Implementing Rules and Regulations


in the conduct of

The 1st POD Cup Jr.


I. Short Title
The 1st Panfilo O. Domingo Cup Jr. Or POD Cup Jr. is entitled Double RULE: In Quest
for the Balancing Figure.

II. Theme Description


Double rule, an accounting terminology, indicates the end total of a financial statement
presentation or a qualified computation disclosure. An amount, when double ruled, is
interpreted as the ultimate and final balance that is searched for- embodying the most
significant Financial Statement assertion and implies a balanced accounting equation.
This year, the Junior Philippine Institute of Accountants of the University of the East
Manila Chapter launched the first ever and the most ambitious accounting bout among
College students in the Metro for them to bring home the title, 1 st POD Cup Jr.
Champion.
The quiz bowl as the events highlight will test the contestants wit in accounting and
general information; making the victors rule in both field of expertise

III. Objectives
JPIA UE Manila, an academic student organization, pursuing outstanding performance
and continued excellence for fostering holistic individuals aims to:

Appreciate Accountancy as a meaningful career choice among the youth.


Pick the best potentials that will transcend in the Board Examination
performance.
Widen the participants orientation about Audit and Public Practice.
Develop sportsmanship while maintaining competitiveness consistent with UEs
core values.
Fortify the students previously learned topics with the real-life situations or
scenarios that they may encounter in the field.

IV. Coverage
POD Cup Jr. Quiz bowl shall cover the following subjects with the corresponding portion
in the set of questions:
1. Basic Accounting (Bookkeeping/ Basic Partnership)

50%

2. General Information (English, Math, Science, Current events)

50%

V. Qualifications and Requirements


QUALIFICATIONS
1. The 1st POD Cup Jr. is open to all College students within the National Capital
Region.
2. Each school may send a maximum of two groups of three. However, a contestant
shall only be allowed to join the quiz and not any other side competitions offered
during the event.
3. Each school has the discretion to set its own criteria in choosing the contestants
for the quiz event but the organizers highly suggest sending those students
taking up bookkeeping subjects in their curriculum or at least had taken such as
an elective formerly or presently.
4. Participating schools may send contestants from any year level but members
who are in their penultimate year or graduating are more preferable.
5. Change of contestant or substitution shall be allowed during the day of
competition provided that all the requirements shall be submitted during the
registration of the event. Failure to do so shall mean automatic disqualification.
REQUIREMENTS
1. Each participating school shall submit the following requirements:
a. Duly Accomplished Application Form with 2x2 Formal ID picture in a white
background (Soft/ Hardcopy);
b. Endorsement Letter certifying and attesting that the contestants are the
official representatives of the school for the quiz signed by the adviser/
coach, and noted/ approved by the school principal addressed to the JPIA
UE Manila President. (Soft/ Hardcopy)
c. School ID (must be presented upon registration on the day of the event).
2. Requirements to be furnished in soft copy should be emailed to
jpia_uemanila1415@yahoo.com with the subject following this format:
1stPODCupJr _<Name of School>
3. Requirements to be furnished in hard copy should be submitted during the day of
the event before the registration committee. Hence, registrants are requested to

be at least an hour earlier than the actual start of the program for evaluation and
validation of the turned over requirements. Moreover, advance confirmation to
secure their slot in the competition is required since only the first 25 teams to
register will be accommodated.

VI. General Contest Rules and Mechanics


1. Only the first 25 teams to register will be eligible to join the quiz competition.
Walk-in participants may be allowed in the event that the maximum 25 teams are
not yet achieved as the case may be.
2. Contestants are advised to be at the designated place at least 30 minutes before
the time schedule.
3. Contestants must be properly registered and sign the attendance sheet before
proceeding to the competition proper.
4. Late contestants shall be ALLOWED to join the competition. However, he/she
shall no longer be entitled to time extension.
5. The contestants shall not be allowed to bring anything on top of their desks
except their writing materials and non-programmable calculators. Mobile phones,
iPad, laptop and other electronic devices shall not be allowed to be used during
the contest proper. Scratch papers will be provided.
6. The judge or the board of judges, which will be determined by the organizers,
shall have the sole and exclusive authority to clear or answer any
protest/clarification raised by the contestants. The decision of the judge or board
of judges is final and irrevocable.
7. Any contestant who shall be caught cheating shall be automatically disqualified in
the competition.
8. Abbreviations is not prohibited but discouraged. For questions requiring
computations, only final answers shall be rounded off to the nearest hundredths
unless the question specifically states not to round off.
9. Contestants who shall insist in writing the answers ambiguously, abbreviated or
illegibly may still claim points for correct answers only upon the discretion of the
panel of judges.
10. Only the contestants shall be allowed to raise queries, clarifications, questions
and/or protests.
11. All queries, clarifications, questions and/or protests shall be addressed to the
panel of judges. The decision of the panel of judges shall be final and
irrevocable.
12. Once the next question has been distributed, queries, clarifications, questions
and/or protests shall no longer be entertained.
13. Failure to follow the instructions stated in this IRR shall merit the contestant a
warning. A maximum of two warnings shall be given to each contestant. A third
violation shall automatically disqualify the said contestant from the competition.
14. Organizing committee members shall be in-charge for monitoring the said
offences.

