goalofdemonstratingcompliancewiththemarketratingrules,aswellasreasonablenessofanyproposedrates.
Inaddition,thisactuarialmemorandumprovidesrequiredactuarialcertificationsrelatedto:
themethodologyusedtocalculatetheAVMetalValueforeachplan,
theappropriatenessoftheessentialhealthbenefitportionofpremiumuponwhichadvancedpaymentofpremiumtaxcredits
(APTCs)arebased,
developmentoftheindexrateinaccordancewithFederalregulations,anduseoftheindexratealongwithallowablemodifiersin
thedevelopmentoftheplanspecificpremiumrates.
Thisfilingshouldbeusedfornootherpurposes.

TheURRTProjectionFactorExplanationwalksthroughthekeyfactorsusedindevelopingtheprojectedbase2015allowedclaims,
credibilitymanualandapplicablecredibilityweighting,paidtoallowedratiotodeterminethepaidpmpmclaimbasis,risk
adjustmentandreinsuranceassumptionstoadjustpaidclaims,andtheadministrativeexpenses,riskandprofit,andtaxesandfees
usedindevelopingthesingleriskpoolpremium.
TheReasonsforRateChangessectionexpandsontopicscoveredintheURRTProjectionFactorExplanationasitpertainstorate
changedriversbetween1/1/14and1/1/15.
Thisactuarialmemorandumaccommodatesratesdevelopedforproductsnewtothemarketin2014.Theoverallannualaveragerate
changefrom1/1/14to1/1/15associatedwiththisfilingis20.6%.
FinallythememorandumconcludeswithasectiondescribingtheCompany'scompliancewithsingleriskpoolrequirements.This
includesdiscussiononthesingleriskpool,indexrate(alsomarketadjustedandplanadjustedindexrates),actuarialvalues,

Toestimateincurredclaims,reservecellsarecategorizedattheproductandtypeofservicedetaillevelbyprocessmonthand
developmentmethodswithvariousaveragingtechniquesareutilized.Themostcommonlyutilizedaveragingtechniquereliesona
sixmonthaverageofhistoricalcompletionfactorsexcludingthehighandlowfactorsinagivenprocessmonth.Smoothing
techniquesareemployed,includingworkdayandseasonalityadjustments.Changesinclaimvolumeareincludedintheseestimates
byadjustingforpendedclaims.
Foreachmonthofincurral,theincurredbutnotreportedamountequalstheincurredclaimsestimateminusclaimspaidtodate.
Followupstudies,includingmonthlyhistoricalreserverestatementanalyses,areregularlyperformedtotesttheaccuracyofthe
reservingmethodologyandtosuggestpossibleimprovements.
Inthebottomrowoftheabovetable,allowedbutnotpaidclaimestimatesaredevelopedindependentlyoftheincurredbutnot
paidestimatesutilizingasimilarapproachtothetriangulationmethod.

nursing,andotherservicesprovidedinaninpatientfacilitysettingandbilledbythefacility.TheInpatientHospitalbenefitcategory
usesdaystodeterminetheutilizationper1,000.
OutpatientHospital:Includesnoncapitatedservicesforsurgery,emergencyroom,lab,radiology,therapy,observationandother
servicesprovidedinanoutpatientfacilitysettingandbilledbythefacility.TheOutpatientHospitalbenefitcategoryusesa
combinationofbothvisitsandservicestodeterminetheutilizationper1,000.ForitemssuchasOutpatientSurgeryandEmergency
Room,wheremultipleservicesarerenderedandcanbebilledtogether,visitsareusedforthemeasurementunits.Forsingleitems
thatcanbebilledseparately,suchasOutpatientTherapyorMRI,servicesareusedforthemeasurementunits.
Professional:Includesnoncapitatedprimarycare,specialist,therapy,laboratory,radiology,andotherprofessionalservicesnot
billedbythefacility.TheProfessionalbenefitcategoryusesacombinationofbothvisitsandservicestodeterminetheutilizationper
1,000.ForitemssuchasPrimaryCareorSpecialistOfficevisits,wheremultipleservicesarerenderedandcanbebilledtogether,visits
areusedforthemeasurementunits.Forsingleitemsthatcanbebilledseparately,suchasTherapyorMRI,servicesareusedforthe

