HILLARY CLINTON AND PLANNED PARENTHOOD

During a July 2015 forum in South Carolina, Hillary Clinton refused to condemn Planned
Parenthood Federation of America (PPFA) over recently released controversial videos and instead
gave a full-throated defense of the organization, its operations, and policies it advocates. Clinton
has a long relationship with Planned Parenthood, considering the organization an ally and
supporter throughout her and her husbands political careers. Planned Parenthood welcomed
Clinton after she declared her presidential candidacy in April 2015, and the organization has since
praised Clintons economic proposals. Since her announcement, Clinton has attended a fundraiser
with a board member and former chair of Planned Parenthood Los Angeles and has met with an
employee of Planned Parenthood of the Heartland at a campaign stop in Iowa. In addition, several
former employees and associates of Planned Parenthood have joined Clintons 2016 campaign.
Clinton has spoken to Planned Parenthood on a number of occasions. In 2014, Clinton was honored
with the organizations Margaret Sanger award. In 2009, Clinton spoke at Planned Parenthood
Federation of Americas annual gala. Clinton also spoke to the group in Washington, D.C. in 2007.
Planned Parenthood maintained close ties to Clinton during her tenure as Secretary of State.
Clinton praised PPFAs work around the world, and PPFA returned praise when Clinton left the
State Department. Under Clinton, PPFA and its affiliates received millions in grant funding for
international program implementation and advocacy. During Clintons tenure, PPFA and its
affiliates also spent over $3.3 million lobbying federal agencies, including the State Department and
USAID, on several issues and pieces of legislation.
Bill Clinton also has a close relationship with Planned Parenthood. PPFA has praised Bill Clinton
and currently highlights him and his presidency on its website. Bill Clinton has also defended PPFA
against proposed cuts in federal funding by Congressional Republicans.
Over the years, the Clintons have received almost $67,000 in campaign contributions from Planned
Parenthood and its employees. So far in the 2016 presidential election, Hillary Clinton has received
almost $12,000 from employees of Planned Parenthood, including several maxed-out donations
from heads of PPFA affiliates.
Planned Parenthood is also close with several Clinton-connected groups who have gone all-in on her
2016 campaign. PPFA has a long history of working with and supporting EMILYs List, who has
committed to supporting Clintons campaign and says that 2016 will be its most active election to
date. Priorities USA Action, President Barack Obamas former political operation, announced in
January 2014 that it would be aligning itself with Clinton for the 2016 cycle and said it hopes to
raise $300-$500 million for the cycle. Priorities USA has donated millions of dollars to Planned
Parenthood, and in 2012, Planned Parenthood Action Fund was the single largest recipient of
Priorities USA donations. And American Bridge, a group founded by Clinton defender David Brock
and that has played a key role in defending Clinton against GOP attacks has defended Planned
Parenthood amid the controversial videos. The group has raised $7.7 million in the first half 2015.
Planned Parenthood is also connected to the Clinton Foundation and the Clinton Global Initiative.
Its affiliates have contributed to the Clinton Foundation, and since 2008, PPFA has partnered with
CGI on projects around the world.

VIDEO: At A July 23, 2015 Campaign Forum, Clinton Said She Did Not Have All The
Facts On The Recent Planned Parenthood Controversy And Said They Had Already
Apologized, Then Gave A Full-Throated Defense Of The Organization. QUESTIONER:
Secretary Clinton, you talked about equality for women, and bringing women into the workplace, and
removing the obstacles. In the media recently theres been a lot of attacks on Planned Parenthood, on
Roe V. Wade, I just would like you to address that. CLINTON: Yes, I am well aware of that, and I
dont have all the facts, but Planned Parenthood has apologized for the insensitivity of the employee
who was taped, and they will continue to answer questions for Congress and others. But for more than
a century, Planned Parenthood has provided essential services for women. Not just reproductive
health services, including access to affordable family planning, but cancer screenings, for example,
and other health check-ups. And I think it is unfortunate that Planned Parenthood has been the object
of a concerted attack for so many years, and its really an attack on a womans right to choose, to make
the most personal, difficult decisions that any woman would face based on her faith and the medical
advice that shes given. So Im hoping that this situation will not further undermine the very
important services that Planned Parenthood provides across our country. Now that we have the
Affordable Care Act, there are options for a lot of women to seek medical care that didnt have those
before. But Planned Parenthood still remains a very important part of the whole health care delivery
system particularly, but not exclusively, poor women. And I just strongly believe that we need to make
sure that it can continue to do that into the future. (Hillary Clinton, Remarks At A Campaign Forum, Greenville, SC, 7/23/15)

