The purpose of this section is to list some of the more popular eGaming services that can be
authorized to operate under our eGaming Licensing Services. Although this is not intended to be a
complete list, it should serve as a general guidance. Specific questions about other possibilities and
variations should be discussed over a phone consultation or emailed to licensing@curacaoegaming.com
Operating under a Curacao eGaming License covers games of skill, randomness and chance that use
telecommunications (phone, Internet, networks, servers, etc.)

Not all activities require a Curacao company formation.
Curacao became a country on October 10, 2010 with the dismantling of the Netherlands Antilles. We
still remain part of the Dutch Kingdom. Client may wish to establish a Curacao company. One of the
more popular reasons to do so is to apply for an Ezone permit to take advantage of our special tax
regime where the Curacao Company is obligated to pay 2% of the net profits. Further information

We recognize that many eGaming operators have licenses and companies established in other
jurisdictions and that contributing technical services and functions are operating from various
geographic locations. An operator may wish to operate under a Curacao eGaming license in order to
benefit from the many specialized services Curacao eGaming offers. In that respect we offer
specialized services to clients in order to accommodate our compliance requirements. We expect the
operator to maintain that certain functionality of an eGaming service offering operates via our
managed and supervised Private IP Network services. Such services may include but not be limited
to IP traffic, the transport and delivery of specific contributing logic or event functions, URL, Domain
Name Services, (DNS) resolution, registration services, delivery and storage, player history,
settlement and back office services.
One of our primary concerns is player protection and compliance with our local laws and policies. As
one of the first countries to regulate eGaming we recognize that software platforms require a
substantial investment. In order to insure compliance with our policies and procedures we encourage
client to discuss the technical aspects of their eGaming system with one of our technical compliance

The following are some examples of eGaming Services that can be considered for authorization
under a Curacao eGaming license:

It is possible that an approved random number generator could be in another jurisdiction and could be
generated there and results forwarded to the IP compliance services network where the result would
be relayed, processed or prepared.

Operator authenticates, collects and stores personal details (such as name, age, address, username,
password, player request or player history etc.
Operator monitors the status of players funds.

The service is considered to be offered when the player and the operator enter into an arrangement
or relationship without which the player cannot gamble.
A company which offers registration or downloads of software to the player that allows them to
connect to a service, network or site or server to engage in the service is not offering the service. The
service is offered by the site (network, server, IP address, etc.) to whom the player connects with in
order to play or engage in the service.

A website which allows the player to begin gambling is offering the service. A web page may source
its games from a variety of providers.
A website that is referring the player does not offer the service. The service is offered by the website
that the player is referred to.

The first step for eGaming Licensing Services approval will be to receive a detailed description of the
services intended to be offered. We will then review to determine the necessary technical and
operational compliance requirements for those services intended to be offered. Your detailed
response to the items under point .7 of this guide is the first required step to proceed. Our compliance
officers will then advise on which eGaming services would need to operate under our authority for
compliance purposes. An example of such services to operate under our authority may include control
of specific traffic, data, services, logic, functions or contributing remote services as outlined in the
licensing services guide.
Regarding technical and operational compliance services, the main areas for licensing compliance
services are the following:
1) Compliance for specific traffic, services, events, logic. (Compliance for example may be achieved
via - Global Network IP Services, dedicated servers, Co-location or VPS Cloud - depending on final
compliance requirements analysis.)
2)Compliance for pPlayer history, settlement/payouts data typical back office services. (Compliance
for example may be achieved via - Global Network IP Services, dedicated servers, Co-location or
VPS Cloud - depending on final compliance requirements analysis.
Please Note: For each intended service to be licensed, licensing compliance services must be met at
all times. An eGaming License to operate is valid and authorized only for the specific registered and
approved services, domains and URLs for which a client has registered and received confirmation
and approval for from Curacao eGaming. A Client may add, remove or make changes to clients
registered and approved list of suppliers, services, domains and URLs by providing Curacao
eGaming with the necessary required technical and operational compliance information for review and
approval as outlined in this Licensing Services Guide.
Curacao eGaming IP compliance engineers conduct IP compliance audits on a regular basis. In
order to avoid possible unnecessary penalties and suspension of services for non-registered services
or services operating out of compliance, it is clients responsibility to ensure all services, domains and
URLs operating under clients issued license are up to date and approved. Curacao eGaming must at
all times have on file an up to date list of registered and approved list suppliers, services, domains
and URLs operating under clients Curacao issued license.
Technical compliance services available to accommodate our compliance requirements include: Colocation, dedicated servers, VPS, custom IP services and access to our global private IP compliance
services network which spans the world while providing an array of independent compliance services
built upon our globally distributed private IP compliance services platform. Our core services Data
Centre is located in the Curacao Government Ezone where all International Sub-Marine Fiber-Optic
Cable Systems terminate to Curacao, our remote facilities include various locations around the globe.
Our technical compliance services may be combined and layered over any existing operation no
matter where those services may already be operating, providing the services provider or operator
technical and operational compliance flexibility.

Whether a service is offered to a player directly or via a third party, the operational and technical
description of the service must be submitted for review by our Compliance Department. New services
can be added to an operators portfolio but require a description of the service before we accept it and
register it as approved.
A response to the following items below will provide us with a better understanding of the services
intended to be offered while operating under our licensing services thus allowing us to properly advise
which Licensing structure and compliance requirements would best suit clients requirements.

planned or existing operations, play for free or real money services.

What is clients target date to go live online?

The monthly ongoing operating fees for Curacao eGaming Licensing Services are determined mainly
by a clients eGaming licensing and compliance requirements which we first need to define as
explained above. All reputable eGaming jurisdictions require a specific level of technical and
operational compliance to be met for licensing compliance purposes. Since every eGaming service is
built differently from the next we begin by first reviewing each clients intended services to be offered
in detail to fully understand technically all components which makeup or contribute to the service.
Upon our review we can then advise which services would need to reside and/or operate under our
authority by means of for example: Our global private IP compliance network services, dedicated
servers, VPS, hosting, co-location and custom cloud solutions. A detailed technical description and
operational diagram explaining the flow of services, event and process handling once engaged in by
the participating player for the intended service while including the details of any contributing remote
services is required. Our technical compliance services may be combined and/or layered over any
existing operation no matter where those services may presently be operating. Our IP compliance
services provide technical and operational compliance flexibility and global service and delivery
performance enhancements for a better overall user experience.
