Deeper Split In SODELPA Party


A new row within SODELPA has
emerged and showed a deeper split in
the party.
A letter has been received by the party
claiming that the Vanua of Rewa is
deeply hurt and disappointed by the
cowardly and lowly aspersions cast on
Opposition leader Ro Teimumu Kepa.
Ro Teimumu is the Roko Tui Dreketi,
paramount chief of Rewa Province and
Burebasaga Confederacy.
The letter refers to the board inquiry,
now underway, into a confidential report
critical of Ro Teimumus leadership and
governance in the Opposition Office
and the five SODELPA MPs who called
for the inquiry led by lawyer Mosese
Bulitavu.
The board chairperson Anare Jale
confirmed he had received the letter but
said he could not comment on it.
The author of the letter is Jese Sikivou,
SODELPAs Media & Liaison Officer
and Private Secretary to Ro Teimumu.
But he said he was writing in his
traditional role not as party official.
The letter said: We have come to a
point, where weight and consideration
are being accorded to cowardly unsigned
allegations of Gauna Vinaka (report), as
touted from pillar to post in the public
square by the likes of Mosese Bulitavo,
his shadowy supporters and of all things
unholy, the Fiji Sun, the letter said.
Allow me to close by conveying to you
behind this scheming and machinations
that the Vanua of Rewa is deeply hurt
and disappointed by your cowardly
and lowly aspersions and cheap
pronouncements and in particular how
certain parties have connived to trample
and disrespect the traditional chiefly seat
of the Roko Tui Dreketi.
At the outset, please allow me to say
that this statement does not have the
prior approval nor the prior knowledge
of the Gone Marama Bale na Roko Tui
Dreketi.
This statement is submitted at the
behest of the head of my mataqali, Ro
Dona Takalaiyale, Taukei Navolau,
Liuliu ni Sauturaga e Rewa, on behalf of
our humble province.
He has requested that we notify you
of our very grave concern regarding the
treatment and the gross disrespect shown
to our Gone Marama Bale, specifically
by Mosese Bulitavo and the signatories
supporting his baseless allegations as
well as their fellow travellers standing in

the shadows egging them on.


We take this opportunity to remind
you and all of SODELPA that our Gone
Marama Bale stood alone and stood tall,
in darker more difficult times, publicly
challenging the Bainimarama regime
on various issues such as the revocation
of the Great Council of Chiefs,
protesting the Namosi Mining venture
waste spillage, the cancellation of the
Bose Ko Viti 2009 and even marched
ahead of her people to hand deliver to
Khaiyum, Rewas protests regarding the
Bainimarama/Khaiyum constitution and
the with withdrawal of the Yash Ghai
draft.
The likes of Mosese Bulitavo and his
fellow travellers were nowhere to be
seen or heard
Even as recently as the Fiji flag protest,
they did not stand to be counted.
We still clearly recall general secretary
Pio Tabaiwalu asking the Gone Marama
Bale to launch SODELPA party and to
become its Leader.
At a lunch at the Holiday Inn, I
specifically asked him to see a copy of the
SODELPA constitution and manifesto so
we could determine what he was asking
the Gone Marama Bale to endorse and
lead. Of course neither of the documents
was close to being completed at that
time.
Yet the Gone Marama Bale put her
traditional title and her reputation on
the line and launched SODELPA, at
a stirring speech delivered at the FTA
Hall, which had the regime in a tailspin
for two weeks.
That was a hallmark speech that opened
the floodgates and freed many people to

start to voice their opinions against the


regime.
Since her involvement on the campaign
trail, the personal contributions she
makes in terms of sacrifices from the
provision of kamunaga to her time and at
the cost of her own personal campaign,
Ro Dona has asked me to convey that
SODELPA has responded with illmannered and entitled disposition
and never was a mere thank you or
acknowledgement received in return.
Even in our darkest hours, when the
Gone Marama Bale was arrested in the
middle of the night from her chiefly
residence, there was no material or moral
support from SDL/SODELPA.
May I remind you that she defied the
regime to defend the Methodist Church
in Fiji and Rotuma and the vanua.
Going into the elections last year, we put
to you that no other public figure in Fiji,
opposed to the regime, carried the same
gravitas and reputation as that of our
Gone Marama Bale.
The newly launched SODEPA exploited
the Gone Marama Bales public goodwill
and profile, as a launch pad to catapult
itself into the public eye and to maintain
a strong position, as the single strongest
voice against the regime.
Opposition spokesperson, Mick Beddoes
did not wish to comment. MPs Anare
Vadei, Jiosefa Dulakiverata, Viliame
Gavoka, Aseri Radrodro also declined to
comment.
The letter was copied to them and party
president Ratu Naiqama Lalabalavu
(could not be reached) and financier
Sakiusa Raivoce (no comment). Ro
Teimumu refused to comment.