CLINTONS LONG HISTORY WITH PLANNED PARENTHOOD

Welcomed By Planned Parenthood As A 2016 Presidential Candidate
Since Officially Announcing Her Candidacy In April 2015, Planned Parenthood Has
Repeatedly Praised Clinton
Upon Clinton Announcing Her Candidacy In April 2015, Planned Parenthood Action
Put Out A Press Release Welcoming Her To The Presidential Field, Calling Her
Candidacy A Historic Moment. Planned Parenthood Action Fund today hailed Hillary
Clintons announcement that she is running for the Democratic nomination for president, noting her
strong record of support for womens health and rights. The Action Fund is the advocacy and political
arm of Planned Parenthood Federation of America. Statement from Cecile Richards, President,
Planned Parenthood Action Fund: This is a historic moment. Hillary Clinton is a strong and steadfast
advocate for womens health and rights. In our nations history, there has not been a candidate for
president with a stronger commitment to women or a clearer record on behalf of womens health and
rights. (Planned Parenthood Action, Planned Parenthood Action Fund Welcomes Hillary Rodham Clinton To Presidential Field, Press Release,
4/12/15)

In July 2015, Planned Parenthood Action Applauded Clintons Speech On The

Economy, Saying That Clinton Made Clear That Any Vision For The Economy Must
Include Women And Eliminate Inequality Within Our Economy, Including Disparities
2

In Wages. Planned Parenthood Action Fund applauded Hillary Clintons campaign speech today,
where she made clear that any vision for the economy must include women and eliminate inequality
within our economy, including disparities in wages. Clinton stated: For far too long, these challenges
have been dismissed by some as womens issues. Well, those days are over Statement from
Cecile Richards, president, Planned Parenthood Action Fund: Clintons speech today was a muchneeded breath of fresh air. We know that for America to succeed, women must succeed. Hillary
Clinton wants to break down barriers for women in the workforce unlike her Republican opponents,
who are tripping over themselves to embrace the worst policies for womens health and economic
advancement. (Planned Parenthood Action, Planned Parenthood Action Fund Applauds Hillary Clinton, Strong Commitment To Ensure
Women Can Succeed At Home And At Work, Press Release, 7/13/15)

On May 7, 2015, Clinton Attended A Womens Breakfast Fundraiser At The Home of

Catherine Unger, A Current Board Member And Former Chair Of Planned Parenthood
Los Angeles. On Thursday, May 7, Clinton is scheduled to attend a womens breakfast reception at
the Westwood home of public affairs consultant Catherine Unger; a luncheon reception at the Los
Angeles home of television producers Steven and Dayna Bochco; and a dinner reception at the Beverly
Hills home of media billionaire Haim Saban and his wife, Cheryl. (Josh Richman, Hillary Clinton Plans First Whack

On April 14, 2015, Hillary Clinton Visited A Coffee Shop In Iowa, And Spent Time With
Planned Parenthood Of The Heartland Employee Sara Sedlacek. Clinton spent about an
hour at the coffee shop, talking with Austin Bird, who works at an area hospital and is a student at St.
Ambrose University, Sara Sedlacek of West Liberty, who works for Planned Parenthood of the
Heartland, and Carter Bell, the president of the University of Iowa College Democrats. Clinton
ordered drinks, inquired about the menu and, when told about the lunch offerings, asked, Hows that
going for you? Afterward, she brushed off reporters questions about her return to Iowa and what she
might have learned from the 2008 caucuses. Well have lots of time to talk later, she said. (Ed Tibbetts,

