Mayor Kevin Johnson Quote
Tuesday, September 03, 2013 6:22:18 PM

Hi Juliet,
I assume you're still writing the article about ACA. Here is the statement from Mayor Johnson that we
discussed.

?We all know the harsh reality that there are over 35 million Americans who
are uninsured ? just one diagnosis or accident away from a health crisis that
can tear a family apart. As President of the National Conference of Black
Mayors, anorganization of 600 mayors representing 48 million people,I?m
proud that we will be working directly with the White House to lead efforts to
educate, engage and ultimately enroll our nation's uninsured . Because of a
shared belief that access to health care is a basic human right for every
American, we have launched the Affordable Care Act Outreach Initiative. We
can serve as a unified voice for the African American community ? leading in
getting the word out because we know what?s important to our
communities.? - Mayor Kevin Johnson

ALL,
We are very excited about the NCBM event this week In Atlanta, GA! (See attached AD that will be in the
NCBM Convention guide)!
Especially around our session: Mayors, Social Media & Jobs:
Mayors, Social Media and #JOBS
Social media is not the way of the future, it is the way of now. According to an August, 2011 Pew Internet
Research Report, over 65% of online adults use social networking sites. As Mayors across the country are
discovering, the 21st century is one of the greatest periods in the history of the world in which to govern
because of ground-breaking technology and communications tools. Through social media tools like
Facebook and Twitter, Mayors can communicate with constituents and key audiences instantly and
frequently. Innovative leaders are realizing that social media?s impact extends beyond just communication
and that social media can be used to address major social problems, including one of the biggest problems
facing every Mayor today: #JOBS.
Despite the reports we hear in the media about the unemployment rate dropping or staying constant, we
know that there are jobs in our cities. Local employers are hiring every day. New businesses are opening
and existing businesses are expanding. The key is to connect these job opportunities with constituent job
seekers. Key city leaders from two major American cities will discuss how they are embracing social media
to connect their constituent job seekers with small, medium and large businesses.
Do you wish you had a technology platform to power your jobs creation initiatives and campaigns? Do you
wish you had better data to understand exactly what the jobs situation is in your city, the number of job
seekers and number of opportunities, and details about exactly what and where those opportunities are?
Are you interested in strengthening your city?s image nationally and internationally to attract new citizens
and businesses to move to the area? Are you looking to promote local and regional businesses? Join this

session and hear from two of America?s great cities as to how technology, and specifically social media, is
helping to address these issues so they can put Americans in their city back to work!
The current Agenda can be located on at the NCBM Website:
http://www.ncbm.org
SPONSOR: TWEETMYJOBS
BRENDAN M. COTTER, SVP, Market Development

Mr. Cotter is responsible for the development and strategic direction of the TweetMyJobs Government
Platform for jobs. By harnessing the power of the Internet, social network and mobile into a branded and
dedicated jobs platform, government can promote and enable connectivity between local businesses that
have employment opportunities for their constituents. Through this innovative new technology, elected
and community leaders can create a hub where job seekers and businesses can come together so that
open positions are filled with top local talent thus enhancing the economic well being of the communities.
Previously, Mr. Cotter was the senior vice president of market development at Blackboard Inc.
(NASDAQ:BBBB). He focused on the initiatives for the next generation of notification and alerts technology,
with an emphasis on proximity and CMAS (cell broadcasting alerts). Prior, as president of Blackboard
Connect for Government, he led Blackboard Connect (formerly The NTI Group) to be the number one
provider of hosted, time-sensitive mass notification services focused on assisting K12 leaders, government
and civil leaders to communicate quickly and efficiently with their constituents using multi-modal
technologies.
Mr. Cotter has an extensive background in developing and managing new business expansion, client
management, sales, and market strategy. Previous to joining the NTI team, Mr. Cotter was a founder and
chief executive officer of the F2F Group, Inc., a leading business and technology process consultancy firm.
FORMAT:
MODERATOR:
MAYOR STEVE BENJAMIN, Columbia, South Carolina
In a record turnout, Steve Benjamin was elected Mayor of Columbia in April of 2010.
He has worked very actively in community initiatives with numerous public and private organizations
dating back to his years at the University of South Carolina where he served as President of the Student
Government and as Student Bar Association President at the USC School of Law.
Mayor Benjamin has continued that service through the present, serving on numerous boards for
nonprofit organizations such as the Columbia Urban League, Benedict College, the Greater Columbia