Juvenile Released On Bail


One of the two juveniles charged with sedition has been released on bail.

The two juveniles are charged with


sedition and urging political violence.
They appeared in the Lautoka High
Court.
Justice Paul Madigan will rule on the bail

application for the second juvenile later.


The pair initially had their bail
application objected by the State on the
grounds of the seriousness of the alleged
offenses.

Dilkusha Home Celebrates 111 Years Of


Service

Dilkusha Home is celebrating its 111


years of service this year since its
establishment in 1904.
34 children are under the care of Dilkusha
Home in Nausori.
Deaconess Leba Laveti says they have
30 girls and four boys aged between 10
months and 23 years old at the Home.
Laveti says the Dilkusha Home is always
open for visitors and for those who want
to give assistance.
She says apart from the community
work, most of the assistance they receive
are food packs and clothes.

UK Willing To Work With Fiji


Prime Minister Voreqe Bainimarama and
his British counterpart, David Cameron,
have agreed to address the challenges
of the modern global environment
collectively.
They met in London and also had a
fruitful bilateral discussion on other
issues of mutual interest.
The climate change issue was high on
the agenda, and Mr Bainimarama told
Mr Cameron of the unique existential
threats faced by Pacific Island countries
because of sea level rising and severe
weather conditions.
Mr Cameron agreed that more was
required to bring about a legally binding
convention restricting the emission of
CO2.
The UK, he said, would work with
the EU to encourage other big global
emitters to agree to a progressive deal
at the upcoming UN Climate Change
Conference in Paris in December.
Mr Cameron also highlighted the UKs
contribution to the Climate Financing
mechanism to assist with mitigation and
adaptation measures in the most affected
SIDS.
The leaders acknowledged the strong
historical links that exist between the
two countries and how to use them as a
platform to build a stronger partnership.
In this regard, Mr Cameron, after having
been informed of the strong performance
of the Fijian economy in the last five
years, suggested that future discussion

Barber Gets 11Yrs For Raping 13Yr-Old

A 52-year-old barber has been sentenced


to eleven years imprisonment after he
was convicted of raping a 13-year-old
boy in 2012.
The court heard that the man took the boy
to a room under the guise of giving him a
massage. He then raped the 13-year-old
boy.
In mitigation, the counsel for the man
said that he is married with four children
and the sole breadwinner of the family
looking after his disabled sister. It was
also stated in court that the accused is
a rheumatic heart patient and cannot
undertake strenuous physical activity.
Lautoka High Court Judge, Justice

eleven years behind bars. He has to serve
a minimum of five years before being
eligible for parole.

$5M Tax Fraud Probe

THE Fiji Revenue and Customs


Authority (FRCA) has uncovered
fraudulent activities in the filing of Value
Added Tax returns of four taxpayers in
the amount of about $5million.
"This money is unaccounted for and is
a classic example of tax evasion and
fraud," FRCA chief executive Jitoko
Tikolevu said.
Some accountants and tax agents are also
under spotlight for aiding and abetting
its clients to evade paying taxes.
"This non-compliant behaviour is not
fair to our compliant taxpayers. We will
neither condone nor tolerate any case
of dishonesty and false declaration by
taxpayers," Mr Tikolevu said.
"FRCA will treat any falsified VAT
return with all seriousness and offenders
will have to face the full brunt of the law
including imprisonment."

The authority is concerned with some
employers claiming 100 per cent of the
employers FNPF deduction instead of
the 50 per cent allowable deduction.
"Under the Tax Administration Decree,
it is a serious offence to provide false
information to FRCA. Penalties and
prosecution will be imposed on noncompliant taxpayers," he said. "While
the Government is encouraging taxpayer
facilitation and business partnerships,
FRCA expected honesty, integrity and
fairness from taxpayer population."

New Global Bond


The Fijian Government has successfully
executed a new global bond of US$200
million (FJ$435 million) after settling

