one of the Continuing Education and
Training (CET) Centres accredited by
the Singapore Workforce Development
Agency (WDA), the academy
conducts training programmes for
all the 4 levels (Certificate, Advanced
Certificate, Specialist Diploma and
Graduate Certificate) of the WSH
professional qualifications which
are aimed at training construction
personnel to perform effectively the
duties of WSH representatives, WSH

WSH Professionals
Qualifications

The Workplace Safety and Health (WSH) Professionals Workforce Skills Qualifications
(WSQ) is jointly developed by the Singapore Workforce Development Agency (WDA), the
Ministry of Manpower (MOM) and the industry.
The WSH Professionals WSQ incorporates the worlds best workplace safety and health
practices and provides career upgrading pathways for aspiring and existing WSH
Professionals.
Under this WSH Professionals framework, there are 4 qualification levels targeted at
different work levels as listed below:

Target Audience
The course is suitable for individuals with limited WSH knowledge and skills as well as Junior
Supervisors and new entrants into the industry.

Entry Requirements
Applicants must:
be able to listen, read, speak and write English at proficiency level equivalent to Employability Skills
System, Workplace Literacy Level 4.
be able to manipulate numbers at a proficiency level equivalent to E.S.S. Workplace Numeracy
Level 4.
be working in construction or other workplace with some basic supervisory skills.
have knowledge of basic construction or engineering terms and units & workplace processes and
procedures.
have some basic IT skills such as use of internet, word processing and presentation software.

Assessment
Participants will be assessed on continuous assessments, assignments and written examinations.

Exemption
Applicants, who have been certified and completed CUs prior to this course, may apply for exemption
from these CUs. For more enquiries on the exemption, please approach our staff at the enrolment
counter of the BCA Academy.

Certification
The Certificate in Workplace Safety and Health will be awarded to participants who have successfully
completed and assessed as competent for all 6 CUs. Participants must have at least 75% physical
attendance to be eligible for assessment. All certification will be awarded by WDA.
One additional chance of re-assessment will be given to participants at the current standard fee of
S$42.80 per CU. However, if they fail the re-assessment, they have to sign up the CU again. The
SPUR grant is not applicable for this re-assessment fee.

Advanced Certificate in
Workplace Safety and Health

This course aims to

coordinate implementation of emergency plans, response and investigate WSH

Prepare and facilitate classroom training
Employability Skills System (ESS) - Communication and Relationship Management
(Supervisory)

Target Audience
Individuals who intend to work as WSH Coordinators under the WSH Act, Factory Occupiers,
Employers, Occupational Safety and Health Personnel, as well as those who have interest in
occupational safety and health.

Entry Requirements
The applicant must:
be a Singapore Citizen or Permanent Resident or possess a valid employment pass/work permit
have achieved ESS Workplace Literacy (WPL) Assessments (Listening, Reading, Speaking &
Writing) Level 5 or holder of GCE N Level English grade 5 & Mathematics grade 5
possess WSH skills and knowledge equivalent to that of Certificate in WSH or preferably 3 years
of working experience in WSH;
have successfully completed Building Construction Supervisors Safety (BCSS) course or ESS -
WSH (supervisory level)

Assessment
Participants will be assessed on continuous assessments, assignments and written examinations.

Certification
Participants who complete and assess to be competent in each module will be awarded a Statement
of Attainment. The Advanced Certificate in Workplace Safety and Health will be awarded by WDA
to participants who have successfully completed all the 5 modules.

Specialist Diploma in
Workplace Safety and Health

This course is
designed to provide
participants with

knowledge of WSH

Course Contents
The course consists of 14 Competency Units (CUs), of which 11 are Core Units and 3
are Elective Units.
Core Competency Units:
1. Bridging Module: Apply basic mathematics and science topics in WSH*
2. Advise on WSH legal compliance issues
3. Establish measurement and monitoring of WSH performance
4. Design and implement behavioural safety programme
5. Establish and manage incident investigation and analysis processes
6. Establish and review WSH policy and objectives
7. Manage internal WSH audit system
8. Establish and review emergency preparedness and response plan
9. ESS Communication & Relationship Management (Managerial)
10. Identify WSH hazards and assess WSH risks
11. Control WSH risks
*Applicants who possess recognised engineering or technology-related degrees or diplomas
may be exempted from this CU

Target Audience
Individuals with relevant qualifications or experience and aspire to be WSH Officers or other
WSH professions such as WSH Managers, WSH Advisors, WSH Specialists.