Defense Of Planned Parenthood On The Campaign Trail

In A June 2015 Speech, Clinton Criticized Republicans For Wanting To Defund Planned
Parenthood
VIDEO: At The June 26, 2015 Virginia Democrats Jefferson Jackson Dinner Clinton
Attacked Republicans For Wanting To Defund Planned Parenthood. CLINTON: Ask them
about womens reproductive health. Theyre likely to talk about defunding Planned Parenthood or
maybe theyll insist on forcing women to undergo some demeaning and invasive medical procedure as
was attempted right here in Virginia. Well one things for certain. We dont need any more leaders
who shame and blame women rather than respect our right to make our own reproductive health
decisions. (Hillary Clinton, Remarks At The Jefferson Jackson Dinner, Fairfax, VA, 6/26/15) Minute 17:57 18:40

During An October 2014 Rally For Kay Hagan, Clinton Praised Hagan For Defending
Planned Parenthood
VIDEO: At The October 2014 North Carolina Democratic Party Campaign Rally For Kay
Hagan, Clinton Praised Hagan For Continuing To Fund Planned Parenthood. CLINTON:
If you dont protect womens rights here at home and around the world, everybodys rights are at
risk. And there is a concerted effort right now to turn that clock back, isnt there? So you have to ask
yourself if you want a Senator who will always defend a womans right to make her own health care
decisions? Who will never shame and judge a woman for decisions that are complex and deeply
personal. Or do you want a Senator who will push so-called personhood laws that would outlaw
3

common forms of birth control and ban abortions even in cases of rape and incest. Do you want a
senator who will defend Planned Parenthood and applaud? And bring people together to try to make
sure these rights are protected or do you want somebody who will try to defund Planned Parenthood
and applaud the decision, so-called Hobby Lobby, to deny women health care coverage for
contraception, tell them to buy it over the counter regardless of the cost. (Hillary Clinton, Remarks At The North
Carolina Democratic Party Campaign Rally, Charlotte, NC, 10/25/14) Minute 17:54 - 19:16

Speeches And Awards

In May 2014, Planned Parenthood Honored Clinton With The PPFA Margaret Sanger
Award
In May 2014, Planned Parenthood Honored Clinton With The PPFA Margaret Sanger
Award For Her Commitment To Womens Health Care. Tonight, Planned Parenthood
Federation of America (PPFA) proudly honored reproductive health and rights advocates who have
made significant contributions to the advancement of womens health care through their work
promoting prevention and family planning, and presented its highest honor, the PPFA Margaret
Sanger Award, to U.S. Secretary of State Hillary Rodham Clinton. Secretary Clinton received this
award for her unwavering support of womens health and rights throughout her public service career.
Actor America Ferrera co-hosted the event with PPFA President Cecile Richards. (Planned Parenthood,
Planned Parenthood Honors Secretary Of State Hillary Rodham Clinton For Her Commitment To Womens Health Care, Press Release, 5/14/14)

Clinton Said It Was A Great Privilege To Be Receiving The Award From Planned
Parenthood. It was a great privilege when I was told that I would receive this award, said U.S.
Secretary of State Hillary Rodham Clinton, in accepting the award. Its part of a movement which
is about economic and political progress for all women and girls. Its about making sure that every
woman and girl everywhere has the opportunity she deserves to fulfill her potential, the potential
as a mother, worker and human being. The overarching mission of the Planned Parenthood
Federation of America, the cause of reproductive freedom that you continue to advance today is as
relevant in our world now as it was 100 years ago. So, I thank you. (Planned Parenthood, Planned Parenthood

