Restricting stipulations placed on the purchase-andsale agreement presented to the Town of Strathmore,
left council divided and unwilling to commit to their
previous $1.5 million offer, on the now abandoned former Co-op building.
Over a month ago, council agreed to spend $1.5 million to secure the property for a possible relocation
of municipal offices in the future. However, when restrictive caveats regarding vendor conditions, such as
preventing other grocery stores or vendors selling produce to set up shop, were attached to the agreement,
council was unable to put pen to paper and sign the
agreement.
While I respect their economic acumen in moving
and I appreciate the value they bring to our community, Im really disappointed in the restrictive language
that theyve put forward and I really think that our
downtown will benefit from all kinds of businesses
that could go into that area, said Councillor Denise
Peterson.
We could possibly tie the hands of future economic
development in the downtown for many years to come
by doing this, and I really hope that at some point in
time, the Co-op considers the blow that their move
has given to our downtown, all the people who need
to survive there and the wellbeing of the community.
Since the conglomerate announced intentions of
moving out of the downtown area and near the highway, the building, which was left unoccupied on July
14, remains at the centre of many controversial discussions. Fences were erected last week and they now
surround the 1.742-acres property. Frustrations continue to grow among some councillors, who worry about
the lack of direction in securing the location and of the
property turning into an eyesore.
I find it somewhat disappointing and frustrating
that we lack leadership and future insight as a council
moving forward, said Councillor Rocky Blokland.
This is the best possible place in the Town of Strathmore to put the town office; right smack in the middle
of the entire town. Two council meetings ago, we all
did agree on price and payment schedule. Fencing is
up. Next thing is boarding the windows and the building will sit there like a big empty box for possibly five
to 10 years. What a great thing to look at in the middle
of downtown.
Councillor Pat Fule was also opposed of the motion to refuse approval of the purchase-and-sale agreement, emphasizing that the downtown is in dire need
of rejuvenation, and the property would serve as an
ideal location for the municipal offices. With their intentions of moving the town offices and council chambers into the building, he added the caveats shouldnt
affect their intent.

Lisa Douglas was left flabbergasted
and stunned, when the block-party and
breakfast her landlord had invited her
to turned into a surprise party.
The party had a bonus of providing
the struggling mother who also suffers from cerebral palsy with thousands of dollars, gift cards, and a call
from CJAY 92s Gerry Forbes.
All Douglas wanted to do was stow
away $100 a month for her two-yearold daughter Trinitys university fund.
Yet, once her $1,235 rent, water and
electricity bills gets deducted from
her roughly $1,400 disability cheques,
Douglas is left with little money for
groceries and necessities.
Despite her financial woes, Douglas, who is wheelchair-bound, had
her heart set on saving at least $20 a
month. Her desire moved one of her
landlords, Brittany Michalchuk, to tears
and she was eager to raise awareness
to the situation.
She doesnt ever spend money on
herself, she doesnt spoil herself, and I
thought something needs to be done,
Michalchuk said. I couldnt fathom
how much she spends. How much budget she has for a month is what most
people spend in three or four days and
she makes that stretch. Shes amazing
and such a special woman. Always upbeat, energetic and positive, and out of
everyone, she totally deserves it.
After Michalchuk posted a Facebook
message regarding Douglass struggles,
numerous comments prompted her to
enter her tenant into the Gerry Forbes
Secret Wish foundation, which is funded by the CJAY 92 Kids Fund and provides help to families with children in
the Calgary area.
Even though Michalchuks hopes

remained low due to the volume of
entries and expected long wait-time
she received a response in less than 72
hours. In turn, Michalchuks father Ed
proposed the idea of a party, and overnight, with the help of family members
and friends, the empty unit next door
was turned into Party Central.
They contacted all the neighbours to
join in the festivities. Michalchuck was
also able to secure another $1,000 in
cash, a much needed donation of a laptop, 30 breakfasts from Smileys Restaurant and Lounge, and gifts and support
from Airstream Development Corp, Eye
Squared Productions ESP, Consciously
Connected, Soap Factory, Lashious, Vista Group, and All Clean Natural.
When Michalchuk handed Douglas her cell phone, Gerry Forbes left
Douglas in disbelief when he offered
$1,000 in cash and another $1,000 in
gift cards.
I was stunned, overwhelmed, and
very thankful, said Douglas. Im going
to put most of it away for Trinitys college fund. I just wholeheartedly want
to thank everyone for coming together
and helping out with this and helping
my daughter. Im overwhelmed with all
the help I received today.
Douglass mother, Donna, however,
emphasized that Trinity, for the moment, is taken care of and wants her
daughter to use the money to treat herself, a rarity for Douglas whos been
struggling to make ends meet for quite
some time.
Right now shes got no milk, shes
got no sugar, and Im always there
because I know that she just cant do
anything, said Mel House, a long-time
friend of Douglas and a unit manager.
Brittany said she doesnt have anything. So she went back in and asked
her how much her paycheques were.

Brittany came out in tears and said we
have to help her. I said Ive been trying
for months. I dont know what to do. A
lot of it is, myself, and her caregiver
we always say, oh I made too much,
and we take it over there. All we want,
really, is food in her fridge.
While the donations and gifts will tie
her over the short-term, her homecare
and Ed Michalchuk are in discussions
about implementing some modifications to her unit, including an electronic door, and installing a shower in her
bathroom to allow her to stay at home
and to get ready access that is not
currently available.
However, despite all the help, Brittany Michalchuk hopes the experience
will have opened doors for further interactions with neighbours.
The reason why we really wanted
to throw a party for her, was because
I called every single tenant and asked,
have you had the pleasure of meeting
Lisa? and not many people did, said
Michalchuk. With the disability, its
hard to have human connections. So
I really wanted to raise awareness on
the block because I have a feeling that
people are going to come and check
on her, go for a walk with her, ask her
if she needs help, if shes hungry, or
just spend time with her.

