Monroviafamily of 16 residing on the A. B. Tolbert Road in


Paynesville is the next home to be quarantined by
the Ministry of Health for link to a confirmed case of
the deadly Ebola virus, the resurgence of the virus
after the country was declared Ebola free on May 9 by the
World Health organization.
Residing in an unfinished House the family is under quarantine
after a family member and friend to a 17 year boy who corpse
tested positive ran from Margibi and came to his family in
Monrovia.
The suspected case, name withheld by health officials who is
currently at the Ebola treatment unit came to his mother in
Monrovia and was treated by his mother, a Registered Nurse
for malaria.
The boy who was later confirmed positive was treated by
both his mother and older brother but his mother was more
exposed to the virus that led to her death.
Following the death of the woman, the family has been placed
under quarantine by Health authorities but those under
quarantined with no appropriate monitoring in place. Those
quarantined are seen roaming from one place to another.
FAMILY FACES REJECTION

The children of the quarantined family are facing rejection


as they are denied from playing with other children in the
community.
Waigolo Mulbah, is a sibling to the late Ebola victim. He says
the Ambulance took his sister after his cousin was taken to
the ETU.
He narrated that though his sister did not experience any signs
or symptoms suspected to be Ebola but due to fears, she could
not eat upon the visitation of Ebola workers at their home.
She never showed any signs or symptoms of Ebola. We were
here out of fear our sister did not eat for 5 days, she was so
scare and so the ETU workers came for her days after they told
us she had die, said Mulbah.
Mulbah and 15 others had gone over 11 days, hoping to reach
the required 21 days period to be allowed free movement but

they had to restart the quarantine process following the death


of his sister.
She went to the ETU, and after she died they started our
quarantine again, for what we know now is the boy is still
alive, Mulbah told FPA.
He said though the Ministry of Health says they are
quarantined, there is nothing to show that they are prevented
from moving around in the community.
We are here and stigmatized by the community but the Health
Ministry says we are quarantined but nothing to show we are
quarantined, the community members just pointing fingers to
us whole day, he lamented.
On the issue of movement, he told FPA that he is a student
of University of Liberia and other Children under quarantine
were going to school initially but community members widely
stigmatized them prompting the Ministry of Health to mandate
the community dwellers to serve as watchdogs against their
movement.
Here they treat us like dogs, we are not respected, though
they bring us water and food but it is a distance from us, even
if we throw things down like the gloves that they used today
on us, it mistakenly went in the bush which is far from them;
but they demanded that the gloves be removed or else they
wouldnt supply us anything, he added.
Mulbah confirmed that he and his sick cousin (sick boy)
lengthily interacted upon his return to Monrovia saying, Up
todays date I have not experienced signs nor symptoms of
Ebola, so where is this Ebola now.
SIX CONFIRMED CASES

Deputy Incident Manager and Liberias Chief Medical Officer,


Dr. Francis Kateh told a Ministry of Information regular
press briefing Tuesday that since July 12 the country has 6
confirmed Ebola cases.
He said What is important is during the fight we have tried
to contain the virus in Margibi County but we knew that there
were contacts made from the cases in Margibi and a place in
Monrovia and so we began an immediate step and that is a
voluntary precautionary center put in place.

He boasted that contact tracing is active as all of the contacts


are traced and monitored by health authorities.
The Chief Medical Officer said it was shocking that contacts
are not honest adding that they are the basis for the increase
in cases. What is shocking is that we have to realize we need
to be open and need to be honest with ourselves, and its
through honesty we can stop this disease.
Dr. Kateh added If you are a contact tell the health care
workers that you are a contact, then you will have people
monitoring you but you have to be honest with them, now we
have 4 cases at the ETU and they all doing well, now it is six
confirmed cases, 2 deceased.
The Deputy Health Minister disclosed that there are 124
contacts actively in Margibi, 16 in Monrovia, and said the
number could fluctuate on grounds that there is ongoing
investigation.
We have gone a step further because we have asked the
county health officers to be on the alert, we are not saying the
other counties have contacted it but we need to alert them so
that we wouldnt experience the previous outbreak, he said.
Dr. Kateh continued: We have been doing this continuously,
the rapid response team will be set at all times, we have
the expertise and we are asking the public not to conceal
information from us because we have the technique and we
understand what is it to put under this control.
NOT SLIPPING OUR CONTROL

He said the Ministry has everything under control as the


public has been warned not to shield sick or dead people in
homes or hospitals.
Dr. Kateh added that sometimes the acceptance of health
workers to receive critically ill people might also cause the
increase of the virus in the country.
From the cases, we have enlightened health care workers
because their action could cause a situation to increase cases,
we keep saying, if you have fever dont take Paracetamol, the
dishonesty could lead to more problems, we cannot babysit
everyone, so if that trust is built the disease will be contained,
he appealed

NOT AN ANIMAL SOURCE


Since the new outbreak the Ministry and Health authorities are yet to tell the
public the source of the new infection with fingers pointed at a dead dog which
those now tested positive were all said to have eaten but Dr. Kateh disclosed
that the virus is not linked to eating of the dog by the dead 17 year old boy and
others in Margibi.
Dr. Kateh said the Ministry is investigating to know the source of the new
infection.
We are conducting investigation; we are getting to the source until we can
scientifically proof it. We also established that it has not come from Guinea or
Sierra Leone because their strains are different from the new outbreak and
hence after getting the result we will inform the public.
The Active Case Finders are credited for finding the new case in Margibi, but
Dr. Netty Joe of the United Nations Development Programme, head of Active
Case Finders in Montserrado disclosed that finders are now discourage to
work as they are told that their job is voluntary.

