Section 210 RULES OF ORDER
210.1 The current edition of Robert’s Rules of Order Newly Revised shall govern all business and debate in the Senate, unless otherwise provided herein or by a su- perior authority. An act may contain directives. 220.1.A.2 A resolution shall be used whenever the Senate wishes to agree to a resolution, to make a recommendation, or to pro- pose a constitutional amend- ment, pursuant to the Consti- tution. A resolution may not contain provisions that prop- erly belong in an act. 220.2 Designation 220.2.A Acts of the Senate shall be numbered in con- secutive order, in the order in which they are either submitted to the Speaker or reported from a committee, according to the following template: S. B. [session number]-[number]. 220.2.B Resolutions of the Senate shall be numbered in the same manner as acts, except they shall be designated according to the follow- ing template: S. Res. [session number]- [number]. 220.2.C Legislation shall not receive a new number upon passage by the Senate, but shall re- ceive such designation so as to show its status. 220.2.D Legislation shall be given a new designation, in the order in which it becomes effective, through the President’s approval or inaction, or through the override of a veto by the Sen- ate, according to the following template: Statute [session number]-[number]. 220.2.E The Secretary of the Senate, or his designee,
is authorized to carry out the provisions of this section. 220.3 Submittal and Referral 220.3.A Legislation may be drafted and proposed by any member or organization of the ASUN. 220.3.B Legislation must be submitted to the Speaker of the Senate, who shall refer the legislation to the appropriate committee for consideration. 220.3.B.1 The Speaker shall notify to the Senate his/her referral thereof, but such referral shall not re- quire Senate action. 220.3.B.2 The Speaker shall individually notify senators of the legisla- tion as necessary. 220.3.C The Speaker shall refer proposed constitu- tional amendments to the Rules and Actions Committee for consideration. 220.3.D The Speaker may accept for consideration improperly formatted legislation, but shall direct the Secretary of the Senate to properly format it before consideration. 220.3.E The Secretary of the Senate, or his/her des- ignee, is authorized to carry out the provi- sions of this subsection. 220.4 Committee Consideration 220.4.A The committee to which legislation was re- ferred shall hold at least one meeting to con- sider the legislation. The committee may not change the legislation but may make rec- ommendation to the Senate as to amend- ment. The committee shall not be required to report legislation back to the Senate, but may report legislation favorably, adversely or without recommendation to the Senate for consideration. 220.4.B Committees shall have the power to report legislation it has drafted directly to the Sen- ate for consideration. 220.5 Discharge of Committees 220.5.A Motions to discharge committees shall be in order at any meeting of the Senate. 220.5.B A senator may present to the Speaker of the Senate a motion in writing to discharge a committee from consideration of legislation that has been referred to it for 14 days. Only one motion may be presented for a single piece of legislation. 220.5.C The Speaker shall place the motion on the agenda. ASUN Senate Statutes—3
220.5.D When a motion to discharge is on the
agenda, the Senate shall proceed to its con- sideration under this paragraph without in- tervening motion except one motion to ad- journ. Motions to discharge shall have precedence in the order of submission to the Speaker. 220.5.E When a motion to discharge is considered, the legislation to which it relates shall be read by title only. The motion is debatable for 20 minutes, one-half in favor of the mo- tion and one-half in opposition thereto. 220.5.F If a motion prevails to discharge a committee from consideration of legislation, the Senate shall immediately consider the legislation under the general rules of the Senate. A mo- tion to discharge requires a majority of the membership to adopt. 220.5.G When a motion to discharge originated un- der this clause has once been acted on by the Senate, it shall not be in order to entertain during the same session of the Senate a mo- tion to discharge a committee from consid- eration of that legislation or of any other leg- islation that, by relating in substance to or dealing with the same subject matter, is sub- stantially the same. 220.5.H A motion to discharge on the agenda that is rendered out of order under paragraph (G) shall be stricken. 220.6 Committee Reports 220.6.A Committees may report to the Senate its recommendation for legislation referred to it. The Secretary of the Senate is hereby au- thorized to develop and mandate the proper format for, and the required elements of, committee reports unless herein specified otherwise. 220.6.B Committee reports shall provide a summary of the legislation; the constitutional or statu- tory authority that allows action to be taken; any amendments suggested to be made by the committee, and an analysis of the sub- stantive changes that such amendments would make. 220.7 Format of Legislation 220.7.A The Secretary of the Senate is hereby au- thorized to develop and mandate the proper format for, and the required elements of, all legislation unless herein specified otherwise. 220.7.B All legislation shall note the sponsor of the legislation. 220.7.C Resolutions shall contain a clause indicating
