Normal Retirement Age: Age 50 with 25 years of credited

service, or age 55 with 20 years of service, or age 60 with


15 years of service.
Early Retirement Age: Age 50 with 20 years of credited
service, with benefit reduction for early retirement.
Death Benefit: Service-Connected and Non-Service
Connected death benefits payable to spouse and/or
children, or other beneficiary (if applicable).
Long-Term Disability Benefit: If you qualify, benefits are
based on 50% of your annual salary (no waiting period).
Optional Group Life Insurance (OGLI) Available: Paid
for by payroll deduction (administered by Minnesota Life).
No medical underwriting for new KP&F members within 30
days of hire for the following: Coverage of $50,000 or less
for employees, $25,000 or less for spouse. KP&F
members must be enrolled in OGLI in order to enroll in
spousal coverage.

Municipal Employees Pension Plan (MEPP)


Full-Time Employees
(Commissioned & Non-Commissioned)
Defined Contribution Plan: Upon retirement or
termination. Benefit is based on value of employees
vested account at the time of withdrawal.
Participation: (Mandatory) You will be automatically
enrolled in the plan. You will be sent an informational
packet and asked to complete a beneficiary form, as well
as choose your investments online.
Eligibility: You will go into the plan on the first day of the
following month after three continuous years of service in
an eligible position.
Contribution by Employer: 4% of base salary.
Employer matches up to an additional 2% contribution.
50% of first 4% of employees deferral to one of the Citys
Deferred Compensation Plans, must be employed on last
day of year to be eligible to receive matching contribution.
Vesting Attained: 100% vested after 10 years of service.
After four years of service, 40% vested with 10% added for
each year of service until 100% vested. At Age 65, 100%

vested regardless of years of vesting service.


Contribution by Employee: Voluntary, up to 10% of base
salary. Contributions made by the employee are on an
after-tax basis. Always 100% vested.

POLICE OFFICER QUALIFICATIONS


Minimum Eligibility Requirements
. Must be a United States citizen.
. Must be at least 21 years old. (Explorers Program: ages 14-19)
. Must have a high school diploma or furnish evidence of
successful completion of an examination indicating an
equivalent achievement (e.g. General Education
Development (GED) test).
. Cannot have any members of your immediate family
employed full-time or part-time by the city.
. While there is no requirement to reside in the State of
Kansas or the City of Overland Park, Police Officers are
required to reside within a proximity which allows them
to report for duty within 90 minutes of an initial member
call in or notification.
. Must take and pass a physical agility test, a written
examination and an oral board interview.

. Must successfully pass a police department
administered polygraph exam.
. Must complete an in-depth background investigation.
. Must complete a physical and psychological
examination from a licensed physician or practitioner
after a conditional offer of employment.
. Must be able to achieve and maintain a level of
physical fitness that allows officers to safely and
competently perform the essential functions of the job.
. Must complete a drug screen.

. Sworn and civilian members of the Overland Park Police


Department are not permitted to have any tattoos visible
while working in an official capacity, as well as when
working off-duty in a Department uniform. Exceptions to
this prohibition are: tasteful cosmetic tattoos such as eye
liner, tattoos which symbolize marriage; and medically
necessitated tattoos may be permissible. Other
exceptions may exist based upon assignment. All
exceptions will be handled on a case-by-case basis and
must be approved by the Chief of Police.
. Unless otherwise approved by the Chief of Police, any
visible tattoo must be covered by: clothing; a fleshcolored item such as bandage; sleeve; or concealer
cream or make-up, while on-duty or in uniform.
. Members, sworn or civilian, are prohibited from obtaining
any tattoo, any place on their body, which is offensive,
immoral, or presents an unprofessional appearance, as
deemed by this or any Department or City policy, or the
Chief of Police. Tattoos meeting this criteria include
those which depict: racial or gender discrimination; any
nudity; violence; criminal act; sex act; sex organ;
profanity; subversive group; or gang symbol.

Past Criminal Activity


. Must not have committed, been convicted of, had a
conviction expunged for or been placed on diversion by
any state or federal agency for a felony crime.
. Must not have sold, distributed, manufactured or
transported any illegal drug.
. Must not have used any illegal drug(s) within the
past 10 years with the exception of marijuana.
. Must not have used marijuana in the past three years.
. Must not have ever used any prescription drug or used a
legally obtainable substance in a manner for which it
was not intended within three years (36 months)
preceding the date of application for employment.
. Right to legally own or use a firearm must not be
revoked or curtailed under federal, state or local law,
including but not limited to provisions of the Gun Control
Act of 1968.
. Must not be currently charged with or under indictment
for any criminal activity other than minor traffic violations.
. Must not be currently on criminal probation.
. All applicants are subject to a thorough, comprehensive
background investigation.

. Officers are assigned through a bidding system,


based on seniority, to a team for a 12-month period.
. Officers assigned to the day shift work eight months
of days and four months of evenings.
. Officers assigned to the evening shift work eight
months of evenings and four months of days.
. Officers assigned to the day/evening relief,
midnights, and midnights relief shifts work their
assigned shift for the entire year.
. Transfers to specialized units (criminal investigations,
EOD, Dive Team, K-9, tactical response, etc.) are based
on the needs and best interests of the organization.

Driving Record
. Must possess a valid drivers license prior to beginning
employment with the city.
. May not have been convicted of, plead guilty or no
contest to, or been diverted on four or more moving
traffic violations within the past three years.
. May not have been convicted of, plead guilty or no
contest to, or been diverted on a serious traffic violation
within the past three years. Serious traffic violations
include DUI, reckless driving, hit and run, vehicular
homicide, transporting an open container of alcoholic
liquor or cereal malt beverage, eluding a police officer
and negligent homicide.

Salary
For an entry level police officer, the annual salary is $3,364
per month with a maximum of $5,893, reachable after 12
years in the salary step plan. The city offers excellent
benefits, including health and dental insurance, a defined
benefit retirement plan as well as a defined contribution
retirement plan.
Lateral entry may be considered, based on prior
experience as a full-time police officer.

Work Schedule
Officers work five eight-hour or four 10-hour work days
during a normal work week, depending on shift assignment:
. Officers are assigned to the Patrol Division as a Patrol
Officer. The department also has one permanent day
shift and one permanent evening shift.

The department pays time and one-half for assigned


overtime (more than 40 hours). All personnel are subject
to overtime assignments as necessary.

Retirement
Federal Insurance Contributions Act (FICA)
This federally required plan is administered through the
Social Security Administration and requires all employees
to contribute 7.65% of their gross salary; the city is
required to contribute an additional 7.65% as an employer
match. This plan provides retirement, survivor, disability
and health insurance benefits.

Kansas Police and Firemens Retirement


System (KP&F)
Commissioned: Police & Fire Employees
Administered by the State of Kansas
First Day Membership Mandatory Participation
Defined Benefit Plan: Upon retirement, provides monthly
income for employees lifetime. Monthly income is based
on Years of Service and Final Average Salary. Options are
available to provide income for spouse or other
beneficiaries.
Contribution by Employee: 7.15% of gross earnings,
contributions earn 4% interest annually.
Contribution by Employer: Amount based on actuarial
funding requirements set by the State of Kansas each
year. Provides death benefit and long term disability benefit.
Vesting Attained: After 15 years of credited service,
(eligible to receive benefit at retirement).