However, discussions quickly arose
on the possibility of other locations,
even adding on to the doctor offices being constructed in Kinsmen Park, which
was heavily disputed by other council
members, the quality of the building
itself, and the concerns regarding the
price.
According to Councillor Steve Grajczyk the state of the building, including a
leaky roof, weighed heavily on his decision, as was the agreed-upon price.
I was originally in support of this
town office moving there, but since
then I found out a lot of things about
the building, said Grajczyk.
Were paying way too much for the
land. In just talking about the building
and tearing it down, the building is now
$1.8 million for 1.7 acres. In my real-estate experience there has never been, in
the history of Strathmore, anyone who
paid for that.
There are other options for the Town
of Strathmore to build, and were not
building anything yet, because we dont
have the money. Lets get that straight.
Upon raising the possibility of building on Kinsmen Park, one of Grajczyks
fellow councillors refused to entertain
the idea, commenting on their action a
few years ago to rezone the area and
thus protect the parks area.
However, Grajczyk argued that council is willing to sacrifice some of the
space for a farmers market building
and shed, and to focus on the area near
the Strathmore Golf Course to construct
more park area. Councillor Fule countered the statement, arguing that the
farmers market building would add to
the park and attract people to the area.
In the absence of Councillor Bob So-
bol, council first voted in favour of an

amendment to the motion presented by
Councillor Grajczyk, stating that administration be allowed to continue negotiations with the Calgary Co-op.
Council then also voted in favour of
refusing the approval of the purchaseand-sale agreement presented to the
town, between the Town of Strathmore
and the Calgary Co-op, based on restrictive covenants as to vendors conditions
of sale, and that the town has not received a satisfactory report from the
building envelope engineer on the stability of the building. Councillor Blokland and Councillor Fule opposed the
motion.
Despite the withdrawal from the
agreement, council remained optimistic
that the conglomerate may re-evaluate
their restrictions going forward.
We are not the City of Calgary, said
Councillor Peterson. This is not building a new number one Co-op and selling land 10 blocks away, where another
chain-store can come in.
This is a very small community which
has suffered in this new economic reality and I think that when they have a
chance to consider that, or reconsider,
that they may also be open to re-entering into further negotiations.

a break and enter that occurred on
September 2nd. Sometime between
12:40 and 01:30 AM, an unknown
suspect(s) entered a home on
Parklane Drive through a open
garage door. The suspect stole
between $400.00 to $500.00 worth
of rolled nickels and dimes. The
person is believed to have been on
foot and headed towards the town
centre. If you have any information
that could assist in solving this
investigation, please contact the

regional transit pilot project in more detail last week.
The plan revealed too many
uncertainties that prevented
council from jumping onto
the bandwagon.
While the project currently

only affects five municipalities Okotoks, High River,
Nanton, Turner Valley, and
Black Diamond - the presentation to provide more details
on the concept raised numerous concerns in Strathmore
including costs, consumer
losses to Calgary, effects on
the current bus system, and
the towns readiness if an

The Calgary Regional Partnership, which is comprised
of 14 municipalities surrounding Calgary including
Strathmore, will be considering the On-it regional transit system on Sept. 18 and
addressed the local council
to inform them on the subregional pilot progress.
It allows for the phasing
in of a regional transit system, but more importantly it
demonstrates how a regional
service can be delivered by
working together, and we
have five municipalities coming together to deliver this
pilot, which is quite an accomplishment in itself, said
Ettore Iannacito, regional
transportation program manager for CRP.
Its not as simple as putting buses up there. Its, how
do you get five municipalities
to come to an agreement on
the future and what happens
after the two years that the
pilot runs its course. The intent is that we like to keep
this running. Were not viewing this as just a pilot. Sure,
its trying out the service, its
a test, but were viewing this
as the launch of a regional
transit service.
The partnership receives
40 cents per capita from its
members, as well as funds
from the provincial government. The project is funded
by a provincial government
grant capped at $500,000,
allowing for the partnership
to absorb most of the costs.
While council was told municipalities may need to put
up funds for operations, such
as infrastructure costs, they
would not be required to
account for capital expenditures.
While assuring that staff
took a conservative approach
in their estimations, costsharing among the five municipalities could become a
reality on the off-chance that
costs rise.
One of the benefits for

this pilot project, of course, is
there is eventually a suggested pilot project for Strathmore and Chestermere into
the City of Calgary. Youll be
able to look at those experiences High River, Okotoks,
and Nanton are all experiencing to help you decide on
your decision making, said
Bill Robertson, chair of CRP
and the Mayor for Okotoks.
The pilot project coming
forward on Sept. 18 is only
dealing with the south leg.
Whether Strathmore participates that comes later.
Thats not part of this decision by any means. But once
again, this might well provide
more information, to make a
better-informed decision on
Strathmore participation in
the future pilot project.
Despite highlighting the
benefits of the system, Robertson and Iannacito said
the plan includes providing
transportation for those unable, or without access to a
personal vehicle, addresses
the environmental footprint,
attracting businesses by providing access to workers, and
lowering accident rate by
taking more vehicles off the
road. Still some councillors
remained apprehensive.
As Strathmore already has
buses from Cardinal Coach
Lines and Greyhound Canada
delivering residents to Calgary during the week, Councillor Steve Grajczyk voiced
his concern with bringing
in a competing service. Furthermore, he took issue with
CRPs spending track-record.
The partnership spent nearly
$200,000 on branding, a communications plan, marketing
plan, video and research that
staff said was invaluable in
creating a business model.

anyone sitting here, this is

you do a lot of hard work and
I know that, but $21 million

use, Grajczyk said.