the person or office to receive the resolution upon its adoption. 220.7.D Recommendations shall contain a clause in- dicating the person or office to receive the recommendation upon its adoption. 220.7.E Directives shall: 220.7.E.1 Contain a clause indicating the person, officer, board, committee, or other body to be addressed. 220.7.E.2 Delineate the action being or- dered. 220.7.E.3 Note the time by which the ac- tion should be taken. 220.8 Printing of Legislation 220.8.A In accordance with the Nevada Open Meet- ing Law, legislation shall be printed and made available at least three days prior to the legislation’s consideration before a com- mittee and the Senate. 220.9 Enrollment, Presentation of Legislation 220.9.A After final passage by the Senate, the Secre- tary of the Senate shall prepare the legisla- tion in enrolled form and attest to its accu- racy in reflecting the actions of the Senate. 220.9.B Following the passage of legislation, the Sec- retary of the Senate shall present the legis- lation, in its enrolled form, to the Speaker of the Senate for his/her signature. 220.9.C After the Speaker has signed the legislation, the Secretary of the Senate shall present it to the ASUN President for possible action. 220.9.D The ASUN President shall, upon action, for- ward the legislation back to the Secretary of the Senate so the action may be noted, the original copy be filed, and copies be for- warded to the proper persons or offices. Section 230 CUSTODY OF DOCUMENTS 230.1 The ASUN Accounting Office shall be the custodian of all documents and records of the Senate, and shall make arrangements to ensure the proper filing and archival of all documents as required by law. 230.2 All agendas, minutes, legislation, reports, bylaws, and other official documents of the Senate, its committees, and of the various boards shall be filed with the ASUN Accounting Office, who shall ensure proper fil- ing as required by law. Section 240 VACANT Section 250 ASUN SCHOLARSHIPS 250.1 Scholarships generally. Unless otherwise provided by law, regulation, or other rule of the Associated Stu- dents the President may— ASUN Senate Statutes—5
250.1.A when not inconsistent with the membership
requirements of a scholarship committee, consolidate committees or create a general scholarship committee which shall have in its charge the administration of scholarships administered by the Associated Students; and 250.1.B cause to be formulated and published such additional regulations as may be necessary to administer the scholarships administered by the Associated Students. 250.1.C When exercising powers conferred under this subsection, the President shall cause to be published notice of the exercise of such powers. 250.1.D Scholarships Not Governed by Statute.— When a scholarship is awarded by the Asso- ciated Students but has not been provided for in statute, the President shall establish a selection committee for the purpose of awarding those scholarships, in accordance with the terms of the scholarship as estab- lished by a body of the Associated Students. 250.1.E Applications on Web site.—Applications for scholarships shall be made available on the Web site of the Associated Students, and such applications may be submitted elec- tronically through said Web site. 250.1.F Publication of Recipients.—The President shall cause the names of the recipients of each scholarship awarded by the Associated Students to be published in a medium that is suitable for the purpose of recognizing the recipients. 250.2 The Paul Quinlan Memorial Scholarships Commit- tee—shall consist of the current ASUN President, who shall serve as chairperson of said committee, one member of the UNR Faculty Senate, who shall serve a one-year term, the Vice President for Student Services and three ASUN students-at-large. Should the ASUN President decide to apply for the said award, the next eligible elected ASUN member will serve as the chair- person in the order of: ASUN Executive Vice Presi- dent, Speaker of the Senate, Vice President for Pro- gramming, Vice President for Clubs and Organiza- tions, an ASUN senator selected by the Senate. 250.2.A The committee shall be responsible for se- lecting five candidates to receive $1,000 each. It is charged to present to the Senate the names of these individuals for Senate approval. 250.2.B No member of this committee shall be eligi- ble to receive one of these scholarships. 250.2.C All applicants shall be classified as an ASUN
