MINUTES
1) Buklod Atenista Training Plans
a. Resolution called for plans for training future ambassadors & trainees
b. Camille Leong (outgoing Buklod Atenista ambassador) previously sent a
list of her training plans, recently submitted a short reiteration of her
plans
c. She will train ambassador & trainees through terms she indicated:
i. Buklod Atenista history, constitution and parliamentary procedure
ii. Background, developments & personal experiences
iii. Restructuring of Buklod Atenista
iv. Preparations for the midyear conference
v. Transitioning of responsibilities & duties
vi. Current resolutions
vii. Training in other technical duties
d. Training to start soon; follow up on the incumbent ambassador for these
plans
2) Buklod Atenista Applications
a. Central Board held open applications & created a shortlist of
ambassador & trainees
i. Held interviews with those who were deemed fit
b. There will be voting and announcement of results
i. Four applicants

d. DEA Chairperson: Question to SJCgiven pending cases for the
legitimacy of the resolution, how would the cases affect further
resolutions drafted?
i. There was a petition; TRO is neither accepted nor denied without
a hearing
ii. If it is accepted, an injunction would require a hearing
iii. After the TRO, what would happen to resolutions drafted
afterwards?
1. Any resolutions made connected to the previous resolutions
would be invalidated
iv. What if a resolution is released, but its not connected with the
TRO? (Same topic?)

1. Clarification: All current resolutions are still in effect, but


the TRO, if proven, puts everything else done into question

3) Amendment to Buklod Atenista Training Resolution
a. Amend a previous resolution commissioning DEA to train Buklod
Atenista trainees, approved last July 31
b. Due to conflicts in interest, DEA has not presented its plans & protocols
c. Responsibilities of DEA regarding training the delegates are to be
removed
i. The incumbent Buklod Atenista ambassador is to be commission
by the CB to train the ambassador and trainees
ii. The incumbent ambassador shall present plans & protocols in
training
d. Amendment was approved by all Central Board members present
4) Committee on Rules Concern c/o Kyle Nathan Fazonela
a. In the event that an officer has incurred an infraction, the Committee on
Rules is tasked with penalizing the person
b. A resolution requiring DEA to present their plans and protocols to the
Central Board was passed; these requirements were not passed to the
CB
c. The infraction will not be tolerated
i. First offense: Committee on Rules will make a public reprimand;
DEA will create an apology letter addressed to the Committee on
Rules chairperson (R. Montalan)
d. DEA Chairperson: I was messaged by Committee on Rules Chairperson
about the training protocol; we wouldnt have been able to draft a
training program given that it was stopped by the resolution crafted; we
cannot be expected to draft a program with new agreements made
without our consent
i. Committee on Rules Chairperson: Resolution to commission DEA
was approved in July 2015
ii. SJC Chief Magistrate: Please move this discussion to future
meeting with SJC present
iii. Committee on Rules Chairperson: The petition forwarded was only
for Buklod Atenista applications, not for Buklod Atenista training;
therefore, there shouldnt be a conflict of interest for this; DEA
should still have been commissioned
iv. DEA Chairperson: We were not informed of discourse with
regards to the resolution; we were not invited to any talks
discussing how the trainings would be done; it would thus be
illogical to demand this from us

v. Further discussion is deferred


5) Committee for Extracurricular Activities Concerns
a. Issue was posted in the AdMU Sanggu group previously
b. There are emerging faith-based student groups
i. These groups talked to OSA, consulted already; orgs were given
accredited status which was revoked at the last minute
ii. Previous resolutions have been passed regarding other religions
in Ateneo; these will be reviewed
iii. Ateneo is & should be open to all expressions of faith
c. 2 interfaith orgs, the other being ELEVATE
d. Christine Saavedra received an email approving their accreditation as an
official org
i. Since there are talks about policies on faith-based orgs, OSA put
all their activities, reservations, money flow, accreditation on hold
e. Sir Liberatore and Sir Guevarra were consulted today:
i. Concerns were successfully raised
ii. This is not just a concern of the student groups but also of the
admin (they were not informed of previous Sanggunian resolution)
iii. The resolution will be raised to the admin level
f. Since there was a previously passed resolution on this, we will continue
to address this concern
g. CEA chairperson will hopefully be accommodated in the talks, will give
feedback to Sanggu, provide a resolution/recommendation of the
Sanggunian to the admin
h. CEA received an email from ATF inviting LIONS to discussions; it was
passed to COA president for better communication, but more than one
person should be working on it
i. Would it be possible to get a liaison for unaccredited orgs?
ii. Unaccredited student groups liaison can be appointed by CEA;
hopefully someone from unaccredited student groups
iii. SOSE Chairperson: Please be meticulous with applications for the
teams, follow up once youve executed your plans
6) School Night/Camps Reports
a. SOM Night c/o Richard Tee
i. Internally: Big failure; as supervisor, I had a hard time because
many things happened simultaneously
1. Delays in program:
a. 1.5 hour delay
b. OrSem said they would end at 5:30 pm, it was
delayed to 6:00 pm
c. Program started at 6:30
d. Mics were broken
e. Program was cut
2. Core team was chaotic
3. Evaluation:
a. Breakdown in communication
b. Project head lacked leadership skills
c. Lack of assertion and decision making
ii. Externally: participants gave good reviews
1. Some people were inspired to run for Sanggu positions
after the Sanggu speakers talk