We havent accomplished a heck of
a lot in that time. You spent $175,000
on branding of the bus, to me thats ridiculous to put a name on it. Thats poor
management and youre asking me to
go along with your decision-making?
Im really concerned about the cost,
thats the bottom line. Secondly I think
its premature for Strathmore, very premature.
Council was not privy to the costs associated with the pilot project, however,
those in attendance were eager to come
back with a detailed report on the cost
breakdown when more time was available. Yet other councillors were interested in information regarding the transportation for smaller communities, and
statistics on how many residents use the
transit in Calgary, to travel to surrounding communities for sporting and social
events.
Yet for Councillor Rocky Blokland,
who is also a local business owner, the
issue remained one of losing residents
to the city for their shopping needs.
I can understand the primary use of a
regional transit system, he said.
Pulling a bus load of people out of
this town every day, five or six days a
week I have a problem with that. As
a business owner in this town and as a
councillor, Ive seen studies where the
dollar leakage in this town is high and
Im sure its the same in Okotoks, High
River and Nanton and all these other
places. There is a list of a dozen businesses we need, but the fact of the matter is we are too close to Calgary.
Despite active discussions during the
Sept. 2 council meeting, the Calgary Regional Partnership was not proposing
a future eastern pilot project. Over the
course of the south pilot projects two
years, the CRP said they will monitor,
perform studies, and conduct surveys.
While council showed interest in future
discussions, for now they would like to
wait and review the data once its collected before considering a pilot project
if proposed in the future.
Theres too many ifs at this point
in time, especially in dollars and cents
wise, and I dont want to put that on the
taxpayers back in Strathmore or even
on the provincial government, because
we havent got that kind of money anymore, Grajczyk added.
I want to commend you folks for doing this, I really do, and Im of the nature Id like to wait and see how you do
in your two-year pilot project. We can
ask for information now and another
presentation, but really whats going to
tell a story is at the end of two years and
thats what Id like to wait for.

The Strathmore Country Garden Club met together Wednesday, September

2nd at The Public Library for 7pm. The Club was brought up to date with
events that occurred during July and August. Helping out with The 55+ Summer Games, watering and taking care of the shrubs, trees and flowers for The
Strathmore Rodeo Oasis. As well as touring some beautiful backyard gardens
that were volunteered. Discussions for The Upcoming Annual General Meeting are coming up in October where we are looking for new fresh ideas and
wonderful, creative people to fill different positions in the club. These positions include: President, Vice President, Secretary/Editor and Treasurer. We
are looking forward to seeing new faces, sharing knowledge on gardening,
building friendships, and enjoy working together on interesting projects. After all discussions were said and done; we all rolled up our sleeves --the birds
were nesting and the fairies were flying and blossoming as secret gardens
were being built.

Downtown Co-op debate

To the Editor
Council has been discussing this property option
for 2.5 to three years as a possible site for a new
Town Hall building. At some point in time, Strathmore will need a newer, larger municipal building.
At the present time, we have outgrown our building.
We have office buildings in portable trailers outside
of the municipal office, we have offices in Lambert
Centre, and in other locations.
One viable option is to renovate and expand the
existing municipal building, which would be a final
location. As a councillor, I prefer the downtown Coop location, which will accomplish many positives,
including enhancing and revitalizing the downtown!
I have voiced my views very strongly with regard
to downtown revitalization and beautification. What
a natural fit it would be to have a new municipal
building in the downtown, (obviously the existing
Co-op building would need to be removed).
A new municipal building, set back from the street,
with ponds, fountains, benches, trees and parking
out front, for all to use and enjoy, would be ideal. All
of the town offices would be in one central location,
under one roof where they should be! We could also
open up space for the Library, as they looking for additional space. Our present municipal building could
be sold or leased, and the portable trailers could be
sold. All in all, we could end up saving money in the
end.
Now the obvious question of cost comes up! We
would likely need to borrow the money. The property purchase was agreed to at the Aug. 5 council
meeting, and the vote was unanimously yes! At the
Sept. 2 council meeting, another motion was passed

that basically overturned the previous motion, due to
a restrictive clause in the purchase agreement.
As a councillor, I didnt have a problem with that,
and I do understand councils concern. It was my
opinion that the Aug. 5 motion to approve the purchase was the first of many steps in moving forward.
I did not assume that we would sit on the property
for a number of years, so I question whether we
would encumber a future council.
I voted against the Sept. 2 motion, which was
passed by a four to two vote in favor of withdrawing
the offer to purchase. Although I did not support
the motion of council, I will accept and respect the
majority decision.
To the citizens of Strathmore, I say drive or walk
downtown and look at the Co-op property which is
now fenced, and may look this way for several years.
Just what we do not need, another beautiful eyesore
in the downtown.
The above views are strictly my own and do not

By the time I get to Phoenix (Part 2)