In March 2009, Clinton Spoke At The Planned Parenthood Federation Of America

Awards Gala
On March 27, 2009, Clinton Spoke At The Planned Parenthood Federation Of America
Awards Gala And Said She Admired Margaret Sanger Enormously And Was In Awe
Of Her. Now, I have to tell you that it was a great privilege when I was told that I would receive this
award. I admire Margaret Sanger enormously, her courage, her tenacity, her vision. Another of my
great friends, Ellen Chesler, is here, who wrote a magnificent biography of Margaret Sanger called
Woman of Valor. And when I think about what she did all those years ago in Brooklyn, taking on
archetypes, taking on attitudes and accusations flowing from all directions, I am really in awe of her.
(Hillary Clinton, Remarks At The Planned Parenthood Federation Of America Awards Gala, Houston, TX, 3/27/09)

In Her Speech, Clinton Praised Planned Parenthood For Their Work In Voluntary
Family Planning Programs. The good news is there a flip side. The presence of voluntary family
planning programs and support for reproductive rights has tangible benefits. And that is why I
strongly support Planned Parenthood, and organizations that are on the front lines around the world.
Ive seen programs, as many of you have, that really speak to this. Now, the best way to ensure that
women are not victimized by coercive government practices is to make sure that they have access to
family planning. For those who care so deeply about reducing the abortion rate, the best way to make
sure we reduce abortion is to provide access to safe family planning. (Hillary Clinton, Remarks At The Planned
Parenthood Federation Of America Awards Gala, Houston, TX, 3/27/09)

In Her Closing Remarks, Clinton Said She Hoped That Planned Parenthood Would
Partner With The State Department So Womens Voices Will Be Heard At Every
Place Where Important Decisions Are Made. This is a moment of such great peril and
promise for America. At the end of the next four years, I hope that well be able to look around the
world and see that it is more peaceful, more prosperous, more progressive, and that, in particular,
womens voices will be heard at every place where important decisions are made, and that
organizations like Planned Parenthood will be our partners. I know that this is a mission that
youre more than ready to take on. Thank you all very, very much. (Hillary Clinton, Remarks At The Planned
Parenthood Federation Of America Awards Gala, Houston, TX, 3/27/09)

Planned Parenthood Maintained Close Ties To Clinton During Her Tenure

As Secretary Of State
As Secretary Of State, Clinton Praised The Work Planned Parenthood Has Done
Internationally
VIDEO: In January 2010, Clinton Praised The Work Planned Parenthood Did In
Uganda [Providing] Reproductive Health Services, Education, And Skills Training To
Low-Income Women. CLINTON: Consider this one story from Uganda, where USAID works
with the International Planned Parenthood Federation to provide reproductive health services,
education, and skills training to low-income women. Among their clients are a group of teenage girls
who call themselves the Moonlight Stars. Their parents are dead, leaving them the sole providers for
their younger brothers and sisters, without any other options, they were working as prostitutes.
Through this USAID-funded program, they gained access to condoms and comprehensive sex
education to protect themselves from disease and pregnancy. They also began taking classes in sewing
and knitting and other kinds of skills that could be used to help support their siblings without
endangering their physical or emotional well-being. And thanks to this job training and the support
that accompanied it, many of the Moonlight Stars have left prostitution behind and embarked on a
new path of opportunity for themselves and their families. (Hillary Clinton, Remarks On The 15th Anniversary Of The
International Conference On Population And Development, Washington, DC, 1/8/10) Minute 10:47 11:51