Entry Requirements
Applicants must possess the following minimum qualifications (both A & B) to enrol in the
course:
(A) ESS WPLN (Listening, Reading, Speaking & Writing ) Level 6 (or) 2 GCE O Levels - English
(Grades 1 6) & Mathematics (Grades 1 6);
(B) Advanced Certificate in WSH / Certificate in Safety Coordinators Training course (or)
at least 5 years of WSH related work experience, such as Safety Supervisor / WSH Coordinator.
ESS WPLN: Singapore Employability Skill Systems Workplace Literacy & Workplace Numeracy Skills.

Assessment
Participants will be assessed individually for each Competency Unit (CU). Assessment for each
CU will be competency-based and may consist of Work Assignments, Project Reports, Case
Studies, Role-Plays, Oral/Written Questioning and Interview Sessions. Participants must achieve
at least 75% physical attendance to be eligible for the assessment.

Certification
Participants who are certified to be competent in each CU will be awarded Statement of
Attainment (SOA). Participants who obtain SOAs for all required CUs will be awarded WSQ
Specialist Diploma in Workplace Safety and Health.

Graduate Certificate in

Course Contents
This course consists of a total of 8 Competency Units (CU), of which 5 competency
units are Core modules and the remaining 3 units are Elective modules. The details of
the CUs are given below:
CU 1: Manage WSH Audit Programme
Managing the establishment, implementation and monitoring of WSH audit
programme.
CU 2: Advise on WSH Legal Requirements and Good Practices
Advising relevant stakeholders on WSH legal requirements, product stewardship and
corporate social responsibility.
CU 3: Recommend Continual Improvement to WSH Management
System
Identifying the needs for improvement of WSH management system; proposing
improvements; monitoring improvements.
CU 4: ESS Communication & Relationship Management (Managerial)
Establishing effective communication platform at various levels within the
organisation so that there is complete alignment and sharing of corporate visions,
purpose, missions, organisational goals, and effective workplace negotiation skills.
CU 5: Conduct WSH Management System Audit
Preparing to conduct on-site audit, conducting on-site audit & preparing audit report.
CU 6: Control Industrial Hygiene Risks (Elective 1)
Assessment and control of industrial hygiene risks on air quality, air borne
contaminants, noise exposure and workplace ergonomics.
CU 7: Apply Risk Assessment Tools in WSH Process (Elective 2)
Identification of risk assessment process, establishment of risk characteristics of
industrial hazards and identification of quantitative risk assessment to enhance WSH
process.
CU 8: Manage WSH Risks in Construction Industry (Elective 3)
Managing compliance issues in WSH legal and other requirements and the control
and management of WSH risks in the construction industry.

Target Audience
This course is suitable for personnel who are engaged in WSH job functions and are likely to
be in a professional auditing and advisory role or current WSH Officers who aspire to become
WSH Auditors.

Entry Requirements
Applicants must possess the following minimum qualifications (both A & B) to enrol in the
course:
(A) ESS WPLN (Listening, Reading, Speaking & Writing ) Level 7 (or) GCE A/O Levels in English
(Grades 1-6) & Mathematics (Grades 1-6)
(B) Specialist Diploma in WSH (or) at least 5 years of working experience as a registered WSH
Officer.

Exemption
Applicants who have already obtained Statement of Attainment (SOA) for some of the CUs of
this course would be given exemption. For Example, applicants who have completed Specialist
Diploma in WSH at BCA Academy would be given exemption for CU4 & CU8. Fees for the course
will be adjusted accordingly. Applicants need to submit a copy of the SOA for the relevant CU to
be exempted at the time of application.

Assessment
Participants will be assessed individually for each CU.
Assessment for each CU will be competency-based and may consist of Work Assignments,
Project Reports, Case-studies, Role Plays, Oral/Written Questioning and Interview Sessions
Participants must achieve at least 75% of class attendance to be eligible for the assessment.

Certification
Participants who are certified to be competent in each CU will be awarded Statement of
Attainment (SOA). Participants who have obtained SOAs for all required CUs will be awarded
WSQ Graduate Certificate in Workplace Safety and Health.