(FJ$543 million) bond taken up in 2011.
The Minister for Finance, Aiyaz SayedKhaiyum, confirmed this had been
achieved with the lowest ever coupon on
interest rate of 6.625 percent payable on
a bond in Fiji in the international bond
market.
He said: In value terms, this would
mean the interest cost on the new bond
would be approximately FJ$100m lower
in total over the next five years than
the last bond, given the bond value and
interest rate.
The announcement was made in
Parliament followed by a press
conference.
The country is expected to greatly
benefit from this bond issued through
notable savings by paying the current
US$250 million bond early.
The Parliament had been informed
in a closed session in August that
Government planned to repay early the
existing US$250 million which was due
in March 2016, with a new bond issue of
a lower amount of US$200 million.
It was also told the balance of US$50
million (FJ$108 million) was to be
funded through funds saved in the US$
sinking fund that the Government had
established as prudent finance managers.
The closed Parliament session in August
had created much uproar particularly by
the Opposition.
However,

stressed this had been critical because
Government had intended to offer to buy
back the bonds from the existing bond
holders.
As a result, it was critical the international
market was not alerted on the matter as
market speculation would then have
affected the deal and compromised Fijis
position.
As a result, US$243.15 million (FJ$529
million) of the current bond holders
have agreed to sell their 2011 notes back
to Fiji, Mr Sayed-Khaiyum confirmed.
Buying back meant that we could not
alert the market otherwise we would
be subject to market speculation and
therefore higher pricing and we would
have been a price taker, he said.
Thus, he stated, the closed session was
necessary.

Global Bond Background
A bond is a debt investment in which
an investor loans money to an entity
(typically sovereigns, state-owned
enterprises, financial institutions and
corporates) which borrows the funds
for a defined period of time at a fixed
interest rate.
At the end of the defined period of time
(tenor of the bond), the funds will be
repaid to the bond investors.
Fijis first international bond was
raised in September 2006 by the SDL
Government with a sum of US$150
million (FJ$326 million) which was to
mature in September 2011.
This was taken at an interest rate of
6.875 per cent.
The Bainimarama Government then, in
September 2011, raised a US$250 million
five year global bond to pay off the first
bond and this was due in March 2016.
This bond had a higher coupon rate of
nine per cent, a reflection of the turbulent
and volatile market conditions when Fiji
refinanced the US$150 million bond in
2011.
Mr Sayed-Khaiyum pointed out this
was at a time when the global market
was faced with a growing debt crisis in
most of the advanced economies such as

Greece, Ireland, Spain and others.


The new coupon rate of 6.625 percent is
even lower than the 6.875 per cent of the
first bond issue by the SDL Government,
even when Fiji had supposedly a slightly
better credit rating, he said.
This means there is significant
additional cost savings of refinancing
the current bond with the coupon rate
of nine per cent to the new bond with a
coupon rate of 6.625 per cent.
What this means for Fiji?
So what this basically means for Fiji
is that we do not have to pay the nine
percent coupon rate anymore on this
amount.
This results in an approximate savings
of just below FJ$9 million, Mr SayedKhaiyum confirmed.
He said the initial projection had been
that Government would save a minimum
of approximately FJ$5 million, but they
were able to save $9 million.
What this also means is that our debt
falls by US$43.15 million or FJ$93
million, now instead of March 2016, he
said.
The way this happens is that we are
raising only US$200 million instead of
US$250 million which was the amount
of debt through the bonds before this
new issue of bonds.
This reduction in debt means that our
debt to GDP ratio will be lower by
approximately another one per cent at
the end of 2015.

Meat Export Standard Failure


ABATTOIRS in Fiji do not meet
international standard of systematic
preventive approach to food safety
from biological, chemical, and physical
hazards in production processes, says
International Trade Centre project officer
(ITC) Wayne Lilo.
Mr Lilo said the international standard
known as Hazard Analysis Critical
Control Point (HACCP) dictated the
quality of food exports in the world.
Mr Lilo said the system required meats
to be refrigerated straight after slaughter
which a lot of abattoirs in the country
failed to do.

"The HACCP system is a system that


is put in specific procedures within the
food production system so that it meets
the international food standard," he said.
"Our local abattoirs do not meet these
standards for a couple of reasons and the
most important is refrigeration because
all carcass needs to be slaughtered,
inspected and refrigerated right away.
"Here in Fiji the carcass goes from the
slaughter house to a delivery house and
will only reach a refrigerator once it
reaches the butcher which is very late
considering that this may take an average
of four hours."

Mr Lilo said spoilage started right after


an animal was slaughtered.
"Under the standard meat delivered
should be done so in vehicles with cold
storage," he said.
"At the moment we are working with
livestock farmers in developing value chains
so that we can target high value markets.
"As for Vanua Levu there are several
difficulties because we cannot export
slaughtered meat outside the island due
to the current legislations."
Mr Lilo said the abattoirs on Vanua Levu
existed to fulfill a need rather than to
cater for an export market.

