DESCRIPTION:

Harper has been selected to partner with SJWD as the Construction Manager at Risk.
The Project consists of expanding the current 4MGD membrane treatment facility to 8MGD:

INFORMATION:

Sedimentation basin/flocculator improvements install new 4 MGD flocculator equipment,

sludge removal equipment, stainless steel plate settlers, and effluent launders in existing
concrete basin outside existing building
Filtration improvements install new 4 MGD membrane skids, strainers and feed pumps (and
concrete pads), piping, and valves inside existing building
Chemical feed improvements remove and replace one (1) existing 6,000 gallon fluoride bulk
tank in chemical containment area and two (2) 12,000 gallon hypochlorite bulk with piping and
valves inside existing hypochlorite building
Install a 14-foot wide roll up door within the existing hypo building for removal and
replacement of tanks
Electrical improvements install new wiring, starters, motors, soft starts, variable frequency
drives, transformers, panels, disconnects, and instrumentation (including streaming current
meter) to operate 4 MGD equipment inside existing building
Miscellaneous Construct general laboratory, bacteriological laboratory, control room,
shower/locker facility, break room and office inside existing membrane building (total area is
approximately 2,100 square feet) and provide miscellaneous laboratory equipment for
sterilization

2. Assist qualified businesses in need of equipment or joint pay agreements to secure supplies.
3. Assist businesses in obtaining the same unit pricing with supplies to establish credit.
4. Negotiate joint venture and partnership arrangements with businesses to increase opportunities for
participation.
5. Provide quick pay agreements and policies.
