TheUnionCouncilofMinistersexercisesexecutiveauthorityintheRepublicofIndia.[1]Itconsistsof
seniorministers,called"CabinetMinisters",andjuniorministers,called"MinistersofState".Itisledby
thePrimeMinister.Asmallerexecutivebody,calledtheUnionCabinetisthesupremedecisionmaking
bodyinIndia.[2]OnlythePrimeMinisterandministersoftherankof"CabinetMinister"aremembersof
theCabinet.ThemostseniorcivilservantinIndia,calledtheCabinetSecretary,leadstheCabinet
Secretariat,andprovidesadministrativeassistancetotheCouncilofMinisters.[3]MinistersofStateare
taskedwithassistingCabinetMinistersintheirwork.[4]

Regulations
Asacollective,theCouncilofMinistersisresponsibletothelowerhouseoftheIndianParliament,
calledtheHouseofthePeople.[1]AccordingtotheConstitutionofIndia,thetotalnumberofministersin
theCouncilofMinistersmustnotexceed15%ofthetotalnumberofmembersoftheHouseofthe
People.Ministersmustbemembersofparliament.Anyministerwhoisnotamemberofeitherthelower
orupperhousesofparliamentforsixconsecutivemonthsisautomaticallystrippedofhisorher
ministerialpost.[1]
