Subject: Minutes of meeting of T4S sub-committee for City and Local Gas Distribution Networks

held on 02.12.14 at 11:00 AM in PNGRB, New Delhi


List of participants is at Annexure I
At the outset, DA (SK) welcomed the participants for the meeting. Following agenda items including the
requests received by PNGRB to amend the PNGRB T4S Regulations on City and Local Gas Distribution
networks were discussed:

Request received from M/s Glynwed Pipe Systems India Pvt. Ltd (Glynwed) for amendment in
T4S Regulations for CGD Networks

During the deliberation, representative of M/s MGL informed that earlier, they were using PE fitting with
exposed coils and they faced the problem of rusting, contamination of coils, loose coils of the fittings etc.
MGL to provide further details like manufacturers name, make etc of such fittings used by them.
Further, representative of M/s GGCL mentioned the issues arising from alignment of pipes at an angle
resulting to friction and damage of coil at times.
Subsequently, based on the deliberation it was requested to all sub-committee members to submit the
following information within 15 days:

Views/ comments on the use of PE fittings with exposed coil


Views from other manufacturers and suppliers of PE fittings w.r.t. exposed fittings.

In addition to above, GGCL and MGL were requested to seek the views/comments obtained from British
Gas and others on the above issue.
Further, it was decided to get clarification from M/s Glynwed on the following:

Rusting, contamination of coils, loose coils of the fittings etc.


Traceability (Marking) of fittings made from pipe.
2. Request received from M/s Itron for amendment in T4S Regulations for CGD Networks

The above request has deliberated and following amendment has been proposed by the sub-committee:

Existing Provisions:
Valves body, bonnet, cover and/or end flanges components made of cast iron and / ductile
iron (as per ASTM A 395) shall not be used in CGD networks.
Provision as requested by M/s Itron:
Valves body, bonnet, cover and/or end flanges components made of cast iron and / ductile
iron (as per ASTM A 395) is permitted to be used in CGD networks.

Proposed as recommended by Sub-committee:


Valves body, bonnet, cover and/or end flanges components made of cast iron and / ductile iron shall
not be used in CGD networks. However, Valves having shell (body, bonnet, cover, and/or end flange)
components made of cast ductile iron in compliance with ASTM A 395 and having dimensions
conforming to ASME B16.1, ASME B16.33, ASME B16.34, ASME B16.38, API 6D/ISO 14313, or
ASME B16.40 may be used at pressures not exceeding 80% of the pressure ratings for comparable
steel valves at their listed temperature, provided the pressure does not exceed 1,000 psi (6 900 kPa),
and welding is not employed on any ductile iron component in the fabrication of the valve shells or
their assembly as part of the piping system.

Dispensation requested by M/s MGL for installation of gas detectors at DPRS sites.

In view above, the members of the sub-committee informed that they do patrolling and leak detection
checks at DPRS on a regular interval (15- 30 days). Members also informed that placing gas detectors at
DPRS which are in public areas will lead to panic among the general public in case of alarm. In this
regard, the sub-committee members were requested to submit their views/ comments within 15 days on
the following:

Current status i.e. whether they are using gas detector at DPRS or not
Why the gas detectors are not required? And the alternate assurances to address associated
risks.
International experience and regulations/ codes pertaining to gas detectors at DPRS
QRA report of DPRS without gas detectors, if any

A pilot project to install a PE riser system on two buildings and monitor their performance as
against T4S Regulations for CGD Networks mandate to use Galvanized Iron (GI) or Carbon
Steel :- (Pilot project report submitted by M/s MGL).

On the above issue, M/S MGL has been requested to submit the following documents:

The GI to PE or PE to GI joint strength must be equal or more than the original material
and this needs to be pressure tested.
Dos and Donts with respect to installation of PE riser system.
Whether the unconnected laterals (connections yet to be taken by the residents) in a
particular multi-story building/ tower are plugged or isolation valve / plug system is
provided.
MGL may examine a possibility of taki8ng out a piece of PE/ MDPE material used in the
pilot installation and get it tested for any degeneration through comparison with test
reports of material at the time of installation. Also, check the degeneration through
accelerated ageing process.
The document regarding regulations vide which PE riser system is being permitted in
other countries.

Formulation of general guidelines for Commissioning and Gas charging in steel pipelines used
in CGD networks

The guidelines were deliberated by the sub-committee and the changes have been incorporated in the
draft guideline as per the deliberation. The sub-committee was requested to further review the guideline
and submit their views/ comments within 15 days, if any.