student carrying a 2.75 grade point average and nine credits. All recipients shall main- tain a 2.75 GPA and nine credits during the term of the award. The committee shall judge those applicants who met the afore- mentioned criteria solely on their unselfish active involvement on the university campus and community as a whole. 250.2.D The chairperson shall serve in a non-voting capacity unless to make or break a tie. 250.2.E Shall be required to meet at the call of the chair. 250.3 The International Incentive Award Committee—shall consist of the current ASUN President, who shall serve as chairperson of said committee, one member of the UNR Faculty Senate (who shall not serve more than once every five years), the Director of the Inter- national Affairs Program, an ASUN senator and one student-at-large. Should the ASUN President decide to apply for the said award, the next eligible elected ASUN member will serve as the chairperson in the order of: ASUN Executive Vice President, Speaker of the Senate, Vice President for Programming, Vice President for Clubs and Organizations, an ASUN senator selected by the Senate. 250.3.A This committee shall be responsible for the maximum distribution of three $500 scholar- ships. 250.3.B The selection criteria will be based on the applicant’s cumulative GPA and class stand- ing (15%), promotion of foreign cultures at the university (60%), and high interest in in- ternational affairs (25%). 250.3.C All applicants shall maintain a cumulative GPA of at least 2.50 and be currently classi- fied as an ASUN student carrying a mini- mum of 12 credits. 250.3.D No member of this committee shall be eligi- ble to receive one of these scholarships. 250.3.E Announcement of scholarship offerings shall be advertised in the Sagebrush as well as di- rectly to the appropriate person in every col- lege so that they may distribute it to each of their departments. Any and all publication of this scholarship must reflect that this is open to both American and International students. It is also necessary for this schol- arship to be publicized four weeks prior to the deadline for filing. Late applicants will not be accepted. 250.3.F The chairperson shall serve in non-voting capacity unless to make or break a tie vote. ASUN Senate Statutes—7
250.3.G Shall be required to meet at the call of the
chair. 250.4 The Mahmoud “Mike” Hendi Public Service Award Committee—shall consist of the current ASUN Presi- dent or his/her designee, who shall serve as chairper- son of said committee, one member of the UNR Fac- ulty Senate, the head of Campus Escort, and an ASUN Senator. Should the ASUN President or his/her designee decide to apply for the said award, the next eligible elected ASUN member will serve as the chair- person in order of: ASUN Executive Vice President, ASUN Speaker of the Senate, ASUN Vice President for Clubs and Organizations, ASUN Vice President for Programming, to an ASUN Senator selected by the Senate. 250.4.A This committee shall be responsible for se- lecting one candidate who will receive a plaque and a scholarship of $1,000. 250.4.B No voting member of this committee shall be eligible to receive one of these scholarships. 250.4.C The selection criteria will be based on the applicant’s promotion of community spirit and public service, and quest to make the university a safer learning environment. 250.4.D All applicants shall be classified as an ASUN student carrying a minimum of 12 credits and a 2.5 cumulative GPA. 250.4.E This award shall be given out during the President’s Honor the Best reception. 250.4.F The Chairperson shall serve in a non-voting capacity unless to make or break a tie. 250.4.G Shall be required to meet at the call of the chair. 250.5 Tom Davies Book Scholarship.—There is hereby es- tablished a committee to administer the Tom Davies Scholarship. The committee shall consist of two un- dergraduate students to be appointed by the Presi- dent, a member of the Faculty, and a representative from the Bookstore. No member of the committee shall be eligible to receive the scholarship. 250.5.A There is to be awarded 10 scholarships, each with a value of $1,000, or $500 each semes- ter, per year. The funds granted by this scholarship shall only be used for the pur- chase of textbooks for the use in classes in which the recipient is enrolled, and the pur- chase of such books must be in the ASUN Bookstore. Any funds allocated to a recipient not used by the end of the semester shall roll over to the subsequent semester, but only if that semester falls in the same academic year. ASUN Senate Statutes—8