Praise For The President, Ratu Epeli


Acting Prime Minister and AttorneyGeneral Aiyaz Sayed-Khaiyum said
Ratu Epeli Nailatikau had transformed
the role of President.
He was speaking in response to the address
by Ratu Epeli during the ceremonial
opening of Parliament last week.
Where once the presidency seemed
reserved and distant, it was now fully
engaged with the people and very
demanding, he said.
Mr Sayed-Khaiyum said: His Excellency
had 360 public engagements all over Fiji
in 2014, bringing Government to nearly
every town and village and making the
statement that the President is indeed the
servant of the people, he said.
He said Fiji was also at a crossroads
at the time Ratu Epeli assumed the
presidency: Would it continue to exist
as a nation driven apart by separation,
discrimination and privilege only for
some, or would it come together as one
nation, one people with full equality and
opportunity for all?
At that time, he said Ratu Epeli came
forward to show Fijians that a man of
principle could be above politics even in
an intensely political time.
He has been a lodestar of our progress,
keeping us mindful and accountable to
the principles we all professalways
above politics.
He said Ratu Epeli had also visited
nearly every secondary school in the
country175 in allto educate youth
about HIV/AIDS.

Ratu Epeli had made a principled stand
when he condemned attempts to set up
an alternative state.

Fiji To Host 2017 UN Summit

Fiji will host the 2017 triennia Summit


on Oceans and Seas.
It is also continuing its engagement
efforts by seeking membership of the
UN Human Rights Council by 2017.
Minister for Foreign Affairs Ratu Inoke
Kubuabola disclosed this.
He said Fiji is a founding member of
the Ambassadorial Group of Friends of
Oceans and Seas, and we are a leading
advocate of creating a triennial Summit

on Oceans and Seas that would oversee


the implementation of Goal 14.
He said he would be heading to New
York to participate in this years United
Nations General Assembly (UNGA),
where the seminal 2030 agenda for
sustainable development was to be
adopted.
Ratu Inoke said at the UNGA he would
highlight the leadership role Fiji had
enjoyed under the FijiFirst Government
to ensure that the Sustainable
Development Goal 14 to conserve
and sustainably use the oceans, seas
and marine resources was being
implemented properly, especially given
the importance of the ocean and its
resources.
In Geneva he said the Fijian Mission
was taking the lead at the World
Trade Organisation to negotiate new
disciplines and to regulate fisheries
subsidies. In London, we are doubling

down on resource and emission


concerns in the International Maritime
Organisation.
Ratu Inoke said the FijiFirst Government
had refined the `Look North Policy to
a focused proactive, transparent and
innovative foreign policy framework.
He said Fiji had extended it diplomatic
footprint globally to engage new
partners in its development and they
were witnessing the benefits of these
new relationships today.
Fiji he said had earned the highest respect
of the global community, because of the
principles which governed the conduct
of its foreign policy engagement
friends to all, enemy to none.
For Fijis membership of the UN Human
Rights Council in 2017, he said Fiji
would contribute to the global agenda
and governance of human rights
promoting the high standards it had set
itself in the global arena.

Indian Charged
Over Slashing An
Indian-Origin Man In
Singapore

An Indian national, along with six other Indian-origin


persons, were charged in a Singaporean court over
the slashing of a 52-year-old compatriot, permanently
disfiguring his face, a media report said on Wednesday.
Indian national Koleth Abdul Nasir, 41, had allegedly
threatened Indian-origin Singaporean, Liakath Ali, with
injury, by saying "Last time we should do you but you
escaped; but this time round, we will do you, you watch out."
Between August 22 and August 26, three others including
Singaporean-Indian Anwer Ambiya Kadir Maideen,
Zackeer Abbass Khan and Koleth Navas, had conspired
to cause grievous hurt to Liakath, the court heard.
On August 26, another three Singaporean-Indian
suspects, Joel Giritharan Surainthiran, Joshua Navindran
Surainthiran and Ramge Visvanathan had allegedly
slashed Liakath with a knife and caused his face to be
permanently disfigured.
Police said the men, aged between 23 and 46, face a
case of voluntarily causing grievous hurt with dangerous
weapons.
Preliminary investigations showed the dispute arose
from a business rivalry dispute, said Police.
Those found guilty for voluntarily causing grievous hurt
or abetting the offence face up to 15 years' jail term, and
could also be fined or caned.
For criminal intimidation to cause death or grievous
hurt, Koleth Abdul Nasir faces up to seven years' jail.

We Will Back Fiji In Paris: South Korea


Pledges In Suva

The Suva Declaration on climate change


has the full support of South Korea when
Fiji takes it to the Conference of Parties
21 (COP21) in Paris in November.
This assurance was given by the South
Koreas Minister for Foreign Affairs, Yun
Byung-se, at the Grand Pacific Hotel (GPH).
I had been briefed on the Suva
Declaration and South Korea will
support it in Paris, he said.
On climate change, Fiji can benefit
from the Global Green Growth Institute
(GGGI).