15. The competition shall be divided into two rounds namely the Elimination and the
Final Round.
ELIMINATION ROUND
1. The Elimination round is a written exam quizzer where each members of the
team will individually and independently answer.
2. The exam, consisting of 60 items, will take ninety minutes or an hour and a half
to complete.
3. A pre-numbered blank sheet will correspond to each of the participants. This is
where will they input their final answers. Scratch papers will be passed along with
this answer sheet.
4. Scores of the team members will be averaged and the five highest pointers will
advance to the Final round.
FINAL ROUND
1. The Final round is a buzzer-type boards-up quiz showdown among the five top
placers.
2. Scores in the eliminations will not accumulate, thus, all starting points will equal
to zero and progresses thereafter every correct answer.
3. The finals will be divided into three levels: Easy, Average, and Difficult. A total of
24 questions or eight (8) questions will be given per level
4. The first to buzz, at any point even before the reading of the question ends, will
be the first to cast their answer by raising their boards up. Points will be given for
every correct item. If their answer is wrong, others can steal the turn only at the
signal of the quizmaster, whom will request the reset of the buzzers. The
quizmaster can do such twice and will exclude teams who had given their wrong
answers.
5. In the event that no one is buzzing for the first turn privilege, maximum of 15
seconds for theory and 40 seconds for problems from the last word of the
question read by the quizmaster will be given to the contestants before they will
mandatorily raised their boards up. All teams with the correct responses will earn
points.
6. Following are the corresponding points awarded for the respective levels:

7. The top three places will be declared Champion, 1 st runner-up, and 2nd runner-up.
8. A tie would be broken down through a Best of five-clincher.

The winners will take home the following awards and prizes:

Certificates for all participants


Champion- Certificate of Recognition, Plaque, medals, educational materials,
POD Cup Jr. Trophy and P3,000 cash
1st Runner up- Certificate of Recognition, Plaque, medals, educational materials
and P2,000 cash
2nd Runner up- Certificate of Recognition, Plaque, medals, educational materials,
and P1,000 cash

VIII. Enforcement of the Implementing Rules and Regulation


1. It shall be the primary duty of the Vice President for Academics, the Event Project
Head, and the Council to effectively enforce the provisions of this Implementing
Rules and Regulations. The Executive Board also has the sole right to interpret
the contents of this Implementing Rules and Regulations and their decision shall
be binding and irrevocable.
2. The JPIA Adviser or his duly designated representative shall act as legal adviser
to the Vice President for Academics, or the Event Project Head, or the Executive
Board and shall render legal assistance as may be necessary in carrying out the
provisions of this Implementing Rules and Regulations.

IX. Amendments or Revisions


1. The Executive Board shall be vested with the exclusive power to revise and
amend this Implementing Rules and Regulations.
2. Any amendments to or revisions to this Implementing Rules and Regulations
may be proposed by any member upon a written request of such member, stating
the reasons thereto.
3. Any request for amendments and revisions as well as proposed amendments
must initially be reviewed by the Vice President for Academics attested by the
Adviser and then forwarded to the Executive Officers for discussion, editing and
final approval.
4. The Executive Officers shall have the right to debunk any proposed revisions and
amendments, submitted to them by the Vice President for Academics, which are
deemed unnecessary. The final decision on any inclusions and exclusions to this
Implementing Rules and Regulations must be determined by a majority vote of all
Executive Officers in which the Vice President for Academics is included.

X. Separability Clause

If any clause, provision, paragraph or part of this Implementing Rules and Regulations
shall be declared unconstitutional or invalid, such judgment shall not affect, invalidate,
or impair any other part hereof, but shall be merely confined to the clause, provision,
paragraph or part directly involved in the controversy in which such judgment has been
rendered.

XI. Repealing Clause


Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of
this Implementing Rules and Regulations are hereby repealed or modified accordingly.

XI. Effectivity
This Implementing Rules and Regulations shall take its effect immediately after
presentation to the assembly. Promulgated in the City of Manila this 30th day of
December, 2014.

General Mechanics
On-the spot Poster and Slogan Making Competition
The poster and slogan making competition are additions in the celebration of the very 1 st
Panfilo O. Domingo Cup Jr. Following are the general rules and guidelines in the
conduct of the said events:
1. The qualifications and requirements follow that of the quiz bee as stated above
except that it is open to any college level and that they are represented
individually and not in groups.
2. Each school can send a maximum of two (2) participants for both contests.
3. Participants are expected to be at the designated venue 30 minutes before the
contest proper for some briefing and reminders.
4. The theme of the artwork which will be given on-the-spot will revolve around the
theme: The role of Business and Accounting in Nation building.
5. Participants are given one hundred twenty (120) minutes or two (2) hours to
finish their respective pieces.
6. Pre-numbered size illustration boards for poster making participants and 1/8
size for slogan making participants will be provided by the organizers for control
purposes. Hence, no markings or labels should appear on the face of the
artwork.
7. The medium/media allowed to be used are oil pastels, crayons, and or crayon
pens. Usage of markers, pens or pencils as detail highlights is at the option of the
participant. However, paint and other types of media are strictly prohibited.
8. All artwork after the contest shall belong to the Junior Philippine Institute of
Accountants UE Manila Chapter.
9. Failure to comply with the above stated rules shall mean disqualification.
10. The selection judges, whose decisions are always final and irrevocable, is vested
to the organizers, as a right and not a privilege.
11. For transparency, final scores and rankings can be made available at the end of
the program upon the request of the participant.