Chamber of Commerce and as a Founding Board Member of the Eau Claire Promise Zone. He also served
as a founding member of Choose Children First.
In 1999, at age 29 Benjamin was appointed to Governor Jim Hodges' Cabinet as director of the state's
second largest law enforcement agency, the Department of Probation, Parole, and Pardon Services.
In 2009, Benjamin drew national attention by representing prominent radio host Tom Joyner and securing
a pardon for Joyner's great uncles wrongfully convicted in the death of a 73-year-old Confederate veteran
and executed in 1913. In a landmark decision, the South Carolina Board of Paroles and Pardons voted
unanimously to grant the posthumous pardon, the first for South Carolina in a capital case.
Having taken office in July 2010, Mayor Benjamin's first term has been characterized by his firm belief in
Columbia's potential and the intense focus on economic development and job creation that has helped
secure more than $1.1 billion in regional capital investment and create thousands new jobs in the midst of
a national recession. Combined with the rebirth of Main Street, these accomplishments have drawn
national attention and accolades including his being awarded an Aspen Rodel Fellowship, elected to the
U.S. Conference of Mayors Advisory Board and, most recently, being named one of The Washington Post's
"2011 The Root 100 List: The 100 most influential African Americans in 2011."
In addition to his work as Mayor, Benjamin practices law with Ogletree, Deakins, Nash, Smoak & Stewart.
He is married to the Honorable DeAndrea Gist Benjamin, a circuit court judge in South Carolina's Fifth
Judicial Circuit. The two are the proud parents of two daughters Bethany (7) and Jordan Grace (4).

Aponte has successfully helped to establish the city?s not-for-profit development corporation to manage
economic development initiatives; enhanced workforce-training services, created the City?s first exoffender reentry office, and is leading the development of the City?s Master Plan. He has successfully

programs; restructured and redirected failing programs by implementing new standard operating
procedures, service processes, and hiring of management team.
Before joining the City of Newark, Aponte served the Associate Vice President for Facilities and
Construction Management at New Jersey City University where he developed and managed the
University?s $500 million capital program that included campus real estate development and expansion,

construction of new facilities, renovation of existing buildings, capital maintenance upgrades, and
development of the campus master plan. Aponte created and launched the University?s Council on
Management to elevate the proficiency of management and improve communication across administrative
and academic departments. The organization promoted the ideals of mentorship, succession planning,
team building, supervision, and leadership.
Aponte earned an MBA from Rutgers University and an Engineering Technology Degree from The College

PROPOSED QUESTIONS FOR MAYOR BENJAMIN (PLEASE FEEL FREE TO ADD TO THIS), AND PANELISTS,
PLEASE FEEL FREE TO EXPAND ON HOW THESE QUESTIONS IMPACT YOU AS LEADERS, AND HOW THEY
IMPACT THE CITIES YOU REPRESENT!
1. Let's talk about job creation first. This is the number one priority for every Mayor across the country.
Within your Cities, can you please outline the job creation initiatives that have been put in place and share
how you've been able to make them successful.
2. There are millions of open jobs across the United States but unemployment remains high. What role
can our Cites / Mayors play to connect job seekers with employers?
3. It's no secret that unemployment rates for veterans are very high but there are other groups that are
particularly hurting like youth and recent graduates. How can Cities support federal programs like Joining
Forces and Summer Jobs Plus or are local programs more important?
4. According to NACE (National Association of Colleges and Employers) 7 out of every 10 internships turn
into full time jobs suggesting that internships are the "new interview." How are you encouraging your
small businesses to hire interns?
5. According to Jobvite, 36% of job seekers have trouble finding positions that match their skills. How do
Cities track this problem and make sure that the right jobs are available for their citizens?
6. According to a recent article in the Wall Street Journal, you are 20 times more likely to find a job if you
have are introduced to a hiring employer. What can Mayors / Cities do to help job seekers maximize a
positive outcome in their job search?
7. In recent years there have been 2 huge technology advances beyond the Internet - first social media
and now mobile. I want to talk about social media first. More than 1 billion people use Facebook and
Twitter, sharing information with their friends. Do you believe that social networking can help job seekers
find jobs and, if so, how can government play a role?
8. Americans are increasingly becoming mobile (over 90% are subscribers according to the CTIA ? the
association for the wireless industry). Do you believe that "Mobile" technology has a role to play
connecting small business with job seekers in your cities and how are you facilitating it?
9. We've talked a lot about job seekers so let's talk about employers now. The vast majority of jobs in the
United States emanate from small businesses. How can Mayors / Cities support a small business in an
increasingly "Mobile" & "Social" world?
10. Governing in today's world is becoming more and more challenging but how can we as leaders
promote a community based technology solution to create better matches for all of our constituents and
business alike?
LET'S PLAN TO MEET AS A GROUP IN THE SESSION ROOM BY 1 PM ON FRIDAY JUNE 1, 2012.

