• actual load (construction stockpiles of paving
materials and trucks) matched calculated
ultimate capacity of the failed gussets
• actual load (static) was significantly less than the
rated capacity of the bridge
 Proofload test (moving) performed at rated
load less than 5 years earlier – only primary
members were monitored
• Bridge design approach: connections are
“always” stronger than the members
• “no need to monitor connections”