2. Complaint: the freshmen were too tired plus the time


allotted was too short; SOM Night should be turned into a
full day event
iii. Pro: budget was handled really well
iv. Project head should upload all pertinent files

ii. Goals
1. SOSS identity formation
2. Introduction to SOSS
3. Create avenues for communication between faculty,
upperclassmen and freshmen

i. Likha: one foot forward, one foot in the past moving forward
but not forgetting SOH traditions and culture (critical thinking,
service for the common good, etc.)
ii. Attendance: 41 absent
iii. Disclaimer: it was the first project of the core team
iv. Evaluations:
1. Logistics Space was maximized, decorations looked nice,
pre-work reservation was good, we finished early
2. Food late delivery of food by AMPC
3. Programs Freshman participation, talks, performances;
delay because dean added things to the program without
telling the core
4. Promotions There were lots of promotions, but some
freshmen still didnt know about the event; infusion of
theme into promos
5. Finance First budget proposal was insufficient; we
resubmitted
6. HR We lacked volunteers
7. One freshman got injured
v. Goals: introduce SOH culture & promote unity and camaraderie
vi. Core team was vital in making it work (mostly sophomore slate
and some juniors)

7) Youth Manifesto on the Anti-Dynasty Bill
a. Fred Cruz represents a coalition of anti-dynasty bill supporters: Dr.
Mendoza, Mr. Leon Flores III, Fr. Edu Gariguez of CBCP, etc.
b. Representing AnDaYaMo: Formerly faculty of economics dept; working
with Dr. Ronald Menodza, etc to gather signatures among student
leaders, editors of student publications, student organizations, youth
NGOs, former valedictorians, etc.
c. The problem with political dynasties and why the bill is necessary:
i. Political dynasties are phenomena where family members run in
succession or at the same time (up to 2nd level of co-sanguinity)
ii. Theyre against democracy: equal access must be given for
running; it is negated in political dynasties
iii. Examples
1. If a governor in Batanes & his wife are both running (P3 per
voter = P60,000 all in all for the family to win elections),
this is a basic example of how political dynasties prevent
democracy and equal access
2. Maguindanao massacre as a battle between two families in
Mindanao
iv. Counters the idea of democracy to spread political power to as
many people as possible
v. Examples of political dynasties

3. House of Representatives From Quezon to Arroyo, you
have the same 80 families in congress
Hampers sectoral representation; marginalized groups are
unrepresentative as 25% are members of a political dynasty
Hampers economic devt; ideally, if you have economic
competitition, it fosters growth
1. Instead of expanding the pie, political dynasties realign the
distribution so they have more and you have less
2. Places under political dynasties tend to lag in development
1987 Constitution Political dynasties are prohibited; the power
to create a law was left to congress
We are asking the Sanggunian to
1. Endorse the petition and collect signatures
2. Have a representative as a liaison (Unless Shiph Belonguel
says we should have a separate liaison, itll be her)

8) Salamat sa Tumutulong Concerns


a. SST is an annual event of DSWS for the non-teaching personnel of
Ateneo as a way of thanking them; Christmas party for non-teaching
personnel (program, events, etc.)
b. Every year, around 300-400 personnel; this year we want it to be bigger
and better
c. Partnerships with school boards, various organizations, LS students
i. SBs SOM is willing, asking SOH, SOSS & SOSE to help in
asking block reps to solicit money from the students
1. If each student gives P30, we can reach target funds
2. One way of raising funds is bottle drive; last year we
solicited P16k
ii. Organizations Glee club, ENTA (performances), invitation for
other performers from COA
iii. LS students This is the students way of thanking the nonteaching staff, but DSWS is representing the student body; how do
we make SST more personalized for the staff to feel that the LS
students are really the ones doing this
d. Programs
i. Challenge is having heartfelt motives & activities
ii. Asking for stories from the students about the staff
iii. Usual program flow:

4. Food
5. Picture taking
e. Sponsors
i. Hardest; needed to raise funds
ii. Every year, the sponsor is Oishi

i. Venue yearly is CovCourts

iii. Program starts at 4-5 PM, ends at 7-8 PM

g. SST has never been a Sanggu event, but SST has magic, people
spending time to make this event happen
h. If Sanggu is looking for relevance, this is a great initiative; pitch to
connect SST to student body & to connect Sanggu to SST will be very
good
i. PR will be good, but secondary to what the event is really for; its good
that Sanggu may lead this
i. If this was publicized, many students may be willing to do it
ii. Heartfelt messages will be better
iii. Volunteer-wise, expand the pool to level it up into a community
thing
iv. Marching order to all units? If mandated by the Central Board,
SBs will have to follow
j. Budget
i. Asking money from students vs. money from SAF
ii. Money unused will be returned to SAF, where does it go?
1. Doesnt get carried over; instead of just letting it waste,
should we use the SAF money?
2. Good idea to get it from students as well (more heartfelt)
iii. P290k from SAF, use along with donations
iv. Donations will be from willingness
k. Central Board will come up with a resolution
9) Other Concerns
a. All items at lost and found will be disposed of after 4 weeks
i. Planning to have rummage sale with ADSA (gadgets) for
employees
ii. Ethical?
iii. Preventive measure
1. Put up notice before you mean to get rid of everything
(Sanggu page)
iv. DIA: Decide if Sanggu room items can be put to sale
b. CAS Chairperson (F. Quilatan) is looking for a CAS chief of staff
c. Faculty day is on August 14
i. 2 members form COA, 2 from Sanggu
ii. Luigi Del Rosario & Angela Natividad will be going for Sanggu
d. Internal mishaps
i. Very disappointing
ii. Should be fixed internally, on our own terms
iii. Very small institution at the moment; cannot afford internal
conflicts
iv. If this happens in a CB meeting again, there will automatically be
a motion to move on
e. Sanggu Recap
i. Make a group with all units representatives
ii. Reminder to all units to look for 2 representatives
iii. Sanggu Recap will be every 1-2 months