She said WHO was taking the lead in the program but turned it over to the
UNDP to manage but unfortunately, UNDP told her that there is no funding to
continue the program something she said will result to the increase of cases as
finders are the major source of tracing contacts of Ebola.
We started with a very huge number and so with no funding you have to cut
the number down. We did a scale down mostly on the high risk areas namely
New Kru Town, Bong Mines Bridge and in Sinkor we reduced that to 50%
because no funds, she added.
Dr. Joe continued: Frankly speaking we studied the situation thoroughly, we
need someone in the community surveillance, and it was done through studies
and the UNDP and WHO said they have decided to redirect the efforts to Guinea
and Sierra Leone so the project ended June so we are only paying them for May
and June.
She said finders and heads were informed of the problem and she has appealed
to them to volunteer something she said is challenging, as the Active Case
Finding is a job creation for young people.

unlikely that this recurrence
has been caused by virus
imported from infected areas
of Guinea or Sierra Leone.
It also makes it unlikely
that this has been caused
by a new emergence from a
natural reservoir, such as a
bat or other animal.
According to the WHO,
the genetic sequencing on
samples from the four other
cases in this new outbreak is
underway.
Presently, the WHO says 149
people have been identified
as contacts and are being
monitored closely. Four of
these people have tested
positive and are being
treated for Ebola virus
disease in Ebola treatment
centres. As with all cases, the
number of contacts has been
fluctuating. Some are true
contacts, while others are
not. When a suspected case
is confirmed as negative, all
contacts associated with that
case are de-listed, which is
why the number of contacts
has declined this week.
The WHO has disclosed
that
detailed
clinical,
epidemiological
and
laboratory
investigations
are on-going to identify the
initial source of infection.
This includes the genetic
sequencing
that
has
suggested this virus is linked
to virus circulating in earlier
chains of transmission in
Liberia.
Liberia, the WHO said has
undertaken the relevant
planning to prepare for and
respond to the recurrence of
Ebola. But the latest death
and scores of quarantine
going on simultaneously
is expected to put the
governments readiness to
the test as the resurging
virus continue to spread.

GLARING SEA
EROSION DANGER
NEEDS URGENT
ATTENTION

MONROVIA IS LOCATED near the Atlantic Ocean and also


contains other smaller bodies of water including the Du River
which is found in almost every location in and around Monrovia.
OVER THE LAST few years, the Atlantic Ocean has been making
rapid advances, stretching deep in the land area, threatening
several communities mainly those lying along the Ocean.
THE DENSELY POPULATED communities of West Point, New
Kru Town and other locations along the Sinkor belt near the
Ocean including the 24th street community are some of the
communities threatened by the sea erosion.
OVER THE PAST few months, sea erosion is pushing West Point
deeper into the land area and residents have been calling on
government to help relocate them to avoid disaster.
IN EARLY JUNE this year thousands of people in West Point were
made homeless with at least two schools destroyed with kids
left without schools, using private buildings for learning as a
consequence of sea erosion.
SOME RESIDENTS WHO spoke to FrontPageAfrica at the time
appealed to government to help relocate them. Veronica Lincoln
32, mother of 7 children at the time said she and her children
have been made homeless and now have nowhere to sleep as
they only begged a neighbor to allow them stay for short time.
THE GOVERNMENT MUST come and help us to see how best
they can handle us. We are not going to be here. The only thing
we need is sleeping place for us, we dont have sleeping place,
we need somewhere we can be Veronica told FPA at the time.
MORE THAN 200 primary school students also lost their school
to the erosion and have been using a very small church in the
community to continue their education.
RELIGIOUS LEADERS, POLITICIANS and community leaders in
West Point have been appealing to government to intervene to
avert a much bigger catastrophe but these appeals are yet to
yield any fruitful results.
WHILE THE PEOPLE of West Point are crying from sea erosion,
residents of New Kru town, on the Bushrod Island are also afraid
that if nothing is done to tackle the erosion the entire Point Four
could be wiped out soon.
THE EROSION HAS destroyed many homes and the only
government school in the area, D-Tweh Memorial high school is
at the verge of being wiped away as the fence to the building has
been undermined as well.
STUDENTS AND THE administration of D. Tweh have made
numerous appeals for urgent attention to protect the school
from being wiped away by the approaching sea erosion but
nothing is being done to remedy the dangerous situation.
THE HEAD OF the D. Tweh High School student council, student
Blamo Toe told FPA Monday that the government is doing
nothing to solve the problem as the sea continues to encroach
on the school.
The government has been slow in helping the situation,
right after the school fence there was a main car road and
thousands of homes, all have been carried away by the sea, and
the government is failing to realize that this situation will also
reduce the landscape of Liberia, student Toe lamented.
AUTHORITIES OF THE D. Tweh School are mainly appealing for
the government to help block the sea from moving further.
AT SOME LOCATIONS in Harper, Maryland County, a solid wall
containing rocks and concrete was constructed during the
administration of one of Liberias former presidents to help
prevent the ocean from encroaching on Harper City.
MONROVIA, THE CAPITAL city has no such wall in place along
the Atlantic Ocean to safeguard the city from sea erosion.
IT IS CERTAIN that disaster is nearing should government not
act promptly to protect communities such as West Point, New
Kru town and other locations near the ocean.
ANY MAJOR SEA erosion in West Point and New Kru Town, two
densely populated communities will lead to national disaster
which could result to loss of lives and properties and cost
government huge sums of money to handle.
TO AVERT SUCH situation, the government needs to act quickly
and find solution to the sea erosion by listening to the many
appeals from people in the affected communities rather than
waiting for a disaster before acting.
IT IS TIME to act fast as the problem of sea erosion is glaring and
needs urgent attention.