Managerial
Training

The key principles of the Workplace Safety and Health (WSH) Act are to reduce risks
at source, increase industry stakeholders ownership and focus on achieving good
WSH outcomes and systems rather than complying with prescriptive requirements.
bizSAFE is a five-step programme devised by the WSH Council to assist Small and
Medium Enterprises (SMEs) build up their WSH capabilities in order to achieve
quantum improvements in safety and health standards at the workplace. SMEs
are guided through a journey, starting from top management demonstrating
their commitment towards WSH, to acquiring risk management capabilities and
implementing a WSH Management System. In the process, participating SMEs will
gain recognition and benefits of having a comprehensive WSH system in place.
The Centre for WSH Training in Construction at the BCA Academy currently offers
training programmes for bizSAFE Level 1 Workshop for CEO/Top Management and
bizSAFE Level 2 Risk Management.
Details of the bizSAFE and other managerial WSH related training programmes
are provided in the following pages.

bizSAFE Level 1

Workshop for Company


CEO / Top Management
Objective
To start the bizSAFE journey, an enterprises top management has to sign up for the
bizSAFE workshop for CEO / Top Management. Upon successful completion of the
workshop, the company can apply to the WSH Council to be awarded with bizSAFE
Level 1 status. This workshop aims to enable top management to lead and promote
safety culture and policies in companies.
The course is approved by the Ministry of Manpower.

Workshop Contents
Overview of the Workplace Safety and Health Act, subsidiary legislation and
directors guidelines.
Introduction to risk management concepts, bizSAFE concept (including roles and
responsibilities of RM Champion and WSHMS Program Lead).
Corporate Social Responsibilities (CSR) of companies.
Creating a conducive safety culture in the company.
Financial planning; balancing profitability and safety in the organization, business
case studies and tangible & intangible consequences of an accident.

bizSAFE Level 2

Risk Management Course


Objective
Workplace Safety and Health (Risk Management) Regulations took effect from 1 Sep 2006.
In this new framework of occupational safety and health, stakeholders such as employers,
self-employed persons and principals have the responsibility of identifying safety and health
hazards at the workplace and taking appropriate actions to eliminate the hazards or mitigate
the risks associated with the hazards. Risk assessment and management is the key to
reduce the risks at source.
This course aims at training participants who are appointed as Risk Management (RM)
Champions and are responsible to chart out the RM implementation plan in their companies.
This course will provide participants with the in-depth understanding and knowledge on the
concepts and methodologies of risk assessment and management and to provide hands-on
experience in the risk assessment & management for construction activities.
Upon successful completion of this course, the participants company can apply to the WSH
Council to be awarded with bizSAFE Level 2 status.

Workshop on

Behavioural Safety for The Construction Industry


Objective
Safety is influenced by a number of factors such as workplace environment, managements
commitment to safety, attitude or behaviour of working personnel towards safety, etc. A
workers positive behaviour towards safety is considered one of the key factors in preventing
accidents at workplace. A successful introduction of behavioural safety process, focusing
on identifying and reducing unsafe behaviour and reinforcing safe behaviour is one way of
improving safety at workplace.
Behavioural safety is a methodology used to improve safety culture through change of
behaviour of working personnel in an organisation. This methodology has been applied
successfully in other industries like petrochemical and manufacturing and is gaining
popularity in the construction industry.
Learning the behavioural safety approach will help participants to apply the concept of monitoring
safe & unsafe behaviours of working personnel at their workplace and help to prevent accidents.

Workshop Contents
1. Legal Occupational Safety versus Mission of Behavioural Safety
The purpose of this unit is to set a mission for behavioural safety program and understand
the duties of individuals with regard to workplace safety legal framework.
2. Principles of Unsafe Acts
This topic discusses the principles of unsafe acts and the balancing of negative and positive
behaviours in the construction industry.
3. Developing Safety Behaviour Observation Checklist (Job Safety Analysis)
The methodology of changing unsafe behaviour to safe behaviour using Job Safety Analysis
tool will be taught in this topic.
4. Communication and Feedback
One of the most powerful ways to identify unsafe acts at workplace is to gather feedback. This
topic will discuss various effective communication skills and modes of obtaining feedback.
5. Safety Behaviour Observation and Intervention
This topic will enable learners to understand the practical and realistic approach to safety
behaviour observation and intervention.

6. Measure the Success of Safety Behaviour Observation


Methods of analysing data collected from safety behaviour observation and measuring the
success of behaviour observation will be discussed.
7. Behavioural Safety Implementation Model for Construction Industries
This topic discusses case studies specific to the construction industry on the application and
implementation of behavioural safety.

Target Audience
This workshop will benefit all stakeholders in the construction industry who are involved in
WSH operations. Specific target audience will be the Senior Management, Project Managers,
WSH Professionals such as WSH Officers, Coordinators & Auditors, Site Engineers &
Supervisory Personnel.

