Adoption of Resolutions Authorizing the City Administrator to Execute Agreements with


First Alarm Security Services and Uretsky Security for Beach Enforcement for a Total Not
to Exceed Amount of $90,000 for Beach Fire Security Services.

RECOMMENDATION
1. Adopt a Resolution Authorizing the City Administrator to Execute an Agreement with First Alarm
Security Services for Beach Enforcement and Other Security Services for a Not to Exceed
Amount of $30,000.
2. Adopt a Resolution Authorizing the City Administrator to Execute an Agreement with Uretsky
Security Services for Beach Enforcement and Other Security Services for a Not to Exceed
Amount of $60,000.
SUMMARY
The Carmel Police Department utilizes the services of an outside security company to augment its
staffing capacity, particularly for transporting prisoners to hospitals. This service has expanded to
include assisting with beach patrols and educating beach visitors about rules governing the use of the
beach, including beach fires. With the recent enactment of an emergency ordinance banning beach
fires during the weekends, the Police Department has acquired the services of an additional security
firm to help monitor and enforce the moratorium. As the cost of these services will be greater than
$25,000, and thus require Council approval, it is recommended that Council authorize the City
Administrator to execute two (2) professional services agreements for security services: ( 1) First Alarm
Security Services for a cost not to exceed $30,000 for fiscal year 2015-16 and (2) Uretsky Security
Services for a cost not to exceed $60,000 for fiscal year 2015-16.
With the adoption of the urgency ordinance on beach fires on 4 August 2015, the Police Department
sought supplemental security assistance to enforce the ordinance. Currently, two security guards are
used Monday through Thursday from 6 pm to 12 pm and six security guards are on patrol from 11 pm
to 6 am Friday through Sunday and on state and local holidays. The use of security firms is an efficient

and effective method to enforce beach fire rules while the Department continues to fill the beach police
officer position. The security officers also collect data on the number of fires and other information as
requested by Council. It is recommended that the contracts continue through June 30, 2016 to allow
services to continue and provide the Department time to conduct a request for proposal process and fill
vacant staff positions. The estimated cost of services will vary due to the status of the beach fire pilot
program and current ordinance; the hiring and training timeline for the new beach patrol officer; winter
storm conditions and the possible use of security for other services such as special events.

PRIOR CITY COUNCIL ACTION


Council approved $40,000 for private security assistance and the beach patrol officer position as part of
the adopted Fiscal year 2015-16 budget on 15 June 2015. The current budget was amended on 1
September 2015 to increase the Police Department's contractual services account by $50,000 in light
of the continued enforcement of the beach fire ordinance .

AGREEMENT WITH FIRST ALARM SECURITY SERVICES FOR BEACH ENFORCEMENT
AND OTHER SECURITY SERVICES FOR A NOT TO EXCEED AMOUNT OF $30,000
WHEREAS, the Carmel Police Department utilizes private security firms to augment its staffing
and provide assistance with transporting prisoners to hospitals; beach patrols and other requested
services and the delivery of said services requires specialized knowledge and licensing; and
WHEREAS , the adoption of an emergency ordinance regarding beach fires on August 7, 2015
and September 1, 2015 require ongoing monitoring, data collection, education and enforcement of the
beach fire rules, including the prohibition of beach fires on Friday-Sunday and holidays; and
WHERAS, utilizing security firms provides the Department with flexibility to augment its
staffing, particular while the recruitment for a beach patrol officer is underway; and
WHEREAS , the Department wishes to continue to utilize these services and all Agreements
exceeding $24,999.00 require City Council approval to be valid.
NOW, THEREFORE , BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA does hereby:
Authorize the City Administrator to execute a Professional Services Agreement with First
Alarm Security Services for Beach Enforcement and Other Security Services for a not to exceed
amount of $30 ,000 for the period of July 1, 2015- June 30, 2016