In 2011, Clinton Criticized A House Bill That Would Severely Restrict State
Department Operations, International Organizations And Foreign Assistance And
Included Reinstating The Mexico City Policy, Which Banned Federal Funding For
Organizations That Promote Abortion Or Perform Abortions. Calling it debilitating to my
efforts to carry out a considered foreign policy and diplomacy, Secretary of State Hillary Rodham
Clinton is warning members of the House of Representatives that she will recommend personally
that President Barack Obama veto a bill pending in the House that would severely restrict State
Department operations, international organizations and foreign assistance. The bill also would
reinstate the Mexico City Policy, which banned federal funding for organizations that promote
abortion or perform abortions. That policy, adopted in 1984 under President Ronald Reagan, twice
was overturned by Democratic presidents, including Obama. (Jill Dougherty, Clinton Pushes Back On Proposed Bill To
Curb State Dept. Operations, CNN, 7/27/11)

Planned Parenthood Advocated For Ending The Global Gag Rule (Also Known As
The Mexico City Policy) As the worlds largest bilateral family planning donor, the U.S.
should build on, not stand in the way of progress. But for over 30 years, a harmful policy known as
the global gag rule has played politics with womens health and lives around the world. The global
gag rule (also known as the Mexico City policy) was first introduced by President Reagan. Separate
law already restricts U.S. foreign assistance funding for abortions overseas. The global gag rule
goes a step further and prevents any foreign organization receiving U.S. international family
planning funds from providing information, referrals, or services for legal abortion or advocating
5

for access to abortion services in their country even with their own money. (Planned Parenthood,
Accessed 7/24/15)

In An April 2009 House Foreign Affairs Committee Hearing, Clinton Defended Her
Feelings About Planned Parenthood Founder Margaret Sanger, Comparing Her
Offenses To Thomas Jeffersons
VIDEO: In Response To A Comment From Rep. Jeff Fortenberry (R-NE) On Margaret
Sangers Transgressions At An April 2009 House Foreign Affairs Committee Hearing,
Clinton Defended Her Admiration For Margaret Sanger. CLINTON: Well Congressman, let
me say with respect to your comments on Margaret Sanger. I admire Thomas Jefferson. I admire his
words and his leadership and I deplore his unrepentant slaveholding. I admire Margaret Sanger,
being a pioneer in trying to empower women to have some control over their bodies, and I deplore
statements you have referenced. That is the way we often are when we look at flawed human beings,
there are things that we admire and things we deplore. We have for eight years followed the policy
that you have described, and I think weve gone backwards. Weve gone backwards in the real,
genuine care that we have given to women. I admire you for raising five strong daughters who will be
able to make their own choice and most likely, given your guidance, will be very staunchly pro-life.
But that is a choice that they will be able to exercise as free, independent American women. Thats
what I want for all women. (Hillary Clinton, Remarks At A House Foreign Affairs Committee Hearing, Washington, DC, 4/22/09); Minute

Planned Parenthood Praised Clinton When She Stepped Down As Secretary Of State
When Clintons State Department Tenure Ended, Planned Parenthood Bid Her
Farewell And Said No Other Secretary Of State Has Ever Advanced The Rights Of
Women And Girls Around The World As She Has. As secretary of state, Hillary Clinton has
put the rights of women and girls front and center in the State Department policies and programs; she
will truly be missed! Much has been made of her unique partnership with President Obama, but we
think its worth taking a few minutes to talk about her legacy for women and girls. No other
secretary of state has ever advanced the rights of women and girls around the world as she has. And
now its time for us to stand up and speak out for her. Join us in giving our heartfelt thanks to Hillary
Clinton for her tireless efforts to advance the rights of women and girls around the world. (Jacqueline
Murphy, Thank You, Secretary Of State Clinton, Planned Parenthood Action, 1/29/13)

During The Last Two Years Of Clintons Tenure As Secretary Of State, USAID Obligated

