PREMIERS
Memories of 2008 came flooding back to

the Darley supporters as the senior football
sided booted 13 minors and only four majors
by half time in the BFL Grand Final against
North Ballarat City.
In 2008, Darley played in the BFL grand
final against Ballarat where they kicked 10
goals 20 points (80) to lose after the siren
when Ash Baker (Ballarat) had a set shot.
Ballarat kicked 13 goals 7 points (85) to take
the premiership. The last grand final win for
the Darley club was in the Riddell District
Football League in 1995.
Local Bacchus Marsh lady Courtney
Marsden sang the National Anthem at the
Eastern Oval as Darley won the toss. The

Devils kicked five points before they scored
their first goal. At quarter time the scores
were level at 14 points each. Coaching staff
member Lloyd said Got to try harder, get
the ball in and you will be rewarded. Just
must convert.
North BC applied plenty of pressure in
the second quarter and good tackling saw
them overturn the play on several occasions.
Fortunately for Darley, North could only
score one point (in the first minute of the
quarter) whilst they kicked a further three
goals five points.
The supporters were chanting Devils (clap
clap clap), Devils.) as Darley shot out to a

40 point lead at the end of the third quarter.
North BC failed to score.
Darley kicked three goals before the 13
minute mark and it was all over for North.
The Devils went on to take their first history
making BFL premiership as the siren
sounded by a whopping 61 points.
Darley 11 18 (84) defeated North Ballarat
City 3 5 (23).
President Grant Wright (Darley FNC) said
he was really, really, really happy with the
win.
As both a club president and committee
person I honestly could not be happier
for the boys and also for the supporters.

Everyone just had a great day and really
enjoyed themselves.
A big part of our club has been about
creating a new winning culture and not only
have we achieved that but our family culture
is also stronger than ever now too. We want
our club to be known as one of the power
houses in country football and we hope to
stick to a culture of playing local boys and
being a really strong support-based club.
In 2011 Darley recorded a winless season,
now a faded memory at the season end of
2015.

Darleys Steven Kennedy
has been crowned the 2015
BFL premier player.
The senior midfielder was
awarded the prestigious
Henderson Medal on Monday (September 14), after
polling a total of 24 votes
seven clear of Lake Wendourees Steve Clifton.
In taking out the award,
Kennedy is not only the
second player from Darley
to claim the medal in three
years, but also the first footballer in five seasons to win
both a senior premiership
and league best and fairest
at the same time.
His season consisted of
seven best on ground performances and Interleague
representation in June.
Joining the BFL just last year
after coming across from the
EDFL, Kennedy took out
second place in the 2014 best
and fairest after finishing
six votes behind Ballarats
Shane Hutchinson.
Kennedy said he was
thrilled to have received the
medal.
Whilst it is a great honour
to receive such an accolade,
without my team mates this
could not have been possible, he said.
Darley president Grant
Wright said it was no surprise to see Kennedy take
out the award due to his outstanding talent on the field.
We recruited him because
we knew how well he could
play footy, but also because
of the culture he could bring
to the club. He is a first
class player and I believe he
should have taken it out last
year as well, he said.
Darley coach Jarrod Edwards was also honoured at
the awards ceremony as the
leagues Coach of the Year.
Mr Wright said he knew
the club had made the right
decision when Edwards was
officially signed in 2013.

Aunty Marlene is the Peoples Choice

Gordon artist Marlene Gilson has painted into the
hearts of voters and taken
out the Peoples Choice
award.
The Wadawurrung Elder
was the audience favourite
at the 2015 Victorian Indigenous Art Awards for her
large scale painting Bunjils
Final Resting Place, Race
Meeting at Lal Lal Falls.
A self-taught artist for a
period of ten years, Marlene
was named the winner of
the $5,000 award by Minister
for Creative Industries Martin Foley.
When the Bracks Labor
Government established the
Victorian Indigenous Art
Awards in 2005, Marlene
Gilson was just teaching herself to paint, Mr Foley said.
I cant think of a more fitting way to round out the
10th anniversary year than
for the Andrews Labor
Government to see Marlene
- now a recognised artist take out the Peoples Choice
Award for this stunning and
deeply spiritual work.
The painting, which was
created with acrylic paint on
linen, depicts life in the early
1900s for Marlenes ancestors
and European settlers.
Marlene said she was over
the moon to have taken out
the award however was still
in complete shock.

