Vote the Shores


We estimate there are over over 7,000 potential voters
in Redwood Shores. In 2011 it took just 3,730 votes to
win a seat on the Redwood City Council. In both 2011
and 2013, the highest total of votes by any City Council
Member was just over 5,000 votes.
Look at those numbers and realize that the Shores can
have a significant impact on who will help govern
Redwood City in the coming four years.
Shores residents are among the most civic-minded people
in this local area. Being a voter is a privilege that allows
each of us to exercise our fundamental right to express our
opinions about our local governance. Whatever your
opinions on the issues, voting is one way to make your
voice heard.
And remember, all ballots returned by mail must
postmarked no later than November 3rd, or see Page 10
for information on drop-off locations.

FEMA Flood Zone Map Update

IT S ELEMENTARY

There has been a lot of speculation, rumors and inaccurate


information in the community about FEMAs update of
the coastal Flood Study information for the shoreline and
communities adjacent to San Francisco Bay. In reading
the technical documents associated with this update, I can
certainly understand the confusion as the reports contain
technical data, government slang, and basically are not
written in a manner for community consumption.
The short answer is that due to past efforts of the City that
raised the levees around Redwood Shores, and the work
completed for the Reserve in Redwood Shores (Area H),
Redwood Shores is not in a high-risk flood zone when the
final maps are released in 2016. Redwood Shores is in a
special seclusion zone and the preliminary maps
document the past work that raised the levees.
There are 7 steps that lead to the release of updated maps
from FEMA. FEMA is currently in step 4, the release of
Preliminary Flood Insurance Rate Map (FIRM) panels.
The preliminary Physical Map Revisions (PMR) were
released on August 13, 2015 for staff review. Staff has until
September 13 to provide initial comments, which will
then be followed up with meetings with staff.
In addition, there is a 90-day appeal process to ask FEMA
to make revisions to maps. The appeal process is based on
the submittal of scientific or technical data to improve the
flood hazard information shown on the FIRM panels
through the Letter of Map Change process.
FEMAs position is that everyone, regardless of the flood
maps, is at some risk of flooding and encourages everyone
to purchase flood
insurance. Only properties that are mapped
in a high-risk area

owner has a federally
regulated or insured
lender will be required
to purchase flood
insurance.

planning a district-wide staff
development day, analyzing
scores from last springs
computer-based state tests,
and hosting a range of fun
activities.

As I mentioned in the
September edition, we have
new textbooks and instructional materials in math, reading,
and writing, so our teachers are continuing to become more
familiar with the new materials. On Monday, October 12,
Oracle is hosting our district-wide professional development day at their conference center. The focus will be
improving our practices for monitoring individual student
progress and adapting our services to meet individual
student needs.

State Test Results


Last spring, all 3.7 million California public school
students in grades 3-8 and 11 took computer-based
assessments aligned to the new, more rigorous state
standards in English and Math. Considering that this was
a new test and format, our students did very well. Overall,
75% of Belmont-Redwood Shores students in grades 3-8
met or exceeded standards in English and 70% met or
exceeded standards in math. This is roughly 20 points
higher than county averages and more than 30 points
higher than state averages. Detailed school, district, and
county results are online, most easily found by searching
CAASPP results 2015.

Octobers School Events

On October 4, the districts foundation School-Force is


hosting the 13th annual Save The Music festival at
Belmonts Twin Pines Park from 11am to 5:30pm. Enjoy
great food, support our student musicians, listen to
professional performances, and see the marching bands
from Stanford University and UC Davis! On October 9,
Sandpiper School is hosting a coffee chat with the
principal at 8:30am, and Redwood Shores Elementary will
host a fundraising Walk-a-thon on Sunday October 18.