The GGGI promotes a new model


of economic growth known as
green growth that simultaneously
seek economic performance and
environmental sustainability.
It works to produce three major
outcomes:
Mr Yun said: Im visiting Fiji to
reciprocate Ratu Inokes visit to South
Korea this year.
Mr Yun said he met with Government
ministers and was happy with the
positive responses he received.

While meeting the Minister for Foreign


Affairs, Ratu Inoke Kubuabola, they
discussed areas of potential bilateral
co-operation and explored business
opportunities.
Mr Yun said the two countries must
capitalise on their good working relations
and co-operation that existed.
He said South Korea would like to
contribute to Fijis agriculture sector,
education, health etc.
Mr Yun said they would also strengthen
their military ties.

Jail For Rape Of Minor


A 28-year old man was sentenced to 12
years and 11 months imprisonment for the
rape of a child below the age of 13 years.
The incident, involving a four-year-old
victim, happened last year.
The court heard that the accused called
the victim in his room and inserted his
fingers in her private part. The girl then
informed her mother who reported the
matter to Police.
In sentencing the accused, High Court
judge Justice Salesi Temo said rape of
children was becoming prevalent in
Fiji and the courts needed to impose a

sentence that would deter future offenders


from committing similar offences.
Justice Temo said the accused, who was
related to the victim, abused her trust in
him as her protector.
The accused admitted a previous
conviction for two counts of similar
offences in 2010.
He was sentenced to 40 months
imprisonment by the Suva Magistrates
Court for the two counts of indecent
assault with a non-parole period of
34 months. The latest offence was
committed while the accused was out on

bail.
Justice Temo did not find any reason to
let the sentence run concurrently as he
said it was the courts duty to protect
children from sexual exploitation.
Justice Temo ordered that the sentence
be run consecutively on the uncompleted
sentence out of the 40 months imposed
by the magistrates court. He will be
eligible for parole after serving eleven
years imprisonment.
A permanent domestic violence
restraining order has also been set to
protect the victim.

Not Enough Skilled Engineers: George Goundar

Lack of skilled ship engineers in


the country is a major concern for a
prominent local shipping operator.
George Goundar, managing director of
Goundar Shipping Limited said this is
a major challenge for his company that
currently owns three vessels MVs
Lomaiviti Princess I, Lomaiviti Princess
II and Queen of Chilliwack.
Mr Goundar said that while they
have qualified engineers, for those he
interviewed recently lacked the basic
skills and knowledge of the profession.
With an engineering background, Mr
Goundar knows too well the nits and
grits of shipping engineering.
In light of his experiences conducting
job interviews during a recruitment
drive, Mr Goundar said he is surprised
to note that interviewees lacked basic
engineering knowledge.
He even suggested that expatriates would
be a better option to hire in the future,
should he invest more into the shipping
industry and expand his fleets.

of engineers produced are not of par.
They have the ticket of engineers, but
they dont seem to have the knowledge
of shipping and engineering, Mr
Goundar said.
We dont know where to go to but we

and the government would allow us to
get experts from abroad to work on the
vessels.
Just recently, I interviewed some
engineers but they lacked the basics
of engineering and this is very
disheartening, Mr Goundar added.
In reply to this concern, the Fiji Maritime
Academy (FMA), has admitted this
shortfall saying the result was connected
to the poor quality training in the past.
FMA chief executive officer, Captain
Suren Gurusinghe said since CINEC,
the largest private higher-education
organisation in Sri Lanka took over the

last year, a lot has changed, including
updated curriculum and state of the art
leaning facilities.
The Academy promises to produce a new
generation of seafarers this time round.

resources is not only in Fiji, its a global

given to FMA graduates in the past.
Due to the same reason, FMA management
was handed over to CINEC Sri Lanka.
After arrival of CINEC we have
introduced new syllabi for Engineering
and nautical students, Captain
Gurusinghe said.
He added that they have also brought
in from overseas some qualified and
quality Class 1 marine engineers to take
control of engineering courses offered at
the Academy.
We will bring few more quality lecturers
from overseas to increase the education
standards at FMA, Captain Gurusinghe

advocated free, prior, informed,
consent in radio progra ms and its
public consultation since mid 2014, and
the network hopes that it does so, to
genuinely empower landowners, and not
merely pay lip service."