When I first received the
call from Creative Arts it
didnt twig straight away
and when I found out I actually started crying, she said.
This is the third time Ive
been shortlisted and just to
get in is really good, so to
actually win something is
amazing.
Marlene said she took up
painting whilst recovering
from illness, however never
expected it to go further
than a household hobby.
When I fell sick a few years
ago I couldnt do much for

about six or so weeks and I
told my husband that I had
to get up and do something,
so he cut out all of these little
houses for me which I painted and turned into a village
for the kids train sets, she
said.
Then my daughter brought
me a canvas and said here,
paint it and I said I dont
know how, but I did and it
just went on from there.
Marlene has since had a
number of works exhib-
ited throughout Victoria,

with her most recent piece
on show at the 2015 Victorian Indigenous Art Awards
Exhibition.
The exhibition, located at
the Art Gallery of Ballarat,
featured more than 40 artworks ranging from contemporary sculpture to traditional crafts and had more
than 15,000 viewers between
August and September.

A Bacchus Marsh resident

who embarked on a shopping spree with a stolen debit card says she wasnt aware
the card wasnt hers.
Stephanie Miles, 25, appeared in the Bacchus Marsh
Magistrates Court on Friday
where she pleaded guilty to
charges of theft and obtaining property by deception.
On March 10 of this year,
the accused attended a National Australia Bank ATM
in Bacchus Marsh, where
she was observed on CCTV
cameras taking a debit card
that had been left in the machine and walking away.
Police prosecutor Senior
Constable Hewitt told the
court a number of transactions had occurred on the
card over the next few hours,
including purchases from

Foodworks, Apco Service
Station and Kmart.
A total of $480 was spent,
with items ranging from
mobile phone credit and
online clothes purchases
to cigarettes and a bottle of
Jack Daniels black label.
Miles solicitor stated that
her client had confused the
stolen card with her own,
as they were both from the
same brand of bank and she
had used Visa PayWave to
make the purchases.
However Magistrate Cynthia Toose rejected the statement, saying the accused
would have known it was
not her card when she purchased items online.
Miles was ordered to pay
$480 to the court fund and
was placed on a 12-month
adjourned undertaking.

Police believe that locals

hold the key to unlocking
the mystery of a 90-yearold man found dead in his
Springbank home.
Homicide detectives are investigating the death of Kenneth Kenny Handford who
died last week under suspicious circumstances.
He was found deceased by
a neighbour in his Barkstead
Road property, where he had
lived for the past 10 years, at
around 1.30pm on Tuesday
15 September.
Police are treating Mr
Handfords death as suspicious, believing he was last
seen around midday on
Sunday 13 September when
he had a coffee with a friend
at a nearby property, and
are trying to trace his movements from that time.
Mr Handford was unable
to be contacted on either his
home or mobile phone on
Sunday evening.

join 18 of the states top junior
CFA members next month as
they battle it out at the national fire championships.
The group of competitors
were chosen from a field of
more than 100 junior fire
brigade members across
Victoria.
Molly, 14, will head to Myuna Bay in New South Wales
for four days with three Victorian teams consisting of
six members each.
Commencing on September
28, the Australian National
Fire Cadet Championships
will be hosted by the New
South Wales Rural Fire
Service.
The biennial event is open
to junior members of all
emergency service agencies
across Australia.

said competitors were carefully selected from each of
CFAs five regions.

were chosen based on merit
and had the backing of their
junior leader, brigade captain or officer in charge, and

to further develop their practical, social and leadership
skills, and are an important
way to recognise the contribution and commitment of

Tandy is one step closer to
the big screen.
The local filmmaker has
won first prize at the grand
final of the statewide
Short and Sharp Pitching
Competition.
Organised by Open Channel and supported by Film
Victoria, the competition
saw screenwriters, directors and producers submit
an idea for a feature film
project.
After winning the first
round in Castlemaine on
May 14, Steven went on to
compete against four other
finalists from metropolitan
and regional Victoria.
The 2015 event targeted micro budget movie ideas that
could be made for under
$250,000. In a presentation
held on August 31, Steven
took out both the overall
award and the audience
vote for his feature film The
Black Dogs We Carry.
The feature drama focuses
on a young mans desperate
search to find his beloved
dog, which has gone missing

