ATTACHMENT I STATEMENT OF WORK


Position Title:

TEFL (Teaching English as a Foreign Language) Certificate Support Coordinator

BASIC FUNCTION OF POSITION


This position will function as a TEFL Technical Training Coordinator and support for the administration and
logistics for the TEFL Certificate pilot. The contractor will assist the TEFL project managers (PMs) and TEFL
Expert at the HQ, Brock Brady and other staff involved in the TEFL Certification Pilot program.

MAJOR DUTIES AND RESPONSIBILITIES:
Help TEFL project managers to manage and track the 27 month COTE
o Troubleshoot problems invitees have in try to participate in pre-departure online learning
o Manage timeline on pre-departure sessions and nudge invitees for participation when necessary
o Collect, input and manage results of pre departure sessions
o Coordinate the calendar of learning assessments, provide the necessary tools and rubrics as needed
o Collect, input and manage the results of the learning assessments
Arrange logistics or training events and staff observations of Volunteer teaching during PST, IST, and site
visits
Assist TEFL Project managers to manage the procedural elements of the quarterly Supervised Training
Experience (STE) events
Assists TEFL Project managers to conduct required STE observations at Volunteers sites and document
their progress in teaching.
Pre-Service Training Teaching English as a Foreign Language (TEFL) Trainer
Functional Area #1- Preparation Phase

Gain an understanding of the Peace Corps Education Sector Guidance as it pertains to TEFL and the TEFL Core
Curriculum by reviewing the relevant material including competencies, learning objectives and training
materials. .
Assists TEFL project managers to conduct needs assessments identify additional TEFL training needs and to
adapt and apply the training sessions according to TEFL Certification pilot program and specific needs of PC

TEFL Trainees in the Kyrgyz Republic. Assists TEFL PMs to conduct PAC (Project Advisory Committee)
meetings and help with editing, translations and annual reports to the partners.
Assists TEFL project managers to develop a properly sequenced 11-week TEFL training schedule connected to
the project goals & objectives, including the use of and reporting with monitoring and evaluation tools; the
training should also integrate cross-sector programming, cross-cultural themes, in collaboration with relevant
staff members; local experts and current PCVs as guest speakers/panelists should also be integrated into the
training as appropriate
Assists the TEFL project managers to develop and integrate a weekly practicum schedule of activities for
trainees properly sequenced to the training sessions; to arrange agreements with local school directors to
conduct the practicum activities teaching English to school children.
Assists the TEFL PMs to integrate a counterpart workshop relevant to the training program into the training
plan.
In coordination with TEFL PMs reviews and/or improves upon the trainee progress evaluation process and tools
for trainee performance evaluations
Participates in pre-PST training sessions where sessions on working with Americans, Safety & Security, and
medical issues will be covered; also briefs the PST staff to the TEFL training plan.

Functional Area #2 Implementation Phase

Co-facilitates, conducts, and/or coordinates technical training sessions, discussions, and practicum activities in
the PST villages and central PST site, in the IST technical trainings according to the schedule; coordinates guest
speakers involvement and organizes panels with PCVs and HCNs.
Assists TEFL Project managers to monitor and evaluate trainee acquisition of TEFL competencies and provide
feedback to trainees.
Solicits evaluation and feedback from trainees and in coordination with TEFL PMs makes adjustments in the
schedule and sessions as appropriate.
Provides support to trainees as needed in planning, organizing and implementing the TEFL practicum activities,
and is available to help trainees develop effective cross-cultural strategies and productive habits for adjusting to
working in a Kyrgyzstani classroom with a HCN teacher.
Acts as a resource person for Trainees on technical and cultural topics of interest striving to present objective,
unbiased views of workplaces/work ethic and practices, and serves as a model and moral support for the trainees
and give them advice when needed.
Implements TAP (Trainee Assessment Portfolio) with TEFL Trainees and participates in weekly PST staff
meetings providing detailed feedback and comments on Trainees performance in the training and adjustment to
the culture; makes recommendations for specific interventions for trainees on any performance or behavioral
issues if necessary.
Meets weekly with the TEFL PMs to discuss ongoing issues concerning the training design, content, sequence,
schedule, etc., and participates in training staff meetings and other training activities; discusses training
improvements with TEFL PMs as needed.

