FATIMA COMA MANGAYAO MINAGA that has been denied

APPEAL
COMES now Fatima Coma Mangayao Minaga, the undersigned appellant, for
and in her own behalf, unto this Honorable Office, most respectfully alleges:
1. That she is the surviving wife of MIMBISA TIBORON MINAGA, a late veteran of
WWII, who died on July 11, 1990 at Maribo , Lumbayao, Lanao del Sur;
2. That their union were blessed five children, namely: Faisan Minaga, Camad
Minagan, Farida Minaga Farhani Minaga and Kalih Minaga.
3. That during the lifetime of the above decedent, he told herein appellant that
he was one of the members of guerilla fighter who fought against the
Japanese during World War II;
4. That herein appellant has no idea on how to file claims in favor of her
husband, until such time a certain Walida, who told the former the procedure
and the requirements in order to be approved with the PVAO;
5. Considering that, being also a resident of the same locality and knew all the
while the relationship of herein appellant with the late veteran, she offered
her appellant to help her in filing the application for claims, since she was
engaged in this kind of undertaking;
6. That Mrs. Walida asked the amount of Fifteen Thousand Pesos from appellant
that will be using to secure documents, however, it took years have passed,
there was no up-date that coming from Mrs. Walida, as such, it was appellant
herself went to this Office to follow-up the same, however, the appellant was
surprised to know that all the documents are required to submit were falsified
by Mrs. Walida, without the knowledge and consent of herein appellant;
7. Thus, herein appellant was merely have been victimized by Mrs. Walida and
what have had happened with respect to denial of her application over PVAO
claims was beyond her control.
8. That appellant secured the required documents, such as, NSO issued
marriage certificate between her and the late veteran, her live birth
certificate and of the late veteran, and the death certificate of the late
veteran and of the first wife, Enoling Domangas;
9. Notwithstanding, all the NSO issued documents that were, although, late
registered that herein appellant submitted, but she can positively and

outrightly provide the same based on her recollection, as these were all facts
she have encountered and the same information were set forth in the copies
of the NSO, thusly, respectfully prayed that the same, based on law and
jurisprudence, be given due consideration;
10.In view of this matter, appellant respectfully prayed to give her chance to
prove her claim as the legal wife of the above decedent.
11.Other just and equitable reliefs are equally prayed for.
