Summary: Article VI provides for the establishment of abicameral legislature, its composition, terms of oce, powers andfunctions as the legislative branch of the government. Under this Article, the people can also eercise legislative powers through asystem of initiative and referendum. !he members of the Senate,or the Upper house, are elected at large by the "uali#ed voters of the $hilippines and are to serve for si years with a maimum of two terms. %hile there are two &inds of members of the 'ouse of (epresentatives or the )ower 'ouse of *ongress, namely, therepresentatives elected by district and those elected through the party+list system. !he term of oce of the members of the lower house is shorter than the Senate. ach member of the 'ouse of (epresentatives is elected for a term of three years with a maimum of three terms. !he powersof *ongress include the passage of bills, levy taes, approveappropriation, declare a state of war, and con#rm presidentialappointments through the *ommission of Appointments.