250.5.B The President of the Associated Students
shall direct the Manager of the ASUN Book- store to make appropriate arrangements to provide bookstore credit equivalent to the funds awarded by this scholarship to the re- cipient, but such credit shall only be used in a manner consistent with the provisions of the scholarship. 250.5.C In order to be qualified to be awarded the scholarship, an applicant must be a student with undergraduate standing who is enrolled in at least 12 undergraduate credits, and at the time of the award has at least a 2.50 cu- mulative grade point average. For the pur- poses of this clause, cumulative grade point average is given the meaning ascribed to it by the University. 250.5.D The President, in consultation with the Manager of the ASUN Bookstore, shall im- plement and cause to be published such ad- ditional regulations as is necessary to prop- erly administer the scholarship, and to guard the scholarship against fraud or other misappropriation of funds. 250.6 The ASUN General Scholarship Program.—Pursuant to the vote of the Fiscal Allocations Board of March 6, 2007, and the Senate of March 7, 2007, the following agreement regarding scholarship funding is codified into ASUN Statute. 250.6.A This Agreement shall be known as the “ASUN General Scholarship Program of 2007”. 250.6.B Starting at the next available disbursement date, the Associated Students will begin awarding 100 scholarships, valued at $1,000 each, through the University General Schol- arship Fund. One-half of these scholarships shall be distributed equally to each college or school of the University. The remaining half shall be distributed on an at-need basis to the colleges so long as the recipients meet the award criteria. 250.6.C Award Criteria.—Recipients must be a de- gree-seeking student with undergraduate standing; have a cumulative grade point av- erage of at least 3.0; and have attained jun- ior standing at the time of award disburse- ment. 250.6.D Names of Awards.—All scholarships under this program through the University Gen- eral Scholarship Fund shall bear the desig- nation “ASUN General Scholarship” unless otherwise noted. 250.6.E Dean Cole Campbell Memorial Scholar-
ship.—Pursuant to the Resolution of the Senate agreed to January 20, 2007, and to the terms of this program, scholarships allo- cated to the Reynolds School of Journalism shall bear the designation “ASUN, Dean Cole Campbell Memorial Scholarship”. 250.6.F Funding of Awards.—The ASUN shall meet the financial obligations of scholarships un- der this program through the following sources, in rank order: 250.6.F.1 Interest earned from the ASUN Scholarship Endow- ments. 250.6.F.2 The ASUN Endowment In- come Account. 250.6.F.3 An annual scholarship contri- bution from the ASUN Capital Account. 250.6.G Annual Capital Account Contributions.— Beginning in Fiscal Year 2007-08, the ASUN shall make a contribution toward the fund- ing of the scholarships established under this program. Contributions made under this clause shall be used to meet any unmet scholarship obligations before being used for any other purpose. Thereafter, funds re- maining in the annual contribution shall be applied toward the principal in the ASUN Scholarship Endowment. The Director of the Associated Students is authorized to make the appropriate funds transfers to carry out the provisions of this program. The annual contribution is as follows: 250.6.G.1 In Fiscal Year 2007-08: no less than $50,000. 250.6.G.2 In Fiscal Year 2008-09: no less than $100,000. 250.6.G.3 In Fiscal Year 2009-10: no less than $150,000. 250.6.H Program Reauthorization.—This program shall be required to be reauthorized every five years. The first reauthorization shall oc- cur in Fiscal Year 2011-12. The ASUN re- serves the right to modify the program at any time.” Section 260 SENATE COMMITTEES 260.1 Academic Affairs Committee—shall consist of no fewer than seven senators and shall have the follow- ing powers and duties: 260.1.A Elect a chairperson who shall make regular reports to Senate and act in a non-voting ca- pacity unless to make or break a tie. demic policies and affairs of the University and NSHE. 260.1.C To address issues of equity and involvement of underrepresented populations relating to the academic affairs of the University and NSHE. 260.1.D To be responsible of areas relating to the policies about and use of technology at the University and NSHE. 260.1.E To recruit students at large to sit on ASUN committees and boards. 260.1.F Any other powers and duties the Senate shall delegate. 