Minutes - National Mobilization Meeting 6/18
Tuesday, June 19, 2012 8:14:04 AM

NATIONAL MOBILIZATION MEETING AGENDA - JUNE 18, 2012

MINUTES (final copy)

I. Intro/Overview of Meeting/Logistics
Connie will create 1) a conference planning binder and 2) a conference day-ofevent binder (registration items, name tags, lunch tickets, etc)
Meera starts 7/16, Connie ends 7/27 with 2 weeks of overlap
main work: air travel, logistics, correspondence with conference participants
initial work completed: reorganized work plan and planned how to do travel
arrangements
II. Solidify Date and Time of Conference
mayor wants the Faith conference to overlap with a Black Mayors Board
Retreat in Atlanta
HOWEVER, no set date yet for NCBM
Aisha: suggestion -- send MKJ an email to confirm date, because we still have
to move forward with planning
Conference time from 10a.m. - 4p.m., with registration from 10:00a.m. 10:30a.m.
III. Finalize Invitation Process
Dale: coordinate with bishops
bishops send out email to faith leaders, leaders respond to stand up, Connie
owns all information and follow up; phone numbers will be accepted at Meera's
desk
Other people who should be invited:
1. Dale has COGIC, Baptist, AME
2. Question: Is there a reason why we are limiting this conference to just
Christians?
3. Pastors not affiliated with these 3 groups should get information directly

from mayor (or get letter from mayor's email address/office)

4. Al Sharkton, Jesse Jackson? Other high profile figures
5. Those who have personal relationships with the mayor (Bishop Blake -convo with the mayor; anyone he'd like to see on the program)
Dale: Create a master list of all faith leaders to invite and StudentsFirst faith
leaders
Dale: Secure a faith leaders list for Connie to input
IV. Implement Speaker outreach plan
All: have a bank of people who might be able to be plugged into the tentative
agenda
All: make a full draft agenda and speaker bank
Mariah: Send out email to speakers
V. Faith Conference Program
Plow through other things, sit down later to talk about this
VI. Use of Partnerships
Dale: have convo with COGIC about content on sponsorship
NCBM doesn't necessarily connect to real strong black mayors. To get heavy
hitters.
100 Black Men headquartered at Atlanta, could also be a co-sponsor
1. Reed in Atlanta
Sponsor funders
1. Verizon for Atlanta
2. Linda at Comcast (Comcast also a big supporter of NCBM, huge sponsor
of USCM)
3. Coca-Cola huge in Atlanta
4. Check Delta
5. Home Depot
6. Dale: action item (get in email to mayor or Mariah about sponsors)
Roll out incentives for people who can mobilize more people
a very generic membership or message, simple commitment of support

Figure out what is needed from StudentsFirst for this conference

VII. Regional Representation at the Civil Rights Conference
nearly impossible to actually have 1 person at each state, will not be able to
satisfy WFF Grant Deliverables if so.
Should separate into 4 regions instead with 12 people from each region
VIII. Definition of Civil Rights Organization
organization dedicated to the equality of opportunity for Hispanics and African Americans, namely in education, employment, etc
Aisha: following up w/ Tracy and
Mayor/Walton: Mayor to work w/ Walton: clarify VII and VIII
IX. Team
Connie: Make a budget that includes collaterals, signage and miscellaneous
items
Connie: will prepare a more detailed budget and make agenda
Connie: Make a 1-page Conference sheet as part of the briefing packet

it must work with diligence to restore the fiscal integrity of this vital organization. If we are to

Mayor Johnson
National Conference of Black Mayors - website
Monday, January 27, 2014 12:09:09 PM

Dear Mayor Johnson (and First Vice-President of the National Conference of Black
Mayors):
You may be aware of an article in Bermuda's Royal Gazette relating to the NCBM
and its apparently former Executive Director, Vanessa Williams
(http://www.royalgazette.com/article/20140127/NEWS/140129793/city-left-redfaced-by-fired-ncbmexecutive&utm_source=newsletter20140127&utm_medium=email&utm_content=top
article_morelink&utm_campaign=newsletter). The article quotes extensively from the
NCBM website, which still lists Ms Johnson as Executive Director and speaks of her
in glowing terms (http://ncbm.org/ncbm_executive_director.php). If the article is
correct in asserting that she was dismissed in September 2013 for alleged misuse of
funds, you may wish to have someone on the NCBM staff update the website. Also,
the person listed as President on the website (http://ncbm.org) - Mayor Bowser of
East Orange, NJ appears, based on a quick look at the East Orange NJ website, to
no longer be the Mayor there. Again, if true, then it would appear that other parts of
the NCBM website could use some updating. Of course, if the website is accurate at
this date, then someone should probably set the record straight with the Royal
Gazette,
Yours very truly,
Tom Conyers

NCBM RESOLUTION PROMOTING JOB CREATION AND ECONOMIC DIVERSIFICATION THROUGH ATTRACTION
AND EXPANSION OF FILM.DOCX

Mayor Johnson ?

