptist Convention, USA, Inc. spoke about the
importance of the faith-based community partnering with elected officials,
non-profits and schools in addressing this growing epidemic and the
success he has had in MS.
Although everyone spoke about the importance of partnerships and
collaboration, they also stressed that we should not forget the ?firestarter? and the power of one. We must remember that it is the
environment and lifestyles that have brought about these health
problems that not only our children are experiencing, but our society as a
whole. I can?t help but remember the words of NCBM President Kevin
Johnson, when he spoke of how our Black communities are always on
the bottom of the ?good? list and at the ?top? of the bad list, this is one
more list that we are on the top, but we as elected officials have the
ability to move our towns to the bottom.
The help is out there for us to be able to reverse this trend in our communities, the
question is how we are going to take this information and augment it into our towns. I
have listed below othercontacts (besides the ones listed above)for more information.

Hi Ladies,

I left this person a message so there may not be any follow up unless you have additional
information or want to speak with him regarding this matter.

Henry Hurt
Hurt Electric
Wisconsin Area (suburb of Milwaukee)
262-252-0500 x115

He wanted to know if we knew of Partner America who is trying to do business in his area and listing
that they are doing business with the Conference of Mayors. Apparently the person is dropping the
Mayors name and/ or the organization.

In my voice mail message I let him know that I was not aware of any relationship with Partner
America. I also asked if they were doing business with the USCM or NCBM. I asked him to email me
any additional information he may have or call the USCM directly if that was the organization being
referenced.

Please feel free to follow up if you have additional information.

Green for All and Mayor Kevin Johnson Partnership Memo 032114.pdf

Good afternoon Mayor Johnson,

It was wonderful meeting with you earlier this week! As promised, attached is a
framing document for our partnership. It is very simple, as a place to start - there
are job descriptions and work plans to follow very shortly afterward once you give
the go-ahead.
Next Steps:
1. As soon as you reply with feedback, we will return job descriptions and work
plans to you within a few days.
2. The hiring process for the Sacramento staff person is in process, and we will have
someone in place by the mid-April deadline you suggested.
3. I have communicated with Adrienne about the call with the Kresge Foundation on
April 2nd. It is in your calendar, and we will ensure you are thoroughly prepared.
4. All other next steps will flow from the work plan document.
Looking forward to your thoughts/feedback, and I'll talk to you soon,
Nikki

Historic Signing of Wall Street Reform and Consumer Protection Act Today by President Obama
Wednesday, July 21, 2010 6:14:49 AM

President Obama will today sign into law the Wall Street
Reform and Consumer Protection Act. The National
Conference of Black Mayors recognizes Congress for the
passage of this landmark legislation. NCBM President
Mayor Robert L. Bowser will be present for the historic
signing this morning. Watch it live @11:30am (EST) at
www.whitehouse.gov/live
The Top 10 Things You May Not Know About the Wall
Street Reform and Consumer Protection Act
Here are 10 aspects of the Wall Street Reform and Consumer Protection Act you may not
know about -- the online attention-deficit version.
1. Stronger protections for consumers against unfair credit card practices like rate hikes for
existing credit card balances.
2. Mortgage brokers will be prohibited from making higher commissions by selling mortgages
they know consumers can?t afford.
3. Free annual credit scores so people can stay on top of their finances.
4. No more taxpayer-funded bailouts. If a company can?t make it, it will have to liquidate.
5. Greater input by company shareholders over how much a CEO gets paid. And companies?
compensation boards are now required to be truly independent.
6. Brokers who offer investment advice will have to act in the best interests of their customers,
not their own financial interests.
7. Financial firms won't be allowed to grow so large that if one fails, it will affect the entire
financial system.
8. There will be one agency whose sole job is to make sure that consumers get the protections
they deserve and to set clear rules to hold banks, mortgage companies, payday lenders, and
credit card lenders accountable.
9. Businesses can't be charged extra fees for debit card ?swipe fees? that exceed the cost of
processing transactions.
10. You can learn plentymore here at WhiteHouse, gov or atfinancialstability.gov

Honoring Mayor Johnson at NCBM 36th Annual Convention
Thursday, August 05, 2010 7:44:22 AM
High

Good morning, Adrienne

As you may be aware, as of last month NCBM has a new president, Mayor Robert Bowser of East
Orange, New Jersey, and so we have had to revamp the Presidents Luncheon during the convention
according to his preferences and choices. One of these are his choices of recipients of the 2010
Presidents Award. Mayor Bowser has decided to honor former mayors who have moved on to
greater offices of service and leadership as well as current mayors who went into public service after
long-term successful careers in other sectors.

Mayor Bowser would like to honor Mayor Johnson this year at the Presidents Luncheon if he is
available. It is scheduled for Friday, September 10. Can you please let me know if the Mayors
schedule will permit him to attend the luncheon to receive the award and deliver remarks? If he is, I
can forward a formal letter for the Mayor.

Thank you kindly,

Good morning Board Members,

As you are aware, as of June 5, 2013 I was no longer with the National Conference of
Black Mayors. I have enjoyed working with the organization and I sincerely appreciate
having the chance to work with you. Thank you for the support and continuing the legacy
of the organization. Your leadership has taught and allowed me to grow during my time
at NCBM. It has been an honor working with you for the past 5 years. I know there is a
lot going on with the organization right now but I know under your leadership the
organization will be restored.
I now have my own consulting firm in which I am doing strategic planning and event
management for both domestic and international elected officials, business leaders,
foundations, and nonprofit organizations in need of my expertise. J I would like and
appreciate our continued relationship as I start this next phase of my career. I have
several clients that may want to partner so this will not be the last time you hear from
me J.
Please note, that this decision is based on my growth and my time to move on to what
God has in store for me. My past career history and NCBM has been a great stepping
stone for the road ahead.
Please keep in touch. I may be reached at my new email address
shantelg@prestigiouslivinginc.net or via my cell phone at 404-834-7722. Thank you and I
look forward to our continued relationship!

Introduction to Mayor Johnson"s Intergovernmental Staff
Friday, January 04, 2013 1:14:38 PM

Hi Virdena,
Thanks again for joining the call this morning with StudentsFirst. I look forward to
engaging with you in the next call regarding the Kansas policy report card.
As we work together more, I wanted to make sure you are introduced to two of my
colleagues here at Mayor Johnson's office, Mariah Sheriff and Shannon Hovis (cc'ed).
Mariah and Shannon are, respectively, the Director and Coordinator of
Intergovernmental Affairs in Education in Mayor Johnson's office. As you likely know,
the Mayor is a national leader in the education space, especially among several key
Mayoral organizations (such as US Conference of Mayors and National Conference of
Black Mayors). Mariah and Shannon work closely with Mayor's offices around the
country on initiatives related to education.
Mariah has offered to have a call with you to introduce herself and the work her
team is doing - I'll let her and Shannon take it from here.
Thank you,
Meera
