State Bank of India invites offers for premises on lease rental basis for Commercial /
Office use duly approved for the purpose having floor area of about 10,000 sq ft. to
12,000 sq. ft. in any of the following locations:

The entire space should preferably be on one floor and in any case on consecutive
floors. Exclusive Parking facility within the building premises and sufficient frontage
should be available. The Bank reserves the right to

Call for separate bids for furniture and fittings from the short listed bidders.
Accept / Reject any or all offers without assigning any reasons.

Further, the offers submitted by brokers shall not be entertained.

The offers in a sealed cover complete in all respects should be submitted to the following
address on or before 2.00 p.m. on 28.01.2015.

TECHNICAL BID
TERMS AND CONDITIONS
Offer / leasing of Office Premises
This tender consists of two parts viz. the Technical Bid having terms and conditions,
details of offer and the Price Bid. Duly signed and completed separate Technical and
Price Bid (on letter head of the company in case bidder is a company) are to be
submitted for each proposal. Bids pertaining to properties owned by companies should
be accompanied by a suitable resolution specifying person authorized to sign the bid
documents. Xerox copies may be submitted in case of bids for separate premises but
having common documents.

Multiple bids for same premises shall be rejected

summarily. The Technical Bid and Price Bid for the proposal should be enclosed in
separate sealed envelopes and these two envelopes be placed in a single cover superscribing Tender for leasing of Office premises to SBI Commercial Branch.
TERMS & CONDITIONS

1.1 The successful vendor should have clear & absolute title to the premises and
furnish legal title report from the Banks empanelled advocate at his own cost.
The successful vendor will have to execute the lease deed as per the standard
terms and conditions finalized by the Bank for the purpose, and the stamp duty
and registration charges of the lease deed will be shared equally (50:50) by the
lessors and the Bank. The initial period of lease will be 10 years with requisite
exit clause to facilitate full / part de hiring of space by the Bank during the
pendency of the lease. As regards increase or decrease in rents payable,
increase in rent if any shall be subject to a maximum ceiling of 25% after
initial terms of 5 years is completed. After 10 years rent can be negotiated
and finalized with mutual agreement so that new lease can be executed for
further term of 5 + 5 years.
1.2 Tender document received by the Bank after due date 28.01.2015 and time i.e.
@ 2.00 p.m. shall be rejected.

1.3 The lessors are requested to submit the tender documents in separate envelope
super-scribed on top of the envelope as Technical or Commercial as the case
may be (TECHNICAL BID AND PRICE BID) duly filled in with relevant
documents / information at the following address :

1.4 All columns of the tender documents must be duly filled in and no column should
be left blank. All the pages of the tender documents (Technical and Price Bid)
are to be signed by the authorized signatory of the tenderer any over-writing or
use of white ink is to be duly initiated by the tenderer. The Bank reserves the
right to reject incomplete tenders / tenders / tenders not signed on all pages.
1.5 In case the space in the tender documents is found to be insufficient, the lessors
may attach separate sheets duly signed.
1.6 The offer should remain valid at least for a period of 4 months / 120 days to be
reckoned from the last date of submission of officer i.e. 28.01.2015.
1.7 There should not be any deviation in terms and conditions as have been
stipulated in the tender documents. However, in the event of imposition of any
other conditions which may lead to a deviation with respect to the terms and
conditions as mentioned in the tender document the lessor is required to attach
a separate sheet duly signed marking list of deviations.
1.8 The Technical Bid will be opened on 29.01.2015 at 3.00 p.m. in the presence of
tenderers who choose to be present at our above office.

All tenderers are

advised in their own interest to be present on that date at the specified time. In
case any person other than the signatory of the bill wants to represent bidders
during opening of the bid, such person shall submit a letter of authorization from
the bidder.
1.9 The Bank reserves the right to accept or reject any or all the tenders without
assigning any reason thereof. In case of exigency and depending upon the
suitability, the Bank may as well accept more than one proposal to suit its total
requirements.