260.2 Student Services Committee—shall consist of no fewer than seven senators and shall have the follow- ing powers and duties: 260.2.A Elect a chairperson who shall make regular reports to Senate and act in a non-voting ca- pacity unless to make or break a tie. 260.2.B To be responsible for areas relating to stu- dent services of the University and NSHE. 260.2.C To address issues of equity and involvement of underrepresented populations relating to the student services of the University and NSHE. 260.2.D To provide student input to the Campus Rec- reation Director regarding Lombardi Recrea- tion Center, the Wellness Center and the In- tramural program. 260.2.E To address on a continuing basis the issue of student safety on campus; shall conduct a campus safety walk each semester (fall cov- ering north campus, spring covering the south campus); and provide student input to the same. 260.2.F To recruit students at large to sit on ASUN committees and boards. 260.2.G Any other powers and duties the Senate shall delegate. 260.3 Administration and Finance Committee—shall consist of no fewer than seven senators and shall have the fol- lowing powers and duties: 260.3.A Elect a chairperson who shall make regular reports to Senate and act in a non-voting ca- pacity unless to make or break a tie. 260.3.B To be responsible for areas relating to ad- ministration and financial operation of the University and NSHE. 260.3.C To address issues of equity and involvement of underrepresented populations relating to the administration and financial operation of the University and NSHE. 260.3.D To be responsible for areas relating to athlet-
ics at the University. 260.3.E To report at the beginning of each fall se- mester the per credit student fee to the Uni- versity population in the Sagebrush; at the direction of the committee, other mediums may also be used. 260.3.F To recruit students at large to sit on ASUN committees and boards. 260.3.G Any other powers and duties the Senate shall delegate. 260.4 Rules and Actions Committee—shall consist of no fewer than five senators and shall have the following powers and duties: 260.4.A Elect a chairperson who shall make regular reports to Senate and act in a non-voting ca- pacity unless to make or break a tie. 260.4.B Hear and investigate grievances of / concern- ing the student body. 260.4.C Shall have the power to act on grievances in the following manner: make official recom- mendations to Senate; and/or refer to a more specific administrative committee or body. 260.4.D To investigate improper policies and proce- dures, and to investigate the conduct of members of the Senate tending to injure the good name of the Senate, disturb its wellbe- ing, or hamper it in its work, with the power to conduct hearings, to collect evidence, and to recommend to the Senate appropriate dis- ciplinary action. 260.4.E Shall close the meeting to the public in ac- cordance with state and federal law. 260.4.F Shall conduct evidentiary hearings with re- gards to the impeachment of ASUN officers. 260.4.G Shall be required to meet only when the stu- dent body, the ASUN Senate or the ASUN Executive Council places business before it. 260.4.H Any other powers and duties the Senate shall delegate. 260.5 Legislative Lobbying Committee—shall consist of no fewer than five senators, including the Academic Af- fairs, Student Services and Administrative and Fi- nance Committee Chairs, or a member from the same committee as the chairman, if the committee chair- man is unable or unwilling to serve, and shall have the following powers and duties: 260.5.A Elect a chairperson who shall make regular reports to Senate and act in a non-voting ca- pacity unless to make or break a tie. 260.5.B To be responsible in areas relating to lobby- ing the Nevada State Legislature in areas of ASUN Senate Statutes—12
interest and concern to the undergraduate
students. 260.5.C To recruit students at large to sit on ASUN committees and boards. 260.5.D Shall assist the ASUN President in prepar- ing an agenda of student concerns based on the reports of the Academic Affairs, Student Services and Administration and Finance Committee Chairpersons for the biennial meetings of the State Legislature. 260.5.E During years when the Nevada State Legis- lature meets, the committee shall meet regu- larly. In off years of the Nevada State Legis- lature, the committee shall be required to meet only when the student body, the ASUN Senate or the ASUN Executive Council places business before it. 260.5.F Any other powers and duties the Senate shall delegate. 260.6 Any member of the Associated Students of the Uni- versity of Nevada shall be eligible to sit as a member of any ASUN Senate Committee, provided they meet the academic criteria as stated at Section 140, ASUN Constitution. 260.6.A While there may be an unlimited number of at-large members on any committee, the number of voting at-large members may not exceed one less than the number of senators on the committee. 260.6.B At the beginning of each semester the com- mittee chairperson shall inform the Speaker of the Senate of the status of their at-large membership, either voting or ex-officio. 