Sayed-Khaiyum, thanked the Speaker
and Parliament for allowing a closed
Parliament session in August.
I would like to thank Madam Speaker
for her understanding and indulgence in

A FIVE-year-old boy was rushed to hospital after his penis became stuck and was being strangled by the netting in his
swimming shorts.
Laura Collins, 33, and her son Jack were

Pakistan Delays Abdul Basit Execution


Amid Confusion Over Whether Paralysed
Man Can Be Hanged In Wheelchair

Pakistan has delayed the hanging of a


paralysed man because it cannot work
out how to hang him in his wheelchair.
Abdul Basit, who was convicted of
murder in 2009, was due to be hanged
early on Tuesday but the postponement
came barely an hour before the appointed
execution time, according to the BBCs
Ilyas Khan.
Basit is paralysed from the waist down
after contracting tubercular meningitis
in 2010 while in Faisalabads central
prison.
He was sentenced to death but authorities
struggled to decide on how to hang him,
since he is unable to stand to allow a
hangman to tie a noose correctly to
allow for the long-drop method to be
utilised. Pakistan only allows people to
be executed legally using this method.
Basit had initially been sentenced to die
on 29 July but this was postponed the day
before after the Lahore High Court accepted
a petition challenging the execution on the
basis that it would constitute cruel, inhuman
and degrading treatment, contravening
prison rules and violating his fundamental
rights under Pakistans constitution and
international law.
But on 1 September, the High Court
dismissed the 43-year-olds petition,
ruling that since the hanging of a
paralysed prisoner was not expressly
forbidden by the prison rules, there was
no bar to the execution.
The campaign to put Basit to death has
been widely criticised.

capital punishment, Pakistani officials
are puzzling over how to hang a man in
a wheelchair.
He added: The death penalty is
an inherently cruel and irrevocable

Pakistani people.
The Pakistani government should
strengthen its justice system rather than
sending more people like Abdul Basit to

the gallows.
The government should place an official
moratorium on capital punishment until
the practice is abolished.
Pakistan ended its four-year unofficial
moratorium on capital punishment in
December 2014 following an attack
on a school in Peshawar, which saw
more than 150 people, mainly children,
murdered by the Taliban.
In the months since, 236 people have
been executed. More than 8,000 people
are currently languishing on death row.

B.C. Government Names New Auditor


General As Mayors Vote To Scrap Office
Local auditor general role has been fraught with challenges since put in place in 2012

British Columbia has announced a new


auditor general for local governments even
as municipal politicians consider a resolution
that calls for the elimination of the office.
Gordon Ruth, who is now executive
vice-president of certification and
operations for the Chartered Professional
Accountants of B.C., will start Oct. 1.
Ruth will take the position that has
faced complaints about inefficiency and
wasted public money since its creation
by the province in 2012.

and
Cultural
Development Minister Peter Fassbender
made the announcement at the Union of
B.C. Municipalities conference, where city
leaders will vote this week on whether to
ask the government to scrap the position.
Fassbender acknowledged that the
province's attempts to create an office to
audit city governments has been "fraught
with challenges."
"I would be remiss if I stood up here and
said, 'We did a great job out of the gate.'
There were challenges," he said. "It wasn't
a successful start, but we did learn."
The province fired its first auditor
general, Basia Ruta, in March after her
office had only completed two audits
and reports surfaced about an inefficient
and unhappy workplace.

general and on Wednesday released the


office's seventh audit, which examined
Comox Valley Regional District's
procurement practices.
Auditor as partner to local governments
Fassbender vowed that the office would
work differently with cities in the future,
stressing that the auditor's role was a

said. "So we can all work together and
move forward in a positive fashion."

positions, including within the federal

Vancouver Regional District, now called

Fassbender praised him in a news release
as a leader who will establish the office
as "high functioning, results-based and
willing to work with local governments

British Columbians."
North Saanich council put forward the
resolution calling for the office to be
gutted, saying it has cost taxpayers $5.2
million and is unnecessary because
municipalities are already legally
required to balance their budgets.

A MAN could spend up to 11 years in jail for allegedly punching a 78-year-old Costco shopper in the face over free
Nutella samples.
Police said Derrick Gharabighi, 24,
allegedly picked up all the samples at
a Burbank California store on Sunday
when Sahak Sahakian reached for one.
When Sahakian told the young man not
to take so many, Gharabighi allegedly
punched him in the face.
The senior citizen was hospitalised with a
one-inch cut and swelling above his eye.

warns a new study.
Incense burning is a traditional and common
practice in many families and in most
temples in India and other parts of Asia.
It is not only used for religious purposes,

'Clearly, there needs to be greater
awareness and management of the health
risks associated with burning incense in

of Technology in Guangzhou.
The researchers assessed the health
hazards associated with using incense
smoke in the home and compared the
results for the first time with mainstream
studies of cigarette smoke.
They tested incense scented with
agarwood and sandalwood, which are
among the most common ingredients
used to make this product.
Tests on animals showed that incense
smoke contains chemical properties
that could potentially change genetic
material such as DNA, and therefore

cause mutations.
It was also more cytotoxic and genotoxic
than the cigarette used in the study.
This means that incense smoke is
potentially more toxic to a cell, and
especially to its genetic contents, the
researchers noted.
Mutagenics, genotoxins and cytotoxins
have all been linked to the development
of cancers.
Taken together, the incense smoke
samples contained 64 compounds. While
some of these are irritants or are only
slightly harmful (hypotoxic), ingredients
in two of the samples are known to be
highly toxic.