So, I was handing out little cards at Sobeys on Saturday. They were nice, coloured slips advertising the
Comedy Night this Saturday at the Civic Centre. Its
one of the Youth Clubs major fundraisers, and for the
most part, it went well.
However, to the older gentleman who I seemed to
have angered with the hand-out, Id like to say, its not
like I came to your door asking you to switch your
religion or anything! Sheesh, you made me feel like
I ran over your dog or something! All you had to do,
was say no thanks luckily, almost everyone else
was nice. Handing out flyers is a definite humbling
experience it also reminded me how much I dislike
campaigning for office!
With all the rain and cold weather lately, I got to
reminiscing about Phoenix again. The heat there is
definitely something I miss, as long as you use sunscreen and have a pool available. We were in the warm
pool water in 46 degree heat when it dawned on me.
There I was in a pool where I cant swim, Im scared
not touching the bottom, and its scorching! I have
high blood pressure, high cholesterol, Im overweight,
and did I mention Im scared of water? Basically, I was
in a nice warm Death Soup!
Ill bet my insurance agency would not like to hear
this!
Debbie and I decided to go to a Major League Baseball game, and the Diamondbacks had a homestand
against San Francisco. Now, I like baseball, but like
curling, its not always the most exciting of sports to
watch!
That night turned out to be the third longest game

in the Diamondbacks history. Do you know what 5.5
hours of watching baseball does to a person? Many
people actually started to leave at about the 11th inning. The game started at 6:30 p.m. and didnt finish
until Midnight! In fact, San Francisco used all 10 of
its pitchers and Arizona used seven. Even though all
these relief pitchers warm up in the bullpen, they also
get three minutes on the mound with the catcher.
That means that for 51 minutes, we watched two
overpaid men play a game of Catch!
Dull doesnt begin to describe that! I mean, theres
a lot of standing around in baseball anyway the
warm-ups were nuts!
I did see a guy in Phoenix wearing a t-shirt that
stopped me in my tracks. He was a typical, ordinary
guy, but the shirt read: Whoever Said Winning Isnt
Everything Never Had to Fight Cancer.
It made me think of all the people Ive known over
the years whove had to face this disease. Theyre all
brave, and one of my former students is fighting it
now. I had the chance to talk to him, to wish him well,
and to say Ive prayed for him. Sometimes even in the
least expected places, on holiday, we are reminded
that people are fighting their greatest battle right now.
To those of you who are in this now, either personally, or through others, I hope you can find the
strength to fight on, through all the challenges ahead.

As a result, this fall season will feature some new

programs while cultivating
old favourites. With the upcoming season quickly approaching, the staff is busy
prepping for the fall and addressing the needs of their
partners.
Its been busy all the way
along because weve been
growing as weve been out
here, said Lynn Walker, program coordinator. There
was no programming out
here at all when we first
started. [The communities]
say we really need something like this, and then we
find it and offer it to them.
This year, programs are
ranging from the return of
the Good Food Box that was
initiated in 2014, to Senior
Power, which is offered every second year opposite to
the Womens Conference, as
well as the new Lunch and
Learn program that attracted
enough community members in its preliminary phase
to launch this fall.
The free program will
tackle participation-inspired
topics, such as: how to prepare your garden for the fall
season, how to deal with
procrastination, Christmas
on a shoe-string budget, and
colours and their effects on
energy levels.
WFCSS decided to offer
the program as a result of
a total of 18 people participating in two previous sessions. The sessions focused
on handwriting analysis and
it introduced a drum circle.
The board said go for
it, try it out, and see what
you think, and I thought we
should try this and see what
happens, Walker said. We
have Eagle Lake right close
here so I popped over there
and said would you sponsor
a talk? And they said I dont
see why not.
While WFCSS is introducing some new programs,
its also bringing back old
favourites. The Good Food
Box is gearing up to take
orders starting Sept. 8, and

Senior Power is scheduled
for Sept. 11, held at the
Hope Community Covenant
Church. The day will be
complete with guest speakers and discussion tables
where participants can learn
about issues surrounding seniors and identify possible
gaps in service. The event
will include 20 exhibitors,
such as: Health and Wellness, Office of the Public
Guardian, Alberta Securities,
and Alberta Senior Benefits.
The churchs hallways will
be lined with vendors that
will feature Strathmores local Wheatland Lodge and
the Siksika Medicine Lodge.
Last time the event occurred it experienced a
healthy turnout of roughly
80 people; the organization
is hoping for a similar result
for its third time offering in
Strathmore.
With the extreme weather
patterns experienced lately
and following severe blizzards observed in certain
Wheatland County areas
two years ago, WFCSS has
also been focusing on ramping up emergency services
and has helped set up 13
different reception centres
in various villages and hamlets. The program showed
villages how to utilize their
existing structures and prepare emergency kits.
Weve done a huge blitz
this year, Walker said. Our
focus has been on emergency management and
making sure that theyre up
and ready to go for reception centres, so if we have
a blizzard in the wintertime,
they can set something up
to accommodate people that
might be driving by.
On Sept. 16, their annual
interagency gathering will
also kick off, to bring together non-profit organizations and other support
groups.

The Strathmore Municipal Library Summer Program saw great success from their kids this summer as
their literature skills improved while reading for 450 hours during the warmer months.

A year ago, library staff at the Strathmore Municipal Library saw one kid in
their summer program who struggled
with ADHD.
This year, they noticed that his literacy was developing and he read the
most in his age group and contributed
to the many hours the kids read this
summer.
Despite having low numbers, the 110
kids ages 3 to Grade 7, put in 450 hours
more of reading over seven weeks, for
a total 1,800 hours.
We had kids coming in having read
23 hours a week, said Rachel DickHughes, director of library services for
the Strathmore Municipal Library.
The summer reading program was
put in place around 10 years ago to
provide kids the opportunity to enhance their reading skills, running
from the first day of summer vacation
to the day they return to school ends.
Part of that is because we had really great prizes donated by different
businesses around town and we had
substantial donations from the Lions
that let us buy really good prizes,
said Dick-Hughes. I think that helped
motivate them. What really drives us,
to motivate kids to read more over
the summer, is so many studies have
shown that kids fall back reading levels during the summer unless theyre
reading.
What were trying to do is help kids
not fall back but get ahead, so that
theyre starting September even better
than they were in June.
She added the program had helped
kids find books they loved to read and
not be limited by any specific reading
level. In turn the staff noticed a rise in
confidence throughout the summer as
a result of reading more challenging
books that they wouldnt tackle during
the school year.
Krystal Esau, who was a program coordinator for a third summer, enjoyed
working with the kids to achieve their
literacy goals and gave them a little extra motivation to succeed with prizes
throughout the days.
Esau said parents related the kids
comments such as, we just finished,
we were reading so much this morning because we really wanted to make
sure we got a prize.
We saw that really worked for a lot of
kids, something really tangible, a small
goal that they could really achieve in a
week, said Esau. Often kids were getting up to three prizes a week.
The program worked on bigger goals
as well, awarding kids who read the
most over the summer with a $125 gift
card to ToysRUs.