COMMENTARY

AUDITOR GENERAL GAYE MUST PROCEED WITH


CAUTION OR END UP LIKE ROBERT KILBY

ne cannot be quite certain about the reasons for which President


Sirleaf sacked Robert L. Kilby from the position of Auditor
General of the Republic of Liberia. I say this because there are
many conspiracy theories associated with his unprecedented
removal. Nevertheless, what stands out clearly is the indelible imprint he
left at the General Auditing Commission (GAC), which is now his legacy
that will forever be told in Liberia by generations unborn.
But even as the tale is told, it seems his successor, Liberias first female
Auditor General; Yousador S. Gaye appears not to be listening. Maybe,
she doesnt hear at all. This is why as an ardent employee who so dearly
love the GAC, have faith in transformation and believe in other methods
of reaching out to obstinate people like Yusador and her likes, I have
decided to instruct her to proceed with caution, or she could end up like
her predecessor, Robert L. Kilby.
For fear of being possibly reprimanded, as it is obvious in the GAC when
employees speak out, I elected to signal my advice to her under a penname
hoping that, perhaps she will read. Who knows?
Before moving on to Kilbys legacy, let me state for the record that
assertions made in this article are derived from my observation of the
current state of affairs at the GAC since Madam Gaye and Foday G. Kiazolu
joined Winsley S. Nanka in September 2013. They are at liberty to defend
themselves or prove me wrong.

Kilbys GAC Legacy


It is no secret! Robert L. Kilby was an ignominy to the auditing profession
in Liberia and elsewhere. He remained a person of interest and a source
of controversy from the day he was appointed by President Sirleaf to
take over the GAC, up to June 2013, the day he was dismissed by her for
conflict of interest. I have even lost track about his proposed book on
corruption in Liberia he promised to publish last year. Anyway.
For instance, upon his confirmation by the Liberian Senate in August 2012,
Kilby dismissed 43 experienced auditors of meager salaries for what
he termed, financial constraints. When he was pressured by the angry
public, and repeatedly quizzed by journalists, he cited depoliticizing the
GAC as the rationale behind his action. However contradictorily, Kilby,
within that same budget year, hired 69 audit neophytes, most of whom
were his cronies from the USA and paid them far higher remunerations
compare to the staff he had earlier terminated.
Again, dazed with power, the old man got involved in what the
Government of Liberia regarded as shady deeds. It is said that as a siting
Auditor General, he used GAC assets for personal gains, and set up a shell
company to obtain contracts from the Government of Liberia. As the GAC
boss with the shortest term of office, he did not only ruin the institution
financially in a space of 10 months, but he also locally and internationally
damaged the credibility and reputation of the commission.
His notorious legacy of not producing a single audit report until he left the
GAC will forever linger in the archives and the minds of Liberians. It will
be unfair to his record, if it is not penned here that GAC inherent Deputy
Auditor General, Winsley Saye Nanka was his deputy in chief. Eager to
be appointed as the head of the GAC, he would take over for less than
3 months, as acting Auditor General for the third time, following the
dismissal of Kilby.

Rebuilding the GAC


September 2013 saw an emergence of what seemed like a light at the end
of the leadership tunnel at the GAC. Liberias first female Auditor General,
Yusador S. Gaye was appointed by the President. Unlike her predecessor
who credentials remains questionable to date, she professes to have a CPA
and holds a graduate degree in Public Administration.
But like Kilby who had the fastest confirmation as a public official in the
history of Liberia, after being previously rejected by the Senate, Madam
Gayes confirmation was done in the corridors of total secrecy. She and
little-known Foday G. Kiazolu, her Deputy for Administration who himself
holds a Bachelor degree and an ACCA certification were confirmed behind
close doors for imprecise reasons.
Combining with Deputy for Audit, Winsley S. Nanka, who it is rumored
holds an MBA and CPA credentials, GAC staff who were recovering from
the stings of Kilbys credential degradation and administrative ineptitude,
considered Gaye and Kiazolu as symbols of hope. Every employee longed
for the better, eagerly doing their chores to impress their new bosses.
For the preceding 2 months, I could hear auditors whispering in the
corridors, even though the AG is an old lady, her young deputies will help
her make a difference this time around. But there loomed an eminent
disappointment for us as the story absolutely changed over the course of
time! There were exploitation plots in the making.
Yusador and Fodays Exploitation Strategies
Our new bosses became swiftly aware of the caliber of staff they have
inherited. They knew auditors appetite for change for the better was
huge. Recognizing these, both Gaye and Kiazolu colluded with Nanka and
indulged in the act of pretense and rhetoric. They decided to exploit our
vulnerability in the pursuit of happiness.
I recalled Foday Kiazolu shouting, there will be no business as usual at
the GAC in a general staff meeting at the pavilion in October of 2013.
He continued his rhetoric by saying, all promotions, placement and
reclassification of staff will be on the basis of merit. But within less than
2 weeks after these comments, he unilaterally appointed a former Audit
Trainee with acute limitation in everything professional, to head the
Management Internal Control (MIC) Department of the GAC. That did not
go unnoticed by GAC staff who began questioning the move. While this
was happening, Madam Gaye turned a blind eye.
For her part, Yusador Gaye took upon herself the liberty to get rid of the
remnants of the Kilbys senior management staff, most of whom were
allegedly educated in America. She introduced a purported background
check strategy aimed at quietly executing her hoax and requested the
USA Schooled Auditors to avail their Social Security numbers to the GAC
Human Resources Department. According to her trickery, the numbers
would be used to verify their qualifications and work experiences in the
USA.
This scheme played out well enough for Madam Gaye, as most of the USA
Schooled Auditors refused to give up their Social Security information,
citing confidentiality. Many of them voluntarily resigned, while others
hanged on until they were redundant.
Furthermore, contrary to her initial loud pronouncements that she
would not dismiss any GAC staff like her predecessor, Yusador engaged