OtherMedical:Includesnoncapitatedambulance,homehealthcare,DME,prosthetics,supplies,visionexams,dentalservicesand
otherservices.TheOtherMedicalbenefitcategoryusesacombinationofbothvisitsandservicestodeterminetheutilizationper
1,000.ForitemssuchasHomeHealthvisits,wheremultipleservicesarerenderedandcanbebilledtogether,visitsareusedforthe

Thisadjustmentisintendedtocapturethechangeinunderlyingmorbiditybetweenthe2015riskpooland
the2013experienceperiod.Tocalculatethechangeinmorbidity,bothinternalpricinganalysisand
consultantinformationwereutilized.Internalmodelingconsideredtherelativemorbidityofthecurrent
uninsuredmarket,combinedwiththerelativemorbidityofthemembershipenrolledinemployerplansand
theanticipatedmigrationbetweensegments.Basedonthisanalysis,itwasdeterminedthatsmallgroup
populationdataisanappropriatebasisforcalculatingthemorbidityofnonunderwrittennewenrolleesunder
reform.
Humana2013IndividualandSmallGroupmembershipandexperiencedatawasusedtodeterminethe
morbiditydifferencebetweenthecurrentindividualandsmallgrouppopulations.Thedatawasnormalized
forage,gender,duration,geography,andbenefitssothatthemeasurementcapturesthepuremorbidity
differenceandnotconfoundingfactors.Explicitadjustmentsaremadeforthesefactorselsewhereintherate
development,soitisessentialtodothenormalizationtoavoidanydoublecounting.
TheexperiencedatainMissouriistoosmalltoproducecredibleresultsforthisanalysis,sonationwide
experiencewasusedinstead.
Theresultofthisanalysisproducedanindividualtosmallgroupmorbiditydifferentialof58.4%.Thisis
adjustedasdescribedinthefollowingparagraphs.
Itisexpectedthatindividualmarketmorbiditylevelswillultimatelybeslightlyhigherthanthesmallgroup
marketduetogreaterlongtermadverseselectionintheindividualmarket.Smallgroupmarketcoverageis
obtainedasabyproductofbeingemployedwhereasthedecisiontoobtaincoverageintheindividualmarket
isfrequentlybasedonneed.Furthermore,acertainhealthlevelisnecessarytoretainemployment.This
biasesthesmallgrouppopulationtobeslightlyhealthierthanthepostreformindividualpopulation.
Toaccountforthisdynamic,anadjustmentof7.0%wasapplied.Thisisconsistentwithconsultantestimates
ofthisimpact.
HumanahasbeenanactiveparticipantintheriskadjustmentsimulationsperformedbyWakelyConsulting
Group.BasedontheresultsHumanahasdeterminedthatthesmallgroupmembershipishealthierthanthe
overallstatesmallgroupmembership.
PostreformmorbidityforHumanaIndividualbusinessisassumedtobemorecomparabletotheoverall
marketsmallgroupmorbidity,andthereforethemorbiditydifferentialhasbeenadjustedby1.2%.
Thisisdenotedas''HumanaSmallGroupAdj.toMarketLevel''inthetabletofollow.
Theaboveestimatescapturethelongtermrelationshipbetweenindividualandsmallgroupmorbidity.
However,intheshorttermthemorbidityofthenewnonunderwrittenpopulationmayvaryfromthislevel.
Theimpactofthisshorttermselectionphenomenaisestimatedtobe1.7%.
ItisalsonecessarytoaccountfortheadverseselectionbyplantieranticipatedonthePost2014population.
Itisreasonabletoassumelesshealthyindividualswillmorefrequentlyselectplanswithricherbenefitslike
GoldandPlatinumandmorehealthyindividualswillmoreoftenselectplanswithleanerbenefitslikeBronze
andCatastrophic.Basedonactual2014enrollmentandotherprojectionfactors,thelevelofadverseselection
wasprojectedbasedontheplanrichnessoftheHumanamembership.Thisadjustmentisonlyappliedto
membersissued2014orlater.ItisassumedthemembersissuedPost2014consistoftwosegments:1)non
underwrittennewentrants,and2)previouslyunderwrittenindividualsthataresoldnewpolicies.
Thesecondsegmentanticipatesmanyindividualswilldroptheircurrentplanstoobtainsubsidizedcoverage
ontheexchange.
Accountingforthemorbidityduetothisplanmiximpactstheoverallmorbidityby
0.4%and4.2%onthenonunderwrittennewentrantsandunderwrittenindividualssoldnewpolicies,
respectively.

