During a July 2015 forum in South Carolina, Hillary Clinton refused to condemn Planned
Parenthood Federation of America (PPFA) over recently released controversial videos and instead
gave a full-throated defense of the organization, its operations, and policies it advocates. Clinton
has a long relationship with Planned Parenthood, considering the organization an ally and
supporter throughout her and her husbands political careers. Planned Parenthood welcomed
Clinton after she declared her presidential candidacy in April 2015, and the organization has since
praised Clintons economic proposals. Since her announcement, Clinton has attended a fundraiser
with a board member and former chair of Planned Parenthood Los Angeles and has met with an
employee of Planned Parenthood of the Heartland at a campaign stop in Iowa. In addition, several
former employees and associates of Planned Parenthood have joined Clintons 2016 campaign.
Clinton has spoken to Planned Parenthood on a number of occasions. In 2014, Clinton was honored
with the organizations Margaret Sanger award. In 2009, Clinton spoke at Planned Parenthood
Federation of Americas annual gala. Clinton also spoke to the group in Washington, D.C. in 2007.
Planned Parenthood maintained close ties to Clinton during her tenure as Secretary of State.
Clinton praised PPFAs work around the world, and PPFA returned praise when Clinton left the
State Department. Under Clinton, PPFA and its affiliates received millions in grant funding for
international program implementation and advocacy. During Clintons tenure, PPFA and its
affiliates also spent over $3.3 million lobbying federal agencies, including the State Department and
USAID, on several issues and pieces of legislation.
Bill Clinton also has a close relationship with Planned Parenthood. PPFA has praised Bill Clinton
and currently highlights him and his presidency on its website. Bill Clinton has also defended PPFA
against proposed cuts in federal funding by Congressional Republicans.
Over the years, the Clintons have received almost $67,000 in campaign contributions from Planned
Parenthood and its employees. So far in the 2016 presidential election, Hillary Clinton has received
almost $12,000 from employees of Planned Parenthood, including several maxed-out donations
from heads of PPFA affiliates.
Planned Parenthood is also close with several Clinton-connected groups who have gone all-in on her
2016 campaign. PPFA has a long history of working with and supporting EMILYs List, who has
committed to supporting Clintons campaign and says that 2016 will be its most active election to
date. Priorities USA Action, President Barack Obamas former political operation, announced in
January 2014 that it would be aligning itself with Clinton for the 2016 cycle and said it hopes to
raise $300-$500 million for the cycle. Priorities USA has donated millions of dollars to Planned
Parenthood, and in 2012, Planned Parenthood Action Fund was the single largest recipient of
Priorities USA donations. And American Bridge, a group founded by Clinton defender David Brock
and that has played a key role in defending Clinton against GOP attacks has defended Planned
Parenthood amid the controversial videos. The group has raised $7.7 million in the first half 2015.
Planned Parenthood is also connected to the Clinton Foundation and the Clinton Global Initiative.
Its affiliates have contributed to the Clinton Foundation, and since 2008, PPFA has partnered with
CGI on projects around the world.

and other health check-ups. And I think it is unfortunate that Planned Parenthood has been the object
of a concerted attack for so many years, and its really an attack on a womans right to choose, to make
the most personal, difficult decisions that any woman would face based on her faith and the medical
advice that shes given. So Im hoping that this situation will not further undermine the very
important services that Planned Parenthood provides across our country. Now that we have the
Affordable Care Act, there are options for a lot of women to seek medical care that didnt have those
before. But Planned Parenthood still remains a very important part of the whole health care delivery
system particularly, but not exclusively, poor women. And I just strongly believe that we need to make

where she made clear that any vision for the economy must include women and eliminate inequality
within our economy, including disparities in wages. Clinton stated: For far too long, these challenges