in bullying and threatening auditors that we could lose our jobs if we did
not have professional certifications. When a team of auditors with CFE
designations argued that they too were professionally certified, she and
her deputies insisted that they were referring to GAC auditors obtaining
ACCAs and CPAs, certification that only three of them already possess.
Another design by the old lady was her public proclamation of
professionalizing the GAC on one hand, and failing to support her
statement with material actions on the other. Realizing this, auditors
decided to make efforts on their own. When some of us insisted on seeking
scholarships, take leave from job to travel abroad for advance studies and
professional certifications, Madam Gaye and her deputies again employed
a policy that there will be no further long term international trainings for
auditors, or we should resign and leave the GAC.
With motive to thwart their promoting, Yousador embarked on a
campaign to trash Masters degree as being non-essential to GAC under
her administration. This argument was amplified by Foday Kiazolu who
highest academic qualification is a BBA from United Methodist University
on Ashmun Street in Liberia. Madam Gayes criticism of Masters degree
was yet, another scam to discourage some auditors who had returned to
the GAC after obtaining Masters from the USA, Kenya, Ghana, China and
Zimbabwe.
For me, its improper and reeks intellectual honesty and maturity for an
Auditor General with an advance degree to endeavor to run a supreme
integrity institution like the GAC on the basis of peer fear, and choose
to reward chatter haulers while trying to please half-baked deputies of
immense inferiority complex.
As if Madam Gayes ignorance and swindle havent been well marketed,
she went on to dissolve all departments and positions within the GAC, and
fib again, that reclassification was underway in 6 months. Her apparent
reason for taking this action was to deny heads of the various dissolved
departments from receiving their benefits in GAS and Scratch Cards even
though these benefits continued to be budgeted by the GAC. You will be
stung to know that as a consequence of her missteps, Audit Reports issued
under the signature of Madam Gaye do not undergo Quality Assurance
review, a fundamental requirement in auditing.
But recently, as if there was brain-drain at the GAC, she hired a Director for
Administration and a Manager for Fleet and Assets Management, both of
whom do not possess professional qualifications, her so called benchmark
for promotion.
Another flop on the part of Madam Gaye which whips my imagination is
her lending of continues support to the unprovoked arrogance of gossip
transferor - Joseph King - the self-appointed lackey and wannabe parrot of
the Auditor General. This clown claims to hold a BBA degree in Accounting
from the prestigious University of Liberia, but his incompetence has
cornered him to low chores like being an errand boy, a driver, a secretary
and a special assistant, doing everything special - day and night - for his
boss lady. His trading of blather about the auditors to the Auditor General
has gone way too far to go unnoticed. And he makes a little over US$ 2000
for doing that courtesy to Yousador Gayes bias salary increment early
this year which saw her cronies received 110% increase.
In a conversation with a Deputy Minister at the Ministry of Finance during
our recent audit of that Ministry, I was asked whether Yousador was up to
the task for the sort of economic reforms and fiscal discipline that Liberia
so fervently desire. My simple answer to him then, which I will state now,
is that she is too unsophisticated for the job. Weak is an understatement or
no better choice of description for this Auditor General who is a personal
friend to all heads of public institutions.
The gaffes on the part of the first female Auditor General of Liberia makes
her seem like a gun for hire from imperialists the Robert Kilby replay. A
successful end cannot be promised. Perhaps not now!
The Role of the Media and Civil Society to GAC
Some of us may have rented our mouths under this circumstance, but our
pens cannot permit us to sit supine and watch GAC fall into another gutter.
We have account to give to posterity, not just as employees of the GAC
but also as tax paying Liberians. And because my taxes pay the likes of
Yousador, Nanka and Kiazolu of this world, I am obliged to document their
leisurely and noiseless misdemeanors.
That all these events are happening at the GAC under the noses of
the Liberian media and civil society, yet they are so silent, shows the
paradoxical relationship between the spectacles they viewed Kilby
before and the ones they are using to view Yousador now. This raises
more questions than answers. Perhaps I should definitely lookup GAC
communication budget for 2013/2014 2014/2015 and match them
against its expenditure reports submitted to the Ministry of Finance.
As watchdogs of the society the media and civil society have crucial roles
to play in the affairs of the GAC. This is a challenge for them to make a
difference. Publish this article and start asking questions at the GAC. The
sort of answers you will obtain will interest you. I will be waiting to see!
My Final Comments
As I indicated earlier, this is a caution to Madam Gaye. Some of us believe

I am therefore recommending that the Auditor General subordinates her
pride and begin to respect the experiences and qualifications of auditors
she met at the GAC. We are there to help her. She must as well begin to
understand that Foday Kiazolus inferiority complex is his own making. It
has nothing to do with the auditors, as such; it should not adversely affect
us. Madam Gaye should advise him to therefore begin threating us with
courtesy, not bully. And the Auditor General should beware that Winsley
Nanka is an angry man who is bitter from serving as Deputy Auditor
General forever. His laisse fare attitude towards the auditors and their
welfare is well calculated.
Finally, that the office of the auditor General is a serious place and people
working there should act accordingly. Hence, Joseph King must stop
whispering gossips about auditors. Or you should let him talk but NEVER
act on it.

