INTRODUCTION OF THE TOPIC
EMPANELMENT
GUIDELINES FOR THE EMPANELMENT OF PRIVATE HOSPITALS FOR STATE
GOVERNMENT EMPLOYEES
A. Introduction :
Presently empanelment of Private Hospitals is done once in a year. Now, it has been decided
that empanelment of Private Hospitals would be a continuous process and interested
Hospitals could apply for empanelment at any point of time provided that they fulfill the
prescribed norms/parameters for empanelment.
The information provided by the Hospitals can be verified by the competent authority in just
and equitable manner which may include verification of documents and/or physical
verification.
B. Categories of Hospitals :
Broadly, at present State Government is approving the following categories of Hospitals :
A. Multi-specialty Hospital
B. Specialty Hospital :
(i) Cardiology
(ii) Cardiac Surgery
(iii) Nephrology
(iv) Urology
(v) Neuro-Surgery
(vi) Oncology
(vii) ENT
(viii) Orthopedic

As there is no cut off date prescribed for filing of application for empanelment, the
application can be submitted on any working day.

documents to Principal & Controller, Medical College.
E. Submission of application form
The application form {Annexure-1(i) to (xi)} along with all the documents and check list
(Annexure-2) should be submitted in one envelope super scribed as "Application for
empanelment of Multi-Specialty/Specialty in ..(Category)." All the pages of
application and annexure (each set) shall be serially numbered. Every page and annexure
needs to be signed by authorized person. The signatory must mention as to whether he is the
sole proprietor or authorized agent and appropriate legal document should be furnished in this
regard.

4. Paramedical Nursing and Technical Staff:
The standard requirement of nursing staff as per Indian Nursing Council (INC)
norms, and adequate number of Nursing and Technical Staff in:
(a) Medical, Surgical, Orthopedics, Pediatrics, Gynecology and Maternity
Wards.
(b) Specialized ICU nursing care.
(c) OT Staff nurse.

5. Casualty Medical Services:


The Hospital shall mandatory operate round the clock Casualty Medical
Services managed by consultants of critical care. CMC should be equipped with
availability of Oxygen, Defibrillator and ventilator and other life saving equipments.
6. Essential Laboratory Diagnostic Services:
The Hospital shall mandatory operate the following laboratories:
(a) Hematology and Clinical Pathology (including Blood Analysis,
Parasitological and Urine analysis).
(b) Biochemistry (Full battery of Serum Biochemistry).

7. Radiology Investigation facilities:


The Hospital shall mandatory operate and maintain the following Radiological
investigative facilities: Investigation Units

X-Ray unit
(Minimum 300 MA, preferably 500 MA or digital / computerized X-Ray).
Ultra Sonography machine.
2-D Colour Doppler (optional).
The Radiology Department shall observe regulations of International Commission on
Radiological Protection, 1955.
8. Vaccination Facility:
The Hospital shall have the vaccination facility available.
9. Central Sterile Supply Department:
The Hospital shall have the central sterile supply Department.
10. Hospital Waste Disposal System:
The Hospital shall mandatory follow norms for disposal of biomedical waste laid down in
Government of India Biomedical Waste Disposal (Management & Handling) Rules 1995,
1998 and Environment (Protection) Act.
11. Dietary Services:
The Hospital shall have the facility of nutritional dietary Services for indoor
patients.
12. Fire Safety and Security Services:
The Hospital shall have the fire safety certificate from municipal body and shall have
adequate security services.
13. Ambulance Services:
The Hospital shall have the ambulance services. The ambulance should be registered in the
name of the hospital or with a valid long term agreement between the hospital and other party
for making available the ambulance services 24x7.
(14). Adoption of Ethical and Professional Medical Conduct & Etiquette Regulations,
2002 of MCI (as amended):
The Private Hospital shall mandatory undertake the responsibility of
discharging Medical Services in full consonance of Professional Conduct and Ethics
and implementation of all Acts and Regulations of Government of India viz. PNDT
Act and National and State Health Programmes during the period of agreement. The

