to Prepare Business Plan and Financing Strategy
for development of New Capital City of Andhra Pradesh Amaravati
(A) Background:
a) The Government of Andhra Pradesh (GoAP) has proposed to develop a New Capital City for the State of
Andhra Pradesh and has finalised the location in Vijayawada-Guntur area.
b) The Capital City Amaravati is proposed to be developed with state of art infrastructure facilities,
business & knowledge hubs and based on sustainable economic growth principles.
c) The capital city region will be developed over an area of ~7,420 sq. km with in Vijayawada Guntur Tenali - Mangalagiri boundary in three phases germinating from Seed Capital Area spreading to
metropolitan region as approved by Honorable Legislative Assembly of State of Andhra Pradesh.
d) The Master Plan for Capital city for the area of 217 sq km is being prepared by Government of Singapore
and shall be finalized shortly.
e) The Capital City Development and Management Corporation Limited (CCDMCL) has been formed for
the development and implementation of Capital City Area.
f) CCDMCL invites Expression of Interest (EOI) from Financial Services and Management Firms for
Preparation of Business Plan and Financing Strategy for development of New Capital City of Andhra
Pradesh Amaravati.
(B) Project Details:
The Capital City spread over 217 sq km of area would primarily function as the administrative headquarters
of the State. It is being developed as a business hub that provides services to cultivate the economic and
social harmony of the region. This would imply development of zones which would facilitate the built
environment to meet i) various institutional requirements for administration and governance, ii) central
business districts to create vitality, economy & employment and iii) mixed use zones to serve the city for
creating residential and social infrastructure. Being Greenfield development, the new city endeavors to
provide state of the art infrastructure that would typically include its core infrastructure, utilities,
governance system, and social infrastructure and development nodes to be developed by various
stakeholders.

(C) Broad Scope of Work:


The Consultants would be required to undertake the following activities in three stages:

(1) Business Plan: Based on discussions with the Client, the Consultant would prepare the
Business Plan for the City Development including a financial model for the proposed Capital
City Development Area over the area of 217 sq km for a period of 20 years. The Business Plan
will constitute the following aspects:
(i)

Financial Assessment:
-

Revenue Projections

Cost Estimates- component wise

Operational Cost

Attractiveness of the Project Project IRR/ROI/DSCR

Proposed capital structure-debt- equity ratio

Cost of capital (To be estimated by the Consultant based on the available


Master Plan)

Prepare balance Sheet / Profit & Loss / Cash flow statement for the
projection period

(ii)

Break-even analysis

SWOT analysis

Implementation Strategy:
To propose innovative mechanism for implementation of green field city development
based on business plan and Clients requirement

(iii)

Sensitivity Analysis:
-

Identify factors to which the project would be sensitive

Estimate the probable range of variation in these factor

Analyse impact of such variations on the project

(2) New City Financing Strategy and Structuring:


The Consultant shall be required to suggest means of financing for New City Development.
The Consultant shall consider the following:
(i)

Optimal Funding from State Government through budgetary resources

(ii)

Central Government Schemes

(iii)

Creation of City Development Fund

(iv)

Public Borrowing (National and International)

(v)

Multi-Lateral Funding options including exploring funding from newly created


development institutions

(vi)

Urban Bonds

(vii)

Long tenure funding from pension / insurance funds

(viii)

Private Funds (Master Developers, Private Equity Funds etc)

The Consultant needs to leverage state funding and suggest innovate tax efficient funding
structure.

(3) Fund Syndication:


The Consultant shall be required to syndicate the funds from various national and
international sources as identified in the business plan.

For undertaking all of the above, the Consultant shall be required to study in detail the global case
studies and best practices and present the same to the Client.

(D) Duration of Assignment:


The duration of Assignment shall be one year from date of signing of contract.