HANDLING OF LIBERIAN

The Editor,

he Campaigners for Change is seriously taken aback


with the manner and form Liberian citizens are badly
treated by the United States Embassy in Monrovia
when they go for visa interview. For the past 5 years
now, Liberians have been made to stand outside of the Embassy
under the rain and sun while waiting to be called for interview
to travel to America for different purposes.
This act on the part of the US Embassy in Liberia to keep
hundreds of our descent citizens outside the rain and sun
without constructing a terminal within the embassy so as to
allow Liberian citizens and foreign nationals to have a descent
waiting place when the US Embassy is amassing thousands of
dollars is unacceptable.
While we appreciate the American Government for some of
its good works in Liberia over the years, but the Campaigners
for Change is highly disappointed in the authorities at the US
Embassy in Monrovia for the manner and form they continue
to humiliate our citizens by allowing them stay outside the
rain and sun for hours without taking into consideration the
dignity and values Liberian citizens possess. This policy must
be changed in other to protect the dignity of Liberian citizens.
Few weeks ago, I met a young lady standing in front of the US
Embassy under a heavy down pour of rain with her 4 year old
son awaiting her visa interview time which brought tears from
my eyes. What they do to Liberians here has never been done
to them in other parts of the world where Liberia has their
embassies and as such they should be conscious enough to treat
our citizens with dignity.
Let it be made clear today that America is not Heaven for
Liberians but a place for interaction and the conduction of
activities where life can go on like in any part of the world.
We think in a country like Liberia, where most Liberians live
on less than a dollar a day, it was very much unrealistic for the
American Government to have even raised their visa fees from
$ 130.00US to $ 160.00US for a Visitors Visa. What is more
frustrating is that the US Embassy has not demonstrated some
level of sincerity when it comes to giving genuine reasons for
the denial of visa which thousands of Liberians have fallen
victim to.
The Campaigners for Change has uncovered that most of the
reasons given by the US Embassy in Liberia for the denial of
visa of many of our Liberian brothers and sisters are not
germane but are mostly characterized by inconsistencies as
discretionary measures are most often used in the process by
the Counselor Session rather than looking at the legal basis for
which an applicant should be interviewed or examined.
We have also gotten a sample of a denial document which
the US Embassy normally prepares ahead of time/prior to an
applicants interview which is given to Liberians as reasons for
their denial. In most cases, the information in that document
does not in any way relate to the case (s) of those who are
denied visa to travel to America given the multiplicities of
opportunities and issues each applicant is going to attend in
the USA.
These unclear reasons, coupled with the use of discretionary
measures by the Counselor Session Department at the US
Embassy has not only frustrated thousands of Liberians, but
has caused hundreds of Liberians to miss major opportunities
for school, conferences, trainings and to seek medical attention
in other to stay healthy in life. Using individual discretions by

the Visa Counselor Session to determine the fate of an applicant


rather than looking at the germane reasons indicated on the
visa application form by the applicant speaks volumes of an
act of discrimination and insincerity in the issuance of visa to
Liberians. We are aware that the denial of visas to hundreds
of Liberian citizens is the result of the mammoth number of
persons that troop into the US Embassy for visas on a daily
basis to travel to America and as such these unclear reasons
and the use of discretionary measure to determine the fate
of an applicant must be reviewed with substantive legal
understanding and clarity. We also called on the US Embassy
in Monrovia to be very specific in writing each applicant and
explain to them the cause of their visa denial rather than giving
every applicant the same prepared document as reasons for
their visa denial as is now been done.
Our investigation has also revealed that a minimum of 200
Liberians troop at the US Embassy on a daily basis for visa and
if one was to calculate 200 persons x $160.00US (minimum
visa fee per person), the total will be $32,000US per day which
the US Embassy in Monrovia generates on a daily basis as
revenue for the American Government. To go further, if one
was to also multiply $32,000US (daily revenue) x 20 working
days in the month, you will realized the sum of $ 640,000US
which is generated as revenue by the US Embassy in Monrovia
on a monthly basis from a country where 80% of its citizens
survives on less than a dollar a day. Interestingly, if you were
to multiply the $ 640,000US (monthly revenue) which we
believed is generated by the Embassy and multiply it by 12
months, you will realized the sum of 7,680,000US as the annual
revenue generated by the US Embassy in Liberia. This amount
is too much and as such, a descent waiting place should have
been built in the US Embassy long time to allow our citizens
have a quiet time while waiting to be called for interview. More
besides, allowing Liberians citizens to stand under the rain and
sun waiting to be called for interview also exposes the privacies
of our citizens who, for some reason, do not want anybody to
see them going for visa interview at the US Embassy.
We think Liberians deserve better treatment than what they
are receiving now when they go for visa at the US Embassy
and as such, we call on the American Ambassador accredited
to Liberia, Amb. Deborah Malac to unconditionally put a swift
measure into place between now and August 2015 to construct
a descent terminal within the US Embassy compound for
Liberians as a waiting place while before their visa interview
time. It is obvious that some Liberians will go at the US
Embassy as early as 7:00am to wait for 8:00am interview time
and we do not expect them to be outside the rain during this
time. Moreover, we demand the US Embassy in Liberia to now
begin to evaluate its policy against Liberians when it comes to
giving reason (s) for denying them visa.
If this issue is not handled properly by the US Embassy to
prevent our Liberians brothers and sisters from been beaten by
rain and sun on a daily basis as we are now in rainy season, we
will peacefully assemble with placards inform of the US Embassy
until such ill treatment against them can stop. However, we are
with the conviction that the US Embassy will act swiftly because
they, too, believe in the dignity of human beings.