Certification

Successful candidates will be awarded with Certificate of Accomplishment.

Supervisory Training

Supervisors in the construction industry play an important role in maintaining safe


and healthy workplace by supervising and ensuring that the work activities are
performed in safe manner. They also guide and inspire workers to follow safe work
practices. BCA Academy offers a range of WSH courses to train the supervisors in
the construction industry to perform their supervisory role effectively.
As an Approved Training Provider (ATP) of the Ministry of Manpower (MOM), BCA
Academy conducts courses which are prescribed as mandatory by the ministry.
These courses prepare supervisors in the effective safety supervision of building
construction, formwork construction, metal scaffold erection.
BCA Academy also conducts courses for supervisory personnel to expand their
knowledge in the supervision of specialized construction works such as deep
excavation and building demolition works.

Objective
This course aims to provide a comprehensive knowledge in the
safety supervision of building construction works. This course
will provide participants with the in-depth knowledge of common
safety hazards specific to the building construction and measures
to prevent or control the hazards so that construction sites are
free from accidents.
This course is approved by the Ministry of Manpower.

A participant must attain at least 75% of physical attendance
to be eligible to take the examination at the end of the course.
Those who pass the examination will be awarded with Certificate
in Building Construction Supervisors Safety Course.

Course Delivery
The course can be delivered in English or Mandarin.

Objective
Formwork is a temporary structure that is built for the purpose
of constructing concrete buildings. Formwork structures may
collapse if they are not constructed, used or dismantled properly
and such accidents would result in loss of lives and injuries
to working personnel. One of the main causes of accidents is
inadequate supervision of formwork construction. Effective
supervision of formwork structures is important in preventing
accidents.
This course aims to impart supervisory personnel the fundamental
concepts of formwork and falsework construction, with an
emphasis on their safety aspects.
This course is approved by the Ministry of Manpower as a

Scaffold Erection
Objective
Immediate supervision of metal scaffold erection and dismantling
works are necessary to ensure that the scaffolding structure is
erected or dismantled properly and safely. Under the Factories
(Scaffolds) Regulations, the supervisors and erectors are required to
undergo such training courses which are approved by the Ministry of
Manpower (MOM). Only properly trained workers and supervisors are
allowed to erect or supervise the erection of such systems.
This course provides participants with the essential knowledge
and skills in supervision of metal scaffold erection works.
This course is approved by the Ministry of Manpower.

Course Contents
60% of the course consists of practical training on the erection
and dismantling of various types of metal scaffolds. The other
40% consists of classroom lectures and video instruction.
- Legislative guidelines and interpretation of statutory regulations
pertaining to the erection, use and selection of metal scaffolds
- Practices in the erection and dismantling of the various systems
of metal scaffolding used in the construction industry.
- The correct use of the various components used in connection
with the erection of metal scaffolding.
- Factors affecting the safety of scaffolding.

Target Audience
Supervisors who are involved in the supervision of metal scaffold
erection.

Entry Requirements
- At least 18 years of age and medically fit; and
- Singapore Citizens, Singapore Permanent Residents or
holders of valid work permit.
- Have successfully completed the Metal Scaffold Erection course
by MOMs Approved Training Providers such as BCA Academy.
(Applicant must submit a photocopy of Metal Scaffold Erection certificate
at time of application).

Certification
Participant who have attended at least 75% of the training
sessions and passed the theoretical and practical assessments
would be issued with a supervisors pass and Certificate of
Successful Completion (CSC) for the course. Participants who
fail the examination are not allowed to re-sit for the examination
unless they have gone through the course again.

Temporary Retaining
Structures for Supervisors
Objective
One of the major causes for collapsing of deep excavation is
the failure of temporary works supporting the excavation.
Such collapse of deep excavation has resulted in loss of lives
and injuries to many workers. Excavation collapses could be
prevented if the supervisors had been equipped with relevant
knowledge of deep excavation construction.
This course aims to enable participants to recognise hazards
in excavation work, before safety of an employee is threatened.