Thanks so much for taking the time this morning. I was very encouraged to hear you speak about
(re)focusing the organization.

Attached is the resolution on Film Tax Incentives that we spoke about. This resolution is in response
to foreign governments increasing practice of
providing incentives to attract film, television and digital media production jobs abroad. We, like you,
feel that the film and television industry is a uniquely American industry and one that is important to
urban communities and thus this resolution encourages governments to attract and keep jobs and
investment in their cities and states by adopting film tax incentives.

Similar resolutions have been passed by the Council of State Governments, the National League of
Cities, the National Caucus of Black State Legislators, and the National Hispanic Caucus of State
Legislators.

National Conference of Black Mayors, Vanessa Williams
Thursday, June 12, 2014 9:47:19 AM

Hi Mr Sosenko,
I'm a reporter with The Bermuda Sun in Hamilton, Bermuda. I'm writing about the Conference of Black
Mayors convention that is slated to go ahead here in Bermuda, despite the fiscal, political and legal turmoil
the conference has found itself enmeshed in back in the states.
Vanessa Williams spoke to us today and basically said Mayor Kevin Johnson had caused a lot of the legal
and political strife and unfairly placed the blame on her. She said he had used the conference for his own
political gain.
She says she used the conference as a springboard to gain the presidency of the U.S. National Conference
of Mayors and adds that after he wreaked havoc, he is now going to launch his own black mayors group.
(She says this will happen tomorrow.)
I just wanted to afford your office the opportunity to respond to any of that.
My deadline is 4 pm east coast time today. I can be reached via this email or by my direct line, which is 1441-278-1863.
Thank you for your time and consideration.
Respectfully,
Danny McDonald

National HIV/AIDS Strategy Released
Thursday, July 15, 2010 6:16:49 AM
High

Good morning:

On Monday, July 13, 2010, the White House Office of National AIDS Policy (ONAP) released the
National HIV/AIDS Strategy. The strategy consists of three primary goals:
(1) Reducing the number of people infected with HIV
(2) Increasing access to care and optimizing health outcomes for people living with HIV
(3) Reducing HIV-related health disparities

Please find below helpful links for more information:

(1) Download the National HIV/AIDS Strategy
(2) Watch the video of the announcement: http://aids.gov/
(3) Read a Special Letter from President Obama

Additional resources will be made available and regularly updated on www.ncbm.org. For more
information, please visit www.AIDS.gov.

***
According to the Centers for Disease Control 2008 Surveillance Report:
The number of people living with HIV infection in the United States (HIV prevalence) is
higher than ever before. CDC has estimated that more than 1 million (1,106,400) adults and
adolescents were living with HIV infection in the United States at the end of 2006, the most
recent year for which national prevalence estimates are available. This represents an increase
of approximately 11% from the previous estimate in 2003. The increase may be due to:
a higher proportion of people living with HIV infection knowing their status, and
seeking care and antiretroviral treatment that can increase survival;
a higher number of people becoming infected with HIV than the number of people
who die each year with HIV or AIDS.
The great majority of persons with HIV infection do not transmit HIV to others. CDC
estimates that there were 5 transmissions per 100 persons living with HIV infection in the
United States in 2006. This means that at least 95% of those living with HIV infection did not
transmit the virus to others that year an 89% decline in the estimated rate of HIV
transmission since the peak level of new infections in the mid-1980s. The decline in
transmission is likely due to effective prevention efforts and the availability of improved
testing and treatments for HIV. The lower transmission rate is what has enabled HIV
incidence to remain stable despite increasing prevalence.
HIV disproportionately affects certain populations. Men who have sex with men (MSM),
blacks/African Americans, and Hispanic/Latinos are the groups most affected by HIV infection.
Blacks/African Americans are the racial/ethnic group most affected by HIV.