And International Planned Parenthood Federation
In March 2015, The U.S. Government Accountability Office Sent A Letter To Congress
Detailing Federal Funding Obligations To And Expenditures By Six Selected Entities
Involved In Health Related Activities, Including Planned Parenthood Federation Of
America And International Planned Parenthood Federation. In order to achieve their
programmatic goals, federal agencies obligate funding to various entities through programs such as
the Title X Family Planning Program (Title X Program) and the Health Center Program. These
entities may, in turn, expend federal funding for a range of activities, including providing health
services and conducting research. These entities also include organizations engaged in healthrelated activities, such as six that we reported on in 2010: Advocates for Youth, Guttmacher Institute,
International Planned Parenthood Federation, Planned Parenthood Federation of America,
Population Council, and the Sexuality Information and Education Council of the United States.
From 2010 through 2012, this report describes (1) federal obligations to the six organizations; (2)
these organizations expenditures of federal funding; (3) federal obligations to FQH Cs; and (4)
6

FQHCs expenditures of federal funding. (Letter To Congressional Requesters, Health Care Funding: Federal Obligations To And

Between FY2010 And FY2012, USAID And The U.S. Department Of Health And Human
Services Reported Obligating $236 Million In Grants To The Six Entities, With USAID
Obligating $128 Million Specifically To Member Associations Of International Planned
Parenthood Federation And Population Council. In summary, two federal agencies, HHS and
USAID, reported obligating about $236 million in grants, cooperative agreements, and contracts to
the six organizations from fiscal year 2010 through fiscal year 2012. Of this amount, HHS obligated
about $107 million to the six organizations, while USAID obligated about $128 million to two of the
six organizations, Population Council and member associations of International Planned Parenthood
Federation. (Letter To Congressional Requesters, Health Care Funding: Federal Obligations To And Expenditures By Selected Entities Involved

State Department. USAID plans its development and assistance programs in coordination with
the Department of State, and collaborates with other U.S. government agencies, multilateral and
bilateral organizations, private companies, academic institutions, and non-governmental
organizations (NGOs). (Department Of State And USAID, Perfromance.gov, Accessed 5/30/14)

During The Same Time Frame, The Six Organizations Reported Expending Over $482
Million In Federal Funding. During this same time frame, the six organizations reported
expending over $482 million in federal funding. In addition to funding they received directly from
HHS and USAID, the six organizations reported expending funding they received indirectly from
HHS and USAID as well as the Departments of Agriculture, Defense, Housing and Urban
Development, and Justice. (Letter To Congressional Requesters, Health Care Funding: Federal Obligations To And Expenditures By

Though Planned Parenthood Endorsed Obama In 2008, The Organization

Remained Close With Clinton
In July 2008, Planned Parenthood Action Fund Endorsed Barack Obama In The
General Election. The Planned Parenthood Action Fund, the political and advocacy arm of
Planned Parenthood Federation of America, today announced its endorsement of Sen. Barack Obama
for president of the United States. The Planned Parenthood Action Fund is proud to endorse Barack
Obama for president of the United States, said Action Fund president Cecile Richards. He is a
passionate advocate for women's rights, and has a long and consistent record of standing up for
womens health care. As president, he will improve access to quality health care for women, support
10

and protect a womans right to choose, support comprehensive sex education to keep our young
people healthy and safe, and invest in prevention programs, including family planning services and
breast cancer screenings. (Planned Parenthood Action, Planned Parenthood Action Fund Endorses Barack Obama, Press Release,
7/7/08)

NOTE: Planned Parenthood Action Fund did not endorse any candidate during the 2008 Democrat
primary.
Just Days After Clinton Dropped Out Of The 2008 Presidential Race, Planned
Parenthood Action Fund Indicated Their Support For Obama. In the days since Clinton
abandoned the race and endorsed him, the political arm of Planned Parenthood and other womens
groups have rallied behind Obama and joined forces to attack McCain. Among other things, they have
highlighted McCains opposition to abortion rights. The Republicans moderate image, they say, has
misled many women into thinking he supports abortion rights. (Michael Finnegan, Campaign 08: Women Lining Up
Behind Obama; McCain Hopes To Lure Clinton Loyalists. But Polls Show They Are Staying Democratic, The Los Angeles Times, 6/16/08)

