tender result of 97.25 per cent success
rate was one of the highest success rates
achieved for a sovereign bond in the past
few years for similar tender offers of buy
back in the market.
Global Bond Background
A bond is a debt investment in which
an investor loans money to an entity
(typically sovereigns, state-owned
enterprises, financial institutions and
corporates) which borrows the funds
for a defined period of time at a fixed
interest rate.
At the end of the defined period of time
(tenor of the bond), the funds will be
repaid to the bond investors.
Fijis first international bond was
raised in September 2006 by the SDL
Government with a sum of US$150
million (FJ$326 million) which was to
mature in September 2011.
This was taken at an interest rate of
6.875 per cent.
The Bainimarama Government then, in
September 2011, raised a US$250 million
five year global bond to pay off the first
bond and this was due in March 2016.
This bond had a higher coupon rate of
nine per cent, a reflection of the turbulent
and volatile market conditions when Fiji
refinanced the US$150 million bond in
2011.
Mr Sayed-Khaiyum pointed out this
was at a time when the global market
was faced with a growing debt crisis in
most of the advanced economies such as

Justice Temo did not find any reason to
let the sentence run concurrently as he
said it was the courts duty to protect
children from sexual exploitation.
Justice Temo ordered that the sentence
be run consecutively on the uncompleted
sentence out of the 40 months imposed
by the magistrates court. He will be
eligible for parole after serving eleven
years imprisonment.
A permanent domestic violence
restraining order has also been set to
protect the victim.

Opposition Queries
OPPOSITION Leader Ro Teimumu
Kepa says there are still questions that
need to be asked, despite Ratu Epeli
Nailatikau's presidential term coming to
an end later in the year.
Ro Teimumu said a lot of their
recommendations with regards to the
conduct prior to during and after the
election remain unanswered.
Ro Teimumu said it was evident that the
2014 election was clearly not a one man
one vote system because 17 members

Disappointing behaviour
Mr Sayed-Khaiyum further questioned
the Oppositions actions which resulted
in the matter being brought up in
Parliament the next day again.
Despite these undertakings and the
fact it was done solely for the purpose
of getting better credit terms for our
country, unfortunately the opposition the
very next day in Parliament tried to bring
the matter up, he said.
Indeed we are told that there are
blogs carrying recordings of the closed
session and it has appeared on various
Facebook and internet sites which the
opposition and their supporters support
and comment on, he said.
Leader quoted
Mr Sayed-Khaiyum referred to the
leader of the National Federation Party,
Biman Prasad, who was quoted in his
article in the Fiji Times on September
12, 2015 about the 2006 Bond.
I quote under the SDL Government the
global bond of US$150 million (FJ$328
million) was a standby facility at 6 per
cent interest, Mr Sayed-Khaiyum said
info@fijitimescanada.com
quoting Mr Prasad.
He stressed anybody who knows finance
and the bond market knows that there is
no such facility as a standby facility in
the bond market.
He is wrong to say that there was a bond
standby facility because I have here with
me the closing certificate of the Issuer,
he said.
It is signed by the then Minister for
Finance, Jone Y Kubuabola, which
certifies an issue of US$150 million bond
and with a coupon rate or interest rate of
6.875 per cent, not 6 per cent as stated
by the spokesman for the opposition on
finance.

A MAN could spend up to 11 years in jail for allegedly punching a 78-year-old Costco shopper in the face over free
Nutella samples.
Police said Derrick Gharabighi, 24,
allegedly picked up all the samples at
a Burbank California store on Sunday
when Sahak Sahakian reached for one.
When Sahakian told the young man not
to take so many, Gharabighi allegedly
punched him in the face.
The senior citizen was hospitalised with a
one-inch cut and swelling above his eye.
Its a shame that it had to come to this
over a Nutella sample, Burbank Police
Department Sgt. Claudio Losacco said.
Its a tragic situation where someone in
their 70s, almost 80 years old, is faced
with something like this.
Gharabighi is being held on $US50,000
bail, county inmate records show, and
faces court on October 2. He faces up to
11 years jail if found guilty of elder abuse.

effective, either.
Changing the law isn't enough
Physical discipline is never effective.
But it's "irresponsible" to introduce antismacking legislation, unless parents are
given the information and support to
implement effective alternatives.
We've learned that when parents learn
effective alternatives, they simply stop
hitting their kids. But just having an
information repository on a website
where you've got lots of information
people can download, doesn't mean
parents are doing so.
However, there's no one-size-fits-all
method to discipline and how parents
go about it depends on their own
patience threshold, parenting style and
expectations.
But experts agree there are some
basics that can help when it comes to
disciplining children. These include:
Be consistent and follow through
with consequences.
Distract children with interesting
and fun activities especially while
you're shopping or at other times
kids can play up.
Point out when your child is doing
the right thing, not just the wrong.
Ignore children when they are
misbehaving to get a reaction.
Pick your battles; sometimes you
just have to let things go.
When you feel out of control, put
your child somewhere safe and take
time out.