Blacks/African Americans represent approximately 12% of the US population, but

account for almost half of all new HIV infections.
At some point in their life, 1 in 16 black/African American men will receive a diagnosis
of HIV, as will one in 30 black women.
The rate of new HIV infection for black/African American men is six times as high as
that of white men, nearly three times that of Hispanic/Latino men, and more than
twice that of black/African American women.
The rate of new HIV infection for black/African American women is nearly 15 times as
high as that of white women, and nearly four times that of Hispanic women.
From 2005-2008, estimated HIV diagnoses increased approximately 12% in
blacks/African Americans. This may be due to increased testing or diagnosis earlier in
the course of HIV infection; it may also be due to uncertainty inherent in statistical
estimates.
From 2005-2008, the rate of HIV diagnoses among blacks/African Americans increased
from 68/100,000 persons to 74/100,000.
Hispanics/Latinos represent 13% of the population, but account for an estimated 17%
of new infections.
The rate of new HIV infection among Hispanic/Latino men is more than double that of
white men.
The rate of new HIV infection among Hispanic/Latina women is nearly four times that
of white women.
From 2005-2008, estimated HIV diagnoses increased approximately 5% among
Hispanics/Latinos. However, this increase is within the boundaries of normal
fluctuations and may be due to uncertainties inherent in statistical estimates.
The rate of HIV diagnoses among Hispanic/Latinos decreased, most likely reflecting the
growing population of Hispanics/Latinos in the United States.
Despite many prevention and treatment successes, people are still dying from AIDS. In
2006, HIV was the third leading cause of death for black males and black females aged 35-44
and the fourth leading cause of death for Hispanic/Latino males and females in the same age
range. Further, MSM are strongly affected by HIV and represent the majority of persons with
an HIV diagnosis who have died in the United States. Overall, more than 576,000 persons
with an AIDS diagnosis in the United States have died since the beginning of the epidemic
through 2007 (the most recent year that death data are available). From 2005 through 2007,
deaths of persons with a diagnosis of HIV infection have increased 17% and the estimated
rate of deaths increased 14%.
Too many people are diagnosed with HIV late in the course of infection. Despite an increase
in persons getting diagnosed with HIV earlier in the course of their infection, far too many
continue to be diagnosed late. In 2008, about one-third (32%) of individuals with an HIV
diagnosis reported to CDC received a diagnosis of AIDS within 12 months of their initial HIV
diagnosis. These late diagnoses represent missed opportunities for treatment and prevention.

AIDS disproportionately affects different parts of the country. HIV and AIDS have had a
severe impact on all regions of the country. It remains mostly an urban disease, with the
majority of individuals diagnosed with AIDS in 2008 residing in areas with more than 500,000
people. Areas hardest hit (by ranking of AIDS cases per 100,000 people) include Miami and
Jacksonville, Florida; New Orleans and Baton Rouge, Louisiana; Baltimore, Maryland; and
Washington DC. However, due to differences in population sizes, rates do not always highlight
the large number of people diagnosed with AIDS in certain metropolitan areas, such as New
York City or San Francisco.
(The CDC works with state and local health departments to collect information on AIDS cases and
new HIV infections as well as on behaviors and characteristics with people at high risk for HIV/AIDS.)

Hi Kellyn,

Sorry I missed you in Vegas and was unable to participate in the meeting on the Affordable Care Act
and potential roles of the Mayors in outreach and get citizens enrolled. I did receive the handouts
and our office has been doing a lot of research locally. Are you available to talk today or tomorrow
on potential next steps and how we can make sure we are align with the White House on best
practices or next steps in engaging the Mayors? Ideally Mayor Johnson would like to schedule a
preliminary meeting with White House Staff next week and then roll out a plan with the mayors with
in the NCBM early August. We know October is just around the corner.

Please let me know when is a good time for us to sync up.

Thanks.

Good morning Arnie/Charece,
I hope this message finds you both well. Please forgive the delayed response
however there was limited internet access during my stay in Nigeria. Shantel
Gilbert of my office provided a copy of the attached proposal during the

time of my travel. Unfortunately, due to my inability to pull down this

document via the internet, I have not been able to edit the document.
Because there has been this delay, I am forwarding this very rough copy of
the proposal for your review. Should you find anything missing that should
be added please notify Ms. Gilbert. She will be making my edits today and
forwarding to your attention the final version of the attached working
document. At first look, I will alter the language from somewhat to spell
out the specific deliverables of NCBM and NBRPA so that roles are not
confused i.e. NBRPA members will not provide tutoring session only clinics
and camps. Second, I will have both the language of the stipend and the
addition of the actual calendar for the 2013 international summits and NCBM
national/state chapter events in which member mayors can work with NBRPA
local chapters.
Thank you again for your patience. From Israel to the campaign, holidays to
inauguration, it has been an very unusually busy year. I welcome this
opportunity to know get back things back to normal and looking forward to
the potential of the partnership.