in suspicious circumstances.
Steven said the awards
night was very overwhelming, with a lot of interaction and praise from people
within the industry.
It was a pretty surreal moment when they announced
my name. I believed that my
project was the most unique
and touching so I thought it
was possible, but doubted
my ability to actually perform it, which is half the battle in a live pitching environment, he said.
The win has already had
great opportunities arise
from it. Im already having
meetings with some industry big shots to discuss the
project. These people would
never have heard of my
name until this win, so its
been great from a networking point of view and getting interest in taking the
project on.
Steven said after also taking out the audience vote, he
had received a major boost
in confidence.
At the end of the day the
audience is the group whose
attention you need to capture the most. Its a risky

project and is bound to alienate some people, so I was
not expecting to have the
reaction that I got from the
audience, he said.
Its a great feeling knowing youve reached people
before the film is even made,
and it proved to some of the
producers in the crowd that
there is definitely a market
for this film.
The prestigious award includes a prize package of up
to ten hours of story consultancy with script expert Stephen Cleary and a two-hour
production
consultation
meeting with Open Channel Acting Executive Director and Producer, Cristina
Pozzan.
Steven will also receive up
to $1000 towards a conference or professional development event and three days
of video camera hire in order
to shoot a new online video
pitch for a crowd funding
campaign.

Senior-agers are new youth

Life certainly doesnt stop at
60 in the Moorabool Shire.
The Bacchus Marsh University of the Third Age
(U3A) will be host to a Seniors Expo this month, which
will showcase the variety of
local activities they offer.
The U3A is an international
not-for-profit organisation
that organises and promotes
activities for seniors over the
age of 60.
Bacchus Marsh U3A president, Adrian Rowell said
activities in the area include
book clubs, quilting, watercolour painting, gardening,
play reading and computers.
We are always looking for
new activities to promote,
particularly in the arts and
languages area, he said.
The aim of the expo is to
not only promote and show-
case the activities of the local U3A, but we have also

invited other senior groups
within the shire to give them
the opportunity to promote
the activities they have to
offer.

held at the Lerderderg Library during Seniors Week,
on Friday October 9 between

Shires Councils agenda.
Responses to the Draft

Victorian Floodplain Management Strategy and Draft
Flood Management Strategy
for Port Phillip and Westernport are being submitted.
Moorabool Council Infrastructure, Land Use Planning and Emergency Management officers provided
draft submissions for consideration at the September
council meeting.
The submissions largely follow those provided by the
Municipal Association of
Victoria with the main concern being around councils
being required to contribute

financially to a levy and river gauges, with no projected
costs outlined in the draft
strategies.
Moorabool submitted that
as Melbourne Water collects a levy from some of
its ratepayers to fund works
relating to water then all of
the programs outlined in the
strategies should be funded
through this levy and not
transferred to Council.
Council is not funded for
these activities, the submission read.
Another point outlined

that Moorabool believes
that through bulk entitlement agreements funds are
provided for the river gauge
maintenance as per section
43 of the Water Act 1989.
Moorabool submits that

it therefore should not
fund river gauge maintenance. The authority undertaking the maintenance
should fund maintenance
so accountability and acquittal of public money is
transparent.
The submission also pointed out that council does not
have the expertise or resources to inspect, maintain
and ensure the structural
integrity of levee banks.
The risks and liabilities

associated with levee banks
are significant and should
not be borne by Councils.
Councillors voted to endorse CEO Rob Croxford to
submit the responses.
Rate capping
will exhaust
revenue

Underlying deficit is set to
fall, but rate capping is still a
great unknown according to
Moorabool Shire Councils
annual financial statement.
The statement was approved by councillors on
9 September and will be
forwarded to the Local Government Minister with the
Annual Report by the end of
the month.
The Annual Statement
of Accounts outlines that
councils financial position
continues to improve, and
has received praise from the
audit committee.
Importantly, councils underlying deficit has been reduced to $2.1 million, which
was led by councils business
excellence program, whose
objective is scrutinising
what council does to ensure
it represents good value for
the community.
However CEO Rob Croxford identified that even
further efficiencies will need
to be identified moving forward, as next year council
will need to manage the introduction of rate capping,
if no variation to the cap is
granted by the ESC
The introduction of rate
capping into next year will
provide an even greater task
if no variation to the cap is
granted by the ESC. Each
1% of rates is equal to about
$240,000, Mr Croxford said.
In year one based on our
long term financial plan we
will be down on rate revenue
by $480,000. Rate capping
will force us to review our
levels of services to the community and the amount we
have available to spend on
capital projects.
Our search for efficiencies
will also be accelerated.
Councils statement of accounts also highlighted that

$9.1 million of works were
completed to June 30, which
includes several large projects such as Halletts Way
extension, Darley Early
Learning Hub and Sports
Pavilion, and Moon Reserve
Toilets.
The works had a completion
rate of 85 per cent, which
represents a saving of four
per cent on the program, or
$480,000.
In summarising the financial statement, Mr Croxford
said the financial result to 30
June 2015 is positive however council still has a lot to do
to find alternative revenues
sources, drive down operating costs and consult the
community about the levels
of services it delivers into the
future under a rate capping
scenario.

