090603 (Securities Lending Income), to contract with OpenGov, Redwood City, California.
OpenGov will assist TOS in the efficient administration and posting of multiple government expenditure databases on a central, online
transparency platform supplementing existing TOS transparency resources and assisting Ohio local governments, school districts, and
special districts in placing their checkbook-level financial data online.
In order to find the most qualified firm, TOS released a Request for Information ("RFI") in February 2015, and assembled a committee to
evaluate all responses. Upon the completion of review and evaluation of each of the respondents, the committee identified OpenGov as the
best candidate. The committee's decision was based on OpenGov's (1) ability to provide the scope of services, (2) ability to complement
existing TOS transparency resources, (3) ability to respond in a timely manner to the needs of TOS, (4) demonstrated understanding of the
goals and objectives of the Treasurer's office, and (5) pricing structure.
TOS executed a Master Agreement ("Agreement") with OpenGov on April 24, 2015 with the express understanding and agreement by both
parties that none of the rights, duties and obligations described in the Agreement shall be binding until such time as all necessary funds are
available or encumbered and, when required, such expenditure of funds is approved by the Controlling Board of the State of Ohio.
