Summary of Construction Activities


Module Fabrication - Ongoing at Navy Yard, presumably, still working on 6th floor mods with 142-man workforce. Draft 2-week lookahead by FCR stated that 6th floor installation won't start until May which calls into question progress on mfr of 6th floor mods and their state
of completeness. Were supposed to start installation 4/16/14 per latest (3/14/14) schedule. Only a half dozen completed mods were
observed sitting outside Bldg 293 at the Navy Yard on 4/16. New York Times article on 4/19/14 stated completion date pushed back to late
2015.
Tower Crane - Inactive for 5th day in a row
Module Transportation - 0 mods delivered to site.
Module Installation - 0 new mods installed. Mod completion stands at 12.6%, 117 of 930 installed. Installation Rate = 117 in 93 work
days = 1.3 mods per day so far. No more mods expected until May 2014.
MEP - Pipework and electrical conduit continued in basement levels, primarily upper level.
Foundation-related - Complete. Backfill done.

Information previously requested: 4/16/14 - Via email requested from Skanska's John Dolan and Bill Carson explanation for delay to
6th floor mods - no response.
2/27/14 - Copies of sketches or drawings of roof fixes (of John Dolan, Skanska). Still no response. (Note: on 4/4, Skanska still discussing
internally.)
1/20/14 . No response. Will have to bring this up with them again. Skanska indicated on 3/5 that
no date has been set for the return of the SOFP contractor - temp must be at least 40 degrees and stay 40 degrees at night.

Information to be requested: More information on quality issues noticed with the mods - exterior: torn gaskets, dents and scratches to
the faade; interior: lack of completeness of mods; possible quality issue with installed EPDM roof; possibility of mold in water-damaged
wallboard & floor boards.
Previous Information received: 4/8: Jury is still out on gaskets which may be under increasing stress under weight of additional floors.
Spray-on Fire-proofing (SOFP) to resume at ground floor and Dean St. transfer beam area this week or next according to draft 2-week lookahead. Must watch out that work areas contain dust from affecting other workers/the public. Looks l ke it won't start until next week at the
earliest.
Are to 'uninstall' a few of the 5th floor mods in order to correct gasket allignment issues (haven't yet). No leaks noticed in western part of 5th
floor where mods are to be uninstalled.
Paper documenting DOB's approval (signed 2/2/14) of no sidewalk shed on Dean received on 3/21/14.
At Navy Yard Wed., 10/16, FCR stated that first mods would arrive on site in late December/early January and that there would be a backlog
of 30-40 (1-2 floors worth) to 80 (3 floors worth) mods completed at that time which it was felt will be sufficient for production to keep ahead of
erection so there will be no downtime during mod erection at the B2 site.
The most recent project schedule is as of 3/14/14 and was transmitted to STV by FCR on 4/2/14; the one before that was 11/25/13. 3/4/15
TCO date projected, a 2-month slip.

Previous observations: Front faade is 33-35' from the ped walkway. Flatbush faade is 12' from the edge of the sidewalk shed. Height
exceeds 2 X the distance between the building and the ped crosswalk at Flatbush across Dean.
4/18/14: 8 holes cut in ceilings near faade walls of 3 Flatbush-facing apts on 5th floor. Similar holes cut in 3rd floor ceilings. Most of
fallen/torn down ceiling on 3rd floor removed. One more storage room to go on 2nd floor.