Scouts take up scarf challenge

Local scouts have expressed
their gratitude for some of
their biggest supporters.
In a challenge created by
Victorias Chief Scout Shane
Jacobson,
scout
groups
across the state were asked
to identify the individuals or
groups that best supported
them.
To implement the challenge,
each group nominated a
Chief Scout Ambassador
and was given a number of
scarves to present throughout their community and
simply say thankyou.
The 1st Ballan Scout Group
happily accepted the challenge, with eightyear-old
Cooper Bellette taking the
crown as Chief Ambassador.
The scarves have since been
presented to Moorabool
Shire Mayor Paul Tatchell,
Ballan Lionness Club president Freda Moore, Ballan
Newsagency owner Ian
Ireland, Myrniong Primary
School principal Allan Peach
and David Barnes from the
Ballan Community Garden.
Each scarf adorned the

Scout Logo and Southern
Cross and state emblems
including the pink heath,
the helmeted honey eater,
the leadbeaters possum, the
weedy seadragon, hiking,
sailing, abseiling and the
Scout salute symbols.
Whilst more scarves are still
to be presented, Myrniong
Primary School principal
Allan Peach was presented
with his scarf at a recent
whole school assembly.
Chief Scout ambassador
Connor said he was surprised to see Mr Peach wear
the scarf for the entire day.
Mr Peach, a past youth
member of the Scout Association, said he was proud to
have received the honour.
I did wear the scarf for
the entire day. It now hangs
prominently in my office
and will be worn on very
special occasions, he said.

Lal Lal Primary School students have been bewitched.

Popular theatre company
Bell Shakespeare visited the
school last week to perform
a version of the 17th century
classic Macbeth.
The
50-minute
performance, titled Just Macbeth
was a humorous introduction to Shakespeare taken
from Andy Griffiths Just!
series of books.
School principal, Judith
Porteous said the school was
very fortunate to have such
a highly esteemed group in
their small town.
All the kids were just
ecstatic, we had students
from Magpie and Bungaree
primary schools as well so
there were about 100 kids
altogether and the performance was just fantastic,
she said.
Following the recital, students put on a show of their
own, with groups present-
ing popular scenes from

Macbeth and A Midsummer Nights Dream.
Ms Porteous said students
from grades three to six also
performed Shakespearian
acts outside of school for
their parents, grandparents
and special friends.
Our performing arts teacher Fiona Lyons has been doing drama with the students
for about eight weeks and
theyve all really enjoyed
showcasing their acting and
singing, she said.
The students also learnt
key Shakespearian phrases
and insults, which they
were saying to each other all
week.
Ms Lyons said she was
pleased to see the students
had embraced the rich language of Shakespeare.
They are interested in
learning more about Shakespeare and the characters
he created that have maintained their popularity
throughout the ages, she
said.
Its great to be part of a
school where the performing and creative arts are
valued as subjects that allow
children to explore creativity and self-expression. Our
principal recognizes that
by participating in the Arts,
children strengthen their
skills in other core subject
areas.
The Shakespearian performances coincided with the
schools biennial arts week,
which included a number
of other activities including
drawing, baking, digital
arts and visits from local
musicians.
Ms Porteous said the weeklong event, which was officially opened by artist
and former head of Ballarat
Universitys art department
Robert Allan, was a great
way for students to develop
their creativity and think
beyond the usual school
curriculum.
New school confirmed