before them is a big task.
These students are poised
to be Liberias first group
of registered occupational,
physical and speech therapist.
PhD. Candidate and certified
physical therapist Catherine
Kamara is leading them. SALT
Rehabilitation Clinic is set to
open in Zubah Town, Du Road
in Paynesville this January.
There is a six month training,
with clinical and class
orientation. There will be free
training for this year, said
Mrs. Kamara. The training is
underway. In front of a class of
16, with five students absent,
Kamara began her lesson.
This is not to be taken
regularly, as it is a blood
thinner said Kamara, holding
up a bottle of baby aspirin.
But only for the symptoms
of a stroke. Kamara uses
visual aids and a manual she
put together herself to train
the students. The training will
focus on, preventative health
to avoid strokes that bring
about most of the debilitating
conditions the students are
trained to deal with.

She said this clinic is important
for Liberia because, people
had been dying from such

stroke] but now we have an


organization as this.
Another student, 32 year-old
Olivia Gaufer, who intends to
be an occupational therapist,
said their training and having
their clinic in the community
will, teach a mindset that they
can recover from stroke.
Kamaras clinic will have
educational pamphlets with
pictorial aids to inform the
community of what to look for,
for signs of a stroke.
This is a new profession in
Liberia, said Kamara. She
asked her students, What are
we doing in Liberia? They
answered enthusiastically and
in unison,

he family of a black man who died after being placed
in a white police officer's chokehold reached a $5.9
million settlement with the city on Monday, days before
the anniversary of his death.
Eric Garner's family in October filed a notice of claim, the first
step in filing a lawsuit against the city, asking for $75 million.
Garner, who was 43, was stopped last July 17 outside a Staten
Island convenience store because police officers believed he was
selling loose, untaxed cigarettes. A video shot by an onlooker
shows Garner telling the officers to leave him alone and refusing
to be handcuffed.
Officer Daniel Pantaleo placed his arm around Garner's neck
to take him down. Garner, who had asthma, is heard gasping "I
can't breathe!" 11 times before losing consciousness. He was
pronounced dead later at a hospital.

ABUJA (Reuters) igeria's President Muhammadu Buhari sacked his


army, navy, air force and defence chiefs on Monday,
a widely anticipated move as the former general has
made crushing Islamist militant group Boko Haram

presidency spokesman told Reuters.
Since his inauguration in May, Buhari has moved Nigeria's
defence command centre to Maiduguri, the birthplace of the
jihadi sect, and is setting up the headquarters for a multinational joint taskforce in Chad's capital N'Djamena.
In June, Amnesty International accused Nigeria's military of
systemic human rights abuses and the deaths of 8,000 prisoners
and called for an investigation into many top military officials
including the army and air force chiefs.

the Democratic presidential nomination. Clinton, who served
as secretary of state in 2012 when militants attacked the U.S.
mission in Benghazi, chose to use a private email server, rather
than a government server and later deleted thousands of
emails she said were not related to her work.

curb Iran's nuclear program
in exchange for billions of dollars in
relief from international sanctions an
agreement aimed at averting the threat
of a nuclear-armed Iran and another U.S.
military intervention in the Middle East.
The accord marks a dramatic break from
decades of animosity between the United
States and Iran, countries that alternatively
call each other the "leading state sponsor
of terrorism" and the "the Great Satan."
"This deal offers an opportunity to move in
a new direction," President Barack Obama
said in early morning remarks from the
White House that were carried live on
Iranian state television. "We should seize
it."
In Tehran, Iranian President Hassan
Rouhani said "a new chapter" has begun
in his nation's relations with the world. He
maintained that Iran had never sought to
build a bomb, an assertion the U.S. and its
partners have long disputed.
Beyond the hopeful proclamations from
the U.S., Iran and other parties to the talks,
there is deep skepticism of the deal among
U.S. lawmakers and Iranian hardliners.
Obama's most pressing task will be
holding off efforts by Congress to levy new
sanctions on Iran or block his ability to
suspend existing ones.
Sunni Arab rivals of Shiite Iran have also
expressed concern over the deal. And
Israel, which sees Iran as an existential
threat, strongly opposes leaving the Islamic
republic with nuclear infrastructure in
place.

against a deal, called the agreement a "bad


mistake of historic proportions."
The nearly 100-page accord announced
Tuesday aims to keep Iran from producing
enough material for an atomic weapon
for at least 10 years and impose new
provisions for inspections of Iranian
facilities, including military sites.
The deal was finalized after more than
two weeks of furious diplomacy in Vienna.
Negotiators blew through three selfimposed deadlines, with top American
and Iranian diplomats both threatening at
points to walk away from the talks.
Secretary of State John Kerry, who did
most of the bargaining with Iranian
Foreign Minister Mohammad Javad Zarif,
said persistence paid off. "Believe me, had
we been willing to settle for a lesser deal
we would have finished this negation a
long time ago," he told reporters.
The economic benefits for Iran are
potentially massive. It stands to receive
more than $100 billion in assets frozen
overseas, and an end to a European oil
embargo and various financial restrictions
on Iranian banks.
The breakthrough came after several key
compromises.
Iran agreed to the continuation of a U.N.
arms embargo on the country for up to five
more years, though it could end earlier if
the International Atomic Energy Agency
definitively clears Iran of any current work
on nuclear weapons. A similar condition
was put on U.N. restrictions on the transfer
of ballistic missile technology to Tehran,
which could last for up to eight more years,
according to diplomats.
Washington had sought to maintain the
ban on Iran importing and exporting
weapons, concerned that an Islamic
Republic flush with cash from sanctions