Functional Area #3 After Training Phase


Compiles a final report of the TEFL training that took place including all session plans, changes made,
evaluations, names of resource persons with recommendations for future use, and ideas and suggestions to assist
with improvement and implementation of training.
Submits a written report to TEFL project managers and Training Manager with recommendations for
improvements in TEFL training for future PSTs and in-service training events.
Attends the PST wrap-up meeting.
Peace Corps Representation
Maintains social and professional relationships with all the training team.
Ensures excellent preparation and self-readiness before going to sessions and integrates all components in the
content of his/her sessions.

Maintains a professional and positive public image with the training staff, Trainees and the local community to
ensure the proper implementation of PST.
Works both independently and as part of a team and enhances Peace Corps training philosophy and decisions.
Is responsible for monitoring own progress and performance, following a performance plan.
Promotes and be guided by the principles of Community-Based Training. Provide relevant experiences for
trainees to increase learning in synchrony with the Experiential Learning cycle.
Is aware of safety learning objectives for Peace Corps training and comply procedures and implementation with
safety requirements.
Be consistent and assertive in enhancing PC training policies and procedures.
Observes professional code of ethics in regard to Trainees., Staff and the community.
Promotes learner independence and trainees self-sufficiency.
Performs other related duties, as necessary, for the smooth implementation of TEFL training activities, as
determined by the TEFL project managers.
Other duties as requested.
Safety and Security
Addresses Volunteer safety and security by adhering to Peace Corps site development policies and procedures.
Identifies and immediately communicates Volunteer safety and security concerns and issues to the Safety and
Security Manager (SSM) and the Country Director (CD). Assists Program Managers/APCDs to ensure that
prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined
assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references
site history files when evaluating potential sites, and incorporates appropriate safety and security-related information
into site history files. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and
security. Participates in the design and implementation of the Emergency Action Plan (EAP). Acts as duty
officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures,
including the timely reporting of suspicious incidents, persons or articles.
POSITION ELEMENTS:
Supervision Received: The TEFL Certificate Support Coordinator/ reports to the Director of Programming and
Training. He/she assists, works closely and coordinates all technical training activities with guidance from the TEFL
project managers. The TEFL Certificate Support Coordinator works independently within the scope of his/her job
and collaboratively with TEFL PMs, Peace Corps permanent staff and temporary PST staff.
Available Guidelines: TEFL Core Curriculum, Peace Corps Global Education Sector Guidance, Peace Corps
Manual, and guidance from PC/Washington, and supervisor instructions.
Exercise of Judgment: The TEFL Certificate Support Coordinator assists TEFL project managers, generally
functions independently for routine work assignments exercising own judgment to prioritize and accomplish work;
seeks advice from DPT, TEFL PMs, and/or TM for non-routine work.
Nature, Level, and Purpose of Contacts: The TEFL Certificate Support Coordinator will co-facilitate technical
training sessions with TEFL PMs at the PST, IST, and COS; therefore he/she will assist to organize PST and IST
teaching practicum with local school directors;
REQUIRED QUALIFICATIONS:
Education: Diploma of a Specialist in TEFL, Linguistics or related field.
Prior Work Experience: Five (5) years professional work experience in TEFL training or instruction; 2 years of
working with U.S. Americans.

Languages:

Fluency in English, Kyrgyz, and Russian is required.

Knowledge, Skills, and Attitudes:


Competence in using general office equipment and Microsoft Office
products; Knowledge of local cultural practices; Knowledge of U.S. cultural attributes; Ability to make professional
written translations both in Kyrgyz and Russian; Attention to detail and ability to listen actively, and remain calm
under pressure is essential; Ability to travel within the Kyrgyz Republic; Courteous, attentive, and able to give and
receive both positive and constructive feedback; Demonstrated flexibility, patience and tolerance; Collaborative and
works well in teams.
Desired QUALIFICATIONS:
Monitoring and Evaluation in the field of education: experience conducting learning assessments, developing
assessment tools (rubrics, tests, questionnaires), managing results and reporting findings.
Online courses: Familiarity with online education courses and comfort providing feedback to online learners.
OCCASIONAL MONEY HANDLER
The PSC may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or
services to training site, or other locations as directed by the Contracting Officer. The PSC may also be required to
courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official
but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the
case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or
services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.
Authority to Make Commitments:

Has no budgeting and contracting authority.

The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred
permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other
assignments within Peace Corps as assigned. Any such reassignment or transfer shall be subject to agreement of the
Contractor. The Statement of Work as defined will remain the same; however the duties may be subject to change as determined
by the Contracting Officer.
