Introduction
An emergency causing serious injuries, loss of life and any damage to property
required immediately preventive corrective action for rescue to employees and
assets. To ensure the awareness regarding emergency, a plan is established for
creating awareness among employees at site/establishment. Although this plan
cannot eliminate the potential to hazards but minimize the severity of emergency.

2.

Purpose
The purpose of this plan is to provide:
Rapid notification to appropriate EKL personnel and its subcontractor (if
any) if a fire or other major emergency situation occurs during construction
work at Makori Project Site.
An organizational structure capable of responding immediately to
situations.
The primary goal of this plan is to ensure rapid, orderly response with
appropriate personnel and equipment so that personal injury, property loss
and adverse environmental impact from fire and other emergency
occurrences are minimized. It must be understood that it is not a substitute
for maintaining HSE requirements.

3.

Scope
This Plan outlines response organization and response requirements for each
team member and procedures to be followed during a fire or any other
emergency situation at Makori Project site. This plan will be applicable to all
employees, work facilities including offices at site/establishment.
Following is a list of some of the possible emergencies or disaster situations,
which would require invoking of this plan:

Fire or Explosion
Toxic Gas Release
Burst Gas Pipeline
Failure of Equipment
Scaffolding Collapse
Medical Emergency
Earth Quake
Terrorist Attack
Spill
Any other unforeseen situation

4. REQUIREMENTS:
4.1

Fire Protection and Prevention

In order to start and continue a fire, the following constituents must


be present in sufficient quantities.
1.
Fuel (combustible or flammable material),
2.
Oxygen (air contains approximately 20% oxygen), and
3.
Ignition source/Heat.
4.2

Fire Prevention
No matter how well prepared an organization may be to fight fire. It is
better if the fire never starts in the first place. The importance of good fire
prevention techniques therefore cannot be over emphasized and it is
essential that all potential sources of fire are identified and either
eliminated or controlled.
4.2.1

Control Fuel And Ignition Sources


There can be little control on Oxygen present in air, as it is available
in abundance and is essential for the survival of biological and
animal life. It is therefore essential that the other two contributors to
fire i.e. Fuel and Sources of Ignition be adequately controlled. The
most common sources of fuel at Makori Project site are diesel,
spilled oils, gas (for cutting purpose) bushes, paints, solvents,
thinners, paper, packaging and wooden furniture etc.
Where a project site is surrounded by bush land, no naked flames
are to be used in the construction area. If work is required to be
carried outside construction area, the supervisor shall obtain hot
work permit as per project requirement and ensure that all
precautions are in place to avoid bush fire.
Good housekeeping is an essential step in fire prevention. Waste
material like paper, packaging, spilled oils and other combustible
substances must be disposed of regularly to prevent accumulations
that can cause or contribute to a fire. Flammable materials should
be stored in an isolated/segregated area until they are used. Such
materials include solvents, paints and thinners used for painting,
fuel for diesel generators, mobile equipment and other vehicles etc.
Housekeeping inspections must be routinely carried out. Checklist
in Appendix.1 may be useful in carrying out these inspections.

4.2.2 Sources of Ignition


In the presence of large stocks of combustibles, it is essential that
strict control be exercised on the sources of ignition.
The most common sources of ignition at Makori Project site are:

Sparks from hot jobs like welding, cutting and grinding etc.
Smoking
Open flames from gas cutting etc.

A smoking place would be designated at a safer place so that the


rest of the Makori Project site could be marked for no smoking
area. Regular inspections of the electrical equipment and other
accessories should be made to ensure that they meet the required
standards & color coded.
4.3

Fire Fighting
Adequate fire fighting arrangements can help in controlling the fire in the
incipient stage. There are three methods of extinguishing fires:

Removal of HEAT (Cooling)

The Fire Fighting arrangements at Makori Project Site are mainly first-aid
equipments i.e. Fire Extinguishers and/or Fire/Sand buckets. It must be
appreciated that these first-aid fire-fighting measures are good for fighting
small fires only. If the fire escalates, the fire-fighting exercise should be left
to the professional fire-fighting equipment and agencies like Fire Brigade.
5.

PROCEDURE FOR EMERGENCY PLAN:


This procedure for emergency has specific requirement during working period at
construction site. Management is responsible to ensure that all employees
working are well aware to meet emergency. Through this procedure
responsibilities are identified clearly to individuals and by regular training, drills
and exercise awareness facilitated for effectiveness of emergency procedure
implementation at Makori project site. This procedure provides system for
Evacuation, Fire Fighting, and First Aid to injuries, Rescuing and handling other
types of emergency to save life and assets at Makori Project site. Emergency
procedure also identifies the availability of facilities such as Fire Fighting
Equipment, Assembly points, Exits, First Aid centre, Ambulance location and
Communication System including assistance from outside agency in case of
emergency.
5.1

EMERGENCY ORGANIZATION:
To organize emergency plan following basic requirements are assumed to
ensure the responsibilities to handle emergencies at Makori project site.
Site Manager, I/C Administration and I/C HSE is responsible for any
emergency at Makori project site to ensure the following

PLANNING:
Most important element for emergency procedure is proper planning for
potentials to risk that can occur at Makori Project site which include
following.
Establishing and maintaining effective communication among
employees and emergency services centre / nearby hospital or
care centre.
Analyzing risk nature and occurrence
Liaison with local emergency services and authorities
Approaching to the nearby hospital in a minimum safe time hrough a
proper route.