A Catholic primary school

will be built at the Stonehill
development in Bacchus
Marsh.
Catholic Education Melbourne confirmed that the
Melbourne Archdiocese has
purchased a 2.6Ha property
on McCormacks Road with
plans to build the school,
which is currently estimated
to open within five to six
years.
Catholic Education Executive Director Stephen Elder
said that right across Victoria more parents are turning to a Catholic education
for their children than ever
before.
New and expanding communities now simply expect
a Catholic school is part of
their neighbourhood, Mr
Elder said.
At full capacity, the school

will cater for approximately
400 students from Prep to
Grade Six.
It will be located next to
Stonehills proposed $20 million shopping centre
Developed by Devine and
The Gull Group, Stonehill is
a $550 million, 145ha, 1,500
lot community that is expected to become home to
about 4,200 people.
The confirmation of a new

state wide public holiday has
small businesses worried.
Grand Final Friday will be
held the day before the AFL
grand final on October 2 and
will mean operating businesses will have to fork out
public holiday penalties.
Member for Western Victoria Simon Ramsay said the
Andrews Government was
overlooking the economic
impact the holiday would
have on rural and regional
small businesses, particularly in Western Victoria.
Despite regional Victoria
clearly demonstrating that
the proposed holiday will
come at a major financial
cost to local businesses, and
despite the Australian Industry Group forecasting
a $700million cost to the
Victorian economy, Premier
Andrews shrugs off all that
good advice and returns to
his only defence that it was
an election commitment, he
said.
This is outrageous and totally indefensible.
Businesses that choose to
stay open could face a 150
per cent increase in wages,
something that Abbey Kick,

owner of Ambers Hair Studio in Bacchus Marsh said
would put unnecessary
stress on her business.
Because of higher rates
I will be closing the shop,
therefore having to work
extended hours on the days
before and after the public
holiday in order to fit in my
clients, she said.
I
think
its
a
bit
unnecessary.
Moorabool Shire Mayor Cr
Paul Tatchell said with rural
Victoria already under enormous strain, the holiday was
absolutely ridiculous.
By impeding businesses
it shows how disingenuous
the Government is in terms
of strengthening our community. It simply puts costs
on businesses for no good
reason and in some cases it
will actually cost jobs, he
said.
Some businesses in rural
Victoria are on the edge due
to poor economic status and
management within both
our state and country. How
can we possibly keep a competitive edge when we keep
putting economic hurdles in
front of our businesses?.

However Member for Buninyong Geoff Howard said
there were no trading restrictions imposed on the
new holiday.
Its up to each individual
business whether they open
or close to celebrate the day,
he said.
At the moment, Victorians
dont receive a long weekend
between June and Christmas, Grand Final Friday
falls in school holidays and
is a perfect time for families
to spend time together.
Mr Howard said the holiday would also provide a
great opportunity for people
in regional areas to see the
grand final parade, and others to escape to the country
over the long weekend.
[The holiday] will also
provide a boost to regional
tourism and hospitality, as
well as an opportunity to
celebrate an iconic event
on Victorias major events
calendar.
The decision for Grand Final Friday means Victoria
now has 13 public holidays
the highest number in
Australia.

Strategy 2015-2021.
The Strategy provides a strategic framework to guide the

future planning, provision,
management and development of active and passive
leisure facilities throughout
the Shire.

councillors with amendments included in the adopted document.

CFA offers Fiskville staff packages

Forty-eight staff from the CFAs
now-closed Fiskville Training
College will lose their jobs at the
end of the month.
A statement released by Emergency Services Minister Jane Garrett last week confirmed that of
the 82 original staff at Fiskville,
just 34 have found employment
and the remainder will be offered
separation packages.
The state government closed
Fiskville earlier this year following the discovery of PFOS contamination, while a parliamentary inquiry into cancer clusters at
the site is due to deliver its second
report in December.
The packages will be based on
each members number of years
of service and hours worked,
and will take effect from 30
September.
Full-time employees will each

receive access to a $10,000 allowance to up-skill with the aim of
finding alternative employment,
with part-time employees able to
access pro-rata amounts.
The up-skilling support allowance will assist staff to find future
work and provide financial and
career support should they not
be placed at other CFA facilities,
said Minister Garretts statement.
Meanwhile, a letter sent to
Fiskville staff outlining the separation packages acknowledged
the lack of local jobs available to
the Fiskville staff that will lose
their CFA jobs.
This up-skilling support allowance takes into account the specific Fiskville circumstances faced
by you and your needs given the
local job market and the limited
opportunities it presents, the letter stated.

announcement.
Speaking on ABC Ballarat (107.9)
Radio, he said it was simply
ridiculous.
We havent had any serious
investment in the Moorabool region. It is out of control, it is about
time that the politicians came to
Moorabool and understood that
we are the second highest growing region in Victoria yet we cannot get any serious investment,
he said.
We have shovel ready programs
that are ready to go to put people on the ground and put them
to work and instead of that we
are looking at how we are going
to deal with rate capping. Its