relief would expand its military assistance


for Syrian President Bashar Assad's
government, Yemen's Houthi rebels, the
Lebanese militant group Hezbollah and
other forces opposing America's Mideast
allies such as Saudi Arabia and Israel.
Iranian leaders, backed by Russia and
China, insisted the embargo had to end as
their forces combat regional scourges such
as the Islamic State.
Another significant agreement will allow
U.N. inspectors to press for visits to Iranian
military sites as part of their monitoring
duties, something the country's supreme
leader, Ayatollah Ali Khamenei, had
long vowed to oppose. However, access
isn't guaranteed and could be delayed, a
condition that critics of the deal are sure
to seize on.
Under the accord, Tehran would have the
right to challenge U.N requests, and an
arbitration board composed of Iran and
the six world powers would then decide on
the issue. The IAEA also wants the access
to complete its long-stymied investigation
of past weapons work by Iran, and the U.S.
says Iranian cooperation is needed for all
economic sanctions to be lifted.
IAEA chief Yukiya Amano said Tuesday his
agency and Iran had signed a "roadmap"
to resolve outstanding concerns, hopefully
by mid-December.
The deal didn't come together easily, as
tempers flared and voices were raised
during debates over several of the
most contentious matters. The mood
soured particularly last week after Iran
dug in its heels on several points and
Kerry threatened to abandon the effort,
according to diplomats involved in the
talks. They weren't authorized to speak
publicly on the private diplomacy and
demanded anonymity.

management of Iran easier for
future leaders. He has shown

that he leads rationally and


pragmatically and the deal may
also manage to change the face

talks, consistently talking
down chances of a deal but at
the same time praising Iran's
negotiators as trustworthy and

The news brings to an end a long-running
and highly public transfer saga, with the England
international even threatening to go on strike before
twice calling in sick to training in a bid to force a move
away from the club, having told Brendan Rodgers of
his desire to leave.
Sterling was included in the club's pre-season tour
squad, despite informing his manager that he did not
wish to travel, but his move to City edged closer on
Sunday after he was withdrawn from selection.
City twice attempted to buy Sterling earlier this
summer, but saw both of their overtures snubbed
before a third and final offer, totalling 44m up front
plus a further 5m in add-ons, was accepted at the
weekend.
Liverpool subsequently issued a statement, wishing
Sterling well, while Manuel Pellegrini has hailed the
acquisition of the forward.

women organization this is a case of interest to us. We want to know who were involved and how those

abduction and trafficking of
young Liberian women to
Lebanon.
The Association of Female
Lawyers of Liberia (AFELL)
and the Female Journalist
Association of Liberia [FeJAL]

separate
interviews
with
FPA
expressed
disappointment over the
delay in prosecuting those
accused of subjecting the
girls to ill-treatment.
More than 50 young women
were trafficked over the
period of three years to
Lebanon to accordingly work
as domestic servants and
sex slaves. Before leaving
Liberia, some only girls at age
16, 17 and 18 were told that
they were going to work in
factories and supermarkets.
Upon arrival in Lebanon
different people who had
paid 3,500 United States
dollars as the price for their
independence, freedom and
the right to say no to sex came
at the airport to pick up their
new slaves.
Thus all the liberty and free

speech they knew in Liberia


became all but none existent.
For example Grace David says
she was kicked in the stomach
and dragged down fleet of
step ways from the fourth
floor of a story building until
she reached the ground. She
bled continuously for three
months thereafter and still
experiences stomach pains
and abnormal bleeding.
Since that time any time I am
menstruating my period can
be long. Being long is not the
thing that can worry me but
the pains. The pains can be
too much oh. I can be unable
to eat for the first two days.
David is just one of the
fourteen girls who may
live with the scars of being
treated as a slave in the 21st
Century where knowledge of
human rights is widespread.
As troubling as her situation
is she is lucky to be alive.

injuries she sustained at the
hands of her slave masters
according to her friend

She was just 26 year-old
when she died. They raped
her too much she died from
all those things they did to
her. If we do not get justice
her soul will never rest in
peace. She is the driving force

and we know that they are

appealing

possible that the other girls
return to their families here
in Liberia, she added.
For Cllr. Seton-Cee, the
government should not be
the only party interested in
justice for the girls but the
families of the young women
should be concern too.
When fourteen out of 50
girls return, their families
should take the initiative
to go to court or go to the
government to find out why
their children have not gone
to court or when the rest of
the girls will return.
The women lawyer also said
If the families sit down and
supinely sit down and wait
for the government to do
everything who on the other
hand may be finding means
to bring the others home
the case will not move. Who
knows maybe the government
is waiting for all of them to
return before they can go to
court.

Senator Sherman Expresses Dissent Over Concessions Relook

against calls by some senators
for a review of agreements
entered
between
the
Government of Liberia and
concessionaires
operating
within the borders of Liberia.
The Grand Cape Mount
County lawmaker comments
is against the backdrop of a
communication written by
Senator Dallas Gueh (NDCRivercess County) to the
plenary of the Liberian senate
requesting the august body to
review agreements between
the government of Liberia
and all the concessionaries
operating in the country.
Senator
Gueh
in
his
communication
contends
that he is aware that most of
the concession agreements
entered in to by this
government have provisions
for review after five years and
most of the concessionaries
have been operating beyond

five years making it a duty


of the lawmakers to review,
amend and restate these
agreements in the interest of
National development.