TheseimpactsconsiderHumanasplanofferings,theanticipatedcompetitivenessofthoseplanofferings,and
theplanpreferencesofthenonunderwrittenandpreviouslyunderwrittenpopulations.
ItisexpectedthatthenonunderwrittenpopulationtoselectHumanaplanswillhavearichermixbenefits
thanthemarketoverall.Thisrequirestheprojectedmorbidityforthenonunderwrittencohorttobeadjusted
upward.
ItisalsoexpectedthatthepreviouslyunderwrittenpopulationtoselectHumanaplanswillhavearichermix
benefitsthanthemarketoverall.Thisrequirestheprojectedmorbidityfortheunderwrittencohorttobe
adjustedupward.
TheproductoftheaboveestimatesproducesthemorbiditychangeofthePost2014populationasdepicted
inthetopsectionoftheexhibitbelow.However,todeterminethenetmorbidityimpactacrosstheentirerisk
pool,itisnecessarytodilutetheimpactbasedonthePre2014issuedmembershipintheriskpool.Thisis
accomplishedbyprojectingtheclaimweightedexposureofthenewnonunderwrittenmembershipandthe
previouslyunderwrittenmembership.Akeydriverofunderwrittenexposureistheimpactofthetransitional
policyonthepurchaseoformovementontoACAcompliantplans.
BasedonMissouri'stransitionalpolicyapproachandourprojectedpatternofmembershipmovementtoACA
compliantplansweprojectPre2014underwrittenmembershiptobe8.4%ofthesingleriskpoolin2015.
ThePost2014nonunderwrittenandunderwrittensegmentsare76.0%and15.5%oftheriskpool
respectively.
Inadditiontotheaboveadjustments,itisalsonecessarytoadjustfortheimpactofdurationalaging.A
portionofthemembershipinthe2013experiencebasewasrecentlyunderwrittenandwilldeteriorateasthe
effectofunderwritingwearsoffwithdurationalaging.Thisimpactiscalculatedbycomparingthelossratio
expectedintheexperienceperiodbasedonitsaveragedurationtotheexpectedlifetimelossratio.
InMissouri,thisimpactis2.1%.Notethatthisimpactisapplicabletobothnonunderwrittenandpreviously
underwrittenpopulationsbecauseitisanadjustmenttotheclaimsexperience.
Finally,itisalsonecessarytoaccountfortheadverseorpositiveselectioninthe2013experiencebase.
Healthiermemberstendtoselectplanswithleanerbenefits(positiveselection)andlesshealthymembers
tendtoselectbenefitswithricherbenefits(adverseselection).Thereforeitisnecessarytoaccountforthe
amountofselectionembeddedintheexperiencebaseandadjusttothelevelofastandardindividual
population.Inthiscase,thestandardpopulationusedistheHumanaIndividualnationwide2013experience.
TheMissouriexperienceisadjustedtotheextentithasadifferentbenefitmixthanthenationwide
experience.Thisisestimatedtobea6.1%impact.

Theexhibitbelowdemonstrateshowthecombinedeffectoftheaboveadjustmentsresultinthemorbidity

comparedtototalandcomparedthemarginalbenefitratioofthenewandcurrentplansthatwillresultdue
totheFederalMentalHealthParityrequirements.Statespecificmandatedbenefitsbasedonthebenchmark
plansweredeterminedindividuallyusingsimilarmethodologies.
TheWomensPreventiveCaremandatedbenefitsarepartiallyembeddedinthe2013allowedclaims.The
entireimpactwasnotrealizedduetomembershiprenewaltimingsoanadjustmenthasbeenmadetothe
projected2014allowedclaimstopriceintheremainingmarginalamount.

Inthiscontext,inducedutilizationreferstotheutilizationimpactofmemberbehavioralchangeswhenona
planwithricherbenefits.Thismetricdoesnotincludetheimpactofhealthstatus.
Theinducedutilizationassumptionof6.6%wasdevelopedbyapplyinguniformadjustmentstotheplan
specificfactorsprovidedbyHHSinthe''NoticeofBenefitandPaymentParametersfor2015.''
Itisimportanttonotethattheassumedimpactonlyaccountsfortheincrementalinducedutilizationinexcess
oftheinducedutilizationobservedonanaverageprereformplan.Thisapproachisusedtoavoiddouble
countingtheimpactofinducedutilization.