260.6.C At-large membership to a committee will be granted by a simple majority vote of the senators on the committee. 260.7 Each committee may constitute subcommittees to as- sist in the consideration of business. 260.7.A Subcommittee chairpersons shall be ap- pointed by the respective committee chairs. These appointments shall not require Senate approval. 260.7.B Action taken at the committee level shall not require Senate approval unless otherwise provided by the Senate. 260.8 Both committee and subcommittee chairpersons shall be accountable to the Senate as the Senate deems necessary. 260.9 All committee and subcommittee hearings shall be open to the public and must comply with the provi- sions of the Nevada Open Meeting Law. 260.10 The quorum of each committee shall be a majority of its membership. Section 270 SPEAKER OF THE SENATE
270.1 The Speaker of the Senate need not have experience in the Senate. 270.2 Candidates for Speaker of the Senate shall file appli- cation one calendar week in advance of the first regu- lar Senate meeting at which the Speaker is elected. 270.3 The runner-up to the election of the Speaker shall be designated as the Speaker Pro Tempore. In the ab- sence of both the Speaker and the Speaker Pro Tem- pore, the Senate shall select a senator to serve as the presiding officer. 270.4 The Speaker of the Senate shall have the power to remove any senator from a meeting of the Senate for misconduct during a meeting. Such removal is effec- tive for only one meeting and can be overridden by a two-thirds vote of the Senate. 270.5 The Speaker of the Senate shall arrange an informal meeting with all the committee chairpersons no fewer than three times a semester, and shall meet infor- mally with each senator at least once a semester. 270.6 The Speaker of the Senate shall have the power to remove disorderly and disruptive members of the pub- lic from a meeting if necessary. Section 280 QUORUM AND ABSENCES 280.1 The quorum of the Senate shall be two-thirds of its membership. 280.2 Absences from meetings of the Senate may be excused only if the senator presents to the Speaker of the Sen- ate a written request to be excused. The only valid reasons for an excuse shall be (1) personal illness, (2) death in the family, or (3) emergencies at the discre- tion of the Speaker of the Senate. The reasons given by the senator shall be noted in the Senate’s minutes. 280.3 When a senator has accumulated three unexcused ab- sences from a Senate meeting, the Executive Council shall have the option to present charges of impeach- ment to the Senate Rules and Actions Committee. This committee must then present the case to the Senate for impeachment. 280.4 At any time during a Senate meeting, a senator may call for a roll call of senators. Senators shall be con- sidered present for the duration of the meeting unless an intervening roll call or roll call vote shall discover otherwise, unless it is ordered that the record note the absence of a senator, or unless the Speaker shall have previously excused a senator. 280.5 A senator’s arriving late to any meeting of the Senate shall be excused at the discretion of the Speaker of the Senate. After arriving late without being excused three times, the Speaker of the Senate shall write a letter to the senator in question warning him of the encroachment. After arriving late without being ex- cused five times, the Speaker of the Senate shall ask ASUN Senate Statutes—14
the Senate to vote on censure of the senator in ques-
tion. Censure entails no loss of privilege. Section 285 PROXIES 285.1 Proxies shall be allowed to sit in place of a senator on Senate, boards or committees for excused absences. 285.2 Proxies shall have the same privileges and duties of the senators they represent. 285.3 A proxy must be a member of the senator’s college. 285.4 A proxy form must be filed by the senator in advance to the chairperson of the board or committee for which the proxy shall be applicable. Section 290 SENATE AGENDA 290.1 Senate agendas must be printed and distributed to the members of the Senate at least three days prior to the meeting. Items must be placed on the agenda in accordance with the Nevada Open Meeting Law. 290.2 The Senate shall meet each Wednesday at 5:30 p.m. unless the Senate by resolution shall designate oth- erwise. The Senate shall not be required to meet dur- ing the summer, winter and spring breaks, or the Wednesday immediately preceding the family day weekend. The Senate shall meet at a time designated by the Speaker on university prep days. 290.3 Except in the case of an emergency wherein important issues arise after the posting of the agenda, Senate agendas shall state the name, title and/or purpose of the meeting’s guest speaker. If the guest speaker is tentative, the topic area the speaker is to address should appear on the agenda. Section 300 COMMITTEE MEETINGS 300.1 Committees shall meet every two weeks at a mini- mum unless otherwise ordered by the Senate, and only when there is business before them. 300.2 Committee chairpersons shall take roll in committee meetings to ascertain whether a quorum is present unless a secretary shall be appointed or is on staff. 