Moorabool Shire Council is investigating options for greenwaste and hardwaste collection
services and wants the communitys input!
Looking into these services is a recommendation from Councils Waste and Resource Recovery
Strategy, therefore Council has put together a survey for residents to gauge the level of support
for a user pays collection, in order to make an informed decision on these services.
Following the conclusion of the survey, data collected will be used to inform a report to Council
determining future greenwaste and hardwaste services.
The survey is being sent out with the spring edition of Moorabool Matters which is
distributed to households throughout Moorabool Shire, and is accessible through our Have

www.moorabool.vic.gov.au Residents are able to ll it in on paper and return it to any
of our service centres or they can complete the survey online. Surveys need to be returned to

PREPARING FOR THE 2015/2016 FIRE SEASON
Emergency services are forecasting that this years re season may start sooner and be more
severe than in previous years and as a result, Moorabool Shire Councils Municipal Fire Prevention
Ofcer will shortly begin the annual inspections for re hazards on properties within Moorabool.
Council and emergency service agencies work together throughout the year to ensure that the
community is educated on re prevention activities and mitigation works that can be carried out
to prepare our community for the threat of bushres. The majority of land within our state is
privately owned and Council encourages you to assist in ensuring that we are all prepared for
the forthcoming re season.
While the weather is cooler and wetter, it is time to plan for the coming re season. Prepare
a re plan and talk to your family about what you will do. Continue to take action around your
house and property.
For example:
Service and repair lawnmowers and brush cutters.
Keep grass short no more than 10 centimetres high.
Make space between plants and trees.
Clear fallen leaves and twigs from around your property on regular intervals.
Removing rubbish and built up fuels.
Clear gutters of built up leaves and twigs.
Establish and maintain rebreaks throughout the year and consider working in conjunction with
neighbours to reduce the risk on adjoining properties.
A year round maintenance program for your property is the best way to be prepared.

TEMPORARY ROAD CLOSURE
McFarland & George Streets, Bacchus Marsh

Council will be undertaking asphalt resurfacing works in McFarland Street, between Gisborne
Road and Young Street, and George Street, between Lerderderg and McFarland Streets in
Bacchus Marsh.
Works will be undertaken during the week commencing Monday 28 September 2015,
and are expected to take one day to complete.
The streets will be closed to through trafc with local trafc only during the works. Please be
aware there may be minor trafc delays during different stages of the construction.
The works will be carried out between the hours of 7.00am and 5.00pm.

New Aussies call Moorabool home

Moorabool has welcomed 26 new citizens from across the globe.
A ceremony hosted by Mayor Paul Tatchell on September 14
saw 23 adults and three children proudly receive their official
Australian Citizenship.
This country was built on immigrants, so citizen ceremonies
define the foundations of this country, Cr Tatchell said.
New Australian citizens demonstrate their understanding and
acceptance of Australian values by becoming official citizens at
ceremonies held around the country.
Moorabools newest citizens travelled from all areas of the
globe including India, the United Kingdom, Switzerland, South
Africa, Malta, Colombia, New Zealand, Thailand, Spain, China
and Peru.
Each new citizen was presented with a welcome gift compromising of a certificate and a native tree.
Cr Tatchell said welcoming new citizens into the community
allowed for a better position to take a more lateral view on the
future of Moorabool.
When you are welcomed into this community it doesnt mean
you belong to Moorabool it means Moorabool belongs to you,
he said.
It strengthens our community and allows for us to have a variety of different cultures and ideas.

Everyone wants green
waste disposal and hard
rubbish collections! There
is no need to conduct a survey (Green waste and hard
waste survey MN 15 Sept)
User pays is a misnomer!
Some councils have these
services still included, under
their rate payments, why not
Moorabool Council?
People dont need more
costs.
Rates, roads and rubbish
responsibility is supposed to
be the core concerns of councils, but not anymore.
If councils in general rid
themselves of a lot of extra
RHUBARB they would
have plenty of money to
cover the roads, rates and
rubbish.
There is no need to inflict
rate payers with any further
costs.