In September 2008, Clinton Co-Authored An Op-Ed With Planned Parenthood

President Cecile Richards Attacking The Bush Administration For Legislation That Was
Notably Pro-Life. Last month, the Bush administration launched the latest salvo in its eight-year
campaign to undermine womens rights and women's health by placing ideology ahead of science: a
proposed rule from the Department of Health and Human Services that would govern family
planning. It would require that any health care entity that receives federal financing -- whether it's a
physician in private practice, a hospital or a state government -- certify in writing that none of its
employees are required to assist in any way with medical services they find objectionable. Laws that
have been on the books for some 30 years already allow doctors to refuse to perform abortions. The
new rule would go further, ensuring that all employees and volunteers for health care entities can
refuse to aid in providing any treatment they object to, which could include not only abortion and
sterilization but also contraception. (Hillary Clinton and Cecile Richards, Blocking Care For Women, The New York Times,
9/19/08)

Chesler Is A Longtime Clinton Ally

Clinton Referred To Chesler As One Of Her Great Friends. CLINTON: Another of my
great friends, Ellen Chesler, is here, who wrote a magnificent biography of Margaret Sanger called

Woman of Valor. (Hillary Clinton, Remarks At The Planned Parenthood Federation Of America Awards Gala, Houston, TX, 3/27/09)
During The 2008 Primary, Chesler Supported Clinton Over Obama Because She Is A
Woman. And one more thing. I am supporting Hillary Clinton because I think she is the best
candidate for this job, but I shamelessly want her to win because she is a woman. (Ellen Chesler, Hillary
Clinton, The Nation, 11/8/07)

In 2009 And 2010, Chesler Was Part Of The United Nations Commission On The Status
Of Women
In 2010, Chesler Served On The U.S. Delegation That Accompanied Hillary Clinton To

As A Senator, Clinton Voted For Legislation Favored By Planned

Parenthood
For Every Year She Served As Senator, Clinton Received A 100 Percent Rating On The
Planned Parenthood Action Fund Congressional Scorecard. Hillary Clinton has a 100% on
the Planned Parenthood Action Fund congressional scorecard for every single year she served as a
United States Senator (2001-2009). During her terms in the Senate, Planned Parenthood Action Fund
tracked 16 votes. (Planned Parenthood Action, Planned Parenthood Action Fund Welcomes Hillary Rodham Clinton To Presidential Field,

Planned Parenthood Endorsed Clinton For Senate In 2006. It was Clinton, endorsed by
Planned Parenthood for her 2000 and 2006 Senate races, who most deferentially touched all the
organization's advocacy bases as she denounced a range of Bush administration policies: the global
gag rule that prevents U.S. funds from going to entities that advocate abortion overseas (read:
Planned Parenthood's international arm), programs that promote abstinence-only sex education (not
the programs of Planned Parenthood), the Supreme Court's upholding of the federal ban on partialbirth abortion (thanks in part to the Bush-appointed justices John Roberts and Samuel Alito), and the
supposed flat-lining of funding during the Bush years (actually the amounts appropriated by Congress
generally increased) for Title X, a federal program that dispenses free birth control to high-school
girls without their parents knowledge (Planned Parenthood is heavily involved). (Charlotte Allen, Planned
Parenthoods Unseen Empire, The Weekly Standard, 10/22/07)

12

Planned Parenthood Endorsed Clinton For Senate In 2000. Hillary Rodham Clinton
received the endorsement of Planned Parenthood today and used the occasion to exhaustively criticize
her Senate opponent, Representative Rick A. Lazio, for his position on abortion and for what she
implied was his petulant reaction to her attacks. When you say something thats accurate about
someones record, if they dont want anybody to know about it, they say its negative, Mrs. Clinton
told a group of several hundred people at the State University of New York here. (Elisabeth Bumiller, Mrs.
Clinton Criticizes Lazio On Multiple Choice Abortion Stance, The New York Times, 8/3/00)

