In a record turnout, Steve Benjamin was elected Mayor of Columbia in April of 2010.
He has worked very actively in community initiatives with numerous public and private organizations
dating back to his years at the University of South Carolina where he served as President of the Student
Government and as Student Bar Association President at the USC School of Law.
Mayor Benjamin has continued that service through the present, serving on numerous boards for
nonprofit organizations such as the Columbia Urban League, Benedict College, the Greater Columbia
Chamber of Commerce and as a Founding Board Member of the Eau Claire Promise Zone. He also served
as a founding member of Choose Children First.
In 1999, at age 29 Benjamin was appointed to Governor Jim Hodges' Cabinet as director of the state's
second largest law enforcement agency, the Department of Probation, Parole, and Pardon Services.
In 2009, Benjamin drew national attention by representing prominent radio host Tom Joyner and securing
a pardon for Joyner's great uncles wrongfully convicted in the death of a 73-year-old Confederate veteran
and executed in 1913. In a landmark decision, the South Carolina Board of Paroles and Pardons voted
unanimously to grant the posthumous pardon, the first for South Carolina in a capital case.
Having taken office in July 2010, Mayor Benjamin's first term has been characterized by his firm belief in
Columbia's potential and the intense focus on economic development and job creation that has helped
secure more than $1.1 billion in regional capital investment and create thousands new jobs in the midst of
a national recession. Combined with the rebirth of Main Street, these accomplishments have drawn
national attention and accolades including his being awarded an Aspen Rodel Fellowship, elected to the
U.S. Conference of Mayors Advisory Board and, most recently, being named one of The Washington Post's
"2011 The Root 100 List: The 100 most influential African Americans in 2011."
In addition to his work as Mayor, Benjamin practices law with Ogletree, Deakins, Nash, Smoak & Stewart.
He is married to the Honorable DeAndrea Gist Benjamin, a circuit court judge in South Carolina's Fifth
Judicial Circuit. The two are the proud parents of two daughters Bethany (7) and Jordan Grace (4).

YVONNE YANCY, Commissioner of Labor, City of Atlanta
Yvonne Cowser Yancy is a Human Resources professional with 16+ years of diverse experience within the
public and private sector and within union and non union environments. Over her career she has held
progressively more responsible roles in HR and has demonstrated the capability to design and implement
HR initiatives; lead HR teams; and proactively partner with executives within her client groups. Ms. Yancy
was recently Vice President, Human Resources Business Partner with SunTrust Bank supporting multiple
clients within the Diversified Commercial Bank division. In her role she serves as the HR lead on key
division talent and compensation initiatives and manages the people strategies and organization design
efforts within her client groups.
Prior to joining SunTrust, Ms. Yancy was the Director of Human Resources for Technology, Strategy &
Operations at Turner Broadcasting System, Inc. (TBS). In this role, Ms. Yancy led a team responsible for
delivery of corporate HR initiatives as well as divisional HR support to 1700+ employees across multiple
business units. While at TBS she led the people strategy for a $25 million system implementation,
managed a divisional rotational program, and supported her client groups in significant organizational
redesign.
Prior to joining TBS in 2007, Ms. Yancy held several progressively more responsible roles within HR at
Lincoln Financial Group (LFG). During her tenure at LFG, she supported multiple diverse clients groups
across four divisions and multiple geographies. Key accomplishments include leading the implementation

