WHERXAS, last August 18, 2014, the Camarines Sur Criminal Investigation and Detecfion
Group (CIDG) headed by PCI El:rol T. Garchitorena, together with some officials oJ the
tional Food Authority (NIA), alter a successfirl laid has conliscated more than 500 bags of
A rice which are being re-bagged in dre waiehouse of Sweet Forture Commelcial at
Barangay Mabolo, Naga City, to be re-sold by deceitful businessmen as comanercial ricet

WHEREAS, the said raid was the result oI a tlrce-motlth surveillance conducted by the
Camarines Sur CIDG headed by PCI Errol T. Garchitorena Jr. {or the said warehouse wherei4
according to the CIDG report, "continuous entries of trucks loaded with NFA rice at the
compound o{ the estabLshment of J.Y. Brothers" were observed, hence, a raid was conducted;
WHEREAS, these deceitful businessmen who are involved in NIA rice hoarding and price
manipulation whose selfish interest are doing the wo$t disservice to our people who are
mostly victims of the recent calamities that struck the Province while such illicit business
activities are against the food secu:rity policy of the national govemment;
WHEREAS, it is right arrd ploper to commend the Criminal Investigation and Detection
Croup (CIDG) of Camarhres Sur headed by PCI Errol T. Garchitoren4 who selflessly commit

hoarclilg and price manipulation being conducted by these deceitful businessmen;