Salty Food Doesn't Cause Thirst

Contradicting the popular assumption of


salt causing thirst, it has been found that
eating salty food does not necessarily
make us drink more water, says a study.
'Based on the notion that the consumption
of salt increases thirst, the concern has
arisen that it also leads to an increased
consumption of sugary drinks. However,
our study found little support for the
assumption that salt invariably increases
drinking,' said Micah Leshem from the
University of Haifa.
Leshem added that as we all consume
beverages with high caloric content

salty foods leads to an overall increase

Why Doctors Are Telling Us Not To Smack


Our Children

Whether parents should use smacking


as a form of discipline is a highly
controversial and emotional debate. But
why are doctors calling for physical
punishment to be made illegal?
Whether it was a slap on the hand or
whack across the bottom, many of us
were smacked by our parents when we
were kids.
In fact, smacking is a form of discipline
many of us still use, with figures showing
69 per cent of parents still smack their
kids today.
But the debate about whether physical
punishment is a safe and effective form
of discipline recently made headlines
when the body representing children's
doctors the paediatric division of
the College of Physicians called for
physical punishment to be made illegal.
Physical punishment (or corporal
punishment) is the use of physical force
to help control a child's behaviour.
Usually it involves smacking a child
with your hand or an implement, such as
a wooden spoon or belt, although it can
include kicking, biting or shaking.
This form of discipline has been
outlawed in 33 countries and evidence
shows these countries now identify
children at risk of abuse earlier, and
have very low rates of child mortality
associated with abuse.
Physical punishment including
smacking is outdated, and that
children's human rights are being
violated as they're the only group not
protected from physical violence under
current laws.
It's calling for parents to be supported
to use "more effective, non-violent
methods of discipline" instead.
Long-term effects
Physical punishment doesn't have to
cross the line into abuse for children to
suffer long-term mental and behavioural
issues.
There is no safe threshold on the number
of times or how hard you can smack
your child.
What one parent calls a smack may be
different to someone else's definition of
a smack. Children should not be subject
to any physical punishment.
Studies shows physical punishment has a
range of health and social consequences
and is not an effective form of discipline.

you're doing it for the child to develop
a fear, and trying to get anything out of
your child through fear is never going to
work.
But he says effective discipline is more
than simply not smacking your child.
Even if you don't smack, but shout and
scream, it's certainly not going to be

effective, either.
Changing the law isn't enough
Physical discipline is never effective.
But it's "irresponsible" to introduce antismacking legislation, unless parents are
given the information and support to
implement effective alternatives.
We've learned that when parents learn
effective alternatives, they simply stop
hitting their kids. But just having an

where you've got lots of information
people can download, doesn't mean
parents are doing so.
However, there's no one-size-fits-all
method to discipline and how parents
go about it depends on their own
patience threshold, parenting style and
expectations.
But experts agree there are some
basics that can help when it comes to
disciplining children. These include:

with consequences.
Distract children with interesting
and fun activities especially while
you're shopping or at other times
kids can play up.
Point out when your child is doing
the right thing, not just the wrong.
Ignore children when they are
misbehaving to get a reaction.
Pick your battles; sometimes you
just have to let things go.
When you feel out of control, put
your child somewhere safe and take

Oh the fat, the sugar, and the skyrocketing

agree that breakfast is the most important
meal of the day as it is the time of day
where we energize ourselves up for the
incoming activities, there are still some
types of food that you really cant eat in
order to jump start your day. Luckily, we
know what those are, and here are some
of them, so youll know what to watch
out for or eat less of next time.
1. Orange Juice
It may be a breakfast staple, but in fact,
some store bought orange juices are
packed with sugar, which is a breakfast
no-no. Might as well skip the juice and
eat a whole orange, or maybe juice it
yourself so you know it is pure juice and
you wont miss out on the vitamin C it
contains.
2. Granola Bars
These babies are convenient to munch
on if youre the on-the-go type of person.
But well, the ugly truth is, granola bars
are just basically oats rolled in with
sugar. They also have high calorie count,
so try and eat that less and opt for natural
sweeteners instead if you want to eat
something quick yet satisfying.
3. Store bought Smoothies
Unless you make it yourself, smoothies
bought in stores are actually filled with
unnecessary sugars and the like. If you
can, try and make some in advance so
you can put them in your tumblers or
cold cups for convenient drinking. And
keep in mind if youre making some
yourself, smoothies are supposed to be
filled with natural ingredients, like fruits,

offer little to no nutritional value at all so
skip these and opt for some corn flakes