Its good news week. Someones dropped a bomb somewhere, contaminating atmosphere and blackening the

that we are surrounded by
bad news.
The truth is that this world
has staggered from crisis to
crisis for thousands of years
of recorded history. In the
worst of times, good people
step up and make a difference. For most of us, the sun
comes up the next day and
we are no worse off and our
fears unrealised.
I am an old man and I have
known a great many troubles,

Many well-known people
lived with fears and phobias. Sigmund Freud had a
fear of weapons and ferns.
Matthew McConaughey is
scared of revolving doors
and tunnels, Johnny Depp
is terrified of clowns, while
Woody Allen suffers from
Panophobia (fear of pretty
much everything).
The mind can be a place
where strange thoughts and
fears can lurk; speaking lies
often enough until the vic-
tim makes them into a reality. Some say that when you
were born you only had 2
fears: the fear of falling and
the fear of loud noises.
At some point in your life
you experienced something
which associated pain or
danger with the event which
you now fear. All of your
fears go back to either an
event or events in your life,
or words that were either
spoken with loud volume
or violence, or words which
were repeated often until
you believed them.
Once your subconscious has
become convinced that an
event equals pain or trauma,
this continues to affect your
everyday life. For example,
raised voices can send a fear
response through every part
of your body, enclosed spaces can engage terror, having
to socialise with people can
leave you weak at the knees.
Fear is a prison, in which
you are the jailer and you
alone can imprison or unlock
yourself. You are responding
to an event from your childhood which is no longer a
real issue. Phobias are based
on a perception of danger.
Some people experience the
perception of danger in situations that are perfectly safe.

The good news is that whatever you learned you can
also un-learn.
Fear is simply False Evidence Appearing Real.
Tell yourself the truth
I am not a victim but a mature rational adult.
Fear does not control my
destiny, I do.
I can stand up to anything
that life throws at me.
Thoughts of fear will come,
but I can replace them with
powerful thoughts.
Dont give time to thinking
about fear. If you cant immediately stop the thoughts,
ring a good friend and talk
about positive things.
Dont try to go the journey alone. Everyone needs
friends, so let people into

Taking Melbourne by storm

dance studio in Bacchus
Marsh have shown off their
talent in Melbourne.
Invited by the Melbourne
Storm rugby team to perform with the Tigerair
cheerleaders at AAMI Park,
the girls brushed off any
nerves as they went about
their routine in front of over

15,000 people against the
North Queensland Cowboys
recently.
Along with six other dance
schools from around Melbourne, over 200 girls were
invited to take part in the
cheerleading workshop with
the Tigerair cheerleader
team where they learnt a
routine to perform on the
TOM

game day.
With ages ranging from five
to 16-years-old, to girls from
Bacchus Marsh performed to
Pharrell Williams Happy.
Manager and teacher of the

said they were just so excited to run through the tunnel

We need to bee careful
Amidst all the footy final

captains replacement in
Canberra it was announced
that the worlds fisheries were rapidly declining
and indeed heading for
closure in the not too distant future. The change of
captains seemed far more
important than this worrying news to our media. Oh
well! Also amidst all the
fuss over the rise and fall of
a former captain I was reading the latest edition of PIP
Australian Permaculture
Magazine. This edition of
PIP featured articles on bees
and I thought, if anything
in our modern world well
illustrated the way things
are, it would have to be bees.
The rapid decline of honeybees around the world is not
something that will happen
if we dont keep our temperature rise below 1.5 de-
grees, it is happening now. It

is front and centre. Of course
all species are facing this
threat but I think the decline
of the bee population sums
it up. Forget arguing about
climate change and such;
watch the bees. And especially watch the effect on
bees of our modern world.
To honour bees I thought I
would devote two weeks to
these fellow travellers and
spell out what is happening
and the links to our modern
way of living. Maybe in saving the bees we might just be
able to save ourselves.

Honeybees are considered
the most important insects
of our ecosystem and over

centuries humankind has
developed a strong relationship with bees, unlike with
any other insect. Honeybees
are the best understood and
most observed insects by
humans.
The issues bees are facing
can be grouped into different categories: 1. Common
bee diseases caused by
fungi, bacteria and viruses.
Whilst these health threats
do exist almost everywhere
around us, it is only when
a bee colony is under stress
and their immune system
weakens that they can cause
an outbreak of a disease. A
strong, stress-free and vigorous bee colony does not
easily get affected. In Australia the Small Hive Beetle
was first discovered in 2002
in the Sydney and Brisbane
area, allegedly introduced
from South Africa by returning Australian Army

vehicles contaminated with
the beetle. The SHB have
spread since then and have
meanwhile reached the Melbourne region. Beekeepers
relocating their hives over
hundreds of kilometres and
returning them at a later
stage have accelerated the
spreading of the SHB.
Just like us, whenever bees
are exposed to stressful situations or conditions it does
affect their wellbeing and
health. Health issues are
causing further stress and
when conditions do not improve the bee colony is on a
downward spiral to extinction. A multitude of issues
can increase the stress level,
some of them created by nature, most of the created by
human action.
2. Rapidly changing weath-
er: In the 2013 spring season, the continuing weather