of IT Infrastructure. Prior to joining LFG she was a Senior HR Representative with Ashland Chemical where
she supported 42 chemical distribution facilities across four regions within the US. Additionally Ms. Yancy
served as a first chair negotiator and managed the grievance process with the Teamsters at organized
facilities within her regions. She has also held HR roles with GE Capital, Ikon Office Solutions and Georgia
Tech.
A native of Atlanta, Ms. Yancy holds a BA degree in Economics from Northwestern University and an MBA
in Personnel Employee Relations from Georgia State University. Additionally she holds the Senior
Professional Human Resources (SPHR) certification. A former Board member of the Junior Achievement of
Delaware Valley, the Philadelphia Police Athletic League, the Lincoln Financial Group Foundation Board,
and the Atlanta Housing Authority. Ms. Yancy continues to be active in several organizations including The
Links, Inc., and SHRM Atlanta. Additionally Ms. Yancy serves as a mentor to young professionals seeking
careers in Human Resources.
ARCELIO APONTE, Director of Operations and Management for Economic Development in the City of
Newark
Arcelio Aponte brings over twenty years experience providing administrative management, project
management and policy development. He is currently the President of the New Jersey State Board of
education and brings over seventeen years of progressive and successful leadership in state and local
government and public education.
Mr. Aponte is currently the Director of Operations and Management for Economic Development in the City
of Newark. In this capacity, he provides management leadership for economic development, city planning,
housing, workforce development, and ex-offender reentry among other areas. He has provided
administrative oversight of departmental budget, staff, and standard operating policies and procedures.
He has led and contributed to the creation of new social programs that provide disadvantaged adults and
youth access to sustainable employment.
Aponte has successfully helped to establish the city?s not-for-profit development corporation to manage
economic development initiatives; enhanced workforce-training services, created the City?s first exoffender reentry office, and is leading the development of the City?s Master Plan. He has successfully
merged departmental resources with public/private agencies to broaden and enhance services and
programs; restructured and redirected failing programs by implementing new standard operating
procedures, service processes, and hiring of management team.
Before joining the City of Newark, Aponte served the Associate Vice President for Facilities and
Construction Management at New Jersey City University where he developed and managed the
University?s $500 million capital program that included campus real estate development and expansion,
construction of new facilities, renovation of existing buildings, capital maintenance upgrades, and
development of the campus master plan. Aponte created and launched the University?s Council on
Management to elevate the proficiency of management and improve communication across administrative
and academic departments. The organization promoted the ideals of mentorship, succession planning,
team building, supervision, and leadership.
Aponte earned an MBA from Rutgers University and an Engineering Technology Degree from The College
of New Jersey. He lives in Piscataway, NJ with his wife, Susan, and their two children, Arcelio and Elissa.
REPRESENATIVE ALAN WILLIAMS, State of Florida
Representative Alan Williams was born and raised in the Tallahassee, FL. He graduated from Rickards High
School in 1993 and earned his B.S. and M.B.A. degrees in Business Administration from Florida Agricultural
and Mechanical University (FAMU). His roots and dedication to his hometown run deep and wide.
Representative Williams is the President & CEO of MW Land & Investments, LLC, a property management
and business development firm, founded in 2006.
In November 2008, Williams was elected to the Florida House of Representatives by the voters of District 8,
encompassing parts of Leon and Gadsden Counties. Representative Williams currently serves on the
Energy and Utilities Subcommittee, Senate Redistricting Subcommittee, Higher Education Appropriations
Subcommittee, Joint Committee on Public Counsel Oversight Committee, Transportation and Highway
Safety Subcommittee and State Affairs Committee.
In the years immediately before his election, Williams was an Aide to Tallahassee Mayor John Marks,
serving as liaison between the community and the Office of the Mayor. He advised the Mayor on
appointments to all city advisory boards and represented the Mayor?s interests as a board member for the
Tallahassee Visitors and Area Convention Bureau and the NASA Challenger Learning Center Board of
Advisors.
Living by the motto, ?To whom much is given, much is required,? Representative Williams offers his time
to several community charities and organizations. Representative Williams also serves in numerous civic
capacities. He is an active and enthusiastic member of Leadership Tallahassee, Opportunity Tallahassee,
Leadership Florida, area Chambers of Commerce, United Way of the Big Bend Board of Directors and the
United States Commission on Civil Right Advisory Committee, to name but a few.
For his service he has been named Kappa Alpha Psi Brother of the Year, Northwest Florida League of Cities

3. It's no secret that unemployment rates for veterans are very high but there are other groups that are

4. According to NACE (National Association of Colleges and Employers) 7 out of every 10 internships turn
into full time jobs suggesting that internships are the "new interview." How are you encouraging your
small businesses to hire interns?
5. According to Jobvite, 36% of job seekers have trouble finding positions that match their skills. How do
Cities track this problem and make sure that the right jobs are available for their citizens?
6. According to a recent article in the Wall Street Journal, you are 20 times more likely to find a job if you
have are introduced to a hiring employer. What can Mayors / Cities do to help job seekers maximize a
positive outcome in their job search?
7. In recent years there have been 2 huge technology advances beyond the Internet - first social media
and now mobile. I want to talk about social media first. More than 1 billion people use Facebook and
Twitter, sharing information with their friends. Do you believe that social networking can help job seekers
find jobs and, if so, how can government play a role?
8. Americans are increasingly becoming mobile (over 90% are subscribers according to the CTIA ? the
association for the wireless industry). Do you believe that "Mobile" technology has a role to play
connecting small business with job seekers in your cities and how are you facilitating it?
9. We've talked a lot about job seekers so let's talk about employers now. The vast majority of jobs in the
United States emanate from small businesses. How can Mayors / Cities support a small business in an
increasingly "Mobile" & "Social" world?
10. Governing in today's world is becoming more and more challenging but how can we as leaders
promote a community based technology solution to create better matches for all of our constituents and

