The World University Rankings are competitive, of course, but they also
promote the partnerships vital to a vibrant global academy, says Phil Baty
he rankings are about competition, right? Of course, universities and the individuals that
make them are driven by a healthy
competitive instinct the drive to
be first to new knowledge, to be
the best. This is one of the reasons
why Times Higher Educations
portfolio of global rankings has
become so closely watched, not just
by prospective students and their
families, but also by scholars, university leaders and governments.
But they also fulfil another,
perhaps even more important function: they promote collaboration.

It is not surprising
that the variations
between private and
public research
universities in the
US are growing
top 200 representative this year, the
University of Adelaide, which
enters at 164th. Most of the countrys institutions, led by the University of Melbourne (up one place to
33rd), have gained ground.
Asias success has not been
fuelled by the high-spending East
Asian nations alone: Turkey has
had an exceptional year, too. It
now boasts four top 200 universities with some spectacular rises
in the ranks.
The Middle East Technical University jumps from outside the top
200 to 85th, thanks to strong
improvements in its reputation,
international outlook and research
impact scores. Istanbul Technical
University enters the top 200 in
joint 165th place and Sabanc
University debuts at joint 182nd.
Thomson Reuters, THEs rankings
data partner, says that some of
Turkeys improvement has been the
result of its campaign to improve
the attribution of its research
papers to the correct institutions.
But the country has also been
increasing its spending on research.
Asias general success has made
further inroads into the US
traditional dominance, although
this can be overstated: after all,
the superpower takes seven of
the top 10, 15 of the top 20 and
45 of the top 100 positions
(down from 46 last year).

The Times Higher Education World University Rankings are the only global university performance
tables to judge research-led universities across all their core missions teaching, research,
knowledge transfer and international outlook. We employ 13 carefully calibrated performance
indicators to provide the most comprehensive and balanced comparisons, which are trusted by
students, academics, university leaders, industry and even governments. The methodology for the
2014-15 World University Rankings is identical to that used since the 2011-12 tables, offering
a stable year-on-year comparison.
Our 13 performance indicators are grouped into five areas: TEACHING (the learning
environment); RESEARCH (volume, income and reputation); CITATIONS (research influence);
INTERNATIONAL OUTLOOK (staff, students and research); and INDUSTRY INCOME (innovation).

Scores
To calculate the overall rankings, Z-scores were created for all datasets except for the results of
the academic reputation survey. The calculation of Z-scores standardises the different data types
on a common scale and allows fair comparisons between different types of data essential when
combining diverse information into a single ranking. Each data point is given a score based on its
distance from the mean average of the entire dataset, where the scale is the standard deviation of
the dataset.
The Z-score is then turned into a cumulative probability score to arrive at the final totals.
If University X has a cumulative probability score of 98, for example, then a random institution
from the same data distribution will fall below University X 98 per cent of the time. For the results
of the reputation survey, the data are highly skewed in favour of a small number of institutions at
the top of the rankings, so in 2011-12 we added an exponential component to increase
differentiation between institutions lower down the scale, a method we have retained.

Berkeley is routinely ranked as
one of the top global universities, a position it has occupied for
more than a century. Thanks to a
history of public support most generously expressed in Californias
1960 Master Plan for higher education, the UC system produced an
extraordinary record of achievement. On the one hand, it gave an
elite but low-cost education to
a large group of students from
Californias public high schools. On
the other, the research work of
its top universities in basic and
applied arenas laid the foundations
for many of the industries that
have made the California Dream a
reality, from aerospace to Silicon
Valley.
High-quality research and
undergraduate education, plus
broad, merit-based access: for
generations, these three interlinked
elements together defined UCs
commitment and contribution to
the public good. The systems original, flagship campus at Berkeley
exemplified this achievement, ranking alongside Harvard University
as one of the top research institutions across multiple fields, while
affording access to low-income students on a scale unimaginable in
the Ivy League.
In recent years, however, the fact
that Berkeley is a public university
always the top-ranked public in
the US has led some to assume,
given the extent of most states disinvestment in higher education,
that it will not be able to maintain
its traditional excellence. The environment for public higher education
has indeed shifted dramatically: in
an age of governmental crises
around taxation and funding, cuts
in the past decade have slashed our
level of state support from 34 per
cent to 12 per cent of our overall
budget. It is clear that we can no
longer rely on a renewed embrace
of public higher education spending as a means of facilitating social
mobility and for the public good.

ment have ranged from the ambitious establishment of foreign
campuses to the development of
small consular-style offices in a variety of world centres. So far, neither
model has helped us to devise concrete ways in which the global can
be woven back into the fabric of
the home institution. We must seek
to develop new kinds of studyabroad experiences and student
exchanges, different forms of
research collaboration and partnership, and revise the ways we think
about accreditation, student trajectories, faculty appointments and
departmental structures, to mention just the most obvious. In the
US context, this means that
globalisation cannot be the Americanisation of world universities,
but the global transformation of
the US university itself.
