WHEREAS, the Department alleges that the Respondent's conduct violates sections
38a-660,38a-660b(a), 38a-660b(b), 38a-660c(b), 38a-660d(b), 38a-660e, 38a-815 and
38a-818 of the Connecticut General Statutes and constitutes cause for the suspension or
revocation of her licenses and/or the imposition of a fine pursuant to sections 38a-2, 38a-660l(a),
38a-774 and 38a-817 of the Connecticut General Statutes;
c. any and all rights to object to or challenge before the Commissioner or in any judicial
proceedings any aspect, provision or requirement of this Stipulation.

WHEREAS, the Respondent agrees to pay a fine in the amount of one thousand five
hundred dollars ($1,500.00), payable in (3) three installments of $500.00 each;
WHEREAS, the Respondent agrees to maintain copies of all records of all surety bail
bonds executed or countersigned by such agent for at least three years after the liability of the
insures has been terminated;
WHEREAS, the Respondent agrees to file a civil action seeking appropriate relief with
the court not later than seventy-five days after such payment becomes sixty days in arrears on a
premium financing arrangement or the balance has not been paid in full by the due date under
such arrangement;
WHEREAS, the Respondent agrees that a business contract will be required for any
general agent, insurance agency and/or surety company with which she is doing business with or
appointed with for as long as she remains in the industry and/or is conducting bail bonds
business;
WHEREAS, the Respondent agrees to observe a one (1) year period of probation to
commence upon the execution of this Stipulation;
WHEREAS, the Respondent agrees that her Surety Bail Bond license will be
immediately revoked should she fail to cooperate with the Department, fail to act in a
trustworthy or financially responsible manner, violate any insurance laws or violate any
condition of this Stipulation during the period of probation;
WHREEAS, the Respondent agrees that, should her Surety Bail Bond license be revoked
pursuant to the terms of the paragraph above, she shall not be entitled to a hearing or to require
that the Insurance Commissioner's decision contain a statement of findings of fact and
conclusions of law.
NOW THEREFORE, upon the consent of the parties, it is hereby ordered and adjudged:
1. That the Insurance Department has jurisdiction of the subject matter of this administrative
proceeding;
2. That the Respondent is fined one thousand five hundred dollars ($1,500.00) for the
alleged violations herein above, to be paid in (3) three separate installments of $500.00
each, with the first installment payment to be paid within 15 days of the execution of this
Stipulation, the second installment to be paid not later than 30 days thereafter, and the
third installment to be paid not later than 30 days from the date of the second installment;
3. That the Respondent agrees to maintain copies of all records of all surety bail bonds
executed or countersigned by such agent for at least three years after the liability ofthe
insures has been terminated;
4. That the Respondent agrees to file a civil action seeking appropriaterelief with the court
not later than seventy-five days after such payment becomes sixty days in arrears on a
premium financing arrangement or the balance has not been paid in full by the due date
under such arrangement;
5. That the Respondent agrees that a business contract will be required for any general
agent, insurance agency and/or surety company with which she is doing business with or
appointed with for as long as she remains in the industry and/or is conducting bail bonds
business;
6. That the Respondent agrees observe a one (1) year period of probation to commence
upon the execution of this Stipulation;
7. That the Respondent agrees that her Surety Bail Bond license will be immediately
revoked should she fail to cooperate with the Department, fail to act in a trustworthy or
financially responsible manner, violate any insurance laws or violate any condition of this
Stipulation during the period of probation;
8. That should the Respondent's Surety Bail Bond license be revoked, she voluntarily
waives (a) any right to a hearing; (b) any requirement that the Insurance Commissioner's
decision contain a statement of findings of fact and conclusions of law; and (c) any and
all right to object to or challenge before the Insurance Commissioner or in any
administrative or judicial proceedings any aspect, provision or requirement of this
Stipulation.