As per approval of the Membership Council and Executive Committee Mayor Kevin
Johnson's induction date has been moved up to Saturday, September 7, 2013 immediately
following the induction rehearsal at Del Paso Country Club. Rehearsal is at 11 a.m and his
induction is planned for ~ 11:30 a.m. .
Kevin Johnson has a commitment to the National Conference of Black Mayors to a attend a
conference commemorating the city's 50th anniversary of the civil rights movement
September 11-15.
The induction date of the 4 other new members is unchanged from Friday, September 13.
If you wish to attend Kevin Johnson's induction on September 7 the dress is BLACK TIE.

and its apparently former Executive Director, Vanessa Williams

NCBM website, which still lists Ms Johnson as Executive Director and speaks of her

correct in asserting that she was dismissed in September 2013 for alleged misuse of
funds, you may wish to have someone on the NCBM staff update the website. Also,
the person listed as President on the website (http://ncbm.org) - Mayor Bowser of
East Orange, NJ appears, based on a quick look at the East Orange NJ website, to
no longer be the Mayor there. Again, if true, then it would appear that other parts of
the NCBM website could use some updating. Of course, if the website is accurate at
this date, then someone should probably set the record straight with the Royal

Attached is the resolution on Film Tax Incentives that we spoke about. This resolution is in response
to foreign governments increasing practice of
providing incentives to attract film, television and digital media production jobs abroad. We, like you,
feel that the film and television industry is a uniquely American industry and one that is important to
urban communities and thus this resolution encourages governments to attract and keep jobs and
investment in their cities and states by adopting film tax incentives.
Similar resolutions have been passed by the Council of State Governments, the National League of
Cities, the National Caucus of Black State Legislators, and the National Hispanic Caucus of State
Legislators.

I'm a reporter with The Bermuda Sun in Hamilton, Bermuda. I'm writing about the Conference of Black
Mayors convention that is slated to go ahead here in Bermuda, despite the fiscal, political and legal turmoil
the conference has found itself enmeshed in back in the states.
Vanessa Williams spoke to us today and basically said Mayor Kevin Johnson had caused a lot of the legal
and political strife and unfairly placed the blame on her. She said he had used the conference for his own
political gain.
She says she used the conference as a springboard to gain the presidency of the U.S. National Conference
of Mayors and adds that after he wreaked havoc, he is now going to launch his own black mayors group.
(She says this will happen tomorrow.)

According to the Centers for Disease Control 2008 Surveillance Report:
The number of people living with HIV infection in the United States (HIV prevalence) is
higher than ever before. CDC has estimated that more than 1 million (1,106,400) adults and
adolescents were living with HIV infection in the United States at the end of 2006, the most
recent year for which national prevalence estimates are available. This represents an increase
of approximately 11% from the previous estimate in 2003. The increase may be due to:
a higher proportion of people living with HIV infection knowing their status, and
seeking care and antiretroviral treatment that can increase survival;
a higher number of people becoming infected with HIV than the number of people
who die each year with HIV or AIDS.
The great majority of persons with HIV infection do not transmit HIV to others. CDC
estimates that there were 5 transmissions per 100 persons living with HIV infection in the
United States in 2006. This means that at least 95% of those living with HIV infection did not
transmit the virus to others that year an 89% decline in the estimated rate of HIV
transmission since the peak level of new infections in the mid-1980s. The decline in
transmission is likely due to effective prevention efforts and the availability of improved
testing and treatments for HIV. The lower transmission rate is what has enabled HIV
incidence to remain stable despite increasing prevalence.
HIV disproportionately affects certain populations. Men who have sex with men (MSM),
blacks/African Americans, and Hispanic/Latinos are the groups most affected by HIV infection.
Blacks/African Americans are the racial/ethnic group most affected by HIV.
Blacks/African Americans represent approximately 12% of the US population, but