8. Flavored Yogurt
Contrary to popular belief, were better
off eating regular yogurt as its flavored
variety has a lot of additives, and yes,
sugar. The flavored yogurt has betrayed

and ham. Knowing that theyre fried
and full of fat, this breakfast staple will
definitely boost your cholesterol levels.
Another oh-no-no no matter how good
it is. So if you want to eat healthy, you
might have to give this up for a healthier
alternative.
12. White Bread
Sad but true, the standard white bread
is high in yeast and offers little to no
nutritional value. However, there are
healthier choices for this breakfast staple.
A sandwich with this kind of bread isnt
really going to keep you filled, instead
itll get you bloated and youll have the
hunger pangs after a short while. Try
going for whole wheat breads in place of
it, like rye for some added fiber.
13. French Toast
This sugary, fried breakfast food, is well,

bread with whole wheat bread and skip

World Cup this year, coach Heyneke
Meyer declared on Wednesday as he
rung the changes after Saturday's shock
defeat against Japan.
"I've been knocked down a few times in
my life but mostly come back, so I still
believe we can do it," Meyer told a press
conference inBirmingham.
"But the players need to put up their
hands, the coaching staff as well.

Priyanka Chopra becomes the first


Bollywood star to headline an American
TV series with ABC's "Quantico,"
premiering September 27. The show
is a drama about a group of young
FBI recruits who discovers that one of
them is suspected of masterminding the
biggest attack on New York since 9/11.
Here's a look at some other Indian actors
on TV.
She's a megastar from Mumbai, India,
home to the world's most prolific film
industry.
She's an award-winning actress, a former
Miss World, a singer and a dancer.
She serves as a UNICEF goodwill
ambassador and as a United Nations Girl
Up Champion, and she is involved in
efforts to promote the education of girls
in India.
She's a social media queen, with more
than 10 million followers on Twitter.
Priyanka Chopra has international
cachet and a global fan base. But her star
power has been relatively lackluster in
the United States.
That may be about to change. Chopra
is the star of "Quantico," a drama
premiering September 27 on ABC. In
recent weeks, her face has been splashed
across billboards and buses from Los
Angeles to Toronto to New York.
Chopra, 33, has thrived in the Indian
film industry for more than a decade.
But as she gets ready for her close-up

complete newcomer.
"I'm excited about making a new foray,
but I'm also very nervous," Chopra said.
"I feel like a debutante, like how I felt
when my first movie was releasing in

her life in her own hands. But the beauty
of Alex is, she's not macho. She's very
feminine, and she's vulnerable," Chopra
said. "I love that she's a celebration of
the modern woman. She's not just an asskicking, feeling-less robot."
"Quantico" has been described as
"Homeland" meets "Grey's Anatomy."
Its cast includes Aunjanue Ellis as the
assistant director of the FBI academy
and Jake McLaughlin as a fellow FBI
recruit and love interest, but Chopra's

"This is an idea that no one has explored:
taking a global actor, a global talent,
and launching them in the American
market," Chopra said. "It's new for all of
us -- ABC, me, everyone -- it's the new
prototype. I guess we'll find out what

Chopra, who lived in the U.S. for
four years as a teenager, credits the
show's producers and ABC for taking
a chance on her. She believes that such
diverse casting could be a precursor
of entertainment's future as the world
shrinks.
"I think the globe has become a really
small place now, and we are all global
citizens, at least I think I am," she said.
"The girl next door's face has changed.
She does not come from a particular
place. ... She can be anyone from
anywhere."

Veteran Indian actor Anil Kapoor
("Slumdog Millionaire") is the first
major Bollywood star to get a meaty role
on U.S. television, as the president of a
fictional Middle Eastern country on the
eighth season of "24."
Chopra's "Quantico" character becomes
an unlikely suspect in a terrorist attack
on New York.
She got unexpected insight into the
medium from an unlikely source: actor
Kevin Spacey, whom she met at the
International Indian Film Academy
awards last year. The two conducted
a film workshop class together and
exchanged notes about acting.
"He happened to mention that TV

Early reviews for Chopra in "Quantico"

Tonight named her one of three breakout
stars for the fall TV season, while The
Hollywood Reporter called her "one of
the most formidable talents hitting TV
this fall."
Roush said Chopra was the only
"Quantico" actress to appear at the
Television Critics Association's press
tour in Los Angeles in August. "It's
unusual during the press tour with a cast
of that size to present only one actor, so
it's clear they see a big star in her," he
said.
For now, Chopra's plan is to straddle two
performing careers: one in the U.S. and
the other in India. Next, she's working on
an Indian epic historical drama about an