On April 14, 2015, Hillary Clinton Visited A Coffee Shop In Iowa, And Spent Time With
Planned Parenthood Of The Heartland Employee Sara Sedlacek. Clinton spent about an
hour at the coffee shop, talking with Austin Bird, who works at an area hospital and is a student at St.
Ambrose University, Sara Sedlacek of West Liberty, who works for Planned Parenthood of the
Heartland, and Carter Bell, the president of the University of Iowa College Democrats. Clinton
ordered drinks, inquired about the menu and, when told about the lunch offerings, asked, Hows that
going for you? Afterward, she brushed off reporters questions about her return to Iowa and what she

In Her Speech, Clinton Praised Planned Parenthood For Their Work In Voluntary
Family Planning Programs. The good news is there a flip side. The presence of voluntary family
planning programs and support for reproductive rights has tangible benefits. And that is why I

In 2011, Clinton Criticized A House Bill That Would Severely Restrict State
Department Operations, International Organizations And Foreign Assistance And
Included Reinstating The Mexico City Policy, Which Banned Federal Funding For
Organizations That Promote Abortion Or Perform Abortions. Calling it debilitating to my
efforts to carry out a considered foreign policy and diplomacy, Secretary of State Hillary Rodham
Clinton is warning members of the House of Representatives that she will recommend personally
that President Barack Obama veto a bill pending in the House that would severely restrict State
Department operations, international organizations and foreign assistance. The bill also would
reinstate the Mexico City Policy, which banned federal funding for organizations that promote
abortion or perform abortions. That policy, adopted in 1984 under President Ronald Reagan, twice

Planned Parenthood Advocated For Ending The Global Gag Rule (Also Known As
The Mexico City Policy) As the worlds largest bilateral family planning donor, the U.S.
should build on, not stand in the way of progress. But for over 30 years, a harmful policy known as
the global gag rule has played politics with womens health and lives around the world. The global
gag rule (also known as the Mexico City policy) was first introduced by President Reagan. Separate
law already restricts U.S. foreign assistance funding for abortions overseas. The global gag rule
goes a step further and prevents any foreign organization receiving U.S. international family
planning funds from providing information, referrals, or services for legal abortion or advocating

In March 2015, The U.S. Government Accountability Office Sent A Letter To Congress
Detailing Federal Funding Obligations To And Expenditures By Six Selected Entities
Involved In Health Related Activities, Including Planned Parenthood Federation Of
America And International Planned Parenthood Federation. In order to achieve their
programmatic goals, federal agencies obligate funding to various entities through programs such as
the Title X Family Planning Program (Title X Program) and the Health Center Program. These
entities may, in turn, expend federal funding for a range of activities, including providing health
services and conducting research. These entities also include organizations engaged in healthrelated activities, such as six that we reported on in 2010: Advocates for Youth, Guttmacher Institute,
International Planned Parenthood Federation, Planned Parenthood Federation of America,
Population Council, and the Sexuality Information and Education Council of the United States.
From 2010 through 2012, this report describes (1) federal obligations to the six organizations; (2)
these organizations expenditures of federal funding; (3) federal obligations to FQH Cs; and (4)

Planned Parenthood Endorsed Clinton For Senate In 2006. It was Clinton, endorsed by
Planned Parenthood for her 2000 and 2006 Senate races, who most deferentially touched all the
organization's advocacy bases as she denounced a range of Bush administration policies: the global
gag rule that prevents U.S. funds from going to entities that advocate abortion overseas (read:
Planned Parenthood's international arm), programs that promote abstinence-only sex education (not
the programs of Planned Parenthood), the Supreme Court's upholding of the federal ban on partialbirth abortion (thanks in part to the Bush-appointed justices John Roberts and Samuel Alito), and the
supposed flat-lining of funding during the Bush years (actually the amounts appropriated by Congress
generally increased) for Title X, a federal program that dispenses free birth control to high-school

Planned Parenthood Endorsed Clinton For Senate In 2000. Hillary Rodham Clinton
received the endorsement of Planned Parenthood today and used the occasion to exhaustively criticize
her Senate opponent, Representative Rick A. Lazio, for his position on abortion and for what she