Senator among several issues
mentioned the failure of
concessionaires to add value
to their products thereby
exporting raw materials
continuously which he said
significantly does not impact

the economy of the country


as some of the reasons that
prompted his communication.
Why cant the logging
companies construct sawmills
that will add value to our
wood products and inversely
which create additional jobs.
Why cant Arcelor Mittal
establish a steel factory
and manufacture steel here
instead of shipping the raw
ores. Why Firestone, LAC and

those in the rubber industry


cant establish factories that
will manufacture rubber
products here, Senator Gueh
stated.
Cllr. Sherman in his argument
said, attempts by the senate
or Government to initiate a
review of agreements that
have been entered into by
government and investors
especially foreign investors
could
further
implicate
Liberia into further legal
processes and open a Pandora
box.
Senator
Sherman,
a
recognized lawyer in Liberia
is famous for serving as
legal counselor for several
concession companies in
Liberia some of which include
Firestone Liberia (Rubber
Producing Company) and the
Former Bong Mines Mining
Company.
Cllr. Sherman said: We are
talking about reviewing these
agreements, we dont have the
legal backing to do that, if we
start to do this we will begin
to open a Pandora box to give
investors the opportunity

to make demands under


the
given
circumstances
especially Ebola outbreak.
I also heard people saying
we should consider changing
some of these raw materials
into finished products. Iron
ore alone dont produce steel
rod, we need power, we dont
even have power in Monrovia,
we dont have the commercial
power so, I feel it is best to
allow a committee handle
this matter, the Grand Cape
Mount Senator said.
Despite Senator Sherman
opposition to the idea
of
reviewing
concession
agreements his colleague
from River Cess County said
he believes after such review
many jobs will be created if
all of those concessions start
to add value to their products
right in Liberia, which in
his words could shift the
burden of job creation to the
private sector rather than the
government.

Monrovia-Ganta Road Accident

Yellequelleh District, Bong County ix passengers have reportedly died with five others
injured in a multiple accident which occurred in
Kandakais town, Yellequelleh district along the
Monrovia-Ganta highway on Monday evening.
FrontPage Africa has gathered that the dead were three
males and three females.
According to eyewitnesses, the accident involved two
unlicensed commercial vehicles. The accident happened
close to a reconstruction point on the highway, and a site
where the construction company handling the MonroviaGanta road project, CICO, has its yard.
Members of the Federation of Road Transport Union
(FRTUL) Bong County Chapter and the Liberia National
Police (LNP) Bong Chapter confirmed the accident via
telephone, but declined to make any comment on the
number of casualties.
According to the FRTUL Bong branch president, George
Johnson, FRTUL officials and the police were at the accident
scene to rescue the injured and clear the crash site for free
movement of vehicles.
He said, It is true that a multiple accident involving two
vehicles happened on the Monrovia-Ganta highway. Both
the FRTUL officials and policemen are there for rescue
operation. Adding, he said: Those injured in the accident
have been taken to a hospital in the area.
The medical doctor of Phebe hospital, Dr. Jefferson Sibley,
who was at the crash site told FPA that those injured were
taken to the Phebe hospital in Suakoko and another private
clinic near the scene of the accident. Continuing, he said:
Those who were injured have been taken to Phebe hospital,
and a private clinic.
Efforts to reach the Commander of the Bong County Police
detachment, Frederick Nappy, on the incident proved
unsuccessful as did not pick his calls and also failed to reply
a text message sent through his phone.
However, the head of the Traffic Division of the Bong
County detachment of the Liberia National Police Augustine
Kanneh, whose men were also at the crash site, confirmed
the death of six people died and injuries to five other.
The text message from the local police official on the
accident read, Six people died three males and three
females while five others were injured.

Vice President Joseph Boakai
during the weekend held a
consultative meeting with
UP lawmakers at his Rehab
residence.
The meeting according to our
source which lasted for more
than two hours was tense
and intended to get the views
of the party lawmakers on
how the party can rebuild its
strength ahead of the pending
2017 presidential election.
One source said: I think the
Vice President is listening
because this has been our
concerns as members of

of the People Unification
Party (PUP) and that, that
party would most likely
feature him as its standard
bearer but that story seems
to be changing at the eleventh

Many of his colleagues adore
him for exemplifying good

of Representatives during
session and have managed
to survive many attempts
to remove him as speaker
of the House by some of his
colleagues.
The Speaker has built a bloc
with majority of lawmakers
during his leadership which
has helped to protect him
from removal.
In 2013 Speaker Tyler along
with several lawmakers made
a nationwide county tour
with the draft petroleum law
of Liberia to solicit views and
input of Liberians on the laws
but many political critics of
the legislature argued that
the tour was more or like
a political tour aimed at
soliciting favor from citizens.

Current situation
On Monday, several residents
of the Borough of New
Kru Town expressed fear
and disappointment over
what they are terming as
inaction from government
to avert a looming disaster
of sea erosion, which has
already wiped away the
wall of the fence around

the D. Tweh school complex


and threatening the main
building.

The Atlantic Ocean which


was far away from the school
years ago has made its way
closer, wiping away private
buildings and has now
completely destroyed the
fence surrounding the school,
gradually cracking the main
school building.
Blamo Toe, the student
council president of the
school told FrontPageAfrica
Monday that since last
academic year he and others
have been in the vanguard,
drawing the attention of
national
government
to
their plight, but said there
is inaction on the part of
government to protect the
school.
Toe explained that it is so
frustrating and disheartening
that the school is gradually
being swept away by the
sea and there is no effort
from national government
including the lawmaker from
District #16, Representative
Edward Forh to address the
situation.
