NOTICE OF DECISION
Noll/Mesford Planned Residential Development & Preliminary Plat
Type III Permit
The following project was approved by the City Hearing Examiner on October 5, 2015:

Site Location: Northeast corner of Langaunet Lane NE and Noll Road
Description of Proposal: The proposal is to develop 85 single-family residential lots on an approximately 18.6acre site. The site is mapped within an Aquifer Recharge Area of Concern for shallow aquifer. There are a
variety of open spaces, landscape tracts, and recreational areas proposed as part of the development. Tract B
includes a walking path along the southern and eastern property boundary that connects a gazebo to a covered
shelter, picnic area, and play area. Tract M is located at the northern edge of the property and includes a
basketball court and play area. The sites stormwater will be managed by a stormwater facility located within
Tract A. The site has two access points one off of Noll Road and the other from Langaunet Lane. The roads
within the plat loop around to provide all lots with direct frontage on a city street. No alleys are proposed. The
project will be served by City sewer and water. Water will be connected to an existing 8 inch ductile iron water
main in Langaunet Lane. Sanitary sewer has been conceptually designed connecting to a corridor-wide Noll
Road gravity sewer line. The applicant team has obtained letters of intent or easements from property owners in
a form acceptable to the City.
Applicable Criteria for Permit: The criteria approval for this project is included in the Citys Municipal Code
(PMC). In particular: PMC Title 18 (Zoning Ordinance), PMC Title 17 (Subdivision Ordinance), Chapter 16.04
(Environmental Review), Chapter 16.20 (Critical Areas Ordinance), and Title 19 (Permit Processing
Procedures). The project is vested to the ordinances in effect at the time the application was determined
technically complete in 2009.
City Hearing Examiner Conclusions: The City Hearing Examiner has concluded that the application for the
Noll/Mesford Planned Residential Development & Preliminary Plat has been found to meet the stated criteria,
and the project will not be detrimental to the public interest, health, safety or welfare of the City.
Decision: The City Hearing Examiner has APPROVED the Noll/Mesford Planned Residential Development &
Preliminary Plat, Planning File 06-09-09-1, including the SEPA Mitigations and Conditions of Approval.
Property Taxes: Affected property owners may request a change in valuation for property tax purposes
notwithstanding any program of revaluation. Affected property owners may contact the Kitsap County
Assessors Office, MS-22, 614 Division Street, Port Orchard, WA 98366, (360) 337-7160.
Appeal Authority: The decision is final. This decision may be appealed to the City Council within ten (10)
working days after the written notice of the decision is mailed. Procedures for appeal are described in Section
19.01.060 of the Poulsbo Municipal Code.
Examination of File: The complete case file and conditions of approval may be examined at the Planning
Department, Poulsbo City Hall (200 NE Moe Street) from 8:30 a.m. to 4:30 pm. Monday through Friday. For
