Overview
According to a 2009 McKinsey report on the dimensions and economic impact of the
education achievement gap, shortfalls in academic achievement can lead to lower
earnings, poorer health, and higher rates of incarceration. The report found that the
United States lags significantly behind other advanced nations in educational
performance and is slipping further. A 2006, report by the Organisation for
Economic Co‐Operation and Development (OECD) ranked the U.S. 25th of 30
nations in Math and 24th of 30 in Science. These findings suggest that the U.S. is
underperforming relative to its overall advantages (Baker, 2008).

Unified School District (LAUSD). LAUSD serves the City of Los Angeles, all or
parts of 25 other cities, and some unincorporated areas of L.A. County (U.S. Dept. of Ed., 2009). It is the second
largest public school system in the nation with over 700,00 students enrolled, following New York City with 1.1
million students. According to the California Department of Education’s 2008 ranking for schools and districts,
using Academic Performance Index (API) as a measurement, LAUSD’s API compared to districts of similar
demographics is ranked second to last. The districtʹs average score of 681 (scores range from a low of 200 to 1000)
was still 60 points below the State average, and of 10 large, urban districts in the State, only Oakland Unified
School District ranked below LAUSD (Daily News, 2009). LAUSD’s accountability report card for 2006‐2007,
revealed that three out every four students fail to meet state proficiency standards for English‐Language Arts,
Mathematics, Science, and Social Science. LAUSD is currently tackling the achievement gap through various
reforms.