account for almost half of all new HIV infections.
At some point in their life, 1 in 16 black/African American men will receive a diagnosis
of HIV, as will one in 30 black women.
The rate of new HIV infection for black/African American men is six times as high as
that of white men, nearly three times that of Hispanic/Latino men, and more than
twice that of black/African American women.
The rate of new HIV infection for black/African American women is nearly 15 times as
high as that of white women, and nearly four times that of Hispanic women.
From 2005-2008, estimated HIV diagnoses increased approximately 12% in
blacks/African Americans. This may be due to increased testing or diagnosis earlier in
the course of HIV infection; it may also be due to uncertainty inherent in statistical
estimates.
From 2005-2008, the rate of HIV diagnoses among blacks/African Americans increased
from 68/100,000 persons to 74/100,000.
Hispanics/Latinos represent 13% of the population, but account for an estimated 17%
of new infections.
The rate of new HIV infection among Hispanic/Latino men is more than double that of
white men.
The rate of new HIV infection among Hispanic/Latina women is nearly four times that
of white women.
From 2005-2008, estimated HIV diagnoses increased approximately 5% among
Hispanics/Latinos. However, this increase is within the boundaries of normal
fluctuations and may be due to uncertainties inherent in statistical estimates.
The rate of HIV diagnoses among Hispanic/Latinos decreased, most likely reflecting the
growing population of Hispanics/Latinos in the United States.
Despite many prevention and treatment successes, people are still dying from AIDS. In
2006, HIV was the third leading cause of death for black males and black females aged 35-44
and the fourth leading cause of death for Hispanic/Latino males and females in the same age
range. Further, MSM are strongly affected by HIV and represent the majority of persons with
an HIV diagnosis who have died in the United States. Overall, more than 576,000 persons
with an AIDS diagnosis in the United States have died since the beginning of the epidemic
through 2007 (the most recent year that death data are available). From 2005 through 2007,
deaths of persons with a diagnosis of HIV infection have increased 17% and the estimated
rate of deaths increased 14%.
Too many people are diagnosed with HIV late in the course of infection. Despite an increase
in persons getting diagnosed with HIV earlier in the course of their infection, far too many
continue to be diagnosed late. In 2008, about one-third (32%) of individuals with an HIV
diagnosis reported to CDC received a diagnosis of AIDS within 12 months of their initial HIV
diagnosis. These late diagnoses represent missed opportunities for treatment and prevention.
AIDS disproportionately affects different parts of the country. HIV and AIDS have had a
severe impact on all regions of the country. It remains mostly an urban disease, with the
majority of individuals diagnosed with AIDS in 2008 residing in areas with more than 500,000
people. Areas hardest hit (by ranking of AIDS cases per 100,000 people) include Miami and
Jacksonville, Florida; New Orleans and Baton Rouge, Louisiana; Baltimore, Maryland; and
Washington DC. However, due to differences in population sizes, rates do not always highlight
the large number of people diagnosed with AIDS in certain metropolitan areas, such as New
York City or San Francisco.
(The CDC works with state and local health departments to collect information on AIDS cases and
new HIV infections as well as on behaviors and characteristics with people at high risk for HIV/AIDS.)

A summary of our "March Madness" Activities in the City of Compton are detailed below:
We're launching a social media campaign tomorrow that will connect constituents to enrollment events throughout the
City and within our immediate area.
We have a total of 10 events that are scheduled and/or ongoing activities including the following:
10 Scheduled (& confirmed) Enrollment Eventsfor the month of March ("March Madness") will be held at local
St. John's Medical clinics, schools, and churches located within our city on a weekly basis targeting the young adult
and Latino/Spanish speaking population. We have support from Covered California and translators to reach our
constituent base.
We have a church enrollment tourthat includes a team of "Get Covered Ambassadors" that will make a Public
Service Announcement at churches throughout the community, provide a two minute information session of the
checklist of items needed to enroll and quick facts on the benefits & requirements of coverage, and guide people to
enrollment events happening throughout the following week.
We are releasing a "Day of Action" Video campaign tomorrowthat will include a "Message from the Mayor"
and footage of me interviewing citizens on whether they are already covered, sharing reasons why they need to get
covered and providing information to access enrollment events and the Covered California website.
Radio PSAwill also be releasedand circulatedon our local radio station throughout the month.