Tradesmen Training

Tradesmen are the backbone of the construction industry and without them, it is not possible to
build quality buildings. Tradesmen can play a critical role in preventing accidents by following
safe work practices in their trade construction activities. Other than skills and knowledge in the
construction trades, they should be equipped with the knowledge of the WSH regulations, safe
work practices and proper and safe use of construction equipments.
BCA Academy offers a range of training programmes to equip the tradesmen with the WSH
knowledge in the specific trades and the use of construction equipments. As an Approved
Training Provider (ATP) of the Ministry of Manpower (MOM), BCA Academy conducts courses
which are prescribed as mandatory by the ministry. These courses prepare construction workers
in identifying hazards in the construction works, safe erection of metal scaffold structures,
safe use of explosive power tools, rigging and signaling works in load lifting operations. To
benefit the tradesmen from non-English background, some of the courses are also conducted
in Mandarin and regional languages.
BCA Academy also conducts courses for tradesmen to expand their knowledge in the safe
working methods in the specialised construction works such as deep excavation, building
demolition, lift construction and use of basic powered tools.

Construction Safety
Orientation Course
Objective
This course aims to educate workers on the hazards of the
construction works. It helps to create an awareness of the
dangers at sites and enable workers to understand their roles
in the prevention of accidents.

Objective
Under the Factories (Scaffolds) Regulations, all metal scaffold
erectors are required to undergo a training course which is
approved by the Commissioner for Workplace Safety and
Health of the Ministry of Manpower (MOM).

This course is approved by the Ministry of Manpower (MOM).


MOM requires all construction workers to undergo the course
before they are employed to perform construction works.

This course aims to provide participants with relevant


knowledge and skills that are required in the proper and safe
procedures of erecting and dismantling of metal scaffolds
used in the construction industry.

of the course, participants will be issued Safety Orientation
Pass which is valid for 2 years or 4 years for those workers
who have 6 years or more working experience. Workers with
work permits that already revoked by MOM would not have
their work permits reinstated even if they register for this
course.

Thai, Myanmese, Malay and Bengali.

Metal Scaffold Erection

Workers who are involved or will be involved in metal scaffold


erection works must attend this course.

Course Contents
80% of the course consists of practical training on erection
and dismantling of various types of metal scaffolds. The other
20% consists of classroom lectures and video instruction.

of metal scaffolds
- Practices in the erection and dismantling of the various
systems of metal scaffolding used in the construction industry
- Correct use of the various components used in connection

Applicants must be Singapore Citizens, Permanent Residents
or holders of valid work permit; and must be at least 18 years

issued with an erectors pass and the Certificate of Successful
Completion (CSC). CSC holders with at least 2-month post
training experience can register for the Skills Evaluation
Certificate (K) Test in Metal Scaffold Erection.

Signalling for Lifting
Operation
Objective
According to the WSH Act and Factories (Operations of
Cranes) Regulations, personnel who are engaged in signalling
and rigging works are required to undergo a training course
which is approved by the Ministry of Manpower (MOM). BCA
Academys Signalling for Lifting Operation is approved by the
MOM to train such personnel.
This course provides participants with the knowledge and
skills of using standard verbal and hand signals during lifting
operations.
This course is approved by the Ministry of Manpower.
Workers and Supervisors who are involved in lifting and
rigging operations should attend this course.

Course Contents
The course focuses on telecommunication and signalling. It
also comprises classroom lectures, video instructions, accident
case studies and practical assessment.

Objective
According to the WSH Act and Operations of Crane Regulations,
riggers are required to undergo a training course which is
approved by the Ministry of Manpower (MOM). Only those who
have successfully completed the training courses are allowed
to perform the role of riggers for load lifting operations at the
construction sites.
This course provides participants with the knowledge and skills
in the selection of appropriate lifting tackles for different load
handing operations, checking and maintaining lifting tackle and
identification of centre of gravity for various shapes of loads.
This course is approved by the Ministry of Manpower.
Workers and Supervisors involved in rigging operations should
attend this course.

Course Contents
50% of the course duration focuses on slinging and lifting
practices. The remaining training hours comprise classroom
lectures, video instructions, accident case studies and
assessments.

Explosive Powered
Tools Operation

Basic Powered Tools Usage

Objective

This course aims to train and certify locals who are keen
to acquire skills in the operation of powered tools. It also
provides an opportunity for existing tradesmen to upgrade
and be certified through a formal training program.
Homemakers could also acquire useful skills to carry out
basic maintenance work.

Explosive powered tools are commonly used in construction


and renovation work to drive fasteners such as studs &
pins into hard surfaces. With effect from 1st June 1995,
the Ministry Of Manpower (MOM) requires all operators of
explosive powered tools to be trained in the safe use of tools.
This course aims to equip participants with the knowledge
and skills in handling the explosive power tools in a proper,
correct and safe manner.
This course is approved by the Ministry of Manpower.

installation of the lifts, there is a danger for workers to get injured or involve in fatal