Private Hospital shall also undertake responsibility for its employees (Doctors and
Paramedical personnel) for not committing any act of Professional Negligence or
Violation of Acts (Parliamentary and State legislation) or Professional Conduct and
Ethics.
15. The Hospital shall not refuse to the incumbent employee of Rajasthan Government to
provide any Medical / Surgical treatment available in the Hospital on the terms and
condition.
16. The Hospital shall treat 5 BPL and 5 APL patients per month referred by the competent
authority, as per guidelines of State Government (Annexure-5) which should be
carried forward in a manner that at least 60 BPL and 60 APL patients can be benefited
in a financial year.
17. Reference for higher / specialized treatment:
The Hospital shall, in case of non- availability of any treatment/ specialized treatment in the
hospital, refer the patient to a Hospital looking to need preferably to Government signed
by all members. Legal authorization where application is made on behalf of company, trust
etc. In case of partnership, a copy of partnership agreement duly attested by competent
authority.
4. Profit & Loss Account of the hospital certified by C.A., indicating the annual turnover for
relevant financial year (not annualized) and it should not include income from sources like
Pharmacy income, student fees, Rental income like cycle/Scooter Stand, Canteen income etc.
5. Copy of the agreement executed with authorized agency of Rajasthan Pollution Control Board
for determining the number of beds.
6. List of Specialist consultants employed at the Hospital with their qualifications, experience and
registration with medical council. The list should be annexed in terms of name of specialists,
specialty, PG qualification, Experience and Reg. No. of RMC with date.
7. Certificate from CA certifying that TDS has been deducted in the relevant assessment year
from qualified consultant/paramedical staff and other staff shown in the list by the Hospital.
8. The availability of Emergency Medical services/Vaccination facility/Central Sterile Supply
Department/Security services should be determined with an affidavit.

9. An affidavit that applicant has followed norms prescribed by BARC for prevention of
Radiation alongwith AERB registration of the machine.
10. Fire safety certificate from Municipal Body.
11. Ambulance registration in the name of Hospital or with a valid long term agreement between
the hospital and other party for making available the ambulance services 24x7.
12. Agreement of the authorized agency of Rajasthan Pollution Control Board for Hospital waste
disposal system.
13. Availability of dietary services should be supported by an affidavit.
14. List of equipments and other accessories as per application form.
15. Declaration of the owner that he / she will accept the norms and standards of Medical care to
be provided under the scheme
16. Affidavit for No Prosecution for Negligence or Violation of Acts of Central and State
Government or Professional Medical Ethics Regulations
form is complete and properly signed by authorized person, supported by valid documents as
required as per EOI and are generally in order.
There after the concerned committee of medical college shall make a report for
recommendation/rejection purpose on the basis of documents submitted by the applicants
showing the clear cut position of the proposals through Principal, SMS Medical College,
Jaipur.
Principal, SMS Medical College, Jaipur will then forward their recommendations along with
all the documents within 15 days from the date of receiving application form to Principal
Secretary, Medical Education Department.
Recommendations should be submitted with the proposals and every proposal should
contain the required documents in order.
While forwarding the recommendations Principal, SMS Medical College, Jaipur should also
give a summary of total proposals received in that particular period and also the total
proposals considered for recommendation by concerned committee of medical college.
After that, the Medical Education Department should submit their observations to Finance
(Rules Division) Department along with the report of committee of Medical Colleges and
documents within three days of receiving report from Principal, SMS Medical College,
Jaipur.

An early meeting of HBAC will be convened by Finance (Rule Division) Department for
considering the proposals received for empanelment.
I. Approval of the proposals received from Private Hospitals for empanelment as approved
hospital
The HBAC will consider and recommend the proposals of private hospital for empanelment
as approved hospital on the basis of recommendation given by medical education
department.
After competent approval, Finance (Rules Division) Department will issue letter to Medical
Education Department for compliance of decision taken in HBAC who in turn will take
necessary action for MOA.
J. DURATION of the Agreement :
The agreement shall be effected for 3 years initially and extendable up to 10 years (if the
STATE GOVERNMENT so decides). The STATE GOVERNMENT is free to terminate the
agreement if deemed appropriate at any point of time without giving any notice to the Private
Hospital.
K. Agreement
The format for agreement will be as per Annexure 3 (I) to (xi) for multi Specialty Hospital and
Specialty Hospitals. This agreement on Non-Judicial Stamp of Rs. 1000/- are to be executed
between Medical Education Department (Through Deputy Secretary, Medical Education
Department) and authorized person of Hospital concerned. The approved hospital will submit
three copies of MOU in this regard.
L. Security Deposit:
The hospitals that are recommended for empanelment shall also have to furnish a performance
bank guarantee of Rs. One Lac to Medical Education Department initially valid for three years to
ensure efficient service and safe guard against any default. In case of any violation of the
provisions of Agreement by the hospitals such as :
1. Refusal of services
2. Under taking unnecessary procedure
3. Prescribing unnecessary drugs & Medicines/Tests
4. Deficient or defective service
5. Over billing

6. Billing beyond package rates


7. Negligence to Government Orders
8. Reduction in staff/infrastructures/equipment etc. after the hospital has been empanelled
9. Non compliance of BPL/APL patients as per procedure laid down by State Government
Such action could be initiated after also on the basis of complaint, medical audit or inspection
carried by inspection team.
The Medical Education Department shall be the nodal Administrative Department and competent
to take action against the approved hospital in case of default and maximum penalty of Rs. five
thousand per occasion shall be imposed against defaulting hospital. The approved hospital is
required to deposit the penalty amount immediately. If Number of default attracting penalties
exceed four numbers, the defaulting hospital will be de-empanel from the list of approved
hospital after giving one month notice and security deposit should be forfeited in favour of State
Government.