County proposes social media strategy

Wheatland County is currently
working on implementing a new social media strategy, as it currently does
not have one. The hope is to provide
another tool to connect with its residents, bring them to the website and
update them on county news and
events.
It just gives them another layer of
communication that they can get information from us, or ask questions,
said Lisa Bastarache, Wheatland Countys communications officer.
She did not hesitate to say that the
concept is not just for ratepayers, but
for the general public to view too.
I think right now, our main target
audience will be rate payers, said
Bastarache.
A policy has to be put in place in
regards to what social media tool the
county will use and who can post on

the website. Once the policy is approved, then county staff can move
forward on creating the strategy.
The policy is going to outline the
platforms were going to use, said
Bastarache. And who within the county can post things and tweet about
stuff and just parameters around what
information will go out to the social
media, as opposed to newsletters, or
in the newspaper, or on our website.
In addition, the county got permission to revamp their website and the
possibility of an app as well.
Wheatland County Reeve Glenn
Koester added his take on the matter
in that he thinks it will be a guideline that will run consistently once the
strategy is put into motion.
Policy is a guideline, said Koester.
Were just setting it up to be fluid.
The policy will be brought back to
council in October.

As the 2015 Census results were made public, the data
gathered not only provided town council with valuable information before heading into their fall budget process,
but the Strathmore Municipal Library also utilized the material in accommodating the immigrant population within
the community.
While the census proved useful in providing details on
a climbing population and variances among age groups, it
also categorized languages spoken in Strathmore. Although
just over 97 per cent of Strathmores 13,327 population
speaks English, the Filipino community attracted attention
with 44 households or 1.01 per cent - speaking Tagalog,
the second most spoken language in the town.
As a result and in conjunction with the Wheatland Interagency Meeting, the library partnered up with the Foothills
Community Immigrant Services (FCIS) to provide translated materials and special immigrant packages.
Often when you move to a new country, youre thinking
about getting your home started and getting your kids into
school and some of those little extras sometimes get put
on the backburner, said Carmen Erison,
Having an opportunity like this and being able to welcome them to the library a little bit more and integrate
them is handy. If we can draw them into the library and
show them all of the wonderful free programs that we
have, I think it would help.
With the help of FCIS, the library translated their original
library brochure and program brochure, as well as a bookmark with titles of books in the international collections,
into Tagalog and Spanish. The library also created immigration packages that include a free one-year family membership, which was also translated into the two languages.
By offering these materials, the library hopes to see more
immigrants take advantage of their international book collection and free programs.
Having already volunteered with the Strathmore 55 Plus
Alberta Summer Games and the Superhero Clean-up, the
Filipino Association in Strathmore also wants to be more
visible within the community.
I met some people who want to learn Tagalog, now I
tell them there are some books available in the library, so
if you want I can teach you how to read that if you like,
said Carlos Bongala, president of the association.
We want to let the Strathmore community know that the
Filipino community wants to share, because were part of
that community. We want to help as much as we can.
The library collection also carries books in Punjabi and
French. By offering the packages, Erison hopes more immigrants will make their way to the library, which is not
the case currently.
We wanted to really kind of hone in on that community
because we know that the library can offer them many
great services that they might not know of, Erison said.
Its a small collection that we have, but its something
and we want new immigrants to know that they are completely welcome to come.

After some door-knocking and petitioning efforts,
spearheaded by two Hillcrest
community members, approximately 20 residents living on Hillcrest Blvd showed
up to the Sept. 2 Strathmore
town council meeting. They
were pleased with town
councils decision to oppose
zoning changes to an 11-acre

them with two items: amend
the Lakewood Meadows
Area Structure Plan (ASP)
to include the 11-acre parcel, and change the land use
designation from Agriculture
General District to R2X Medium Density.
When the Area Structure
Plan was adopted in 2012, it
excluded the parcel on the
northeast corner on the south
side of Range Rd. 244, because the owner at the time
did not want to participate
in the process. As a result,
the parcel was left without
an ASP. Under the Municipal
Development Plan (MDP), all
lands recently annexed into
the town are required to be
supported by an ASP prior to
any development.
When the land was sold,
the new owner showed interest in subdividing and developing the land, and council was asked to include the
parcel in the surrounding
ASP.
However, council was also
asked to consider re-designation for the area, a situation
28 out of the 33 neighbouring residences took issue
with.
At the end of the day it
wasnt just youre wrecking my view. There were
a whole lot of things and I
think council touched on
a lot of our concerns, said

Mongrain-Schappert, who, together with her
neighbour Jeff Worne, began
the door knocking and petition process.

