DESIGN OBJECTIVE

1. To integrate the campus with the Surrounding Context and Local

Architecture.
2. Planning and building designs shall conform to the Ecologically Sustainable
Standards.
3. Use of Energy Efficient systems.
4. Incorporating complete set of Infrastructural Services in a sustainable
manner.
5. Making the campus User-Friendly for all of User Groups.
6. Integrate a diversity of academic disciplines
7. Create a flexible and inspiring Training environment.
8. Promote the campus community
9. Create a climate positive development- state of-the art sustainable
building solution
10. Adapt to the changing world, to accept new technology systems,
furnishings, equipment, etc.

Nepalese architecture is an art that has become an important part of the

country's cultural heritage. Stylistically, it may be divided into three broad
groupsThe Pagoda Style,
The Stupa Style, and
The Shikhara Style.
CONCEPT
The campus planning is done mainly considering the site conditions and the
climatic features.
To meet essential services of building and structure code requirements
To group components for efficient operations (needed adjacencies)
To provide needed security zoning
To separate public, staff and trainees movements
To achieve desired civic/police facility image

Adequacy of parking for department and public

Adequacy of mechanical, electrical and technology support systems
A connection to nature and urban culture, with landscape and built forms that
respect the natural environment and reflect the context.
A sustainable campus that establishes a benchmark for energy saving, water
managemant and social responsibility.
Context
Panauti is quaint and interesting destination of Nepal. It feels as if it has been
left exactly the way the founders had built the town. A nostalgic atmosphere
covers the narrow town streets and ancient structures.
Panauti can be easily reach from Kathmandu, which is at a distance of 32 km
south-east.
Panauti, as an ancient town, has a mix of architecture of Hindus and Buddhists.
The town consists of a variety of Buddhist and Hindu religious monuments.
THE MASTERPLAN ZONING
The zoning of the programmatic elements of the campus is worked out mainly
based on the needed adjacencies for efficient and effective functioning of the
campus.
Land parcels are defined, based on functional requirements and establishing a
sense of circulation. The zones will be more formally organized with strong
architectural edges.
Three distinct nodes are created, based on programmatic requirements,
namely,
The Administration node
The Academic node
The Residential node
Shared use facility concept in combining certain uses helps in promoting the
community within the campus (officers and trainees).
Key issues to consider are:
Balancing security concerns versus openness to the public
Police image

The role of emerging technology and community policing change the

programmatic needs of a facility
Creative design versus operational reality
Vertical and horizontal adjacencies
Community policing perspective
Scale of community versus scale of building
Efficient interior and exterior design
Specialized services
Possible shared uses such as:
- physical training areas
- Firing range access for other agencies
- Community room
- Communications
- Indoor courts

FOCAL POINTS
Bisecting the site, a water threshold id created between building and the
training ground with ample seating areas, creating place for quiet engagement
at curriculum breaks.
BUILDING TYPOLOGIES
All buildings integrate with the campus landscape, with integral social, public
spaces, and main entries with road fronts.
It comprises comprehensive academic, tactical and physical training
facilities for recruits and in-service officers, including demonstration
classrooms and residential facilities for officers and trainees.
LANDSCAPE
Landscape as a strategy for identity and sustainability.
Landscape plays a primary role in defining the district. It establishes the
identity , and social and the open spaces, acting as a transitional element
between the pathways and the buildings. All housing and schools are tied
together with gardens that are an extension of the district landscape scheme.
Landscape concepts
1. Canopy trees
2. Low grass and plants
3. Formal trees

4. Promenade
CIRCULATION:
The circulation system provides convenient, efficient and fluid connections.
The circulation creates a pedestrian friendly campus.
VISUAL CHARACTER
Defined and coherent campus edges that are open and integrated with
the community.
Highlighting campus entrances and gateways to foster a welcoming and
user-friendly arrival experience.
Integrating all buildings into the campus landscape to create
comfortable outdoor spaces.
Architecture is a tool to bring the boldness/power of the building. The Newyork
police academy shows its power through its massive tall building.