OktobeRun Returns to
the Shores October 24th
For the 5th year in a row, runners taking on OktobeRun
will be coursing through Redwood Shores on October
24 in their attempt to improve their personal best times,
while enjoying a beautiful fall day on the San Francisco
Bay Trail.
Proceeds from OktobeRun support programs are funded
by the Redwood City Education Foundation (RCEF),
which motivates many runners, but the race is also
coming into itself as a well-regarded event drawing
participants from around the Bay Area and across the
country. Race director Rick Hunter credits the Redwood
Shores Community Association (RSCA) with helping to
build the races success.
RSCA has been a loyal partner from the beginning, and
we are very grateful for their contribution, Hunter said.
Every year Shores volunteers have staffed a water station
and The PILOT has publicized the event. Weve really
enjoyed helping out such a grand event for such a good
cause, and Im encouraging our community to
participate again this year, said RSCA vice-president
Jim Cvengros.
Runners in the half marathon and 5K races appreciate
how well OktobeRun volunteers tend to their needs and
enjoy the home town, community feel they provide.
While the half marathon appeals mostly to elite runners,
the 5 K is well-suited for families and also attracts a
strong contingent of students. The participation of this
group falls into one of the RCEFs key strategies for
promoting wellness in schools. We have been funding
wellness programs since 2005, said RCEF president
Judie Gutierrez. OktobeRun and our 4th of July Parade
Run are important elements of our mission. We strongly
believe healthy kids learn better! To encourage student
participation this year, OktobeRun has dropped fees for
students to $10.

SCIENCE LECTURES: One Wednesday each month, Carlmont
invites a guest speaker to engage students and all audiences
in the exciting world of science. Lectures are from 7 p.m.
to 9 p.m., and range from a variety of topics including the
prehistoric ages, biology and engineering. All lectures are
free of charge and take place at the Carlmont Performing
Arts Center on campus. The next science lecture will be
on Nov. 18 at 7 p.m.

PICTURE RETAKE DAY: Yearbook picture didnt turn out well?


Bad hair day? Photographers will be back at Sandpiper on
Thursday, Nov. 12 to retake pictures during school hours.

SCHOOL BOARD MEETING: A second monthly Sandpiper

classmates.
PTA MEETING: Monthly PTA meetings will be held on
Tuesday, Oct. 20 and Tuesday, Nov. 17 from 7 p.m. to
8:30 p.m. in the Music Classroom.

PARENT CONFERENCES: Just a reminder that there will be


early dismissal for grades 1-5 from Tuesday, Nov. 17 to
Tuesday, Nov. 24. Students will be let out from school
early so teachers can hold parent conferences to discuss
their childs progress in school. Contact your students

decorated by each class will also make an appearance at
halftime.

WINTER SPORTS PARENT MEETING: For all Carlmont


students participating in winter sports, there will be a
mandatory meeting on Monday, Nov. 23 from 7 p.m. to
9 p.m to discuss the upcoming season.

Our volunteers returned to Mariner Park for a barbecue


lunch and enjoyed getting to know their neighbors. This
is the 15th year that RSCA has organized the Shores
Levee Cleanup, and we thank all our community
volunteers, San Mateo Credit Union, Recology, and the
Redwood City Parks Recreation and Community
Services Department.

Again this year RSCA hosted SFGoodwills Give-NGo drop off at the Redwood Shores Library, giving the
Shores community a chance to clean out their homes
and garages.
RSCA volunteers worked with SF Goodwill to unload,
sort, and document all of the clothes, small appliances,
computers & equipment, towels & linens, lights,
bedding, kitchen utensils & cookware, toys, books,
movies & music, bikes & boards enough to fill up
one large semi-trailer.

3 tablespoons cider vinegar
1 3/4 cups or 1 19-ounce can kidney beans, rinsed
and drained
2 green bell peppers, chopped
In a large pot (I use a 5-quart, and just all fits), heat the
oil over moderately low heat and cook the onions in it for
5 to 10 minutes, until softened. Add the garlic and carrots
and cook for one minute more. Raise the heat to medium
and add the beef, stirring and breaking up any lumps until
it is no longer pink, about 10 minutes. Add the chili
powder, cumin, paprika, oregano and pepper flakes and
cook for another minute. Add the tomato sauce, broth and
vinegar and simmer the chili, covered, for 35 to 40
minutes (if you used ground beef ) or 50 to 60 minutes (if
you used coarse chuck). Add the kidney beans, bell

OktobeRun concludes with a lively post-race expo
featuring food and drink samples, information booths,
and other attractions. This year were working on having
food trucks and a masseuse, Hunter said, and we also
hope to feature Olympic athlete Erica McLain who has
some entertaining and innovative ways to test your
athletic skills.