I was quite shocked that
the town council didnt
know more about the proposed bylaws. They seemed
a bit confused. That shocked
me because I sent in eight
pages of questions.
The developer proposed
to build townhouses on the
parcel that could house a
maximum of 20 units based
on the current water and
sewage capacity. The R2X redesignation would allow for
a height of 12 meters and allow for a variety of housing
styles. The adoption of the
bylaw, Bylaw 15-13, would
permit consideration of a
subdivision application for
Lakewood Meadows.
As staff have indicated
this application conforms to
the MDP, both in map and
in policy, said Pat Maloney,
who represented the developer.
The residential development goal of the Municipal Development Plan is to
create complete communities, which offer a range of
housing to suit the variety of
needs of the current and future community as the town
of Strathmore continues to
grow. In this case, we are
looking at R2X which allows
for attached housing.
However, when MongrainSchappert received the town
notification informing adjacent landowners of the proposed bylaws, she began
educating herself, sent in
questions to town administration, and started collecting
signatures.
Theres a lot of questions
about seepage, theres wildlife, theres wetlands, theres
all kinds of issues that were
a little bit vague, she said.
Some of us didnt live
there when the current ASP
went through when it was
proposed in 2011 and signed
in 2012. I dont think people
at that time understood fully the current development
theyre doing now, and so
people are really angry that
they didnt ask more questions back then.

Mongrain-Schappert said most people in her neighbourhood were worried

about more buildings being constructed in the area, rise in crime, increase in
traffic, property value decline, preservation of mature trees on the property,
road widening, and seepage.
Maloney did address some of the
concerns, mentioning a biophysical impact assessment, traffic impact assessment update, geotechnical investigation and a Phase 1 environmental site
assessment. She said there was good
access to major roadways and the town
wetland assessment failed to identify
any wetlands. During an open house,
only six residents were present and
voiced concerns to the devaluation of
adjacent properties. Residential development had always been planned for
the area. She also informed council that
they should try and keep as many trees
as possible, after Councillor Brad Walls
inquired about the issue that was of
concern to him.
In the end, council decided to approve Bylaw 15-02 to amend the Lakewood Meadows Area Structure Plan,
with Councillor Bob Sobol absent and
Councillor Brad Walls and Councillor
Steve Grajczyk opposed. Council then
defeated Bylaw 15-13 land use amendment.

Strathmore-Brooks MLA Derek Fildebrandt is falling back on success observed during his campaign and is proposing town-hall-style meetings once a
month, to connect with members of his
constituency.
The format previously provided Fildebrandt with much feedback and a
chance to meet his voters. By offering
12 meetings throughout various communities, he now is determined to reconnect and address local or provincewide issues that are localized.
People often, especially in the smaller communities, are disconnected from
their representatives for the government and this is a way to ensure that
I stay directly tuned into the concerns
of the people and their local communities and they have a chance to say their
piece, said Fildebrandt.

50 people show up. I want to give people a chance to meet face to face in
their community on a regular basis.
Certain issues have already popped
up on his radar, such as the water issues involving Rockyford, Carseland,
and Gleichen. Fildebrandt recently
toured the Strathmore Hospital that
continues to be an on-going issue in
town.
Having advocated for the hospital in
the legislature, the tour provided Fildebrandt with an in-depth picture of
the working conditions and lack of upgrades.
People were promised one thing by
the previous provincial government
and given another, and we have to
look at how we best remedy that with
what we have, Fildebrandt said. The
hospital is in critical need of an upgrade. There are people, at times, who

are being treated in chairs in the hallway rather than in a proper bed. The
emergency room is in dire need of an
upgrade and expansion, and Im going
to be working with the provincial government to see if there is a partnership
there for this expansion.
He added the opportunity allowed
him to hear from the experts who are
familiar with the situation and receive
input on how they believe the situation
needs to be dealt with.
According to the Wildrose Party representative, the town hall meetings
will commence in Strathmore, Brooks,
and Bassano before heading to smaller
communities. The Strathmore Legion
will house a meeting for the public on
Sept. 23 from 7 p.m. to 9 p.m.
United Way grant paves the

road for visiting library program

The Strathmore Municipal Library is
launching a new program to service
the community outside of their library
walls, thanks to a United Way of Calgary and Area fund.
With the help of the $4,000 contribution, those residents unable to visit the
library due to a disability, injury, lack of
transportation, or an illness, now have
an option to take advantage of the library through their program Visiting
Library, which was officially introduced
last week.
This program is going to allow us
to bring the library right to their door,
said Carmen Erison, assistant director
to library services at the Strathmore
Municipal Library.
I couldnt imagine being someone
who was stuck in their home. I think
this allows our library to become more
engaged with our community and to be
able to talk to our community members
a little bit more outside the library. The
benefit I see is for our library, but the
biggest benefit I see is for the community members. Our main focus is service to our community and if this is one
way that we can service the community

thats not able to come to the library,
then thats one of our best goals.
The service, which is often known
as Home-bound Services, differs from
similar programs such as Paperbacks
by Mail offered by the Marigold Library
System, in that a volunteer visits a patron once a month, delivers and picks
up materials, and works with them on
selecting materials based on their interests. The program is free of charge,
besides library membership costs. With
the financial help, the library is able to
pay for advertising, mileage, and some
staff time. And while the program has
potential of expanding, for now the
service is specific to Strathmore residents.
Given that were just getting started,
were unable to offer it for Wheatland
County, Erison said.
We hope to possibly expand this
into the county as we see an increase
in financial support and increase in volunteers.
Currently, volunteers are still needed.