M. Treatment of BPL patients and Above Poverty Line Poor patients:


The "Hospital" will mandatorily follow the procedure laid down by State
Government for treatment of BPL/APL patient as per annexure -5. The
procedure for reference of BPL/APL patients has been issued by State
Government and it is also available on the website of Medical Education
Department.
N. Inspection by the Committee:
Representatives appointed by the Chairperson of The Health Benefits
Advisory Committee of Government of Rajasthan or Divisional Commissioners
/ Collectors can inspect the hospital during M.O.U. period to ascertain that the
parameters of approval are being maintained properly by the Hospital.
O. Penalty in case of violation of conditions of Agreement:
If at any stage, during the period of agreement, the private hospital violates any of
the conditions of the agreement, especially the prescribed standards. The Medical
Education Department shall be competent to take action against the approved hospital in
case of default and maximum penalty of Rs. five thousand per occasion shall be imposed
against defaulting hospital. The approved hospital is required to deposit the penalty
amount immediately. If Number of default attracting penalties exceed four numbers, the
defaulting hospital will be de-empanel from the list of approved hospital after giving on

Government.
P. Single Point Responsibility:
The Private Hospital shall be solely responsible for acts and performance of the Medical
personnel, ethical and professional code of conduct for Medical services to provide to the
employees of Rajasthan Government, administration, cleanliness, control of infections and full
and true implementation of the Terms and Conditions of this Agreement.
Q. Dispute Resolution:
If any dispute or difference arises between the parties relating to any matter arising from or
touching upon this agreement, the same shall be referred to the Health Benefits Advisory
Committee, Govt. of Rajasthan for resolution.
R. Clause

of Rates:

The Hospital will display properly at the reception, Laboratory and Web site the
rates of various Diagnostic tests, Operation Charges, Cost of Implants, Dialysis
and Blood Bank Charges and Accommodation Charges along with the total
Better Medical facilitiess on bill amount offered to State Government
employees.

Peoples Group is situated in Bhopal the beautiful City of Lakes, capital of Madhya
Pradesh. It is run by Sarvajanik Jankalyan Parmarthik Nyas a Charitable & non-profitable
Public Trust. Groups Special Education Zone in Bhopal has Institutions of academic learning
that can be compared with the best in the country. Its campus is the largest for education &
career building in the central India. Our journey began with an objective of "Nurturing
Humanity

through

Health

&

Educational

Excellence".

People's group has interests in diversified disciplines. The Idea behind the Peoples campus is
to take a child at the age of four and make him a professional when he leaves the campus at
adulthood. The campus has 3 Hospitals with a combined capacity of around 1300 beds and 15
academic Institutions under its umbrella. The overall project is for approx. 150 million US
Dollars and will see opening of various other institutions at its campus of nearly 200 acre's in
future. The Trust provides free medical services and treatment including the surgical
procedures and diagnostic test, food, ambulance services to the poor and needy. Holding free
medical and dental camps in rural areas is a regular activity of the Trust. Furthermore the
Trust provided scholarship to the poor and meritorious students every year. The Trust
regularly give donations to various charitable organizations including government
organization. The People's Campus in addition to academic institutions also has a massive
housing colony & hostels to cater to nearly 3000 families. Huge entertainment zone (Peoples
World) is operational since 2013 The future plans include amusement parks, multiplexes etc.

with the State Govt.
The Group is planning to enter in collaborations with foreign universities. It will ensure
students and faculty exchange programs along with twinning programs where the student
completes the first two years of education at Peoples and then is transferred to the USA or
Australian affiliated universities to complete the course. The degree is then awarded by that
foreign university.

Profile of Mr. Suresh N Vijaywargia
Mr. Suresh Vijaywargia was born in Bhopal on 12th May 1944 in a business family. He
did his schooling in Bhopal and later joined the State engineering college at Vidisha. He
played an active role in all the activities in college and was the joint secretary of the
students union. He got his engineering degree (electrical) in 1968.
A natural aptitude for entrepreneurship coupled with leadership quality helped him in
setting up of successful business in India as well as abroad. Despite a promising rise in

the US in the 70s He returned back to his motherland in the early 80s and continued
with his successful stints in the field of Film Financing, construction, and retailing. He
started

of

super

bazaars

in

Bhopal,

the

first

of

their

kinds.

