Defining goals
Goals can involve
Input: resources, budgets, etc.
Output: delivered service, products
Effective goals are particularly defined by
the customer: does it generate value?
Policy goals: other goals besides input,
output and impact goals (outcome), e.g.
Procedural considerations, impact on/by stakeholders (e.g. pollution),
corporate strategy, etc.

PPSOP Model
In almost all projects, the process for systems and product development and for the
organiza7onal change process include renewal and changes of ve elements:

Products - products and services adapted by opera7ons


Processes - business processes of opera7ons, that include
key and suppor7ng processes necessary for the opera7ng
organiza7onal unit to deliver its products and services
Systems - the technical systems and informa7on systems
suppor7ng opera7ons
Organiza7on - the opera7ng units organiza7onal
structure, roles and division of tasks, alloca7on of
responsibility, performance measures etc.
Persons - employees who will have to func7on in
opera7on when the project has been implemented, oCen
with new competencies required, values, desired