(E) Key Professionals:


Key professional should have Masters Degree in relevant subjects and have minimum 15 years of
experience in relevant field and handled similar assignment. Following key professionals are envisaged in
the proposal:
(i)

Financial Expert

(ii)

Tax Expert

(iii)

Urban Development Expert

(iv)

Urban Infrastructure Cost Estimation Expert

(v)

Business Strategy Expert

(vi)

Any Other Expert to be proposed by the applicants

(F) Qualification of the Applicants:


Following qualification of the Applicants shall be considered while evaluating the proposals:
(i)

Applicants should be in operation in India since last five years

(ii) The Annual Turnover of Firms should be Rs 100 Crore in each of the last three years from financial
services operations
(iii) Applicants should have key staff as required above
(iv) Applicants should have working experience with National/State or Urban Local Body or SemiGovernment Agencies
(v) Applicants should have prepared business plan for urban development in last five years
(vi) Applicants should have successfully completed fund syndication of minimum one project of Rs 2500
Crore (with minimum 2 option/source) for infrastructure works in last five years

(G) EOI Application:


The interested parties are required to submit their applications along with the following prerequisites.
The EOI application forms are to be sent in a sealed envelope to be submitted to CAPITAL CITY
DEVELOPMENT AND MANAGEMENT CORPORATION LIMITED Regd Office: Room No. 105, Ground Floor,
L-Block, Andhra Pradesh Secretariat, Hyderabad 500022 during office hours 10:30 a.m. to 5.00 p.m.
along with fee of Rs. 10,000/- to be paid by a Demand Draft in favour of CAPITAL CITY DEVELOPMENT
AND MANAGEMENT CORPORATION LIMITED payable at Hyderabad.

The Submission and Prerequisites to be submitted along with the EOI application form:
1.

Particulars of Applicant (Refer Annexure-3)

2. The Applicant shall attach proof of financial status of the company indicating the annual turnover for each
of the last three consecutive years (Provide Audited Financial Statements). The Annual Turnover of Firms
in each of the last three years from financial services operations shall be provided. All the statements shall
be certified by the Chartered Accountant.
3. The Applicant shall provide the following details on working and project experience:
a. working experience with National/State or Urban Local Body or Semi-Government Agencies (prior
experience)
b. prepared business plan for urban development in last five years
c. fund syndication of minimum one project of Rs 2500 Crore (with minimum 2 option/source) for
infrastructure works in last five years
Certificate of completion for each Project must be attached for the above said projects.

4. The party shall enclose list of its key staff along with their CVs in a standard format.
5. All such other documents to support the qualification of Applications

On the basis of the applications, the parties/agencies shortlisted shall be invited for participating in Request
for Proposal submission.

(H) Submission of EOI:


The duly filled application forms shall be submitted with a Demand Draft of Rs. 10,000 (EOI Application
Fee) drawn in favor of CAPITAL CITY DEVELOPMENT AND MANAGEMENT CORPORATION LIMITED,
Hyderabad. The last date for the submission of the EOI application is June 22, 2015 up to 15:00 hrs.

(I) Terms and Conditions


It will be obligatory on part of the selected party to sign an agreement with the Competent Authority
(CCDMCL) for timely completion of all works in a satisfactory manner.
1.

The Competent Authority shall not be responsible for any compensation to the party in case of any
calamity/accident/natural calamity/ fire or loss of any kind

2. The Competent Authority shall have the right to reject any application without assigning any reason
and its decision is final and binding on all the parties.
3. At any time prior to the deadline for submission of Application, the Competent Authority may for any
reason, at its own initiative may modify the EoI document by the issuance of addenda or addendum
4. The Competent Authority may contact only the shortlisted firms
5. The Competent Authority reserves the right to limit the number of shortlisted firms for efficiency.
6. The Competent Authority reserves the right to verify any information provided, or to request
additional information after EOI are received

The certification of project experience shall be issued by concerned agency or client. The Applicant should furnish
adequate evidence to support its claim of Project Experience detailed. The experience of ongoing projects shall not be
considered for qualification. Projects with valid project experience certificate shall only be considered.