pattern offered 3-4 days of
warm weather with good
foraging conditions, then a
sudden temperature drop to
6-12C with rain and strong
winds for two weeks or
more. This brought a sudden
end to the replenishment of
nectar and pollen. Some new
starter bee colonies simply
ran out of food, causing a
high stress level for the bees.
In extreme cases the entire
colony simply starved and
froze to death.
3. Bee Farming: Growing
crops in large, concentrated
areas has in some countries
lead to new and probably
inappropriate beekeeping
methods, i.e. bee farming,
where hundreds or thousands of beehives are kept
and managed with an industrial approach to service
the pollination demand. Bee

Farmers with 2,000 or 5,000
hives cannot provide the
same attention, love and care
for their bees than beekeepers with only two, eight or
twenty hives. One can only
suspect that it does cause
stress to bee colonies when
they are handled as commodity rather than living
creatures. One might also
argue that with bee farming
the focus for the beekeeper
shifts towards what is good
and efficient for me as opposed to what is good for
the bees.
I will conclude this brief
study of bees next week.

for the land

The 1st Ballan Scouts have
embarked on a journey of a
lifetime.
Youth members and their
families boarded the infamous Melbourne tall ship
The Enterprize on Sunday
(September 13), which replicates the ship that brought
the first white settlers to
Melbourne in 1835.
Whilst the joeys, cubs,
scouts may have been too
young to climb the rigging
on board the ship, they definitely werent too young to
be put to work.
Each member was actively
engaged in running the
vessel, from setting the
sails and tying the knots to
tacking, using the tiller and
gaining a basic understand-
ing of nautical navigation.

The Ballan group embarked
on the journey as an introduction to a 12-month youth
leadership program, which
will help to further develop
leadership, teamwork and
initiative skills.
The Victorian Scout Chief
Commissioner and District
Commissioner joined the
young scouts in the experience alongside special
guests from the Ballan Lioness and Rotary Clubs.
Whilst Cub Cooper said he
enjoyed working the tiller
to safely navigate the ship
with his friends, Cub Ashlyn
said she enjoyed the rigging,
hoisting and moving the
beams back and forth.
Joey James said he liked
when he was at the back of
the ship with the captain.
I also liked sitting in the

rescue life buoy, it was comfy, he said.
Over the next twelvemonths, the 1st Ballan Scout
Group will reboard The Enterprize in order to take part
in various activities.
The five to eight year-old
Joeys will enjoy a one-hour
pirate voyage in Geelong,
whilst the eight to 11-yearold Cubs will embark on a
four-hour Port Phillip Bay
voyage.
The Scouts, aged 11-14, will
experience a full day event
concluding with an overnight stay.
All sections of Scouts are
open to both boys and girls.

Local environment groups

may be eligible for up to
$30,000 thanks to an imminent community grants
program.
The Port Phillip and Westernport Catchment Management Authority (PPWCMA)
will be offering the grants
program to volunteer, community or not-for-profit
groups such as Landcare,
Friends-of,
Committees
of Management and other
environmental groups that
benefit the health of the
regions land, water and
biodiversity.
A total of $250,000 is on offer thanks to the regional delivery stream of the Australian Governments National
Landcare programme and
funds from the State Governments Victorian Landcare Grants.

In its fifth year, the community grants program targets
activities such as improving
soil condition and resilience,
protecting or enhancing native vegetation, managing
threats posed by pest plants
and animals or community
education.
Over its duration, the program has provided funding
to a number of local Landcare groups such as Moorabool, Greendale, Parwan,
Rowsley, Pentland Hills and
Blackwood.
The Moorabool Landcare
Network has received a total
of $20,900 in funding over a
three-year period, which includes a $1000 network start
up grant in 2012, followed by
over $19,000 for stage one of

the Lower Parwan Creek Biolink the following year.
PPWCMA CEO, David Buntine said he was proud to
support the many Landcare
and other community-based
groups that develop and deliver great local projects.
The volunteers in these
groups do amazing work
year after year to help their
local communities and the
broader environment. They
deserve all the help we can
give and these community
grants are one way of supporting their wonderful
work, he said.

very up and down and he
aims to help us be a lot more

was sure he would still see