Next week non-profit groups and
support organizations will come together once again for this falls annual
interagency meeting.
For the past 37 years, the Wheatland Family and Community Support
Services offered the service to organizations within Strathmore and Wheatland County, and thus provided a platform for sharing and collaboration.
Its a good way to find out if there
are underlying issues that are coming
up that everyone is being hit with,
said Lynn Walker, program coordinator for WFCSS.
Its a really good resource where
people can come together and share.
They all get together, and once a
month, we meet and discuss things
that are going on, like events that they
have coming up. You address everybodys needs and its less work for everybody.
This year, members, some of whom
include Parent Link, the Pregnancy
Care Centre, FCSS, the Community
Crisis Shelter, the Youth Club, schools,
churches, and the Strathmore Municipal Library, will also receive a resource
book containing information on each

organization.
Often acting as a hub, the Strathmore
Municipal Library has experienced the
benefits of the meetings through collaboration with the Hope Bridges Society, Parent Link, and the Foothills
Community Immigrant Services.
It gives us an opportunity to cross
promote each others activities, and
what it does is open the door for collaboration, because when were all
talking about what were doing and
what kind of gaps were seeing or what
were having a hard time with, we can
see where we can help each other out,
said Rachel Dick Hughes, director of
library services at the Strathmore Municipal Library.
Weve had a few really fruitful
things come out of that which is great,
and it gives us connections. So we
know when someone comes to us and
is interested in art workshops, we can
say you know what thats already happening we can give you all the information about Hope Bridges. Its a really good way to avoid duplication as
well, and just makes the most of what
Strathmore has to offer.

The wet conditions did not seem
to pose an issue for the Badgers,
as they were able to use their run
game effectively, not giving the
short-benched Titans any space to
work their offense.
It was pretty much a run game,
lots of slips, a few fumbles, said
head coach Sean Seafoot. We just
made sure our players had good
ball handling.
The teams game plan going in
was to give the opposing defense
different looks and it gave the

home side results.
We just wanted them to respect
our pass, so they didnt stop our
run all the way, he said. Defensively, we did great. We had a lot
of guys flowing to the ball. We
did play them this last year and
we knew they had some weird
stuff going in the backfield, lots of
handoffs. We were practicing for it
and we did prepare for it.
Seafoot did mention that it was
great for the players to experience
these conditions early on, as it will
prove pivotal as the season wears
on.
Having a first game guys
will know to have two hands on
the ball when theyre getting tackled instead of one, he said.

Members of Strathmore Minor Hockey
development committee board did a lot of
research, reading and numerous discussions with other associations, to settle on
incorporating an Introductory to Hockey
and Coaching mentorship program.
Committee member Mike Langen
thought this was a necessary step forward
in the evaluation process of the players at
the Timbit level.
We treated the Timbits like the older
age groups, said Langen. This year we
tried to introduce the new program called
Introduction to Hockey which is for players three, four and five-year-old kids who
have never been in a organized hockey
program before, that will able them to get
the skating foundation down.
He felt that this program will take some
of the pressure off the kids and pair them
with other like players.
Itll enable them to teach different
things as a group, said Langen. Everybody in the group should be similar and
just about grouping like kids with like
kids. When youre running a drill, its effective for the first player going as the last
player.
Another group will be the Junior Timbits, which will be five-year-olds and will
have a focus on the same basics as the
Introduction to Hockey but will be more
advanced.
According to Langen, the new program
will focus on more of the basic core skills,

such as skating, balance and agility, which
he thinks at the Timbit age their bodies
will be more adapted to learning them.
There will also be a Senior Timbits program that will be a higher skill level than
the previous two groups.
He added that technique will be emphasized in the development process and that
it is not about wins and losses, but about
playing the game properly.
Its more about development than competition, he said. In the end, if you develop your players, the wins will take care
of themselves, versus training for the wins
and hoping they develop along the way.
Its trying to flip that thought process a
bit.
Meanwhile Strathmore Minor Hockey
Association has hired on Coaches Edge to
help mentor the coaches this upcoming
season, which will be run by local coaches Dan MacDonald and Doug Raycroft.
Their duties will be to assist minor hockey
coaches with practice plans throughout
the season.
Its their job to support them, said
Langen. Theyre going to go in with the
coaches right from Timbits all the way up
to midget. Theyre going to hold some seminars, information sessions for the coaches,
help the coaches with any materials that
they might need.
The committee is hoping that this will
result in the players getting more value
out of the game and that Strathmore Minor
Hockey is more successful because of it.

The Strathmore High School Spartans football team did not kick off the
season as they hoped at their home
opener held in Strathmore on Sept. 3
against Brooks. They were defeated
21-15.
Head coach Travis Gorski felt in the
first game, the nerves were noticeable
throughout the line-up, but gave credit to his team for keeping the game
close.
I thought our team came out a
little bit nervous today, said Gorski.
I thought as the game wore on, the
boys played to their potential and
thats why we saw a good close game.

Unfortunately we didnt come out on
the winning end.
On a positive note, he did like the
intensity of his defense for attacking
the ball carriers that created a lot of
two and outs, which allowed for the
offense to be on the field more, but
some mistakes were costly during the
game.
Unfortunately we made too many
mistakes on the offense. We made
three interceptions, two fumbles, and
a touchdown called back from a penalty. We had quite a few penalties that
penalized us, said Gorski. A lot of it
was our guys were not game conditioned yet. They seemed to take a few
plays off and the ref caught them for

holding and various different things.
Offensive guard and defensive tackle, Garrett Gatto, thought the whole
team played a great game, but encouragement from the sidelines was what
really motivated them to try their best
on the field.
It was mostly the people standing
on the sidelines that encouraged us to
push as hard as we could to make our
goals, said Gatto.
He thought that there was some
miscommunication at times during the
game, but as the team settled in there
were improvements made.
I felt like the mistakes started happening less, Gatto said.