Coordinate activities of Emergency Response Team.
Ensure that all personnel have evacuated to the Assembly
Point.
Take roll call at Assembly Point.
Arrange for the rescue of any person reported entrapped.
Liaise with Client and local fire brigade, as per requirement.
Hand over control of fire fighting activities to the fire brigade
on its arrival.
Decide when the emergency is over and give an All Clear
signal.

On hearing emergency alarm the Emergency Team Members will
assemble near the Makori project site office and will act as
instructed by the Team Leader/ Warden.
6.

EMERGENCY PROCEDURE IMPLEMENTATION:


In the event of emergency, effective implementation will be made with the client
approval as under or client facilities to be used as per client contract rules/terms.
a) Makori Project site office will be designated as Emergency Control Centre as
per project requirements and remain operative till the emergency
clearance siren sounded at project site.
b) Clients senior representative shall be informed immediately about
emergency.
c) Emergency siren or any other communication way will be used as per
approved emergency procedure at Makori Project site.
d) On hearing emergency siren/alert all employees except those involved in
emergency controlling, immediately will stop their work, shutdown their
equipment safely and will proceed to predetermined assembly point(s) in
an orderly manner at Makori Project site.
e) Vehicles to be parked in safe area as much as possible. Keys of the vehicles
must be placed within the vehicle, if parked in an area other than
designated parking area.
f) Head counting of employees will be made at assembly points to confirm
strength according to attendance.
g) All employees will remain at assembly point(s) till emergency over is declared
and then after this work can be continued at construction site.
h) For the purpose of emergency medivac stand by vehicle/ambulance will be
used as per requirement from Site to nearby hospital. In case, patient is

serious and further referred for medivac, same vehicle / ambulance/ or


hired vehicle will be used for referred hospital.
i) Responsible Area Engineer/ Area Supervisor shall immediately contact to the
Site Manager or Safety Engineer and provide at-least the following
information about emergency situation.

ACTION IN CASE OF FIRE.


The emergency situation may occur due to fire in construction area.
a. Follow the emergency response procedure to assemble at pre-determined
assembly point(s).
b. In case of fire emergency in construction area evacuate the area immediately
and communicate to the responsible persons as per instructions given
above.
c. In case of fire in maintenance related activity for example equipment or
machinery, scrap or other combustible material, try to extinguish the fire
with the help of portable and appropriate fire extinguishers provided in the
area if it is safe to do so.
d. If the fire is uncontrollable, dont fight with the fire and wait for the emergency
response team or fire brigade to over come the situation.
e. Safety Engineer and other trained fire fighter shall remain standby to assist the
emergency and fire fighting teams if they require.

8.

MEDICAL EMERGENCY PLAN.


There may be a situation of occupational illness / injury at Makori Project site. In
case if any body suffering from illness or injury that requires immediate attention,
the following instructions shall be routed.
a. Any one suffering from injury shall immediately report to his supervisor or
safety officer who will call the trained first aider.
b. The trained first aider shall immediately attend the patient or victim.
c. If possible to shift the patient in cool and shaded area, first aider can do so
with the help Emergency response team or members.
d. First aider shall assess the condition of patient or victim and provide the
necessary first aid.
e. In case if victim requires medical treatment more than first aid, standby vehicle
/ ambulance shall immediately be provided to shift the patient to nearby
hospital.
f. First aid kit shall be available in EKL safety office all the time.
g. Fist aider shall keep the record of all the treatments in his logbook.

h. In case of serious injury the area engineer/ Incharge HSE shall report to
Schlumberger HSE Manager at Makori.
9.

MANAGEMENT RESPONSIBILITIES:
To ensure that all the activities regarding emergency including Facilities,
Implementations, Monitoring, Audits & Inspections and Trainings are well in place
& being carried out regularly as per planning to meet any emergency. Followings
are responsible at Makori Project site.

Members of the Emergency Response Team shall have sufficient
knowledge and awareness to discharge their responsibilities and know
where to obtain additional professional support.

selection and use of portable, hand-held fire extinguishers.
Emergency Drills (as per site requirements) will be conducted to exercise
the practice that what to do in case of real emergency to avoid any
seriousness.