First Lady Hillary Clinton And Planned Parenthood

As First Lady, Sen. Clinton Consulted Pro-Abortion Groups During The Drafting
Process Of Her 93 Plan And Planned Parenthood Pledged Millions To Promote
Abortion Coverage In Her Universal Care Plan
Sen. Clinton Consulted With Pro-Choice Advocates On The Public Funding Of
Abortions. After much discussion between members of Hillary Rodham Clintons Reproductive
Health Task Force and pro-choice advocates such as Kate Michelman of NARAL and Pamela Moraldo
of Planned Parenthood, the Administrations health plan may well include abortion as a necessary,
pregnancy-related health care service. (Ava Moskin, CARE To Work For Federal Funding Of Abortions, WomenWise, 9/30/93)
Planned Parenthood Dedicated $10 Million To Get Abortion Coverage Included In
Clintons Health Care Plan As First Lady. The Planned Parenthood Federation of America said
today it will mount a $10 million campaign to persuade Congress to include abortion coverage in any
national health reform plan. The group said it stands firmly behind the Clinton health plan as the
only feasible proposal to achieve universal coverage of all pregnancy-related services. (Christopher Connell,

Overturning The Global Gag Rule And Vetoing Two Federal Abortion Bans. In one of
his first acts, he repeals the Title X gag rule, which prohibited low-income patients from receiving
medical information, counseling, or referrals for abortion services. That same day, Clinton
overturns the global gag rule that denied funding to international family planning organizations.
While in office, President Clinton vetoes two federal abortion bans. Physicians could have been
jailed, fined, and/or sued for performing safe abortion procedures only vaguely defined in the
legislation. (History & Successes, Planned Parenthood, Accessed 7/23/15)

During Clintons Presidency, The Clinton Administration And American Womens

Groups Like Planned Parenthood [Participated] In The Two Most Important
International Conferences On Women Ever Held. Despite a conservative Congress, the
Clinton administration and American women's groups like Planned Parenthood participate in the
two most important international conferences on women ever held. At the United Nations
International Conference on Population and Development in Cairo, Egypt, in 1994, more than 160
government delegations agree on a program to empower women and expand reproductive health
and family planning services worldwide. In 1995, the Fourth World Conference on Women in
Beijing, China, reaffirms that women's rights are human rights, calls for decriminalizing abortion
around the world, and affirms the right of all women to control their own fertility. (History & Successes,

In 2011, Bill Clinton Released A Statement Supporting Planned Parenthood Against

Congressional Cuts In Federal Funding, Saying The Assault On The Organization Was
Penny-Wise And Pound Foolish. President Clinton recently released a statement strongly
supporting Planned Parenthood, pointing out the importance Planned Parenthood plays in
preventing unintended pregnancies and abortion. Via Politico playbook: The assault on Planned
Parenthood is unjustified. It is penny-wise and pound foolish. The law strictly and clearly prohibits
the use of federal funds for abortion services. The Republicans elimination of funding for Planned
Parenthood, will in the end cost more than it saves by ending the ability of millions of American
women to receive family planning services, breast and cervical cancer screenings and preventative
healthcare at cost-efficient Planned Parenthood centers. And the denial of simple birth control and
family planning services may well increase both the number of unintended pregnancies and abortions
in our country. (President Bill Clinton Explains His Support For Planned Parenthood In Recent Statement, Planned Parenthood Minnesota
Advocate, 4/6/11)

roots in the middle class, Hillarys top priority is changing the economic reality for American families.
Her focus is on strengthening the middle class, creating jobs, and making sure hardworking families
get a fair shot. No one will work harder than Hillary. She knows how to lead so Washington fights for
all Americans. As president, Hillary will create more opportunities than ever for women and girls and
for all hardworking Americans across the country, just as she has done throughout her exceptional