300.3 Absences from scheduled committee meetings may be excused only if the member presents to the chairper- son of the committee a written request to be excused. The only valid reasons for excused absences shall be (1) personal illness, (2) death in the family, or (3) emergencies at the discretion of the committee chair. The reasons given by the member shall be stated in the committee’s minutes. 300.4 A member’s arriving late to any meeting of a commit- tee shall be excused at the discretion of the committee chair. Excessive tardiness shall be dealt with as the committee sees fit. 300.5 When a member has accumulated three unexcused absences on a single committee, the Executive Council shall have the option to present charges of impeach- ment to the Senate Rules and Actions Committee. Applications shall be marked with the date and time they are received, and the names of the applicants shall be a matter of public re- cord. Late applications shall not be accepted, nor shall applicants who withdraw after the deadline, be per- mitted to resubmit unless such late applications or re- submission is approved by the Senate after the rea- sons for it are explained. Section 330 RESIGNATION REQUIREMENT 330.1 ASUN officers and appointees shall resign their posi- tion once they no longer meet the academic criteria as stated in Section 140 of the ASUN Constitution. 330.2 If an officer or appointee fails to resign, the Executive Council shall file articles of impeachment against the officer. Section 340 VACATED SENATE SEATS 340.1 A senator may resign his/her seat for any reason. A signed and dated letter of resignation shall be submit- ted to the Speaker of the Senate, who shall forward notice to the Secretary of the Senate. The Senate at its next regular meeting shall be made aware of the resignation and shall accept it. 340.2 Vacated seats shall be filled by appointment. The ap- plication filing period shall be open for at least two weeks. The specific filing period shall be determined by the Senate. The Senate may extend the filing pe- riod as necessary. 340.3 The Senate shall appoint a qualified applicant to the vacated seat. Applicants shall be considered qualified if they meet the requirements of holding office as specified in the ASUN Constitution. Section 350 STATE OF THE ASSOCIATED STUDENTS ADDRESS 350.1 The ASUN President shall address the student body at the beginning of each fall semester to report on the state of the Associated Students of the University of Nevada. In addition, the ASUN President shall pro- vide an outline of the goals and direction to be pur- sued by the ASUN student government in the coming academic year. Section 360 BOARD MEETINGS 360.1 Each board constituted under Article IV of the ASUN Constitution, with the exception of the Executive Council, shall adhere to the policies contained herein 360.2 Each board shall include within its bylaws language consistent with the following sections regarding ab- sences, and the following sections shall be the policy regarding absences at the board level: ASUN Senate Statutes—16
360.2.A The chairperson of the board shall direct the

This commit- tee must then present the case to the Senate for impeachment. Section 370 ABSENCE POLICY 370.1 Notwithstanding sections 280, 300, and 360, absences shall be counted in the following manner on boards, committees and the Senate: 370.1.A Absences accumulated by a member on a single board or committee shall transfer from one board or committee to another, such that if a member changes membership from one board or committee to another the absences accumulated at the former board or committee will stand at the new board or committee. 370.1.B When a member has accumulated five unex- cused absences across all boards, committees and Senate, the Executive Council shall have the option to present charges of im- peachment to the Senate Rules and Actions Committee. This committee must then pre- sent the case to the Senate for impeachment. 370.2 Senators, board and committee members shall not have the power to amend the minutes of the Senate, boards or committees to change the absence status of any member unless it is to correct an error in the record. 370.3 The Speaker of the Senate, or his/her designee, shall be responsible for tracking the attendance of senators across the various boards and committees and for Senate. The Speaker of the Senate shall report to the Executive Council the absences of a member when circumstances so warrant. ○