1.10 Canvassing in any form will disqualify the tenderer. No brokerage will be paid
to any broker. Brokers need not apply.
1.11 The short listed lessors will be informed by the Bank for arranging site
inspection of the offered premises.
1.12 Income Tax and other statutory clearances shall be obtained by the lessors at
their own cost as and when required. All payments to the successful vendor
shall be made by Account Payee Cheque only.
1.13 Preference will be given to the exclusive building / floor in the building having
ample parking space in the compound / basement of the building.
1.14 (a) Bank shall follow a cluster approach for rating of premises Cluster 1 shall
comprise of properties in close vicinity of Rajendra Place and Cluster II shall
include Netaji Subhash Place. Properties falling in each cluster shall be rated
separately for arriving at the L1. Bank reserves the right to choose the cluster
for ultimate selection.
4(b) Preference shall be given for well maintained buildings in areas with similar well
maintained buildings. Buildings should have a well appointed lobby at the entrance
to direct visitors. Buildings having public conveniences like public parking, toilets,
cinema theatres, etc which encourage floating population will not be considered. Lift
area should be secure and for exclusive use of tenants and their clients. Unhindered
access to building through main road is preferred. Presence of garbage dumps
shanty areas, dilapidated buildings in vicinity area is not preferred. Minimum 2 lifts
are required having capacity of at least 10 persons and should be located in lounge
are. Exclusive and modern toilet facilities are required within premises with suitable
segregation for male and female staff / customers to meet requirements of about 50100 persons. Earmarked parking within the premises is required. Parking should be
exclusive to tenants and should not be earmarked in public parking areas. Provision
for covered / uncovered parking for 20-30 cars is required.

c. The Price bids of short listed vendors will be evaluated on techno commercial
basis giving weightage to the qualitative aspects in various parameters like
location, accessibility, Frontage, Possibility of signage Entrance lounge, Lift
facility, Toilet facilities, AC facility, Structural soundness, External elevation,
Natural light, ventilation, Power Back up, Water supply position, Fire Fighting
arrangements, floor offered, parking, density of tenants, Prominence in premises,

availability of space for occupation, distance from nearest Local Metro Station /
Bus Stop, safety / security communication facilities, planning and utilization of
space, resistance to noise pollution, longevity of building etc.
1.15 The income tax and education cess as applicable will be deducted at source
while paying the rentals per month. All taxes and services charges shall be
borne by the landlord.

While renewing the lease, the effect of subsequent

increase / decrease in taxes and service charges shall be taken into account for
the purpose of fixing the rent. Bank may bear the service tax liability on the
rental payments subject to the landlord being liable to pay service tax on the
same to the government having reference to the threshold of such income
above which the same is subject to service tax. However, the landlord will be
required to bill the Bank every month for the rent due to them indicating the
service tax component also in the bill separately. The bill also should contain
the service tax registration number of the landlord, apart from name, address
etc. of the landlord and the serial number of the bill, for the bank to bear the
burden of the service tax. Otherwise, the service taxes shall not be paid by the
Bank as it will not be entitled to claim relief for such payments against its service
tax liability on its income chargeable to service tax. In case, the service tax
levied on rent is paid by landlord directly, the same shall be reimbursed by the
Bank to the landlord on production of proof of such payment of tax to the Govt.
indicating name, address and the service tax registration number of the landlord.
1.16 The interest free rental deposit equivalent to maximum six months rent may be
granted to the landlord at the time of taking possession of the premises
depending upon the need / demand of the landlord for the same and such
deposit will have to be adjusted during the last six months of occupation.
1.17 Mode of Floor Area measurement for premises is as follows:- The floor area is

1.18 The floor wise area viz Ground, First, basement if any, etc with the
corresponding rate for rent / taxes should be mentioned separately in the Price
Bid. The number of car parking spaces offered should be indicated separately.
1.19 The successful lessor should arrange to obtain the municipal license / NOC /
approval of layouts / Banking use etc. from NDMC/ collector / town planning etc.
for carrying out the interior furnishing of the premises. Lessor should also obtain
the completion certificate from Municipal authorities after the completion of
interior furniture work. The required additional electrical power load will also
have to be arranged by the lessor at his / her cost from the related Power utility
company / DISCOM. And NOC and the space required for installation and
running of the Banks generator will also have to be provided within the
compound by the lessors at no extra cost to the Bank
1.20 Lessor should obtain and furnish the structural stability certificate from the
licensed structural consultant at his cost.
1.21 The lessor shall obtain / submit the proposal to NDMC / collector / town planning
for the approval of plans immediately after receipt of approved plans along with
other related documents so the interior renovation work can commence.
1.22 The lessor will have to enter into agreement for construction incase the building
/ floor / premises is not complete with minor internal modifications, if any
required as per the Banks

requirement.

After the completion of works,

including the interior works, the lease agreement will be executed and the rent
payable shall be reckoned from the date of occupation. The lease agreement
will include interalia, a suitable exit clause and provision of de-hiring of part / full
premises.
1.23 The Bank reserves the right to reject any offer or cancel the entire tender
process at any stage without advising any tenderer(s) and shall not be liable for
any costs / damages etc. in this regard to any concerned whatsoever.

1.24 Any expenses / costs relating to the tender incurred by the bidder shall be borne
by the bidder and the Bank shall not be liable / responsible for any such acts /
charges etc.