Water Polo Club hires Zimmerman

The Strathmore Water Polo Club is
proud to bring Brooke Zimmerman on
board as their head coach and program
coordinator for their inaugural season.
Hailing from Regina, Sask., she brings
a vast amount of knowledge to the club,
having played competitively at NCAA
level at Indiana University.
She obtained a water polo scholarship, where she played for the university team for three seasons and was captain in her senior year.
Over the years, she has gathered a few
medals as head coach for the Calgary
Renegade team, most notably coaching
the 16U girls at the National Championships to three consecutive silver medals
from 2011-2013.
One of her greatest moments as a
player was in 2003, when she played for
the Womens National Junior team and
they won gold in their home pool at the
Talisman Centre in Calgary.
Zimmerman is hoping to bring that
experience in and expand the young
players knowledge of the sport.
Its super exciting for me because its
a bunch new kids, said Zimmerman.
The exciting part for me is to get to
know new athletes, new personalities
and new characters.
Theres the other side, where the
most rewarding thing for a coach is to
recognize the potential of the kids and
especially when theyre a young age
and develop and grow them.
The former Calgary Renegade coach
feels that compared to when she first
started coaching that she has more to
offer to the kids.
Im so used to in the past couple of
years more focused on the U18 group
and U20 Canadian National Team in the
summer, she said. Im so used to those
athletes already coming in having the
basic training. Something that is going
to be new for me and I can bring to the
club that is brand-new, is a lot of experience. Its going back to the basics, going back to the grass roots and I think I
have a lot more to give than when I first
started coaching.
Zimmerman said that a lot of people
do not realize the potential that is out
there for young athletes in the sport.
They need to push themselves, as there
could be an opportunity waiting in the
future in the form of scholarships and

national programs.
She would ultimately like to help the
players achieve their goals, if its a sport
they would like to pursue.
Really what I want to bring to the
club is just to experience water polo
for what it is and recognize new potentials, said Zimmerman. If they want to
make different goals for themselves and
different development plans, so that if
its eventually something they want to
do, we can do that for them.
She added that with the season right
around the corner, the expectations
will not be high and for the players to
take the knowledge from practices and
put them into game situations.
Its going to be so new to them that
the first day we have a game, the only
expectation is to have them apply those
basic techniques that weve learned in
practice, said Zimmerman.
Even just getting to know the game
itself, basic rules of the sport. A goal
for me is at the beginning to help them
learn and help them gain access to just
being able to apply things that theyve
learned.
The Strathmore Water Polo Club

Zimmermans caliber to come in, with
her history in the water polo community to promote the game to and for the
kids
Brooke is very connected in the
worldwide water polo community, said
Krista. Which is already opening so
many doors for our club and presenting
so many opportunities I wasnt even
aware existed. She is going to make this
an incredible and fun first year.
Krista thinks that with her experience
its only going to expand opportunities
with youth in the community.
The water polo experience that
Brooke brings to our club, both as a
world champion player, and as a world
champion coach, and the opportunities
that this will provide our local youth
are astounding. We are so fortunate,
said Krista.
Kevin is confident that as the kids
warm up to Zimmerman that she will
only help the players excel.
As a new club, I am confident, that
with Brooke as our head coach, we will
excel, he said. Our kids are so lucky
to have the opportunity to learn from

The family of Mary Nicholson would
like to invite you to the celebration
of her life. The thought of life without her is unbearable. Our only consolation is that she once again will
be with the love of her life, Phillip, who pre-deceased
her in 1994. She dedicated her life to being a wonderful wife, mother, grandmother and great-grandmother.
She was an inspiration to her children: Cheryl Mayo
(Herb), Diane Kay (Jim) and Cathie Gordey (Terry). Mary
was not only our mother but our best friend. It is with
great sadness that we announce her passing, but it
is with joy that the family cherishes the memories of
this wonderful woman. The legacy she has left this
family with is a powerful and loving one. She taught
us that Love, Faith and Compassion are the greatest gifts. She was the devoted Grandma who adored
her grandchildren Dean Mayo, Christine Mayo, Curtis
Gordey (Lynda), Marcia Gordey-May (Chad), Kathy Kay
(Jacob McDowell), Karyn Kay (Mike Purse); and Great
Grandma of Chase, Randa, Sloane, Joshua, Jarrod,
Mary and Jamie. Grandma Nic always nurtured others
and was loved by many. She was the heartbeat of our
family and will be profoundly missed. Mary was the
loving sister of Larry Barr (Pat), Napanee, Ontario. She
was pre-deceased by her siblings Julia (Tody) Frame,
Archina Linhares, Chris Smith, Ken Smith, Donna Mills
and baby Louise Barr. As fate would have it, two young
boys Gordon Hutton and Ken Wai became part of the
extended family as brothers. Ken Wai pre-deceased
Mary, Gordon Hutton (Bev) resides in San Jose, California. She will also be remembered by her many nieces
and close friends. She has gone to heaven on golden
wings. She had a nature you could not help loving, a
heart that was purer than gold, and to those who knew
and loved her, her memory will never grow old. In lieu
of flowers, donations are to be sent to the charity of
choice. A memorial service, officiated by Pastor Steve
Lagore will be held on Friday, September 18, 2015
at 2:00 PM, at Glenwood Memorial Gardens Chapel,

I would like to thank two special friends of mine

Most people who own a home have a credit card. You need it for all kinds of major purchases: a new TV, building a

Everyone knows that the best thing you can do is pay off the credit card every month. So a few months have gone by and
that credit card balance is still there. Now wait a minute, something else happened to you and your life and that credit
card balance is still there. Time has slipped by and you have been carrying a $15,000 balance on your credit card at 21
per cent interest for months now. No big deal, I will just keep making the minimum payments.
Yes you must make the minimum payments - but it will not get paid off this way. Its not entirely your fault. You make
the some money, have the same expenses, live the same lifestyle, and the lottery is just not working the way it used to.
If you own your own home, consider refinancing. If you are able to to pay off all these credit lines and debts owing how
would that make you feel. If you have a mortgage of $300,000 and you are able to add $15,000 to it and pay it all off at
3 per cent, the savings can be huge and the impact to your life can be substantial in two key ways. First your going to save
money in what you pay in interest. The second and most commonly overlooked piece to this is that