To help the poor and gas effected people of old Bhopal, He started a charitable 100
bedded hospital namely Peoples General Hospital in the old locality. A larger vision
coupled with intelligence and creativity helped him in realizing his biggest challenge and
dream of setting up an educational hub in the city of Bhopal. This resulted in the
formation of the Peoples Group promoted by Sarvajanik Jankalyan Parmarthik Nyas, A
Charitable & Non-profitable Public Trust established by Mr. Suresh Vijaywargia. The
Peoples Campus located at Bhopal (Madhya Pradesh), India, is one of the largest for
Medical, Dental, Management, Engineering, Media, Law, Nursing, Paramedical,
Physiotherapy and School Educations, Hospitals and Healthcare in the central India.
Mr.Vijaywargia has embarked onto a mission for creating and harnessing talent pool for
various disciplines. The journey of Peoples Group began with the prime objective of
"Nurturing Humanity through Health and Educational Excellence".
Mr. Vijaywergia has been awarded several national awards. The prominent ones are the

This trust will be called as Public Trust which will work for welfare of all classes and

also holds an Advanced Diploma in multimedia. She is very dedicated trustee and director of

to bring in innovative ideas for development. Her core strength is her ability to handle

Milestone

16th Oct. 1999 First Unit of the Peoples Group, Peoples General Hospital (100
bedded) was inaugurated at Kazi Camp Bhopal by the then Chief Minister Mr.
Digvijay Singh.

3rd April 2001 Second Unit of the Group Peoples High Tech Hospital ( 50 bedded)
was inaugurated with world class machines.

2002 - First private dental college of the capital namely the Peoples college of Dental
Science & Research Center, Bhanpur, Bhopal started with 100 seats of BDS.

2002 Peoples Hospital Bhanpur started functioning with 300 bedded capacity
which gradually increased to 1200 beds and is the teaching hospital attached to the
Medical college.

2003 - Peoples College of Paramedical Research Center started with paramedical


courses.

2004 Peoples Public School, CBSE affiliated with residential facilities form.

2004 - Peoples Institute of Management & Research recognized by AICTE and


affiliated to Barkatullah University offering MBA course.

2005 Peoples College of Medical Science & Research. The first medical college of
the capital with 150 seats offering MBBS course.

2005 Peoples Dental Academy. The Groups second dental college started with 100
seats in BDS.

PEOPLES HOSPITAL INTRODUCTION


The People's College of Medical Sciences and Research is a medical school located
at Bhopal, Madhya Pradesh, India. It is a part of the People's Group, which also runs a
hospital, two dental colleges and other educational institutes. The college is affiliated
to Barkatullah University. It was established as a teaching hospital in 2002 and started
admission in 2005.

The Peoples hospital is located in the heart of city of Bhopal India. It has 1150 beds
with all the major medical departments that give special privilege to poor under a
central government aided scheme.
People's University is established and incorporated by the State Government
Notification on 4th May 2011 by Madhya Pradesh Legislature through an amendment
in Madhya Pradesh NijiVishwavidyalaya (SthapanaAvamSanchalan) Adhiniyam-2007
as Madhya Pradesh Act (No.18 of 2011). People's University, Bhopal is empowered to
award degrees as specified by UGC under Section 22 of the UGC Act 1956 through its
main campus in regular mode.
Peoples Hospital is the 1155 bedded recognized hospital and medical college situated at
karond bhanpur Bhopal. Peoples Hospital is not only equipped with the latest technology but
also endowed with a galaxy of doctors, specialists, super specialists, Neuro physician in
various departments like Medicine, Gynecology, Orthopedic, Psychiatric, Uro surgery, Neuro
surgery, Plastic surgery, Pediatric surgery, Stress Management and Gastro Medicine also and
a well trained dedicated nursing staff and Para medical staff. We have a dedicated Burn wards
for both male and female patient. We have 24x7 Emergency services comprises of Casualty
for emergency and Trauma cases with all major facility and a disaster management unit.
The operation theatre, ICUs / NICU / PICU/ SICU, Central lab are air-conditioned &
round the clock services. The public transport services are available at the door step. The

Location
Bhopal, the city of Lakes is the capital of Madhya Pradesh. It is a fascinating amalgam of
scenic beauty, old historic buildings and modern urban planning. It is the 11th century city
Bhojpal, founded by Raja Bhoj, but the present city was established by an Afghan soldier,
Dost Mohammed (1707-1740). Having many water bodies in and around the city the two
lakes of Bhopal dominate the city, and are indeed its nucleus. Bordered along their shores
stand silent sentinels that testify to the growth of the city. Bhopal today presents a multifaceted profile;
